Further funding to provide a route out of poverty

Employability services to help those most at risk of long-term unemployment will receive up to £113 million of funding.

To deliver the ambitions set out in the National Strategy for Economic Transformation and the Child Poverty Delivery Plan, tailored services based on local needs will ensure the right help is given to ensure people are supported to move towards and into work.

The No One Left Behind approach – which includes the Young Person’s Guarantee – sees services funded through Local Employability Partnerships (LEPs) bringing together local government, Skills Development Scotland, Department for Work and Pensions, colleges, the third sector and other partners to provide support that meets both individual and labour market needs in each area. This is crucial to achieving shared aims around tackling poverty and inequalities.

The National Strategy for Economic Transformation aims to build a fairer and more equal society by ensuring economic transformation which tackles inequality, drives up working standards and improves pay. It also outlines how partnership working can support people into jobs by tackling labour market inequalities and unlocking Scotland’s economic potential.

Employment Minister Richard Lochhead said: “Redesigning services with the user in mind is part of the bold steps we’re taking to achieve the goals of the National Strategy for Economic Transformation.

“If delivering on our objectives involves change to get a better outcome for the people of Scotland, we won’t duck from that challenge.

“We have always been clear that No One Left Behind places people at the centre of employability services and support, to give them help tailored to their specific needs. I’m pleased that in 2022/23 we are able to invest up to £113 million to support those at risk of long-term unemployment.

“This investment will build on existing support to deliver more localised help around employability and skills to people most disadvantaged in the labour market. It will also align more closely with other local services in housing, justice, advice, and health.”

Apprenticeships key to supporting NHS, says First Minister

Apprentices are delivering a well-qualified workforce and addressing skills gaps in the NHS, First Minister Nicola Sturgeon said. Launching Scottish Apprenticeship Week yesterday, the First Minister met a group of pharmacy apprentices based at University Hospital Monklands.

A new £3.4 million Scottish Government recruitment programme will see 150 apprentice pharmacy technicians trained and recruited across Scotland this year.

Throughout their two year apprenticeship individuals will develop skills and gain valuable experience working in hospital and community pharmacies as well as GP practices undertaking medication reviews and liaising with other healthcare professionals to provide effective patient care.

The First Minister said: “Growing our workforce is crucial, which is why we must increase the opportunities for our young people who wish to choose a career in the NHS such as pharmacy, with quality hands-on training to set them on their path. Increasing the number of qualified pharmacy technicians is critical to ensuring a well-qualified workforce.

“While we work towards returning to pre-pandemic levels of apprenticeship uptake, it is encouraging that the latest Skills Development Scotland official statistics showed almost twice as many people had started Modern Apprenticeships by the end of the third quarter of 2021-22 compared with the same time a year prior. Furthering that progress will be crucial to delivering opportunities for young people while ensuring a well-qualified workforce.

“As Scotland moves towards economic renewal and transition apprenticeships across our economy and public services – including roles in construction, transport and life sciences – have a key role to play as part of the national endeavour to drive a fairer, greener economic recovery.”

Scotland’s skills agency, Skills Development Scotland (SDS) administers funding towards the training delivery of the Technical Apprenticeship in Pharmacy Services at SCQF Level 8.

Skills Development Scotland Chair Frank Mitchell: “When it comes to supporting sustainable skills through workforce development or providing opportunities for young people, we know that apprenticeships work.

“The combination of commitment from employers and the backing of Scottish Government will ensure apprenticeships work for everyone, making a significant contributor to Scotland’s recovery and productivity growth.”

“The Technical Apprenticeship in Pharmacy Services will provide key support for the NHS, giving people the opportunity to work, learn and earn developing skills that are in demand.”

Pharmacist team manager at University Hospital Monklands Linsey Hayes said: “Our participation and engagement with these apprenticeship opportunities demonstrates our Health Board’s commitment to the young people in our local community contributing to our employability targets at local and national level.” 

Pharmacy technicians work within pharmacy teams carrying out specialised tasks, including preparing complex medicines and dispensing medicines safely for patients.

Hannah Scullion, a pre-registration pharmacy technician with NHS Lanarkshire, said: “Becoming a qualified pharmacy technician was always my goal and I am so glad to have been given this opportunity to do this through the new technical apprenticeship programme.”

The National Pre-registration Trainee Pharmacy Technician Scheme, the first of its kind in Scotland, will see Scottish Government funding go towards salaries and infrastructure to support expansion of the Technical Apprenticeship in Pharmacy Services.

The first intake of 50 apprentices under the scheme will start in April 2022 with a further 100 apprentices to be recruited in autumn.

‘Earn while you learn’ scheme produces first Napier graduates

A groundbreaking initiative which allows students to study for a university degree while in paid employment yesterday (October 27) produced its first graduates at Edinburgh Napier University.

Twenty-nine students graduated from the university’s School of Computing under the Graduate Apprenticeships scheme, with their degrees including BSc (Hons) IT Management for Business, BSc (Hons) Software Development and BEng (Hons) Cyber Security.

A graduation ceremony at the city’s Usher Hall saw the university’s first intake complete their degrees four years after the university began offering Graduate Apprenticeships, an initiative developed by Skills Development Scotland in partnership with industry and the higher education sector.

Graduate Apprenticeships drive economic growth by offering employers the chance to train and develop new and existing employees through a fully funded university degree.

The apprenticeships combine academic knowledge with skills development, and Edinburgh Napier now offers GA courses in its School of Computing, Business School and School of Engineering & the Built Environment.

Among today’s first Edinburgh Napier graduates from the scheme was Craig Potter, 38, a Detective Sergeant with Police Scotland, who graduated with a first class BEng honours degree in Cyber Security.

Craig, of Edinburgh, said: “It has been four years of hard slog in addition to my full-time work as a police officer, but I feel a real sense of achievement in completing my degree.

“It has helped me get promoted and has helped Police Scotland in terms of upskilling staff. A lot of my work-based projects and my dissertation have been around improving the force capability in relation to the investigation of Cryptocurrency, so there are tangible benefits to both employers and employees in going down this route.”

Graduate Apprenticeships are available to businesses of any size in Scotland, with apprentices typically spending 80 per cent of their time in the workplace and 20 per cent at university. They are available for people looking for a new job with a participating employer as well as those looking to upskill through their current job, and tasks and projects apprentices carry out in work can count towards their degree.

Professor Sally Smith, Head of Graduate Apprenticeships at Edinburgh Napier, said: “We’re delighted to see our first ever graduate apprentices crossing the stage this year. Graduation is a time to reflect on personal achievements and celebrate all that hard work paying off.

“We also acknowledge the support provided by employers, the early adopters who recognised the strengths of the Graduate Apprenticeship model. From that first day four years ago, the apprenticeships have gone from strength to strength, expanding into new subjects.”

Scott Killen, the university’s employment liaison and recruitment manager, said: “In order for a Graduate Apprentice to succeed their employer must be dedicated to supporting them in their university work, professional development and work-based learning. 

“The employers of the class of 2021 took a big risk in enrolling their staff into a brand new degree programme in September 2017. 

“They have been instrumental in the graduating cohort’s success.  Their contribution and feedback has also helped us continually improve how we support employers and apprentices to deliver positive learning experience both in university and the workplace.”

Mira Thow, Global HR Manager with KAL, a leader in ATM software, said: “Graduate profiles are an invaluable part of the future of our business. Each year KAL ATM Software Gmbh hires a cohort of at least 12 talented, driven students from the best universities in the world.

“After four years of intensive training and development in our graduate program, it is truly inspiring to see our first cohort of Graduate Apprentices blossom into fully fledged engineers who we are also confident will become the next generation of business leaders.”

Building up talent: GRAHAM welcomes graduate apprentices

GRAHAM has welcomed the “next generation of talent” from its Graduate Apprenticeship Programme, which gives company employees the opportunity to gain higher education via the workplace.

Under the programme, delivered as part of the GRAHAM Academy Scotland, four employees have completed their studies at Heriot Watt University – the top university in Scotland for construction and civil engineering*.

The graduates are Thomas McGoran from Cardonald, Karen Jeffrey from Bishopbriggs, Jos Mackie from Lenzie and Shams Rahimi from Maryhill – all have completed degrees in Construction Built Environment and Civil Engineering.

Hosted and funded by Skills Development Scotland, the programme provides a new route into degree level education for those currently employed, or those who want to go straight into the workplace.

The courses have been designed around the needs of the construction industry to ensure employees are learning skills that contribute to business needs.

The new graduates will have the opportunity to apply the knowledge gained from their degree courses on some of GRAHAM’s most high-profile projects, such as Central Quay and Buchanan Wharf, Glasgow.

Karen Jeffrey (25), who has been working on site at Buchanan Wharf, said: “I’ve always had an interest in construction, particularly buildings and how they are constructed and maintained. When I left school, I originally pursued a degree in building surveying, but I desperately wanted to develop my practical experience.

“I applied for an apprenticeship with GRAHAM and started their programme to gain a technical apprenticeship at HNC level. From there, GRAHAM has been fantastic at continuing to develop my skillset and further my potential by putting me forward for the Graduate Apprenticeship.

“When the pandemic struck, our mentors at Heriot Watt University and the team at GRAHAM were supportive throughout and ensured we all stayed on track, achieved our outcomes and produced the appropriate evidence.

“The course has provided me with a great blend of theory andon-the-job experience on the Buchanan Wharf projects – expertise which I’m excited to take forward into the next chapter of my career.”

Debbie Rutherford, Social Impact Manager at GRAHAM, believes nurturing talent has been key to GRAHAM’s strong growth, saying: “We are thrilled to welcome the next generation of talent and to equip them with the tools to grow and become future leaders at GRAHAM.

“They leave us with an accredited Honours degree and continue their career development with the knowledge and skills that the apprenticeship has developed. I’ve enjoyed working with our apprentices and overseeing their growth and development as construction professionals. They will be very valued by their employers and I’m sure they’ll make a huge contribution.”

The Graduate Programme is part of the GRAHAM Academy, which is an in-house training and development initiative which offers a range of graduate programmes, industrial and undergraduate placements, part-time university study, apprenticeships, work experience, and trainee opportunities.

Since 2015, the GRAHAM Academy has seen more than 215 graduates successfully through its programme, with 11 new technical apprentices joining GRAHAM in the last year.

A member of the “5% Club”, a group of companies committed to ensuring 5% of their workforce over the next five years is comprised of young people on structured learning schemes, GRAHAM is already ahead of the curve, with 13% of its workforce fitting the criteria.

GRAHAM is also a member of the Fairness, Inclusion and Respect (FIR) Programme, an industry-wide initiative that aims to make workplaces better for everyone.

First Minister launches Green Jobs Workforce Academy

People will be able to access information, advice and skills needed to thrive in a net-zero economy the new Green Jobs Workforce Academy.

The Academy, which will be delivered by Skills Development Scotland, will help people take a greener approach to their careers, from accessing training and learning new skills to finding a new green job.

This 100 days commitment of the new Scottish Government has been launched as the First Minister welcomed news that ScottishPower were creating 152 new green jobs, of which 135 will be based in Scotland.

These new roles will be listed on the academy’s website alongside information on the types of jobs emerging in sectors crucial to Scotland’s transition to a net-zero economy, such as renewable energy, construction and transport. 

First Minister Nicola Sturgeon said: “As we recover from the pandemic we are determined to build a fairer economy that delivers the skills, opportunities and jobs for the future that will help secure our transition to net-zero and end our contribution to climate change.

“The launch of our Green Jobs Workforce Academy is an invaluable step in preparing our current and future workforce to seize the opportunities afforded to us as part of that just transition. The academy will guide people of all ages through a process of identifying the skills they have and the skills they will need to find and secure green jobs. 

“To help tackle climate change Scotland is already investing in green skills and attracting new green job opportunities. It is great to see ScottishPower creating 135 new green jobs in Scotland and I would encourage other employers to follow their lead. The Academy’s career advisors stand ready to support individuals interested in these jobs access the right training to help their career progress.

“Looking ahead to COP26 in Glasgow in November, Scotland can be proud that our climate change ambitions, backed by investment in creating a highly skilled green workforce, will be showcased on an international stage.”

CEO of ScottishPower Keith Anderson said: “As we electrify the economy to meet our Net Zero decarbonisation goals our electricity grid will have to be ready for a doubling in demand for power.

Helping your child with S2/3 subject choices

Skills Development Scotland (SDS) is offering parents and carers an online opportunity to find out more about how they can help their child make their S2/3 subject choices for the Senior Phase.

Scotland’s Career Service has organised the virtual session on Thursday 25 February which will also give parents and carers information about accessing a wide range of SDS support.

Careers advisers Joan Duncan and Gemma Smith will be providing expert advice for parents and carers of young people in S2 and S3.

Joan said: “Thinking about what options to choose at school can be daunting for young people and their parents and carers. As well as this session, SDS also has a Subject Choices tool on SDS’s My World of Work website which helps pupils explore where options choices can take them.

“It gives young people and their parents and carers the opportunity to explore job profiles, industries, Foundation and Modern Apprenticeships, refine their search by what someone is most interested in and use the tool as many times as they like to find out more about different options. There are other tools to try and the more tools you try, the better career suggestions we can give.”

This virtual event, which is from 6.30pm until 7.15pm, will also have a question and answer session.

New funding to equip neurodiverse learners with cybersecurity skills

Napier responds to fears tech employers are missing out on huge talent pool

EDINBURGH Napier has received funding to help people with a range of conditions boost their career prospects by developing their skills in cybersecurity.

National skills agency Skills Development Scotland has provided grants totalling £150,000 to the University, Inverness College UHI, West Lothian College and Perth Autism Support for new education programmes.

The MASCOTS project, which follows a successful pilot programme, will see Edinburgh Napier’s School of Computing support neurodiverse learners as part of a drive to combat the global surge in cybersecurity threats.

Neurodivergence, where the brain functions, learns and processes information in different ways, includes Autism, Dyslexia, Dyspraxia, Dyscalculia, Dysgraphia and Attention Deficit Hyperactivity Disorder (ADHD).

By offering supportive learning environments and industry mentorship, the University programme aims to nurture talent and equip neurodiverse learners with the skills to help satisfy the mounting demand for people who can identify and thwart the next generation of cyber criminals.

MASCOTS, which stands for Mentoring; Articulation; Supporting; Careers; Opportunities; Taster; and Sustainment, will provide real industry skills for 16 people recruited to the course through the Into Work charity.

The eight-day programme over four weeks in November and December will combine online and classroom teaching, followed by a careers event in January which will introduce the learners to employers.

The core Edinburgh Napier team are Professor Bill Buchanan, from the School of Computing, Basil Manoussos (The Cyber Academy Manager) and Matt Burdge (Business Development Manager).

Professor Buchanan said: “A more diverse and inclusive world allows every single person to achieve their full potential. We are all different and all wonderful in our own ways.

“Being different is good, and brings forth new ideas and new viewpoints. We spend too much of our lives trying to be normal, but there’s really no such thing as normality.” 

Basil Manoussos added: “A core part of the work is the creation of a mentorship scheme.

“We aim to provide one-to-one support, and focus those with neurodiverse conditions on understanding how they can match themselves to the jobs market, and on developing their career, and we are keen for those in industry to come and help support our candidates.”

Matt highlighted the need for a strong industry network.

He said: “Edinburgh Napier is a leader in cybersecurity education with NCSC (National Cybersecurity Centre) certification for both its undergraduate and postgraduate programmes, and is developing a network throughout Scotland and beyond to ensure all learners have a suitable pathway to education and future careers in the industry.”

Claire Gillespie, Digital Technologies Skills Manager at Skills Development Scotland, concluded: “With more than 13,000 job opportunities waiting to be filled in the tech sector, we need to look at as many different ways as possible to plug that skills gap.

“By ensuring neurodivergent people are given all the support they can get in education, which this funding aims to achieve, we will be able to help them as individuals while also building cybersecurity capacity in the tech talent pipeline.”

Training for people facing redundancy and unemployment

People who have lost their jobs or who are at risk of redundancy as a result of coronavirus (COVID-19) can access support to retrain through a new fund launched by Economy Secretary Fiona Hyslop this week.

The £25 million National Transition Training Fund – a flagship Programme for Government commitment – will help up to 10,000 people aged 25 and over to develop the skills required to move into sectors with the greatest potential for future growth and job opportunities.

The fund will help to boost the supply of skills in areas such as sustainable green jobs and raise the profile of training opportunities linked to Scotland’s transition to a net zero economy.

Ms Hyslop said: “This is a very worrying time for many people – particularly for those working in sectors most affected by the pandemic and whose livelihoods are at risk.

“That is why we are doing everything we can to protect jobs and ensure that people faced with redundancy can get back to work as quickly as possible.

“The National Transition Training Fund will help people take advantage of the jobs available in growth areas of the economy, such as digital and green technologies. It will also be responsive to industry needs and targeted towards the most exposed sectors including oil and gas, aviation and tourism.

“As we recover from the pandemic, it is our ambition to create a stronger, more resilient, more sustainable economy. Ensuring people have the right skills to futureproof their careers will be crucial in achieving that goal.”

Skills Development Scotland will be responsible for the initial £11 million phase of the fund, which is now live and will help up to 6,000 people by March 2021.

People accessing the fund will be in control of their own training plan but will have the support of advisers with knowledge of local job opportunities so they can make informed decisions about their future career.

Frank Mitchell, Chair of SDS, said: “The National Transition Training Fund is an important part of the plan for how Scotland can emerge strongly from this crisis with more of the skills that will drive our future economy.

“For anyone currently facing or dealing with redundancy, the fund offers the chance to get vital training offering a pathway towards jobs in growth areas.

“For employers, it’s also an opportunity to access some of the most in-demand skills that are needed to speed up economic recovery and return to growth.”

Stuart McKenna, Chief Executive of the Scottish Training Federation, said: “We welcome the introduction of this new fund which will help people re-shape and develop their existing skills – and through bespoke support, develop a portfolio of skills much needed in growth sectors.

“The focus on ensuring that people have control over their own training plan is particularly welcome. This will promote ownership of their future career and allow them to develop the skills that will give the best opportunities in their specific circumstances.”

The first phase of the National Transition Training Fund will be administered by Skills Development Scotland (SDS) on behalf of Scottish Government, with work coaches from the Department for Work and Pensions (DWP) and PACE advisers from SDS providing advice and support. Two further strands will launch this autumn.

The Fund is open to anyone aged 25 or over who is unemployed, economically inactive or at risk of unemployment due to the impact of Covid-19.

More funding for apprenticeships

Scotland’s future workforce will be at the heart of rebuilding the economy following the coronavirus (COVID-19) pandemic, Economy Secretary Fiona Hyslop said.

Announcing £10 million for a range of measures to recruit and retain apprentices, including additional funding for the Scottish Government’s Adopt an Apprentice programme, Ms Hyslop said the funding would help modern and graduate apprentices who are facing redundancy as a result of COVID-19 get back into work.

Ms Hyslop (above) said: “The young people who will make up our future workforce are among those who have been hardest hit by this pandemic. As such, it is crucial that we support them and ensure they are at the heart of our economic recovery from COVID-19.

“This targeted funding will extend the reach of our support for apprentices, including our Adopt an Apprentice programme. Combined with our commitment of at least £50 million for youth employment and the Youth Guarantee, we will ensure no one is left behind.

“Apprenticeships are not only valuable for our young people, they are a key way for all employers to invest in their workforce, and provide the skills the economy needs both now and in the future.

“Our focus is on protecting jobs, creating jobs, ensuring quality jobs and supporting skilled jobs. By taking this action to protect and support skilled jobs now, we will rebuild a stronger, fairer and greener future for Scotland.”

Frank Mitchell, Chair of Skills Development Scotland, said: “This welcome announcement underlines the importance of apprentices to the Scottish economy and the crucial role they will play in supporting individuals and businesses in the recovery from COVID-19. 

“We will continue to liaise with the Scottish Apprenticeship Advisory Board and other employer organisations on the development and delivery of employer incentives and subsidies. SDS is also fully engaged with the work Sandy Begbie is leading on the development of a jobs guarantee for young people in order to maximise the use of all available incentives towards the retention and recruitment of apprentices.”  

Further immediate investment to support economic recovery from COVID-19 was set out last week by the Scottish Government, with additional funding for workforce training and digital technology announced.

The Flexible Workforce Development Fund, which helps employers upskill and reskill their existing workforce through college courses, will be increased from £10 million to £20 million.

Meanwhile a further £1.5 million will be invested into the Digital Boost programme – almost trebling the capacity of the initiative for the remainder of this financial year.

First Minister: Testing,shielding and skills development

Statement given yesterday by First Minister Nicola Sturgeon at a media briefing in St Andrew’s House, Edinburgh:

Good afternoon. Thanks for joining us for today’s briefing.

I want to start – as I always do – by updating you on some of the key statistics in relation to Covid-19 in Scotland.

As at 9 o’clock this morning, there have been 14,117 positive cases confirmed – an increase of 188 from yesterday.

A total of 1480 patients are in hospital with confirmed or suspected COVID-19. That is a decrease of 54 since yesterday.

A total of 71 people last night were in intensive care with confirmed or suspected Covid 19. That is an increase of 1 since yesterday.

I am also able to confirm today that since 5 March, a total of 3,253 patients who had tested positive for the virus have been able to leave hospital. I wish all of them well.

And unfortunately I also have to report that in the last 24 hours, 34 deaths have been registered of patients who have been confirmed through a test as having Covid-19 – that takes the total number of deaths in Scotland, under that measurement, to 2007.

And let’s always remind ourselves that behind these statistics are individuals whose loss is a source of grief to their friends, family and loved ones. I want to send my deepest condolences to everyone who has lost a loved one to this virus.

I also want to thank – as I always do – our health and care workers. Later this evening people across the Scotland will once again applaud you from our doorsteps and windows. I hope that that gesture gives a small but important indication of how grateful we all are for the incredible work that you are doing.

I have three things I want to update you on today. The first is on tests and I want to set out again, so it is clear, who is eligible – right now – to access testing. 

Let me stress we keep this under constant review and take clinical advice on an ongoing basis,, and as it changes we will let you know, but I want to set out very clearly the position as it is now – so no one who is entitled to a test is in any doubt.

NHS Scotland testing capacity is currently used within hospitals for all ICU patients, all patients in hospital who have symptoms, and all those admitted to hospital who are over the age of 70, whether they have symptoms of COVID-19 or not. People who are over 70 will be tested every four days during their stay. The reason for that is we see in the statistics every day that older people are particularly hard hit by this virus.

NHS tests are also given to all patients due to enter or re-enter a care home from hospital – if they have previously tested positive for the virus, they must have 2 negative tests before entering the care home from a hospital.

In addition, we implement what is called enhanced outbreak investigation in all care homes where there are cases of COVID. This involves testing, subject to individuals’ consent, of all residents and staff – whether or not they have symptoms.

NHS testing is also available for all NHS and social care key workers, or symptomatic household members of those workers. This testing should be accessible to care and health service staff within their local area, and should not require them to drive or travel long distances.

Care home managers can put symptomatic staff forward for testing and there should be no barriers to that.

Tests are also now available to a wider group of people through the UK wide Testing Programme at drive-in centres and mobile testing units. There are 5 drive-in centres in Scotland – at Glasgow, Edinburgh and Aberdeen airports, and in Inverness and Perth. There are also now 12 mobile testing units across the country in locations such as Annan and Fort William, and they will move to other towns every 5 days or so.

These provide testing, for any key worker with symptoms – not just health and care workers – so, for example if you are working in critical infrastructure services. They are also available for anyone needs to work, and cannot work from home; and for anyone with symptoms who is over 65. Testing is also available to symptomatic household members for all of these groups.

If you book a test through these drive-in or mobile centres, you will be allocated to the centre closest to your own postcode. I know that for some people that can still involve travelling quite a long distance. We are therefore working with the military, to try to make mobile testing units as widely available as possible.

Finally, we are also now using NHS testing capacity for monitoring purposes – to test the prevalence of the virus in communities in Scotland.

As we further increase capacity – and as the incidence of the virus continues to reduce – we will also start implementing our policy of test, trace, isolate and support. That will be crucial to controlling further outbreaks of the epidemic, as we start to emerge from lockdown and we will update on progress on that shortly.

However at this stage, our testing policy continues to be based on three key priorities- saving lives and protecting the vulnerable; ensuring that critical staff can return to work as soon as possible; and monitoring and reporting on the spread and prevalence of the virus.

The continuing expansion of testing is enabling us to do that more effectively, while also building our capacity to test, trace and isolate.

The second item I want to update you on, relates to support for people who are shielding.

That term refers to approximately 175,000 people in Scotland who are at the highest clinical risk from Covid-19, and who are therefore being asked to stay at home at all times.

People who are shielding can ask for support and receive information through a text message service. If you have not yet registered for the service but are in that shielding group, I would encourage you to do so.

One of the services which you can request by text is free weekly delivery of food, and other vital provisions such as toiletries.

These deliveries are also available to people without a mobile phone – I will read out a freephone number in a few moments which will be useful if you are in that position.

More than 50,000 people who are shielding have signed up for the free delivery service and more than 250,000 food packages have now been delivered to people across the country.

In addition, many supermarkets are making priority delivery slots available for people who are shielding.

I know for some of you, as you enter your seventh or eighth week of shielding, you will be feeling incredible levels of frustration.

This crisis is in so many ways much harder for you than for you even than it is for those  living with the standard restrictions which are in place for everyone else. And so it is important to me that you know that support is available to you and that support will be available for as long as it is needed. Please ask for that support if you need it – whether that is food and medication, or indeed anything else. Just because you have not needed it up to now does not mean you cannot ask for it at any time.

I also want you to know that you are not being forgotten as we think about our next steps, and about how we live in a new world where this virus is present. Your needs and your quality of life remain really important to our decision making process. We will set out steps over the days and weeks to come about how we emerge from the lockdown but I don’t want anybody in the shielding group to think they are being left behind. You have particular needs and it is really important we protect you, but it’s also important we understand how difficult this is for you.

I mentioned earlier that we have a national helpline for people who are shielding. This will direct you to your local authority and is a good way of finding information about the support which is available to you – including food and medicine deliveries.

The number is 0800 111 4000 – that’s 0800 111 4000 – and the line is open between 9am and 5pm every weekday. So please, do make use of it.

The final issue I want to cover is the work of Skills Development Scotland. I know that the economic uncertainty caused by this crisis has caused very many people to worry about their future prospects.

Although it cannot currently offer face to face support, Skills Development Scotland has still been providing help to people throughout this crisis. For example its website, myworldofwork, provides information on online learning courses; on immediately available jobs; and on practical skills such as developing your CV.

Yesterday SDS expanded its support further by launching a phoneline and online service. Again, I will read out the phoneline number in a few moments.

The phoneline and web resources will provide people with access to range of services available from SDS and local councils.

They will therefore help individuals who are thinking about future job and career options – for example if you are currently on furlough; if you have been made redundant and are seeking employment; or if you are a school pupil, or their parent or carer, who is thinking about what to do after school.

An advertising campaign was launched yesterday to support the enhanced service. So if you think you might benefit from the advice being offered, either go onto the Skills Development Scotland website – myworldofwork.co.uk – or phone the helpline on 0800 917 8000.

I want to conclude my statement simply by emphasising once again our key public health guidance.

Please stay at home except for essential purposes- such as essential work that can’t be done at home, exercise, or to pick up food or medicines.

You can now exercise more than once a day – but when you do leave the house, stay more than two metres from other people. And do not meet up with people from households other than yours.

Please wear a face covering if you are in a shop or on public transport. And wash your hands thoroughly and regularly.

Finally, if you or someone else in your household has symptoms of Covid-19, then you should stay at home completely.

I know that this is really difficult and  it gets more difficult with every passing day. But right now it is still necessary, and it is making a difference.

By staying at home, we are slowing the spread of the virus, we are protecting the NHS, and we are saving lives.

And we are bringing the day closer, when we can relax some more of these restrictions.

So thank you once again to all of you for sticking with this for your own sake but for the sake of everyone else as well. This truly is a national collective endeavour that all of us are contributing to.

Support for people shielding during COVID-19

A quarter of a million packages containing essential supplies have been delivered to people across Scotland facing the highest clinical risks from COVID-19.

The free boxes, which include vital food and toiletries, are dropped off weekly to the homes of people who are shielding.

More than 50,000 individuals have currently signed up for the deliveries.

Deputy First Minister John Swinney said: “We understand that this is an extremely worrying time for people who are shielding and we want to do everything we can to support them throughout this challenging time.

“These packages along with the priority supermarket delivery slots help those at greatest risk from COVID-19 to shield and protect themselves from the virus.

“We are providing guidance on shielding from infection and information about the support available. We are offering this support to people who are shielding through a dedicated text message service. Those without mobile phones can still access this support by calling their local authority.”

People who don’t have access to a mobile phone can request these priority slots through their local authority and anyone who is at increased risk but not part of the shielded category and who has no family or community support should phone our national phone line on 0800 111 4000.

The Scottish Government set up this service so those in this wider vulnerable group can also access help in getting essential goods.

The grocery delivery service is led by food and distribution companies Brakes and BidFood.
