Have your say on new student development on the site of the former Tynecastle High School

Developer S1 Developments is giving the public a chance to have its say on proposals for an exciting new student residential development at Edinburgh’s former Tynecastle High School site. 

The development will regenerate a site that has currently lain vacant for over a decade and fallen into a state of disrepair. A full assessment has been undertaken by S1 and due to a number of constraints, the best use of the site is judged to be for car free student development, with the original category B-listed school building on McLeod Street retained and restored.

Proximity to North British Distillery, who previously owned the site, Tynecastle Stadium and the Western Approach, with issues around light, smell, noise and traffic make student accommodation a more effective use of the site than residential accommodation.

A single user operator, such as a student one, is able introduce control measures that will ensure that amenity and safety can be maintained with issues such as noise, smells and air quality easier to mitigate through a single point of control eg through the ventilation system and acoustic design.

It also affords opportunities to install site-wide green energy provision under the control of a Building Energy Management System (BEMS) to minimise energy consumption and improve sustainability.

Council guidance also points to the benefits of purpose-built student accommodation in freeing up flats for families with children and reducing issues of antisocial behaviour.

The developer submitted a Proposal of Application Notice (PAN) to the City of Edinburgh Council in February informing that it intends to submit a planning application for the redevelopment of the site following a public consultation event.

The Scottish Government has suspended in-person public consultation events due to COVID-19.

Full details about the proposals will be made available to the public at 9 am on Tuesday 18th May on the dedicated project website: www.oldtynecastlehigh.com.

An online consultation will take place between 3 pm and 7pm on the same day. Consultants will be available during those hours to answer any questions and receive feedback through a two-way chat system.

Edinburgh Castle to become student accommodation and will double as exclusive holiday lets

There has been a furious reaction to news that Edinburgh Castle has been sold – and will be converted into top of the range student accommodation.

The city council says the sale will do much to change the capital’s old-fashioned image but heritage groups say the sale of the castle is an act of barbarism

Glen Morangie, marketing director of Historic Environment Edinburgh, confirmed: “The decision was a no brainer. The building has been lying idle for over a year and it’s beginning to show it’s age.

“The city council has ambitious plans for the city centre so we have decided that now is the time to think outside the box and jump on the bandwagon. Make no mistake, this plan is a win, win.

“The building, which will be renamed Hogmanay Heights, will be converted into as many student flats as we can legally get away with – and as a major plus we have negotiated a deal with the city council to take over Princes Street Gardens.

“The gardens will be coverted into a huge drying space – which we’ll call The Back Green – to enable students to dry their laundry. This is to compensate for the lack of space in the flats – to be honest you won’t be able to swing a cat in them, but students don’t really care about that sort of thing. Laundry, I mean.”

Essential Edinburgh also has plans for Hogmanay Heights during the summer and winter breaks.

Mr Morangie continued: “We’ll send the students packing at end of term, give the flats a quick spruce up and let them out – at exhorbitant rates – to tourists. Visitors to Edinburgh are used to being ripped off so they’ll lap it up – it’s all part of the unique Edinburgh experience!”

Rupert Morningside-Merchiston, a ‘change champion’ consultant for City of Edinburgh Council, said: “There are exciting times ahead in the capital. After a year of pandemic misery this is just the tonic that the citizens of Edinburgh want and need – not that we’ve asked them, of course.

“Rest assured, the city centre will be transformed. The boring old fuddy-duddy stuff will be gone for ever – the trees, the flowers and the statues will be replaced with line after line of crisp clean laundry blowing in the breeze. Auld Reekie no more: and Edinburgh – sponsored by Persil – will lead the way once again.”

The Esplanade will become a massive bicycle shed, which causes a major problem for the organisers of Edinburgh’s world famous Tattoo.

The Royal Edinburgh Military Tattoo’s Pipe Major Ruaridh Bannockburn said: “Of course we’ll miss Edinburgh Castle but times are changing, everyone’s cutting back and shows of miltary might ain’t what they used to be.

“Oddly enough, our very first Tattoo was a small event staged at the Ross Bandstand back in 1949, and it seems that we must now go back to our roots and stage a drastically scaled down Tattoo once again.

“With Underbelly’s permission we will be performing ‘Twa’ Pipers Ana’, Ana’ in a phonebox near the Ross Bandstand this August. Buy your tickets now, but remember to bring your own seat – the prices Underbelly charge are eye-watering!”

Archie Brunstane-Bingham, chairman of the Old Town Preservation Society, was unavailable for comment. It’s understood he’s moved to Glasgow.

London Road: Green light for yet more student accommodation

An application for planning permission for the development of high-quality student accommodation on London Road has been approved by City of Edinburgh Council at committee this morning.

Located at London Road, the 76-bed development, is being undertaken by developer, HG Developments. This is a second phase development of the neighbouring student accommodation at 61-63 London Road, also being undertaken by HG Developments. This incorporates the vacant land, presenting a continuation of regeneration along the London Road corridor.

Situated opposite Meadowbank Stadium, the contemporary state of the art development will replace the existing car wash and will see the delivery of a six-storey block, predominantly in brick, bringing a strong architectural element to the corner site.

The planning application was progressed after the site was re-marketed when a previous residential development consent for the scheme could not be progressed due it not being possible to build over a sewer present on the site.

On completion, charity People Know How – currently housed at Crewe Toll’s 525 Ferry Road – will locate their headquarters on the ground floor of 61 – 63 London Road, closer to the communities in which they operate.

The charity supports children, young people and their families in north-east Edinburgh transition from primary to high school; helps individuals access the digital world and assists communities to shape their areas through community consultation and empowerment.

The site is not within a Conservation Area or within the boundary of the UNESCO World Heritage site and is in an area within which there is a considerable volume of mixed-use development proposed, complementing the established residential areas nearby.

It is located on London Road, a major thoroughfare in the city boasting a high frequency of bus routes, including buses that directly serve university and college campuses and facilities.

Given the high sustainability of the location, only four parking spaces will be delivered, two accessible spaces and two to accommodate cars for the for the City Car Club, now known as Enterprise Car Club.

A high focus on cycling is a key part of the proposal, with capacity for 198 bicycle spaces. There will also be Sheffield racks available for visitors and staff, giving a total of 210 bicycle spaces.

Energy efficient design will enhance the sustainability of the development, and water consuming systems will offer considerable reductions in water use compared to baseline technologies, including low flush toilets and low flow taps and showers

In addition, the proposal will help to address the increasing demand for student accommodation in the city. Edinburgh’s leading universities and colleges are a key driver of the capital’s economy and civic life, and student bed provision in Edinburgh remains below average compared with competing student cities across the UK.

A spokesperson for HG Developments commented: “We are delighted to have received approval of our application at committee today. This high-quality student accommodation proposal will serve to redevelop a brownfield site in previous commercial use.

“Given the high sustainability of the location there is no requirement for car parking spaces beyond those for the City Car club and disabled spaces, and we are ensuring that there is excellent provision of bicycle spaces.

“The development also serves to address the increasing demand for student accommodation, fulfilling the ambitious growth plans of universities in the city, which are key drivers of the economy. This also helps to reduce pressure on the private housing market as well as delivering a substantial amount in additional expenditure into the local economy.”

Green light for £24 million Student and Homes Quarter in Abbeyhill

Plans for a new mixed-used student and residential quarter in the Abbeyhill area of Edinburgh have been given the go ahead by the City of Edinburgh Council. 

The Abbey Lane development brings together a 298-bed student complex with 66 new homes on the half-acre site, near London Road. Artisan Real Estate will deliver the homes, while Unite Students will develop the student accommodation. 

Artisan bought the former industrial estate site in 2016 and Unite Students acquired the option to purchase the site in July this year. The estimated total cost for the development is in the region of £24 million. 

Artisan will deliver 66 apartments including affordable homes and retail units built around a landscaped courtyard. The design includes a generous amount of green space, including a courtyard area, green roofs and roof gardens.  

Welcoming the planning approval, Clive Wilding, Artisan’s Group Development Director, said: “This is part of a £90 million investment commitment by Artisan to raise the standards of sustainable living at several prime city centre brownfield sites across Edinburgh. 

“Abbey Lane will be a great example of mixed-use living in a superb central location. As well as reducing urban sprawl by optimising the number of people living in well-designed, energy-efficient homes in low car-use locations well-served by public transport, we are also envisaging what people want from their living environment, post-Covid 19. 

“Significant emphasis is placed on the quality of internal space and light to create enjoyable home-working environments, whilst accessible gardens and landscaping promote health and well-being by making nature and well-designed outdoor space integral to the day-to-day living experience.” 

Nick Hayes, Group Property Director, added: “We welcome this decision to grant planning consent. We believe this development will enhance the on-going regeneration of an important part of Edinburgh city centre.

Student accommodation guidance on visits home

Additional guidance has been published for those living in student households after new measures were announced last week to protect the population from the spread of coronavirus (COVID-19).

Minister for Further Education, Higher Education and Science Richard Lochhead has written to college and university principals and student accommodation provider networks to set out the new guidance. It has been developed in consultation with the National Union of Students Scotland and Universities Scotland.

The guidance is intended to address questions from students and encourages them to remain on campus if they are able to do so. It outlines what students can and cannot do and what they need to think about if they are considering a return home on a permanent basis.

This includes where students are isolating and require support to allow them to comply with the requirement to self-isolate. Under the guidance, the household students are returning to are asked to also self-isolate and states that public transport should not be used.

Mr Lochhead said: “Our priority is to try and keep people safe from a virus that, even for young people, can do a lot of damage to physical health.

“We would encourage students to remain living in their current accommodation where they are able to, so they can continue to benefit from both a blend of digital and in-person learning, where that is possible and the opportunity to engage with others, within the restrictions, to build new networks and to make new friends.

“However, we know that many students may be struggling with the prospect of not being able to return home to visit family and other support networks, especially if is the first time in their life they have been away from home.

“Knowing what to consider in deciding whether to return home will help support wellbeing and enable students to make informed choices, but it is important to stress that adjusting to life away from home is always challenging.

“And, as the First Minister has made clear, we are strongly advising that students do not visit pubs and restaurants for the remainder of this weekend.

“I’d like to thank students for playing their role at this very difficult time when they are trying to benefit from further and higher education against a backdrop of a global pandemic.”

Responding to the updated guidance, NUS Scotland said: “Today’s guidance provides welcome clarity to the students in halls, who will be considering their next steps.
 
“We welcome that students will be able to return home on a permanent basis.

“However, we are disappointed that the government continues to talk up in-person teaching, which may keep students on campus and increase risks unnecessarily. We continue to call on the Scottish Government to strengthen teaching guidance so remote learning is the default, and a reality for as many students as possible.
 
“We recognise that some students may want to return to halls at a later date. We would welcome this opportunity to be open to them, so long as it is safe to do so.
 
“Students can, by law, end their student accommodation contracts by serving notice for Covid-19 related reasons. We’re calling for institutions and private providers to go further. This isn’t what students signed up for. If students want to end their contracts and return home, they should be fully refunded. And if they wish to defer study, they should be supported to do so. 
 
“For those who wish to remain in halls, they must be provided with first-class support from their institutions – including practical support like food deliveries, as well as mental health and wellbeing support. They deserve nothing less.
 
“We also welcome guidance for students who may need to return home because they require the support of a friend, family member or other supportive person, to allow them to comply with the requirement to self-isolate.”

The body representing Scottish universities said student welfare must be a priority.

Responding to the additional guidance, Professor Gerry McCormac, Convener of Universities Scotland and Principal of the University of Stirling said: “With the support of their universities, students need to choose what is right for their own physical and mental health.  

“Unfortunately the current situation with this pandemic means these choices do need to be balanced within the wider public health context. There is a real benefit, we believe, in staying at university this semester and benefiting from the blend of both digital and in-person learning and the wider range of services and support that is available.

“The Scottish Government’s additional guidance about households puts the emphasis on staying within existing households and avoiding overnight stays elsewhere for now, but not at the expense of an individual’s wellbeing. It also makes clear that a change of household is possible but offers guidance to limit this to cases where a change then become the person’s main or only residence on a long-term basis.

“It has been a very difficult start to the new academic year for the entire student community, both those returning to university and in particular, those attending for the first time.  It is particularly worrying for the students who have tested positive for COVID-19 and for those who have been asked to isolate to protect other students, staff and the local community.

“A great deal has been asked of students in recent times so that the transmission of the virus can be limited, but the prevalence of this virus has been increasing for several weeks and while students have been severely affected, the responsibility for this increase does not just lie with them.

“Nonetheless we must do all we can to curtail the spreads of this deadly disease while ensuring students and staff are fully supported. Universities are providing practical, emotional and financial support to students and every student should feel able to reach out and ask for any support they need – we’re here for you.

“We’re all facing unprecedented challenges whilst trying to protect education as a priority, second only to public health. In institutions, student leaders have been and continue to be a key part of the planning process for managing the virus and there is wide support for the actions taken.

“Looking ahead, the student voice will be a key part of discussions regarding how to manage the approach to the rest of the academic year.  Actions taken now to reduce the spread of this disease will help ensure we can integrate further with each other and our loved ones as we head towards the Christmas break.”

On September 24 Universities Scotland published new measures for students to prevent the spread of coronavirus in universities.

Green light for Gorgie Road development

A planning application by Edinburgh-based Kiltane Developments Ltd for a mixed-use development at Gorgie Road has been granted (subject to conditions) by City of Edinburgh Council Development Management Sub-Committee yesterday. 

Kiltane Developments is looking to build a development of 28 flats (eight of which will be affordable housing), 140 student flats and 77 student studios. Three commercial units are also proposed to be made available for retail, financial and professional services use.

There is a requirement in the area is for up to two-bed flats and 26 of the 28 units fall into this category.

The need for two-bedroom affordable accommodation in this area has been confirmed by the Council’s Housing Team. The residential mix includes 29 per cent affordable homes delivered on site and serving the social rented sector. This exceeds the policy requirement of 25 per cent.

The site is highly sustainable, within cycling distance of the city centre and is also on a number of major bus routes.

There will be 264 cycle parking spaces and car parking will be provided in the existing underground storage area. The proposed car parking represents just 30 per cent (33 parking spaces) of the maximum car parking allowed by parking standards (108 spaces).

The proposal seeks to extend the public amenity between the building edge and the Water of Leith Walkway to provide a shared space, adjacent to the proposed commercial unit serving local residents and users of the Water of Leith Walkway.

This will provide an attractive frontage on the Water of Leith and significantly enhance the public realm, including upgrades to the public footpath.

The site is in an accessible location and close to university facilities. Provision of purpose-built student accommodation will support the growth and development of the higher education sector in Edinburgh. In doing so it will increase the range and choice of accommodation offered to students.

The current ratio of approximately three students per one bed space in Edinburgh, demonstrates the demand for new purpose-built student accommodation (PBSA).

A spokesperson for Kiltane Developments, said: “I’m delighted with the decision taken today by councillors. As an Edinburgh-based company, we are thrilled to see this exciting project given the green light and look forward to bringing this mixed-use site forward.

“The delivery of housing, including much-needed affordable housing, student accommodation and commercial units will assist in preserving the viability of the nearby local centre. We are also providing an attractive frontage on the Water of Leith and significantly enhancing the public realm, including upgrades to the public footpath.

“We look forward to getting these proposals underway and will continue to work with council officials and the local community to deliver them.”

Landlords encouraged to look forward to new academic year

SafeDeposits Scotland is working with landlords who provide student accommodation to help overcome challenges brought on by Covid-19, as the number of overseas students returning to the UK drops.  

During lockdown, the not-for-profit organisation reached out to landlords and tenants to provide advice and information around changes to the sector due to the pandemic. It works closely with all landlords including those that have been impacted by the decrease in students enrolling this academic year.

The Glasgow-based tenancy deposit scheme holds deposits on behalf of landlords and agents in line with government regulations designed to ensure responsible leasing.

As the sector continues to work towards pre-Covid-19 levels of activity, SafeDeposits Scotland is urging landlords to focus on providing the best renting experience for current tenants, while considering options to diversify their future tenant base.

Mike Smith, operations manager at SafeDeposits Scotland, said: “UK universities expect to see a £2.6 billion shortfall in the next academic year due to the pandemic, with 20% of domestic students not returning to university, and 75% of overseas students not enrolling this September.

“Pre-lockdown, demand for student accommodation in Scotland was notably high. Boasting some of the UK’s top universities, it’s no surprise areas including Aberdeen, Dundee, St Andrews, Glasgow and Edinburgh experienced an influx of students each year looking for housing.

But despite the drop in numbers of students expected to enrol this year, it’s evident there’s faith in the resilience of the sector, with a number of high-profile developments announced in the past month alone.

“Two recent Edinburgh examples of long-term growth within the sector include the new 120-bed purpose built student accommodation complex set to be built at Haymarket, while Unite Student has confirmed plans for a £24 million build of student flats at Meadowbank.”

To understand the concerns of landlords in the private rented sector during these unprecedented times more clearly, SafeDeposits Scotland carried out research to find out how they have coped during lockdown and how they feel about leasing property in the new academic year. 

Mike explained: “We’re confident demand for student housing will return, whether it is in the private rented sector or for purpose-built accommodation. However, until we have a clearer picture of what future academic enrolment figures are like, landlords could consider alternative ways to lease properties.

A good example is renting to young professionals that are looking to move away from home for the first time. The demands of these tenants are similar to students in the private rented sector, and it can be a way of keeping properties occupied until we know more about the future of higher education. 

“We recently carried out research with our landlords that are renting to students. This revealed that almost half (43%) secured new tenancies during lockdown while almost three quarters (73%) of this group expressed concerns around what this academic year will look like for them. 

“To alleviate concerns, we’ve been working closely with landlords to ensure the tenants they do have in place now have the best experience. To support, we’ve moved our face-to-face workshops online to offer free advice and information. Our Charitable Trust has also recently announced its funding towards research being carried out by the University of Stirling. This research is exploring the benefits of allowing tenants more flexibility to make a house a home.

“We believe having happy tenants leads to longer tenancies, creating more vibrant communities where people want to live. This boosts local economies and helps increase demand for rental property in that area.

“The property sector has been resilient during past economic challenges, but the full impact of the pandemic is yet to be seen. We know the government is working hard to support international students hoping to return to Scotland to continue their higher education studies. This will have a hugely positive impact for our landlords who rely on overseas students to rent their properties, and hopefully we will see the results of this work.

“In the short term, we urge landlords to implement safety guidance from the Scottish Government and manage risk wherever possible, while tenants adhere to the measures put in place.”

Students urged to ‘stay alert’ when moving into rental accomodation

Students across Scotland heading off to university next month are being urged to stay alert and check that correct safety measures have been followed before moving into rental accommodation.

The advice follows A-Levels results day as students across the country begin to finalise their accommodation decisions. The impact of COVID-19 means an expected rise in those living and studying from home through e-learning, but for those moving into accommodation it is important not to rush into contracts.

A recent survey of students revealed over two-thirds of renters’ biggest problems included damp, lack of water or heating and living in dangerous conditions. *

There are fears that the increased uncertainty of COVID-19 might lead to students signing contracts for cheaper housing in a bid to save money without properly inspecting the property first.

This could result in students living in potentially unsafe conditions which might put their health at risk, or create significant disruption if they must move out halfway through the year because the house becomes uninhabitable. Of particular concern are poorly maintained heating systems that could be life-threatening if they emit harmful carbon monoxide fumes.

To help students know what to look out for when deciding on accommodation, OFTEC, the trade association for liquid fuels, has issued a safety checklist for students in Scotland which outlines the legal requirements landlords must follow and the key red flags to look out for:

1.    Check that every floor of the property has a working smoke alarm. Carbon Monoxide alarms are also mandatory in rooms which use solid fuel (such as an open fireplace).

2.    Make sure there is always clear access to a fire escape route.

3.    Upholstered furniture such as beds and sofas must have appropriate fire safety labels attached.

4.    Check all electrical appliances (kettles, TVs, light fittings etc.) are working correctly as it is the landlord’s responsibility to ensure they are in a good condition. Electrical Safety First also recommends portable electrical appliances provided by landlords are tested at regular intervals.

5.    For a mains gas heating system, the boiler must have been serviced by a Gas Safe registered engineer. If you are moving into one of the 135000 oil heated homes in Scotland, an OFTEC registered technician should service the system. When viewing the property, ask to test the heating and check the radiators warm up.

Malcolm Farrow from OFTEC, commented: “It’s that time of year again for students in Scotland as they prepare for university and many move into rented accommodation.

“Whilst most landlords are fully responsible, unfortunately there are some unscrupulous owners who will try to dupe students into living in potentially unsafe accommodation full of problems.

“With the challenges of the COVID-19 pandemic, it can also be an incredibly nervous time for students so it would be easy to forget some of the vital property checks. But, staying alert and spotting any issues before you move into your chosen accommodation will help you avoid further problems that might affect your stay. In addition, check your tenancy agreements for any clauses around COVID-19 to get a full grasp of what you are agreeing to.”

More student accommodation planned for Murieston Crescent

Maven Capital Partners, a leading UK property and private equity manager, has purchased a site at Murieston Crescent for the development of a purpose built student accommodation (PBSA) complex.

The site, which was acquired for £2.8 million, is situated in a prime location close to Haymarket in Edinburgh’s West End, and strategically placed for Heriot-Watt, Napier and Edinburgh universities. Situated only 1.1 miles from Princes Street, Murieston Crescent has all amenities within walking distance and benefits from strong transport links.

Maven has taken Murieston Crescent through the full planning process with permission now granted for a 120-bed PBSA development, comprising of 108 studio apartments and 12 ensuite cluster flats over six floors. The development is estimated to cost £15 million with a practical completion targeted for summer 2022.

Maven says there remains an acute shortage of purpose built accommodation for students in Edinburgh. It is estimated that around 60% of Edinburgh’s full-time student population are unable to access either university provided or private purpose built student accommodation.

Maven has extensive experience in the PBSA sector where it has developed, asset managed and operated properties across the UK, including Glasgow, Dundee, Durham, Liverpool and Birmingham. 

It was also the asset manager for Mill Hill, a 257-bed student accommodation complex on Gorgie Road, Edinburgh, which was sold for £25.1 million in 2018. The Murieston Crescent transaction represents Maven’s 14th PBSA development, totalling over 2,000 beds.
