City tranport transport projects to benefit from national investment

Edinburgh’s ‘pioneering approach’ to delivering sustainable, accessible transport connections has been recognised under national plans for investment.

Accelerating economic recovery and laying the groundwork for an inclusive, greener transport network will be at the heart of future transport investment in Scotland.

The second Strategic Transport Projects Review (STPR2) will help to deliver the vision, priorities and outcomes for transport set out in the National Transport Strategy (NTS2).  Phase One has been published which, together with conclusion of Phase Two in autumn this year, will set out Scottish Government’s investment priorities for the next 20 years. 

Phase One recommendations for national investment priorities in the short-term include:  

  • Supporting smart and sustainable travel across Scotland, with development of active freeways and expansion of 20mph zones
  • Improving public transport, with reallocation of road space for buses and improved accessibility at train stations
  • Supporting the transition to low carbon transport, with investment in alternative fuels and progression of decarbonisation of rail
  • Enabling larger loads to be carried by our railway network, encouraging freight to shift from road to rail transport.

Cabinet Secretary for Transport, Infrastructure and Connectivity, Michael Matheson said: “As we continue to navigate our way through an unprecedented global health emergency, the investment decisions we make have never been so important.

“We want to lock in the changes to the healthy, green travel options we’ve seen during the pandemic, while supporting interventions that will aid and help accelerate economic recovery.

“We are conducting a thorough, evidence-based review of the performance of Scotland’s strategic transport network across active travel, bus, ferry, rail and the trunk road network and my thanks go to everyone who is engaged in that process, particularly our Regional Transport Working Groups.

“Phase One sets out some of our transport investment priorities for the next few years, which will support a fair and sustainable economic recovery from the pandemic, while working towards our longer term goals of making Scotland more accessible for residents, visitors and businesses; improving connectivity and highlighting the vital contribution that transport investment can play in enabling and sustaining Scotland’s economic growth.

“STPR2 will help us to deliver the vision, priorities and outcomes set out in our National Transport Strategy as well as aligning with other important national plans such as the Climate Change Plan, Infrastructure Investment Plan and National Planning Framework.”

Recommendations for national investment priorities in phase one of Transport Scotland’s second Strategic Transport Projects Review (STPR2) focus on the country’s economic recovery and providing an inclusive, green transport network.

Amongst priorities for spending are the extension of Edinburgh’s Mass Rapid Transit system, including the tram network, and its potential to support the region’s economic growth and carbon-neutral ambitions by providing an attractive travel choice between the city and satellite locations.

Under recommendations, spending on public transport prioritisation measures, reallocating more road space to cycling and walking and the redevelopment of Waverley Rail Station would also be progressed.

The review also highlights the success of Edinburgh’s 20mph roll-out, following which road traffic collisions have been seen to fall in the Capital, and commits to supporting other local authorities to follow suit.

“This report acknowledges the central role clean, integrated transport will play in the city and region’s economic development, improving the environment and progressing social equality amongst the people who live here.
 
“Amongst the schemes highlighted, the progress of mass rapid transit is key to our forthcoming City Mobility Plan, supporting people to make convenient, sustainable transport choices as well as connecting to areas of future growth.

“Support in this Scottish Government report for reallocation of road space for walking and cycling, expanding on work through our Spaces for People project, City Centre Transformation and our ongoing, ambitious active travel programme, will help us create a truly people-friendly city.

Edinburgh Tories: Road changes should not be made permanent!

Cllr Sue Webber is the Edinburgh Conservatives’ Transport Spokesman in Edinburgh Council and candidate for Edinburgh Western in the Scottish Parliamentary elections:

In May 2020, the SNP-Labour Council used emergency Covid-19 powers to rush through several road closures, an unnecessary Low Traffic Neighbourhood in East Craigs and the widespread introduction of segregated cycleways along Comiston Road and Duddingston Road.

These schemes were first introduced as a temporary measure during the pandemic. But the SNP-Labour Council now intends to make these changes permanent.

Local opposition has been substantial but the SNP-Labour Council have continued to ignore residents. One group, Get Edinburgh Moving (GEM), had to resort to threats of Legal Action against the Council to stop the introduction of the LTN in East Craigs.

I have led opposition on the Council, consistently voicing the public’s concerns about the negative impact these immensely unpopular measures are having on livelihoods and local businesses.

From the outset, I demanded greater community involvement and political scrutiny on the schemes.  I too have been ignored.

Spaces for People scheme proposed for Wester Drylaw

A new Spaces for People measure is being proposed for the streets around Ferryhill Primary School. The proposal would see:

  • Wester Drylaw Avenue closed at the junction with Groathill Road North (still allowing access for pedestrians & cyclists)
  • stop all motor vehicles (except residents/blue badge holders/waste vehicles & emergency services) at the junction of Wester Drylaw Avenue with Wester Drylaw Drive.

Better late than never? Council to consult over Spaces for People

we’re beginning to think about the potential for retaining some of the schemes implemented as part of Spaces for People beyond the end of the pandemic, though we know this is some way off.

The latest review of Edinburgh’s Spaces for People programme proposes a citywide consultation and assessment criteria for retaining some of the schemes implemented once COVID restrictions are eased.

We’re rolling out measures across the Capital to create safe routes for walking, cycling and wheeling while physically distancing. Next Thursday (28 January) the  Transport and Environment Committee will discuss recommendations to consider retaining some of the interventions, many of which align with the Council’s strategic aims, protecting vulnerable road users while encouraging active travel.

Assessment criteria have been developed to help ascertain whether current projects, or elements of them, should be continued, initially on an experimental basis. If agreed by committee, a citywide consultation would be carried out alongside this assessment, seeking the public’s views on which interventions they would like to see retained beyond the COVID pandemic. The results of this would be reported back to committee.

The Spaces for People Update report also puts forward several, more complex projects and the outcomes of a regular review of existing measures for approval. Two schemes have been recommended for amendments under the review, one of which is the Braid Road closure.

It is proposed to reopen the street one-way southbound to help reduce public transport times and limit the impact of intrusive traffic on local streets, in response to feedback from residents and Lothian Buses.

Transport and Environment Convener Councillor Lesley Macinnes said: “We’re continuing apace with our ambitious programme of Spaces for People measures designed to give people space to physically distance and to provide safe, protected routes for making journeys by foot, bike or wheelchair.

“We’ve had a great deal of positive feedback from people benefiting from these changes and we know from our own monitoring that many of them are having a positive impact on surrounding areas. That’s why we’re beginning to think about the potential for retaining some of the schemes implemented as part of Spaces for People beyond the end of the pandemic, though we know this is some way off.

“Of course, any longer-term project would involve a great deal of engagement and consultation with communities – we want to bring the people of Edinburgh along with us. But by focusing on an ‘experimental’ approach we would be able to continually monitor and evaluate projects, responding to residents’ needs to best serve the public.”

Transport and Environment Vice Convener Councillor Karen Doran said: “This latest update illustrates the breadth of work that’s gone into designing, reviewing and implementing these schemes. It’s with thanks to the Spaces for People team that we’ve been able to get so many interventions on the ground over recent months.

“Of course, we recognise that there have been concerns about some of the measures from community members, and it’s understandable with changes like these. We’ve made every effort to respond where possible, and continue to tweak and revise designs, as this review demonstrates.”

Amongst the schemes recommended for approval are the introduction of segregated cycle lanes and a quiet connection on Silverknowes Road while a protected cycleway on Slateford Road would link Spaces for People measures on Lanark Road and Dundee Street to provide an alternative route to the Union Canal.

Committee will also hear about the progress of improvements developed using public feedback from the Commonplace consultation as well as the latest designs for interventions on South Bridge.

An update on work to enhance access and safety around schools provides information on temporary road closures, footpath-widening and parking restrictions introduced at primary and secondary schools around Edinburgh.

In addition, efforts to create a better environment for pedestrians include a partnership with Living Streets to identify and remove non-essential street furniture, to which £300k has been allocated, and an extra £100k assigned to improving pedestrian crossings around the city.

Lanark Road set for the ‘Spaces for People’ treatment

Work on measures to ‘significantly improve’ cycle safety on Lanark Road, Longstone Road and Inglis Green Road as part of the Spaces for People programme will begin next week, the city council has announced:

Following feedback from the community we’ve made several amendments to the scheme, which will include a segregated cycle lane on both sides of the road and speed limit reductions.

Along with pop-up cycle lanes on Slateford Road and Dundee Street/Fountainbridge, interventions will help relieve congestion on the Union Canal towpath and Water of Leith walkway. These shared use paths have seen a substantial increase in pedestrians and cyclists during lockdown with at least a 150% rise in cyclists during the summer. This alternative route will help reduce conflict and allow for physical distancing, particularly on narrower sections like the Slateford Aqueduct.

Since sharing the original proposals with stakeholders we’ve made changes to the designs in response to comments from local people, largely to maximise parking access for businesses and any residents who don’t have driveways.

Transport and Environment Convener Councillor Lesley Macinnes (SNP) said: This scheme will introduce a much-needed safe and welcoming route for those making essential journeys by foot, bike or wheelchair, offering an alternative to the Union Canal towpath and Water of Leith walkway.

“It’s clear from our own monitoring that these popular shared-use paths are becoming over-crowded and we simply must provide other options for the many people who don’t own a car, who don’t feel comfortable using public transport at present or who want to take daily exercise on foot or bike.

“Of course, we are aware of local concerns, and we’ve made a number of changes in response. The beauty of the scheme’s temporary nature is that we’ll be able to continue monitoring its effectiveness too, making further tweaks where possible.

Transport and Environment Vice Convener Councillor Karen Doran (Labour) said: “This is all about providing safe, convenient options for those making essential journeys and this is a key route for those travelling out of the city.

“Our Spaces for People team have worked hard to respond to concerns from residents and businesses and as a result the designs have been changed. Ultimately, this is about protecting the safety of vulnerable road users, and providing space for people to physically distance, and schemes like these are essential for achieving that.”

Measures on Lanark Road and Inglis Green Road will include: 

  • Segregated cycle lanes on both sides of the road, protected from traffic
  • A reduced speed limit, from 40mph to 30mph
  • The removal of the kerbside traffic lane, except on approach to junctions
  • The introduction of a bus lane on approach to Gillespie crossroads

Measures on Longstone Road will include:

  • Introduction of segregated, and advisory cycle lanes as space allows
  • A reduced speed limit, from 30mph to 20mph
  • Carriageway narrowing and parking restrictions at certain points
  • Safety improvements at Longstone Roundabout

Changes to designs following community feedback will see additional parking retained at:

  • Cranley Nursery
  • Lanark Road Nursery
  • Dovecot Park
  • Inglis Green Road
  • Kingsknowe Golf Course
  • Redhall area

As part of the development of the scheme we’ve liaised closely with a range of stakeholders, such as the emergency services, Lothian Buses, community councils, equalities organisations, Spokes and Living Streets to ensure designs don’t impact on essential services or accessibility and that they provide an improved environment for pedestrians, wheelchair users and cyclists.

Once introduced, we will continue to monitor the changes, carrying out regular reviews and tweaking where necessary.

This project is one of a range of improvements being made across the city as part of the Spaces for People programme, which is helping to provide safe, welcoming routes for walking, cycling and wheeling while allowing people to physically distance during COVID-19 restrictions.

Guide Dogs Scotland express concerns over capital’s Spaces for People programme

Lothian MSP, Miles Briggs, has said that Edinburgh Council must urgently review their Space for People project to meet the needs of people with sight loss.  

A recent FOI request by Mr Briggs revealed that no safety audits had been carried out by Edinburgh City Council ahead of putting new measures in place.

Guide Dogs Scotland have contacted Edinburgh City Council about a number of concerns they have with the Space for People initiative, the foremost being the lack of consultation with most vulnerable road users.

A key concern is that the Commonplace online map, an online tool for consulting on changes, has not been fully accessible to people with sight loss.  

Another concern raised is a lack of transparency, with the walking and cycling charity Sustrans, managing the funds, providing advice and having developed the evaluation framework for the programme.

Particular safety concerns which have been highlighted include ‘floating bus stops’ and ‘bus boarders’ that require pedestrians to cross an uncontrolled crossing before and after they board a bus. For people with sight loss, this presents a particular challenge as many won’t be able to see approaching cyclists.

Lothian MSP, Miles Briggs, said: “The ill-thought-out Spaces for People initiative has created a number of significant changes to streets and roads across Edinburgh and has clearly impacted negatively on people with sight loss.

“From the outset Edinburgh City Council has failed to consult with local residents and must now act and take on board this guidance from Guide Dogs Scotland and fully consult with those who are visually impaired.   

“Floating bus stops and bus borders are issues which have been highlighted as especially hazardous for people who have sight loss and these real concerns must be addressed urgently.”

Edinburgh has secured almost £2m in additional funding from Sustrans to improve conditions for walking, cycling and wheeling, it’s been announced.

The £1.95m award, comprising of Spaces for People and Places for Everyone funding, will add to £5m already received from the Scottish Government, via Sustrans, to implement temporary measures supporting travel by foot, bike or wheelchair.

This latest boost will help us to complete the proposed programme of temporary improvements first approved by Policy and Sustainability Committee in May. It will also allow the Spaces for People team to enhance schemes where possible, carry out more road and pavement resurfacing and increase the removal of street clutter.

Since May, we’ve introduced many temporary changes across the city to provide safe and protected routes, helping pedestrians and cyclists to travel while physically distancing. Amongst these are widened pavements in key shopping streets, segregated cycle lanes on main roads, closures on roads leading to popular parks and beauty spots, and improvements around schools.

Transport and Environment Convener Councillor Lesley Macinnes said: “This is fantastic news and is testament to the hard work of our Spaces for People team, who are developing schemes which support people to walk, cycle and wheel while COVID restrictions are in place.

Additional funding will help us to deliver an even better package of routes and improvements which not only create more room for physical distancing but help residents to make healthy, active travel choices whenever they can.

Transport and Environment Vice Convener Councillor Karen Doran said: “We’ve already delivered a whole range of projects – helping children to get to school safely, creating space to spend time on shopping streets and giving cyclists safer, segregated routes for travel.

“This funding will help us provide additional improvements including removing street clutter to help reduce obstacles to pedestrian movement and improving some projects already on the ground, for example by renewing surfacing, and potentially adding some new projects.”

An update report to Transport and Environment Committee last week outlined the next steps for Spaces for People in Edinburgh, including amendments to existing interventions, several more complex schemes and improvements developed as a result of public feedback.

This has been referred to Full Council today (Thursday 19 November) for final approval.

Council to push ahead with Spaces for People programme

NINE additional schemes set to get the green light

Councillors are set to consider the next steps for the city’s ambitious Spaces for People programme, as well as reviewing the success of some of the schemes already delivered.

On Thursday (12 November), members of the Transport and Environment Committee will discuss an update on the initiative, which aims to create safer, more welcoming conditions for walking, cycling and wheeling while physical distancing guidance is in place.

The update includes changes to improve some of the measures as part of the council’s ‘try then modify’ approach, based on feedback from residents and stakeholders, officers’ own findings and Road Safety Audits.

Alongside this, the report seeks approval for several more complex schemes, such as proposals for cycle segregation on Lanark Road, Longstone Road and Inglis Green Road and options for enhancing connectivity between Greenbank and the Meadows.

It also covers analysis of feedback received via the online Commonplace tool in May and June, which gathered more than 4100 public suggestions for improving streets. Analysis has been used to identify nine additional schemes for implementation, to be put to committee for approval.

A separate report on proposals for a Low Traffic Neighbourhood in East Craigs as part of Spaces for People, following consideration by full Council in October and subsequent legal advice, puts forward recommendations for committee decision.

These include a recommendation to approve a further change in design which centres on measures on Craigs Road and which would benefit movement around Craigmount High School.

Transport and Environment Committee Convener Councillor Lesley Macinnes said: “Since May we’ve made real progress to create safer, more welcoming spaces for walking, cycling and wheeling while we continue to deal with the ongoing pandemic.

“There’s no sign of the current conditions changing anytime soon and it’s paramount that we continue to provide protected routes for the many people who don’t own cars and while public transport is at a lower capacity.

“The advantage of introducing these measures on a temporary basis is that we’re able to tweak and improve on schemes based on feedback and monitoring and this update demonstrates that we are doing that.

“Thanks to the thousands of comments received through our Commonplace tool we’re also going to be able to introduce changes that further meet the needs of pedestrians and cyclists across the city.”

Transport and Environment Committee Vice Convener Councillor Karen Doran said: We know how much these changes mean to residents, local businesses and community groups.

“We’ve had lots of fantastic feedback from those benefiting from improvements but we’re also aware of some of the concerns people have had, which is why we’re carrying out these regular reviews, and holding a full discussion on some of the more complex schemes coming forward.”

In August Policy and Sustainability Committee agreed to receive updates on the Spaces for People programme every two months, including reviews of delivered schemes. Following the latest reviews, it is recommended that 18 of the interventions continue as usual, or with minor revisions.

Amongst four measures highlighted for more significant amendments are the closure of Warriston Road, which is no longer considered necessary due to decreased pressure on the North Edinburgh Path Network.

On Victoria Street, it is proposed to allow limited servicing access to allow delivery and servicing access were required.

And Silverknowes Road (north section), which is currently closed, would be reopened to public transport, along with a segregated cycle lane, if approved.

Four broader schemes will be considered by councillors on Thursday, rather than agreed under delegated authority, due to their complexity.

On South Bridge, it is proposed to introduce a bus gate, footpath widening and segregated cycleways, while cycle segregation and revised parking arrangements on Lanark Road, Longstone Road and Inglis Green Road will go before councillors.

Committee will also be asked to approve one of two options for the route between Greenbank and the Meadows, building upon the strategic context of the existing three interventions in the area (Braid Road, Braidburn Terrace and Comiston Road).

Analysis of Commonplace feedback identified clusters of comments, areas where particular issues affect pedestrians and cyclists and ‘agreements’ with comments. This has led to recommendations for nine additional schemes, as well as contributing to a project with Living Streets to define and schedule the removal of non-essential street furniture to improve walking conditions.

The report also outlines other activities to create better spaces for walking and cycling, amongst which are measures to improve access to schools, a review of winter maintenance plans and the potential introduction of planters, benches or parklets on Victoria Street and Cockburn Street.

No Road Safety Audit or Economic Impact Assessment carried out for Spaces for People initiative

Lothian MSP, Miles Briggs, has said that City of Edinburgh Council have not followed the correct procedures for the Spaces for Peoples initiative.

The initiative has caused significant controversy since being put in place, including floating bus stops, reduced parking and increased congestion.

Local shops in the South of Edinburgh have spoken out this week about the adverse effect the initiative is having on their businesses, with a number being forced to close.

A Freedom of Information request by Lothian MSP, Miles Briggs, revealed that no road safety audits or Economic Impact Assessment had been made before road closures were put in place.

A Written Answer from the Scottish Govt. responded that 56 letters or emails had been received concerning Spaces for People projects in Edinburgh which cover a range of issues.

In answer to being asked what consultation with local residents and businesses has been carried out, a City of Edinburgh Council representative responded:

“It is important that we put temporary measures in quickly as our priority is to protect the health and wellbeing of our residents and support businesses. This means we are not able to follow a full engagement process but we have encouraged communities to submit their views

Lothian MSP, Miles Briggs, said: “The initial measures put in place when lockdown started, to give people more spaces on pavements, were understandable.

“Edinburgh has started moving again, shops have reopened and schools are back, so traffic has come up again to pre lockdown levels.

“City of Edinburgh Council has clearly stated that they want to move towards more walking and cycling as lockdown restrictions are eased, but full public consultation must be carried out before any permanent changes are made.

“The lack of any safety audits or an Economic Impact Assessment have led to all of the issues that we have seen with the Spaces for People initiative since it was put in place.”

East Craigs to become capital’s first Low Traffic Neighbourhood

Edinburgh’s first Low Traffic Neighbourhood (LTN) is to be introduced as part of Spaces for People improvements.

The city council will be implementing a series of temporary measures in the East Craigs area of the city over the coming weeks to help people walk, cycle and wheel safely, including segregated cycle lanes, closing roads to ‘through’ traffic and a bus gate. These interventions will add to temporary measures put in place across the city since May to support safe physical distancing.

LTNs reduce the impact of motor traffic on neighbourhoods, creating people-friendly spaces and encouraging physical activity by limiting through traffic on designated streets, while maintaining local access.

Recent feedback to consultation on the West Edinburgh Link (WEL) project demonstrated strong support for proposals to improve conditions for walking and cycling, enhance public spaces and facilitate sustainable transport.

Suggestions to make it easier and safer to travel by foot, bike or wheelchair received via the Commonplace online tool also influenced council plans for an LTN, along with the local school’s travel plan and traffic surveys of vehicle volumes and speeds in the area.

Once implemented, the council monitor the effects of the LTN, making amendments if appropriate, and will be engaging with the community to help shape the scheme. Any plans for a permanent LTN, as part of WEL, would draw from this, though further, significant consultation with residents would be carried out before any decisions are made.

Transport and Environment Convener Councillor Lesley Macinnes said: “We’ve been working hard to introduce a package of measures across the city that will make it easier and safer to get around, to spend time in local high streets and to return to school as restrictions are lifted.

Many of these changes respond to feedback from the community, and in East Craigs we know that local people want to see conditions for walking, cycling and travel by public transport improved. The range of interventions we’ll be implementing will create safe, people-friendly streets by reducing speeding and opportunities for rat running. Vehicle access will of course be maintained for residents.

Transport and Environment Vice Convener Councillor Karen Doran said: “These temporary measures are supported by previous research and feedback and will benefit the community as they return to work and school.

“We’ll be closely monitoring their impact and drawing from this as we work to develop a long-term LTN for the area, as part of WEL. Of course, there will be further consultation with the community before any decisions on permanent schemes are made.”

The key changes being introduced as part of the LTN in East Craigs include:

  • Introduction of segregated cycleways along Drum Brae North
  • Introduction of advisory cycle lanes on part of Drum Brae South
  • Improvements to junctions in East Craigs to make them safer for cyclists and pedestrians
  • Introduction of a bus gate on Craigs Road
  • Introduction of six road closures, with filtered permeability for bicycles and pedestrians, in the East Craigs area including: North Gyle Terrace, North Gyle Road, Craigs Gardens, Craigs Loan and Craigmount Avenue North

Emergency measures to support walking, cycling and wheeling while observing physical distancing have already been implemented across Edinburgh. These include segregated cycle lanes, widened pavements and road closures both in the city centre, on routes to parks and green spaces and in local shopping streets. We’re also introducing improvements around schools as pupils return.

Examples of LTNs introduced elsewhere have seen traffic levels, and often speeds, fall. Walking, wheeling and cycling has also been found to increase, while it has been observed that stopping through traffic on side streets doesn’t significantly add to congestion on main roads.

As lockdown eases the Scottish Government wants us to walk and cycle more, to reduce passenger numbers on public transport and encourage us all to keep fit and healthy.

RNIB Scotland believes this ‘Spaces for People’ initiative could transform active travel for everyone. However, we remain concerned that, if these moves are introduced too hastily, with not enough thought given to people who are blind or partially sighted or who have other mobility issues, it could actually end up putting barriers in place.

We want space for new cycle lanes to be taken from roads not pavements, for new designs to avoid the shared spaces concept, for clutter to be removed from our streets, and for controlled crossings to the road or bus stops to be installed. This will make things safer for pedestrians, cyclists and drivers.

The current situation has made us all a little more aware of what it is like to feel vulnerable, to depend more on others. Let’s build on the sense of greater cohesiveness this crisis has created and make sure the Scotland we return to is inclusive for everyone.
