Scotmid stores to take part in campaign to tackle underage drinking

Scotmid Co-operative, is bringing the “It’ll Cost You” campaign, which highlights that buying alcohol for children could result in a fine or jail time, to stores across Edinburgh.

Through its partnership with Police Scotland, the Scottish Alcohol Industry Partnership (SAIP) and Community Alcohol Partnerships, the retailer aims to serve a duty of care within the community by protecting children from the harms of underage drinking.

Throughout the school holidays, radio adverts will be played over the in-store radio, ensuring that shoppers understand the legal implications of buying alcohol for under-18s. Scotmid is also displaying campaign graphics on digital screens, highlighting the consequences of proxy alcohol purchases.

It’ll Cost You! campaign to relaunch this summer

A campaign to deter adults buying alcohol for children aims to build on its success when it is relaunched this summer.

The ‘It’ll Cost You’ initiative has run nationally across Scotland for the last two years and will continue in 2024. Evaluations of the previous campaigns have shown a steady increase in awareness about the implications of supplying alcohol to minors, but it remains a serious issue with 18 detections being made during the course of the 2023 campaign.

It is an offence in Scotland for an adult to buy or attempt to buy alcohol for someone who is under the age of 18. This is known as proxy purchase and can result in a fine, imprisonment or both.

The ‘It’ll Cost You!’ campaign is a collaboration between Police Scotland, the Scottish Alcohol Industry Partnership and Community Alcohol Partnerships and aims to raise awareness of the damaging effects and criminal nature of buying alcohol for under 18s.

This year’s campaign will run from 1 July to 12 August across Scotland.

New Funding Announced to Tackle Underage Drinking in Scotland

The Scotch Whisky Association (SWA) has announced a new partnership with Community Alcohol Partnerships (CAP), in a targeted initiative aimed at tackling underage drinking in key areas across Scotland. The SWA will provide £300,000 of funding over the next three years, funded via its Scotch Whisky Action Fund.

Community Alcohol Partnerships are tailored to address local requirements, with a focus on three key pillars of activity to support an overall reduction in alcohol harm. These include the provision of positive activity for children and young people; creating retail signage and conducting training to prevent underage sales and proxy purchase; and providing alcohol education in schools and for parents.

This new SWA funding will help establish CAPs in areas of high harm that have been identified throughout Scotland. The results of future work in these areas will be regularly monitored, evaluated, and reported on.

CAP has a robust evaluation framework and proven track record with consistent evidence of significant impact. To date, more than 250 CAPs have been established across the UK. Evaluation shows that they achieved an average of 62% reduction in regular drinking among 13-16 year olds; a 42% reduction in youth alcohol-related anti-social behaviour; and 77% of reductions in proxy purchases.

Mark Kent, Chief Executive of the SWA said: “The Scotch Whisky industry is committed to promoting safe, responsible consumption of alcohol, and tackling underage drinking.

“Our new partnership with Community Alcohol Partnerships will help to support delivery of this targeted intervention, marking an important and valuable development in the industry’s wider commitment to tackling alcohol harm.

“Our work with CAP will ensure that the funding provided by the industry is directed in the best and most effective way to address underage drinking in Scotland. We look forward to collaborating with the team at CAP and seeing the results of our new partnership.”

Derek Lewis, Chair of Community Alcohol Partnerships said: “Although alcohol consumption by children has declined for many years, more recent data has shown an increase and Scotland still has one of the highest rates of alcohol harm among children and young people internationally.

“The existing Scottish CAPs have already demonstrated real success in reducing these harms by helping local communities introduce action plans tailored to their own needs.

“We aim to accelerate the establishment of CAPs in other high harm areas of Scotland and so help our children grow up with well-informed and responsible attitudes to alcohol. We welcome the support and financial commitment of the SWA and its members as we pursue this ambition.”

Proxy purchasing: It will cost you

Underage drinking plays a huge part in antisocial behaviour, crime and violence in local communities. One of the ways young people get their hands on alcohol is to ask an adult to buy it for them. This is called proxy purchasing – and it’s a criminal offence.

Buy alcohol for someone under 18 and you could face a fine of up to £5,000 or up to 3 months in prison. Or both.

Police launch “It’ll Cost You!” proxy purchasing campaign

An award-winning campaign to tackle underage drinking and youth disorder has been launched across Scotland.

The “It’ll Cost You!” programme is a collaboration between Police Scotland, local authorities and alcohol producers and retailers and aims to raise awareness of the damaging effects and criminal nature of buying alcohol for under 18s.

Following a series of successful pilots by the Scottish Alcohol Industry Partnership across Lanarkshire, Edinburgh and Glasgow, results consistently showed a drop in street drinking and anti-social behaviour.

Asking an adult to buy alcohol for under 18s is one of the most common tactics used by young people to access alcohol. The Licensing (Scotland) Act 2005 states that it is an offence for a person to “act as an agent for a child in purchasing or attempting to purchase alcohol”. This is also known as proxy purchase.

Police Scotland analysts report that youth disorder incidents reduced by 10% in the North Lanarkshire pilot. The campaign also contributed to a 51% reduction of reports of children drinking on the street.

In addition to 38 adults being reported for buying alcohol for children, the campaign also led to two stores being reported for repeatedly selling alcohol to under 18s.

Adults who buy alcohol for children may face a fine of up to £5,000. Depending on the circumstances you could also face a prison sentence of up to three months and a criminal record

Superintendent Hilary Sloan, Police Scotland, said:  “This campaign highlights the multitude of issues which can be caused through underage drinking and by buying alcohol for teens.

“We want to help keep our young people safe from alcohol-related harm, as well as reducing anti-social behaviour and crime in our communities. Additionally, proxy purchasing is an offence, which could result in a prison sentence.

“The lighter evenings of the summer will see an increase in police patrols around Scotland to reduce attempted purchases of alcohol for under 18s.”

Dr John Lee, Chair of the SAIP Campaigns Group and Head of Policy and Public Affairs, Scottish Grocers Federation said: The success of initiatives such as Challenge 25 have helped reduce the number of direct sales of alcohol to under 18s, but young people are increasingly accessing alcohol by other means.

“Asking an adult to buy alcohol for them is one of the most common tactics used.

Minister for Community Safety Ash Regan said: “A key objective of the Licensing (Scotland) Act 2005 is the protection of children and young persons from harm. We remain committed to protecting young persons and children from harm. 

“Young persons are particularly vulnerable to the effects of alcohol, whether they are drinking themselves, or being affected by the drinking of other people in their lives. Underage drinking can also cause short and long term harm to health, as well as put young persons in dangerous situations when drunk.

“That is why I welcome the “It’ll Cost You” Campaign to help create safer communities for us all. The results of pilot initiatives, which the Scottish Government supported, show what can be achieved through strong collaboration and partnership working at a community level.”

Police: Don’t Ask For It campaign

Licensing Officers were joined by the Convener of the Licensing Board @CllrNormanWork visiting licensed premises in Clermiston & South Queensferry to promote Police Scotland’s #DontAskForIt campaign yesterday.

It is a criminal offence to buy alcohol for someone under 18. You could receive a £5000 fine or upto 3 months in prison.

Community Council to meet local police to discuss antisocial behaviour in Drylaw

Drylaw Telford Community Council is to meet local police tomorrow following a spike in antisocial incidents across the area.

Recent weeks have seen two serious street attacks in Wester Drylaw along with a number of other incidents of vandalism including refuse bins being set on fire.

The community council was alerted to one incident by an Easter Drylaw woman last month: “My neighbours house (unoccupied) was set fire to last night by kids setting fire to wheeliebins.

“I had 4 small children in my house petrified and screaming as we couldn’t get out our front floor for flames. It is same group of kids constantly causing trouble in street cutting through street to skate park.

“I have had my windows smashed, fire posted through letter box and glass bottles thrown at my dogs. Its getting our of hand last night luckily someone seen the fire taking real hold last night or a dread to think what the outcome would have been today. It is now putting peoples lives in danger. What has happened to this area?”

The community council has now been able to arrange a virtual meeting with local police officers to discuss community concerns. The meeting will take place via Microsoft Teams tomorrow evening at 7pm.
