Electrical industry celebrates green skills ahead of Scottish Apprenticeship Week

Scotland’s leading electrical bodies say the industry is leading the way with skills and training to help power the technology of tomorrow – and are urging others to follow in its footsteps to ensure Scotland makes a successful transition to net zero.

SELECT, the Scottish Joint Industry Board (SJIB) and the Scottish Electrical Charitable Training Trust (SECTT) have released a new video ahead of Scottish Apprenticeship Week that reinforces the range of renewable training currently being undertaken by apprentices.

The film shows how young electricians are receiving a thorough grounding in a wide range of green skills to enable them to cater for our future heat and power needs, including working with electric vehicles, battery storage, solar panels, air source heat pumps and more.

But the bodies also insist that the government, homeowners and wider construction sector must also embrace the opportunities offered by renewables and work together to ensure that the transition to net zero becomes a reality.

Alan Wilson, Managing Director of SELECT, said: “This video aims not only to inspire young learners to become electrical apprentices but also to show that the electrical industry is at the heart of the move to the electrification of society.

“However, we also need to persuade those outwith our industry to be equally committed to the adoption and uptake of green technology to ensure that this training is not in vain and that the electricians of tomorrow emerge into a country that is willing to embrace renewables.”

Fiona Harper, Director of Employment and Skills at SELECT and The Secretary of the SJIB, added: “To ensure that there is a sustainable and healthy pipeline of work for this next generation of electricians, we need the government, the Scottish people and the construction industry to use renewable technology and join us on the transition to net zero.

“Such a transition needs to happen now and we all need to face the reality that we must do it sooner rather than later if we are to secure an energy-efficient future for our children and our children’s children.

“More incentives for the adoption and installation of green technology and clearer advice and information on funding and grants would be a big help in encouraging take-up and ensuring the renewables skills currently being taught are successfully utilised by electrical professionals in the years to come.”

Running from March 4 to 8this year’s Scottish Apprenticeship Week will again celebrate the value and importance of apprenticeships, with this year’s event focusing on skills generation.

Anne Galbraith, CEO of SECTT, said: “The electrical sector in Scotland is taking the lead in skills generation, with 2,500 young people currently receiving the training necessary to cultivate complex skill sets and lay strong foundations for a long and rewarding career.

“However, the vast depth of knowledge needed to become an electrician can only be obtained by completing the Modern Apprenticeship, and there are no short cuts to equipping electrical professionals with the skills they need to power our country for decades to come.

“If we are to make the transition to net zero safely and securely, it is of the utmost importance that the electricians of tomorrow spend a minimum of four years learning their trade properly and completing a dedicated, tailor-made apprenticeship.”

Former government ministers add their support to SELECT’s campaign for regulation of electrical industry

The groundswell of opinion in favour of the campaign for protection of title for electricians has continued into 2024 with a New Year declaration of support from another four prominent members of the Scottish Parliament.

Former Business and Trade Minister Ivan McKee and ex-Transport Minister Kevin Stewart have both shown their backing for regulation of the industry by signing up to the Wall of Support being spearheaded by SELECT, Scotland’s largest construction trade body.

The duo have been joined by Conservative MSPs Craig Hoy and Oliver Mundell as the long-running campaign continues to attract cross-party support from all political factions.

Mr McKee, SNP MSP for Glasgow Provan, said: “Our future heating and energy demands will be met by technology such as solar panels, battery storage and electric heating, which means that electricians will play an ever-increasing role in all our lives.

“Regulation would provide the reassurance that someone calling themself an electrician was qualified to undertake such work and would also enhance the profession’s status and reputation. That’s why I am backing SELECT’s campaign to regulate electricians by introducing protection of title for the profession of electrician.”

Mr Stewart, who is the SNP MSP for Aberdeen Central, said: “Being an electrician is a safety critical profession, so it vital that only those people with appropriate skills and qualifications carry out such work.

“Using a qualified electrician gives consumers the confidence that they are employing an expert who undertakes continued professional development and regular assessments to ensure they maintain the highest standards of safety and technical integrity at all times.”

Mr Hoy, who represents South Scotland, signed up to the Wall of Support after visiting SELECT headquarters in Penicuik and speaking to senior staff last month.

He said: “There are thousands of people in Scotland claiming to be electricians without adequate training or certification. This is a serious risk to public safety, and we need support in law for qualified electricians.”

Mr Mundell, who holds the Dumfries-shire seat, added: “It is vitally important that consumers are helped to make informed choices whenever they employ an electrician.”

The latest expressions of solidarity follows the addition last year of Labour MSP and businessman Foysol Choudhury and leading construction organisations the Building Safety GroupLINIANFlexel and Hager.

SELECT Managing Director Alan Wilson said: “As we enter another year in our long-running campaign, it is particularly heartening to receive even more support from prominent parliamentarians, particularly those who have served in a ministerial capacity.

“AT SELECT, we feel there is a growing understanding of the validity of the case that is being made for electricians, who will be the professionals we turn to as we transition to net zero and an electric future

“The campaign, which focuses on safety in the home and in businesses, has been a long, hard road, but there is a sense that we are entering the end game and we will continue to focus all our efforts in bringing it to a successful conclusion.”

Mr Wilson added: “The new names on the Wall clearly illustrate that, while the campaign is under consideration in the Scottish Parliament, and has Westminster MP support for raising the matter in the House of Commons, support is still very much a live issue.”

By putting their names on a virtual brick in the Wall, supporters are taking a public stance underlines their backing for legislation in Holyrood which would make it an offence for someone to call themselves an electrician when they have no, or inadequate, qualifications.

SELECT has been leading the campaign for years with other industry bodies, including the Scottish Joint Industry Board (SJIB) and Scottish Electrical Charitable Training Trust (SECTT) to ensure that those who work in the industry do so in a safe and competent manner.

As well as more than a third of MSPs, other bodies that have contributed a brick to the wall include Unite the Union, Electrical Safety First, the Royal Institution of Chartered Surveyors, the Scottish Association of Landlords, the Specialist Engineering Contractors’ Group and the Energy Saving Trust. 

Meter-tampering risks lives, warns trade associations

Cost of living crisis leading to increasingly desperate measures with potentially fatal consequences, says SELECT and SNIPEF

Illegal meter-tampering is putting people’s lives at risk as they resort to increasingly desperate measures to reduce spiralling energy bills, two leading electrical and plumbing trade bodies have warned.

Campaigning electrical association SELECT and the Scottish and Northern Ireland Plumbing Employers’ Federation (SNIPEF) say the cost of living crisis is driving a worrying rise in meter-tampering, with potentially deadly results.

The bodies say interfering with electricity and gas meters can have a “disastrous effect” on perpetrators and innocent people nearby – and have urged anyone coming across tampering to report it and avert disaster.

In a joint statement, Alan Wilson, Managing Director of SELECT, and Fiona Hodgson, Chief Executive of SNIPEF, said: “It is a distressing sign of the times that an increasing number of consumers are resorting to tampering with their electrical and gas meters in an effort to reduce their energy bills.

“Stealing energy in this way is a worrying and illegal practice, often encouraged by widely shared footage on social media. But it risks lives and can have fatal consequences for innocent people close by.

“Such services are often offered by unscrupulous individuals who will bypass services or devices for a fee. But often the methods they use are often extremely dangerous and they can have no, or very limited, knowledge of what they’re doing.

“Like all gas and electrical work, interrupting the supply is something that should only ever be dealt with by fully-trained and qualified professionals.

“We are urging all householders and tradespeople to immediately contact the relevant energy company if they suspect meter tampering has occurred.”

The trade bodies’ warning echoes a recent alert from the Scottish Fire and Rescue Service (SFRS), who say meter tampering is occurring with increasing frequency as the price of electricity and gas rises.

Sean Smith, Fire Investigation Officers Watch Commander with SFRS, said: “SFRS is now seeing meter tampering and removal services with increasing frequency and, sadly, we have first-hand experience of the tragic circumstances that they can cause.

“We are now engaging with communities to discourage this dangerous act and make people aware of the significant risks from energy theft and meter tampering.”

The renewed alert follows a warning last year from energy regulator Ofcom, who flagged the danger of social media posts claiming gas and electricity meters could be removed as an “energy-saving hack”.

It also coincides with the current high-profile Stay Energy Safe campaign from Crimestoppers, urging contractors and consumers to contact them anonymously at 0800 023 2777 if they think a meter has been tampered.

As part of the campaign, Stay Energy Safe highlighted the tragic case of an elderly woman who died in a house fire in Glasgow after her son had their electricity meter bypassed to save on bill payments.

Meet the SELECT heroes who are going for sporting glory – as well as running their own businesses

Running a successful electrical business is a full-time job, but two remarkable sporting sparks have proved that they have what it takes to stand out against aggressive competition in totally different fields.

Michael McKenna and Chris Liddell, both members of electrical trade association SELECT, are making the most of the time when they’re not working to excel in the tough and challenging worlds of professional football and boxing respectively.

Electrician Chris is getting ready to light up the ring again this week after making his comeback as a professional boxer following eight years out of the ring.

The 29-year-old bantamweight won his first bout on the comeback trail in June and now faces his second fight at Glasgow’s Crowne Plaza on Friday 9 September.

Chris, who runs 2 Core Electrics in Lanarkshire, said: “I stopped boxing because I was starting my own business and couldn’t commit enough time to it, but things have calmed down a bit since then so I thought I’d give it another go before it’s too late.

“Juggling work and training is hard, but I’m a bit more mature now so I know what’s involved. It’s gruelling but it’s worth it – it’s been absolutely brilliant to get back out there and I was buzzing to win my first comeback fight.”

Chris, who is managed by Kynoch Boxing Promotions, added: “I don’t want to look too far ahead but I’m setting my sights on a Scottish title. It’s not a matter of if, it’s a matter of when, so if you’re a bantamweight, watch out because I’m coming.”

Meanwhile, fellow SELECT member Michael has kicked off a new season with Arbroath FC, hoping to go one better than last season, when he helped them to within a whisker of being the first part-time club to be promoted to Scotland’s top league.

The midfielder, from Edinburgh, scored 15 goals and provided eight assists in 2021-22, becoming the Championship’s top goal scorer and scooping Player of the Year awards from both the Professional Footballers’ Association and the SPFL.

Michael – whose day job is running Musselburgh-based McKenna Electrical Solutions – said: “I loved football as a boy but, when I failed to win a contract at 16, I became an electrician. Since then I’ve worked with some great companies at the same time as playing football and now run my own business.

“I’ve got three main clients and get involved in all sorts of projects from full house renovations to new builds, kitchens, bathrooms, attic conversions and so on.”

Michael – who previously played for Livingston and Berwick Rangers – said: “It’s a good balance of work and I’m quite happy with how things are. I enjoy my job and playing part-time for Arbroath and wouldn’t endanger that for a few years of full-time football.”

Alan Wilson, Managing Director of SELECT, said: “We can only take our hats off to these two sporting heroes who are demonstrating in a very tangible way that there is nothing you can’t achieve if you put your mind to it.

“For most people, running a company would be enough of a challenge – especially an electrical business, which is at the forefront of technological development as the country transitions to net zero.

Local MP visits SELECT HQ and adds his support to ongoing campaign for regulation of the electrical industry

A visit by their local MP has added further high-profile support to the long-running campaign for the regulation of the electrical industry being spearheaded by SELECT, Scotland’s largest construction trade association.

The campaigning body for the electrotechnical sector in Scotland recently hosted Owen Thompson MP, Member of the UK Parliament for Midlothian and SNP Chief Whip, at its headquarters at The Walled Garden outside Edinburgh.

During his visit, the MP said that, while aware that the issue of protection of title for electricians was under consideration in the Scottish Parliament, he would now seek to raise the matter in the House of Commons and would add his name to SELECT’s Wall of Support.

Meeting with SELECT Managing Director Alan Wilson, Director of Employment and Skills Fiona Harper, and Specifier and Client Relations Manager Yvonne Wilson, Mr Thompson discussed a number of other construction sector issues, including procurement and payment.

The MP said: “I was delighted to have the opportunity to meet the SELECT team. I have been aware since my days as leader of Midlothian Council of the good work the organisation carries out on behalf not only of electricians but of the construction industry in Scotland as a whole.

“I am very happy to lend my name to the campaign for regulation of the electrical industry. It is an idea whose time has come, since it can only be common sense to assure the public that anyone who presents themselves as an electrician is appropriately qualified and registered and that those who work in the industry do so in a safe and competent manner.

“I fully agree that seeking to regulate electricians could have a significant positive economic impact, as well as helping to reduce the numbers of deaths and injuries caused each year by fires or electric shocks.”

During his visit on Wednesday April 13, Mr Thompson also engaged with his hosts on the importance of a collaborative public sector procurement system and a payment system which made sure that customers pay on time and in full.

While taking a tour of the HQ, he also visited the dedicated SELECT Training Centre, where the Training and Technical departments deliver a huge range of SQA-accredited courses for businesses and organisations across Scotland.

SELECT’s Alan Wilson said: “It was our pleasure to welcome Mr Thompson to our HQ and to have meaningful discussions about matters which directly affect our members, particularly recognition and the ongoing problem of late and withheld payments.

“Mr Thompson’s interest in our activities is indicative of a continuing groundswell of support for our campaigns, with a number of MSPs and other trade associations putting their names to new bricks on the Wall of Support.”

Ms Harper, who is also The Secretary of the Scottish Joint Industry Board (SJIB), said: “I am sure Mr Thompson appreciated that safety is at the forefront of everything we do as an organisation and that we will not rest until protection of title makes the industry as safe as it possibly can be.”

Mr Thompson’s support comes after four MSPs and two major industry organisations recently added their names to SELECT’s Wall of Support, which shows organisations and individuals supporting the call for regulation of the electrical industry.

The Lift and Escalator Industry Association (LEIA) and Federation of Environmental Trade Associations (FETA) both signed up to the online resource, along with Conservative MSPs Maurice Golden, Tess White, Russell Findlay and Jamie Greene..

As SELECT’s campaign for recognition of the industry continues to gather pace, it is now planning meetings with other MPs and MSPs in the coming weeks and months to add further names to the wall.

Sparking an interest in electrical apprenticeships

Scotland’s electrical training body has saluted an “excellent” start to the academic year after the number of electrical apprentices and adult trainees beginning their studies reached a 12-year high.

More than 800 new learners have enrolled on the Electrical Apprenticeship and Adult Trainee Programmes for 2021, with colleges and training centres reporting full classrooms as future professionals take their first steps on the electrical ladder.

The intake is the highest in Scotland since 2009 – and the Scottish Electrical Charitable Training Trust (SECTT) says it’s another encouraging sign of the determination to tackle the UK-wide skills shortage .

Barrie McKay, Training and Development Manager at SECTTwhich manages high-quality training on behalf of the Scottish Joint Industry Board (SJIB), said: “I’ve been at SECTT for more than 20 years and it’s really encouraging to see a return to such high numbers.

“The figures are particularly satisfying  given the position the industry was in this time last year, when only 500 people began training due to the impact of COVID-19.

“This improved intake illustrates that people recognise that the future is electric and also understand that their personal prospects will be brighter if they’re part of a sector that is going to play a key part in all our lives.”

A total of 2,158 electrical apprentices and adult trainees are currently training in Scotland, including the 715 apprentices and 126 adult trainees recruited for the 2021 intake.

Barrie added: “Not only are the numbers looking good, but the quality of the young people being taken on – both male and female – is really impressive.

“The industry has been concerned for some time about skills shortages as the demand for qualified electricians accelerates, and the enthusiasm and dedication of these new recruits goes a long way to easing these fears and suggesting that there is an appetite to learn among the electrical talent of tomorrow.

“As colleges continue to recover from the challenges of COVID-19, they will now help their students embrace all the modern technologies which will play such a huge part in a greener and more sustainable future.”

SECTT and the SJIB praised employers for taking on apprentices in numbers earlier this year, confounding fears that recruitment could be a casualty of the ongoing effects of the COVID-19 pandemic.

Both bodies also pointed towards the altered perception of employment in the sector, thanks to the long-running campaign for regulation of the electrical industry spearheaded by SELECT, Scotland’s largest construction trade association.

Fiona Harper, Director of Employment & Skills at SELECT and The Secretary of the SJIB, said: “The industry as a whole is committed to the next generation of talent coming through, and employers are clearly supportive of creating a pool of highly-trained, highly-qualified personnel to take their business and the sector forward.”

SELECT President issues rogue trader alert

Campaign for regulation of electrical industry highlights dangers of sub-standard work

The President of Scotland’s largest trade association says regulation of the electrical industry is essential to prevent the “incompetent and downright dangerous” workmanship that its members encounter on a regular basis.

SELECT President Donald W Orr insists protection of title is the only answer to the faulty electrical work that costs Scotland around £120 million every year.

And he was supported by two professional electricians, who said they signed up to SELECT’s high-profile campaign for regulation after being regularly called upon to fix dangerous work carried out by rogue and unqualified tradespeople.

Mr Orr said: “The level of sub-standard electrical installations that we’re still seeing out there demonstrates that there is an overwhelmingly urgent need to protect the public from the activities of unscrupulous traders.

“We see incompetent and downright dangerous work on a regular basis and it could have tragic results if we don’t act now. Miscreants put the public at risk and tarnish the name of proper electricians and we must weed them out through regulation of the industry.”

Mr Orr’s warning was echoed by two new signatories to SELECT’s Wall of Support, which shows the growing groundswell of support for protection of title, and continues to attract new backing from organisations and politicians.

Jim Kerr of JK Electrical in Glasgow said: “Hardly a week goes where I don’t come across electrical work of extremely poor standard. I’ve seen some truly shocking installations and feel that the problem of unskilled personnel carrying out electrical work is worsening.

“It’s therefore absolutely essential that electricians be given protection of title.”

Another qualified electrical contractor, Brian McKenna, Director of Glasgow-based Enerlek, said: “Too often I have to fix electrical work that’s been installed dangerously and doesn’t conform to the regulations, putting people and premises at risk.

“The title of electrician must therefore be protected and regulated to ensure people are safe.”

Mr Orr also highlighted a recent case where a tradesperson in Wales was fined for signing off reports stating that the electrics in a domestic property were satisfactory. Subsequent investigation revealed that the wiring was 40 years old and unfit for purpose.

He added: “This case shows the very real danger that exists out there, and how unwitting consumers can be put in danger by unscrupulous tradespeople.

“People who falsely trade on the good name of electrical professionals are a serious danger to themselves, the public and the qualified personnel who are so often called upon to rectify their mistakes, and it’s high time they were stopped.”

SELECT’s campaign, run in partnership with the Scottish Joint Industry Board, the Scottish Electrical Charitable Training Trust and Unite the Union, aims to make it an offence for someone to call themselves an electrician when they have no, or inadequate, qualifications.

The Scottish Government has set up an Electricians Working Group to explore the issue and two high-profile consultations on regulation have also taken place, both of which have overwhelmingly supported statutory regulation.

In Scotland, the need for qualified electricians has become more immediate as the deadline nears for the introduction of new legislation on alarms by the Scottish Government.

Mr Orr added: “Our campaign has attracted a massive groundswell of support but we cannot afford to take our foot off the gas.

“Electrotechnical work is extremely complex and it is of primary importance that the professionals who carry it out are fully trained, qualified and up to speed with the most recent developments and regulations which apply to the sector.”

Research carried out on behalf of SELECT in 2018 showed that faulty electrical installations account for 7.1% of all fires in Scotland, and damage caused to property by these fires costs around £9.6 million.

Not including the occasional major cost of catastrophic incidents, it calculated that the overall cost of faulty electrical work in Scotland is around £120 million every year.

SELECT launches animation to help prepare for new heat and smoke alarm standard

Influential electrical trade body SELECT has launched a new public safety campaign to help raise awareness of the new heat and smoke alarm regulations being introduced across Scotland next February.

Scotland’s largest construction trade association has produced an engaging and informative animation to clarify what householders and landlords need to do to comply with the standard, in line with Scottish Government guidance.

It has also created a dedicated page on its new website for the public and electrical contractors that delivers FAQs, downloadable resources and details of training and available certification.

The organisation is now encouraging its 1,250+ member businesses to use and share the range of resources to familiarise themselves with the new rules and help educate the public.

Bob Cairney, Director of Technical Services at SELECT, said: “Our main aim is to help the public understand what they need to do, clearly and concisely, and where to go for help if they need it. This includes stressing the importance of using a qualified electrician to carry out the work.

“We also want to develop SELECT Members’ understanding of what is required  by giving them the tools they need to help their customers.”

As well as the animation, SELECT has produced three downloadable guides, social media templates, training opportunities and details of available certification. All are hosted on a dedicated section of the revamped SELECT website, which was launched on 27 September.

The animation was developed by Iain Mason, Director of Membership & Communication at SELECT, who said: “Serving the public interest is at the heart of every professional organisation’s mission and SELECT is proud to lead the way.

“We hope the impact of this animation and other material will be to help as many people as possible get ready and comply with the new regulations before the implementation date.”

The new standard, which is applicable from 1 February 2022, requires that all homes in Scotland must have a smoke alarm on every storey including hallways and landings, a smoke alarm in the most frequented part of the house, such as the lounge, a heat alarm in the kitchen and a carbon monoxide alarm wherever there is a fuel burning appliance.

In addition, all the heat and smoke alarms must be interlinked, either mains-powered with battery back-up or be battery powered by a tamper-proof long-life battery to ensure there is an effective warning system to keep everyone and their property safe.

For mains-powered alarms or where householders cannot fit the battery-powered alarms themselves, they are being urged to use a qualified electrician.

The information campaign is the latest initiative from SELECT, which has a long track record of promoting safety messages around the industry and safeguarding the welfare of customers as well as the 15,000 people and 3,500 apprentices who work in it.

SELECT has also been leading a long-running campaign with other leading industry bodies to ensure that those who work in the industry do so in a safe and competent manner. It currently is engaged with the Scottish Government over the regulation of the industry.

SELECT urges response to electrical sector consultation

As the long-running campaign for professional recognition of electricians in Scotland nears its final stages, SELECT has warned that the clock is ticking for those who want to help influence the sector’s future.

Scotland’s largest construction trade association is reminding professionals that the deadline to respond to a second consultation on the regulation of the electrical industry is Friday February 12 – and is urging interested parties to take part before it’s too late.

The consultation was launched by Jamie Hepburn, MSP, the Minister for Business, Fair work and Skills, and SELECT says the fact that further parliamentary investigation into regulation is being made is an extremely encouraging sign.

It also points to a first consultation by Conservative MSP Jamie Halcro Johnston, which closed on November 10 last year and received more than 140 submissions, more than 90 per of which were positive.

Alan Wilson, Managing Director of SELECT, said: “We have been overwhelmed by the levels of support we have received, and the huge range of people who have publicly backed us through channels such as our Wall of Support.

“This second consultation another great opportunity for the industry to take part in and shape the future. It is a further chance for Scotland to demonstrate that we are committed to a safer industry and we would urge that all interested parties make their submission to the latest consultation.”

SELECT argues that only government legislation can bring about “comfort and security” for customers across the country and end the scourge of unqualified people passing themselves off as electrical professionals.

Among those who have responded to the latest consultation are the Civil Engineering Contractors Association Scotland

Grahame Barn, its Chief Executive (below) , said: “It seems a glaring anomaly that when virtually every other trade in the UK is regulated, that no such scheme operates for electricians.”

The Supplier Development Programme has also taken part, with manager Gillian Cameron saying: “Protection of title could reduce the amount of evidence required by public sector buying organisations into a single certification to determine if electricians are competent to carry out work in Scotland.”

SELECT has been campaigning for years with other leading industry bodies, such as the Scottish Joint Industry Board (SJIB) and Scottish Electrical Charitable Training Trust (SECTT), to ensure that those who work in the industry do so in a safe and competent manner.

Its campaign, which has been raised in the Scottish Parliament, is being backed by membership bodies, industry figures, professional services and individuals from across the country – and has received unprecedented levels of cross-party support from politicians.

Monica Lennon, MSP, who currently is challenging for the leadership of the Labour Party in Scotland, said in her Wall of Support message: “Poor quality electrical work carries huge risks to people’s homes, their businesses and even their lives.

“It is vitally important that consumers are helped to make informed choices whenever they employ an electrician.”

Scottish Liberal Democrat leader Willie Rennie said: “I fully support the importance of using professionals in all aspects of construction work, be they multi-million-pound contracts or small domestic works.

“It is vital that we ensure only properly trained, qualified and competent people carry out these works.”

Mr Wilson pointed out that any real and effective change must be underpinned by legislation. He said voluntary regimes have never addressed the issue of dangerous and poor work often undertaken by unqualified or partially qualified persons.

He said that the Scottish Government needs to introduce a package of measures which must include Protection of Title. Establishing a single register based on the existing SJIB model would provide the comfort and security to a customer that someone calling themselves an electrician was qualified and competent.

Mr Wilson said: “There is a strong economic case for legislation. Scotland is investing £1.6 billion over the next five years in decarbonising the heat in buildings and it makes sense that those undertaking that programme are trained, qualified and competent.

“But there is also a social side. Protecting title and making the role of electrician a profession will lead to greater interest in the industry and more opportunities for women and ethnic minorities to join it, which would be a significant advantage to us all.”

SJIB: ‘overwhelming support’ for regulation of electricians

The Scottish Joint Industry Board (SJIB) says there is now “overwhelming industry support” for regulation of the electrical industry and is urging more professionals to make their voices heard.

The leading construction body insists protection of title is vital to protect consumers across Scotland – and points to a recent consultation in which 90% of respondents said they were in favour of the measure.

The consultation by MSP Jamie Halcro Johnston, which closed in November, received 141 submissions, 121 of which were fully supportive, 10 partially supportive, one neutral, three partially opposed and only three opposed.

Fiona Harper, The Secretary of the SJIB, said: “It was heartening to see such a high level of responses from a wide cross-section of the industry and to see so many organisations and individual electricians taking a real interest in the future of our industry.

“It was equally pleasing to see that the vast majority of the responses have been positive about the need for some form of regulation, and that there is overwhelming support for protection of title for the profession of electrician.

“The responses show that there is a real appetite to deliver a bill through the Scottish Parliament as soon as possible to secure the safety of consumers and the integrity of the electrical sector in Scotland.”

Ms Harper, who is also Director of Employment & Skills at SELECT, the trade association, also urged electrician to take part in a second consultation on regulation, launched by Jamie Hepburn, MSP, the Minister for Business, Fair work and Skills, which closes on 12 February.

She added: “These consultations are a major step towards a safer industry and we look forward to welcoming a new dawn for electricians and their customers in Scotland.

“At present, anyone can claim to be an electrician and work on an electrical installation. It cannot be right that those who have completed a full apprenticeship and who work in the industry in a safe and competent manner, can be compromised by those who call themselves electricians but who have no or inadequate qualifications.

“Industry research suggests that the net benefits to Scotland from proper regulation of electricians will total around £58million. We would also benefit from higher electrical standards, a reduction in the number of injuries and deaths, better functioning installations, less need for call backs or for poor/unsafe work to be repaired, leading to improved customer satisfaction.”

The first consultation was set up by Highland and Islands MSP Mr Halcro Johnston in a bid to present a case for regulation in advance of a proposed Holyrood Member’s Bill.

The Bill would be the culmination of a long-running campaign by the SJIB, SELECT and other leading industry bodies to make sure that those who work in the industry do so in a safe and competent manner.

SELECT has spent the past few years campaigning with other leading trade bodies for the introduction of regulation, with its many supporters listed on the online Wall of Support.

In its own response to the consultation, the SJIB said regulation would “significantly enhance consumer, client and public protection and safety while deterring unqualified individuals”.

The body, which sets the standards for employment and apprentice training in the electrical contracting sector, also said any new scheme would bring significant economic benefits and would assist in the drive for a “sustainable skills base”.

In the response, Ms Harper said: “The promotion and utilisation of registered electrical contractors with industry-recognised qualifications would address the scale of poorly installed, defective and unsafe electrical work.

“The SJIB already administers the ECS [Electrotechnical Certification Scheme] which accommodates and recognises the diverse array of electricians operating within the electrotechnical industry. With some additional safeguards, the SJIB could develop a very robust scheme at little additional cost.”

Founded in 1969 by SELECT and Unite the Union, the SJIB’s duties include regulating between employers and employees, providing benefits for people engaged in the industry, and stimulating industry progress. In addition, it has oversight of employment, skills and proficiency, health and safety competence, wages and welfare benefits across the electrical industry in Scotland.
