Funds awarded to maximise benefit take-up

Organisations which will help to maximise the take-up of benefits and household incomes in Scotland have been awarded £600,000.

Twenty-six organisations from across the country received allocations to support hard to reach groups, single parents and people with particular barriers such as mental or physical disabilities to apply for Scottish social security benefits.

Two Edinburgh-based organisations – Big Hearts Community Trust (£11,860) and FAIR (Family Advice Information Resource) (£24,214) – are among the recipients.

The funding is part of the Scottish Government’s Benefit Take-Up Strategy, launched in October 2019.

Announcing the successful applicants at North East Sensory Services, a charity in Aberdeen awarded £42,665 to help people with hearing and sight impairments, Social Security Secretary Shirley-Anne Somerville said: “We believe social security is a human right and an investment in the people of Scotland. That is why everyone who is eligible to apply for benefits should have the support they need.

“Along with local delivery staff, we want third sector organisations to add their expertise and reach out to help those who need it most.

“This funding of £600,000 will be vital to support those who face barriers to access the financial support they are entitled to and increase their incomes. This includes the people with sight or hearing impairments who are supported by North East Sensory Services.

“This funding shows we are determined to do things differently in Scotland and create a new social security system that puts dignity, fairness and respect at its heart.”

Graham Findlay, Chief Executive of North East Sensory Services, said: “The support we provide reaches more than 6,500 blind and deaf people across the North East of Scotland.

“We are delighted that the Scottish Government has recognised the particular difficulties our service users have in finding out about and applying for crucial benefits that help them to live their lives as independently as possible.

“This funding is vital to upskill our staff team with specialist knowledge so we can provide essential support to those who need help navigating the benefits system.”

While no North Edinburgh organisations received income maximisation funding in the latest round, receiving the benefits to which they are entitled can make a huge difference for people who face a daily struggle to get by.

Granton Information Centre’s income maximisation work has seen an incredible £3.3 MILLION put into the pockets of local people over the last financial year – money that they were entitled to but had not been claiming.

“Despite local and national awareness campaigns we still see people every week who are not receiving their full benefit entitlements”, said GIC manager Caroline Pickering.

“There are a number of reasons for this – the benefits system is complicated and there have been a number of significant changes over recent years. It can be confusing and the complicated form-filling – or, worse still, lengthy telephone calls to government agencies – can put people off.

“We encourage clients to persevere, however, as we support them through the process. For some people, getting the money they are entitled to really can make a life-changing difference.”

A Culture Strategy for Scotland

Culture’s ability to transform lives and empower people is the focus of A Culture Strategy for Scotland, published yesterday.

The document, which was developed through public engagement and consultation, outlines the Scottish Government’s commitment to strengthening the sector in order to value, protect and nurture culture.

As part of the strategy, which is supported by almost £1.25 million funding, the Scottish Government will:

• Establish a new National Partnership for Culture, an advisory group led by the former Edinburgh International Festival Managing Director Joanna Baker to support delivery of the strategy’s aims and advise Scottish Ministers on matters affecting culture

• Build an Arts Alive programme to bring up to 250 cultural sessions to schools and communities, including five artists’ residencies

• Support a pilot project with Museum Galleries Scotland to recruit volunteers from diverse backgrounds and help them achieve an SQA accredited qualification

• Develop the Arts, Culture, Health & Wellbeing Scotland Network to advocate for cultural approaches to prevent poor health and promote cultural intervention to tackle health inequality and support rehabilitation

• Encourage community-led and participatory arts activity through the Creative Communities programme, which has been match-funded this year by proceeds of crime to support projects for young people at risk of re-offending

• Help schools engage more with the arts through the Supporting Expressive Arts in the Curriculum programme

Culture Secretary Fiona Hyslop (above) said: “Culture is central to who we are. It is Scotland’s strength. This is why it must be valued first and foremost in and of itself – that is to say culture is worth more than any financial value that can be placed on it.

“A key pillar of the strategy is the recognition that we need to do more to nurture artistic talent and support artists and to add value, recognise and champion artistic excellence. We want to harness the power of culture to transform lives, to improve health and wellbeing, to contribute to the growing economy, and to bring creative approaches to design better communities.

“I am grateful to everyone who has helped to shape this strategy as part of our national cultural conversation – which will continue to grow and evolve. It places culture at the heart of Government, and sets a shared vision which I hope will inspire all those with an interest in its future in Scotland.”

Ms Baker said: “A Culture Strategy for Scotland is a powerful assertion of the importance of culture and creativity to the lives of everyone, and of the positive contribution that a rich diversity of cultures and artists makes to Scotland’s place in the world.

“I welcome the opportunity to work alongside colleagues from across the country and from many different sectors to help to shape the future of support for culture in Scotland.”

More city school leavers in positive destinations

A record proportion of school leavers were in a ‘positive destination’ such as study, work or training about three months after leaving school last year.

Figures show that 95% of young people were in a positive destination, with the gap between those from the most and least deprived communities achieving a positive destination the lowest since 2009-10.

The statistics also show that:

  • more than 85% of school leavers achieve at least one pass at SCQF 5 or better. In 2006-07 the proportion was 71.1%
  • the proportion of school leavers with one or more pass at SCQF 6 or better is 60.5%. In 2006-07 the proportion was 41.6%
  • the proportion of school leavers achieving vocational awards has increased to 17%, giving them skills they need for entering the workplace. The achievement of these awards has increased for school leavers every year since 2013-14

Deputy First Minister John Swinney said: “For the ninth consecutive year, more young Scots are in study, training or work three months after leaving school than ever before. Moreover, the gap between the richest and poorest communities for those moving into a positive destination continues to narrow.

“This demonstrates that Curriculum for Excellence (CfE) is delivering one of the ultimate aims of school education – to secure a positive next step in learning, life and work for our young people.

“Compared with the previous year, there has been a slight fall in attainment for school leavers who achieved one or more national qualifications. In any high performing system there will be fluctuation, however over time the percentage of school leavers achieving one or more pass at National 5 and Higher level has improved substantially.

“We have commissioned the Organisation for Economic Co-operation and Development (OECD) to carry out an independent review of the curriculum. The review will look carefully at achievement in the senior phase so that we can improve further.”

Alma Harris, a member of the International Council of Education Advisers (ICEA), said at the ICEA biannual meeting last week: “The Scottish system is doing everything that we would expect a high performing system to do. It has all the right components, it’s investing in the right places.

“What we are seeing is incremental growth. And, as a council, we’re very confident that that incremental growth bodes well for the future.

“The focus on equity and excellence is, without question, the right focus. The way in which the system has been empowered, to develop itself into a high performing system, is also to be commended.”

City SNP MSP Gordon Macdonald has welcomed new figures showing more Edinburgh school leavers are in study, work or training than a decade ago.

Across Scotland, a record proportion of young people were in a positive destination three months after leaving school last year. The gap between those from the most and least deprived communities achieving a positive destination the lowest since 2009-10.

In Edinburgh, the number of unemployed school leavers seeking work fell from 15% in 2009/10 to 3% in 2018/19.

Over the same time period the number of school leavers going directly to higher education rose from 37% to 43%.

SNP MSP Gordon Macdonald said: “It is very welcome that significantly more young people in Edinburgh are going on to positive destinations such as work and study straight from school.

“For the ninth consecutive year, more young Scots are in study, training or work three months after leaving school than ever before.

“It’s particularly welcome that the gap between the richest and poorest communities, for those moving into a positive destination, continues to narrow.

“This demonstrates that Curriculum for Excellence is delivering one of the ultimate aims of school education – to secure a positive next step in learning, life and work for our young people.”

For some, however, it’s a case of ‘Could Do Better’ – particularly for children with additional support needs.

Commenting on the Scottish Government’s statistics for attainment and initial leaver destinations for secondary pupils (2018/19), a spokesperson for the Scottish Children’s Services Coalition – an alliance of independent and third sector service providers – said: “We are deeply concerned about falling attainment levels for those with additional support needs such as autism, dyslexia and mental health problems.

“While 91 per cent of those with ASN had one pass or more at SCQF Level 4 or better in 2017/18, this had reduced to 90.7 per cent in 2018/19. For those with one or more pass at SCQF Level 5 or better this had fallen from 70.4 per cent to 69.8 per cent. And for those with one or more pass at SCQF Level 6 this had fallen from 39.5 per cent to 39.3 per cent.

“The attainment gap between those with ASN and those with no ASN has increased from 7.3 per cent for 2017/18 to 7.6 per cent in 2018/19 for those with one or more pass at SCQF Level 4 or better and from 21.8 per cent to 22.4 per cent for those with one or more pass at SCQF Level 5 or better. It has dropped from 31.9 per cent to 31.2 per cent for those with 1 or more pass at SCQF Level 6 or better.

“It is deeply disappointing to see this fall in attainment level for those with ASN and that the attainment gap is opening between those with ASN and no ASN in some categories.

“Along with the National Deaf Children’s Society, the National Autistic Society Scotland, and Royal Blind we recently made a call for increased resourcing in the Scottish Government Budget to support those with ASN.

“While the numbers of those with ASN has risen by more than 82 per cent since 2012, amounting to just under a third of the pupil population, it is alarming that spend per pupil with ASN has fallen by more than 26 per cent over this same period.

“It is vital that those with ASN get the care and support they need in order to give them the best possible start in life and close the educational attainment gap.

“Too many pupils with additional support needs are missing out on the specialist support they require because of budget cuts at a time of increasing need.

“This is clearly challenging in an environment of austerity, however, the cost to society in the long term if adequate resourcing is not provided will far outweigh any potential savings made today.”

Coronavirus: Scottish case ‘likely’

Preparations for a coronavirus (COVID-19) outbreak in Scotland have been accelerated, as the virus continues to spread beyond China.

Several European countries have announced their first coronavirus cases. The cases in Austria, Croatia and Switzerland all  appear to be linked to the growing outbreak in Italy, where there are now more than 300 cases with eleven deaths.

The first positive virus test has also been recorded in South America, where a Brazilian resident just returned from Italy.

The Scottish rugby team played a Six Nations international match in Italy on Saturday but the corresponding Women’s game was postponed.

First Minister Nicola Sturgeon chaired a Scottish Government Resilience meeting (SGoRR) to discuss preparedness in Scotland yesterday. 

Health Secretary Jeane Freeman, who also attended the meeting, said: “Though the risk to individuals remain low, and all test results have come back negative so far, the Chief Medical Officer has advised that it is highly likely that we will see a positive case in Scotland as coronavirus continues to spread.

“We are expecting an outbreak and are working hard to ensure we have plans in place to contain it as best we can. The NHS and Health Protection Scotland have an established plan to respond to anyone who becomes unwell.

“Scotland is well-prepared for a significant outbreak of coronavirus but there is currently no treatment or vaccine. Therefore, preventing the spread of any outbreak will be vital, and the Scottish Government is working closely with NHS Scotland and Health Protection Scotland to ensure this.

“We have a proven track record of dealing with challenging health issues and have public health and infectious disease experts working intensively on these issues.

“The public also has a vital role to play in helping us contain any outbreak by following the latest health and travel advice, and following basic hygiene precautions, such as washing hands and covering their nose and mouth with a tissue when coughing or sneezing.”

Preparations in Scotland to date include:

  • the establishment of two testing laboratories in Glasgow and Edinburgh to speed up identification of confirmed cases
  • Supplying GP surgeries with face masks and ensuring hospitals are fully stocked with personal protective equipment
  • Updating of public health legislation to make coronavirus a notifiable disease

The latest numbers of test results are published at 2pm each day on the Scottish Government website.

Updates on public health advice for coronavirus can be found on the NHS Inform website, and a free helpline has also been set up for those who do not have symptoms but are looking for general health advice: 0800 028 2816.

For the general public who are planning to travel abroad, guidance can be found on fitfortravel. Where a COVID-19 risk is identified then country pages will be updated.

Anyone who has arrived in the UK from the areas listed below since 19 February is advised to stay indoors and avoid contact with other people, even if they do not have symptoms. Those who have returned from these areas and display or develop symptoms should  phone their GP or NHS24 on 111 out of hours:

  • Iran
  • specific lockdown areas in Northern Italy as designated by the Government of Italy
  • special care zones in South Korea as designated by the Government of the Republic of Korea
  • the Hubei province in China

For South Korea, anyone who visited the two cities at the centre of the outbreak, Daegu and Cheongdo, is advised to self-isolate for 14 days, even if they do not have symptoms.

For Iran, all returning travellers are requested to self-isolate, even if they do not have symptoms.

For northern Italy, all travellers returning from specific lockdown areas identified by the Italian Government are advised to self-isolate, even if they do not have symptoms.

Any other travellers returning from parts of Italy north of Pisa, Florence and Rimini in the past week are asked to monitor their health, and self-isolate if they develop symptoms.

Anyone who has travelled to the UK from Cambodia, Laos, Myanmar and Vietnam is also now advised to monitor their health, and self-isolate if they develop symptoms.

Public health advice to reduce the risk of acquiring and spreading respiratory infections by practising good respiratory hygiene, includes:

  • avoiding direct hand contact with your eyes, nose and mouth
  • maintaining good hand hygiene – washing hands with soap and water or alcohol hand sanitiser, after coughing or sneezing, after going to the toilet, and prior to eating and drinking
  • wherever possible avoid direct contact with people that have a respiratory illness and avoid using their personal items such as their mobile phone
  • when coughing or sneezing cover your nose and mouth with disposable tissues and dispose of them in the nearest waste bin after use

Five years of Scottish Attainment Challenge

Deputy First Minister John Swinney will deliver a key education speech this week marking the fifth anniversary of the Scottish Attainment Challenge. The speech comes just days after the government was accused of ‘sneaking out’ news of falling exam pass rates. 

The First Minister launched the Scottish Attainment Challenge in February 2015 to help close the poverty-related attainment gap in Scotland. The Attainment Scotland Fund was established to support the Scottish Attainment Challenge in 2015.  This is a £750 million commitment over the course of this parliamentary term.

In his address to headteachers and key education leaders, Mr Swinney will reflect on progress made in closing the attainment gap and provide an update on the forthcoming review of the Curriculum for Excellence.

Mr Swinney will also thank headteachers, practitioners and local authorities for their commitment and innovation in raising attainment.

He said: “As we mark the fifth year of the Scottish Attainment Challenge we must reflect on our journey and look ahead to what we hope to achieve in the coming years.

“Our measures are making a tangible impact and I am proud of the work undertaken by headteachers and others to break down barriers to learning and raise the attainment of children in our schools.

“We have seen 88% of headteachers report improvements in closing the attainment gap directly as a result of our investment and we are seeing increased cohesion and collaboration across local authorities and schools. Pupil Equity Funding is also empowering our Headteachers to make the decisions that directly improve the life chances of our young people.

“We are also seeing steady, incremental gains in attainment across the broad general education. This is in line with the sustainable progress we would expect to see at this stage, according to international experts.

“As the International Council of Education Advisers have set out – Scotland is heading in the right direction but achieving equity and excellence is a long-term task. We now need a period of consolidation and sustainability to ensure that our reforms have the chance to become properly embedded in our education system.”

In his speech Mr Swinney will reflect on progress made since the introduction of the Challenge, including:

  • the latest Achievement of Curriculum for Excellence Level (ACEL) data which shows attainment among the most disadvantaged pupils rose in numeracy, reading and writing at P1, P4 and P7
  • feedback from headteachers which shows 88% percent have reported improvements in closing the poverty-related attainment gap as a result of the Scottish Attainment Challenge
  • feedback from headteachers in which 95% have indicated they expect to see further improvements over the next 5 years
  • the latest PISA stats which reported that pupils’ social backgrounds have less of an influence on reading and maths attainment in Scotland than the OECD average

CALL FOR MEETING ON IMMIGRATION PROPOSALS

Following the UK Government’s new immigration proposals, First Minister Nicola Sturgeon has offered to lead a delegation from the Scottish business community in a meeting at Downing Street.

The First Minister has written to Prime Minister Boris Johnson inviting him to meet representatives from key sectors in Scotland to discuss how to ‘prevent serious and lasting harm to Scotland’s economy’.

In the letter, she highlights a number of industries that will be significantly affected by the new immigration policies including the social care sector, food and drink industry and construction sector.

The full text of the letter reads:

Dear Boris
 
The immigration policy announced by your government this week has caused concern in many sectors across Scotland’s economy.  More than half of all roles in Scotland would not meet the salary threshold you have set, rising to as many as 90% in our vital social care sector. 

Many other sectors of the economy are clear that the plan to end free movement and introduce this new system in its place has not been designed with the interests of Scotland in mind, including the production and processing sectors underpinning Scotland’s world-class food and drink industry, the construction sector delivering on investments in housing and infrastructure, and the tourism and hospitality sectors that make Scotland one of the best places in the world to visit.
 
The proposals the Scottish Government put forward last month were intended to provide a basis for discussion on how the UK immigration system could meet Scotland’s needs: a tailored approach for Scotland through a Scottish Visa; a targeted way to encourage migration to remote and rural communities, recommended by the Migration Advisory Committee; and suggestions for reform to UK-wide routes for migration.  The Scottish Government’s position has attracted broad support from business, trade unions, third sector, local government and academic experts 
 
An immigration system which truly delivers for the whole of the UK also needs to deliver for Scotland.  My government has been in contact with representatives of key sectors of Scotland’s economy who would like to join me in a meeting with you, in Downing Street, to discuss the impact your new policy and the changes we believe should be made in order to prevent serious and lasting harm to Scotland’s economy and services as a result of your migration policy.

Fair pay for public sector workers?

Guaranteeing a fair deal for the public sector workforce and protecting lower-paid workers underlines the wellbeing focus of this year’s Scottish Budget, according to new Finance Secretary Kate Forbes – but local government trade union UNISON says care workers are being undervalued. 

Scottish Government policy decisions mean the starting salaries for staff in a range of public sector professions in Scotland are already higher than in England, including:
• a newly-recruited teacher will earn £26,697 in Scotland, compared to £24,373 in England
• a band 5 staff nurse will earn £24,670 in Scotland, compared to £24,214 in England
• a newly-recruited police officer will earn £26,037 in Scotland, compared to £20,880 – £24,177 in England

The 2020-21 Public Sector Pay Policy published alongside the Budget includes a range of measures to further support the public sector workforce:
• a guaranteed 3% pay uplift for public sector workers earning up to £80,000
• a cash uplift of £750 for public sector workers who earn £25,000 or less
• continuing the Scottish Government’s commitment to the real Living Wage, now set at £9.30 per hour
• limiting to £2,000 the basic pay increase for those earning £80,000 or more

Ms Forbes said: “Wellbeing and fairness are at the heart of this year’s Budget, and promoting the wellbeing of our public sector workers by protecting and increasing their pay is an important part of that.

“This pay policy responds to real-life circumstances, with measures to help us tackle inequalities by protecting the salaries of lower-paid employees. And of course investing in our hardworking public sector workforce will also help deliver top-class public services while supporting jobs and the wider economy.

“I am grateful for the engagement Ministers have had with the trades unions and others, and now hope Parliament will work with us to pass this Budget and reward our vital public sector workers.”

However Local government union UNISON says care workers are being treated unfairly and is campaigning to see better pay and conditions for these key public sector workers.

Christina McAnea, UNISON assistant general secretary, said: “For all the things that are wrong with the care system in this country, we have a workforce that are passionate and committed. They care desperately about the people they look after. That’s a fantastic place to start in trying to build a care system that works.”

But care workers are not treated fairly. Care is in crisis, thanks to a system that has been underfunded and ignored by governments for years. Care workers and the people that they look after are paying the price.

UNISON is campaigning for change and urges councils across the country to sign up to their Ethical Care Charter. The union is fighting to win:

  1. Decent jobs, including:
    • A real living wage
    • Full pay for sleep-in’s and travel time
    • Fair contracts, no zero hours
    • Enough time to care
    • A safe working environment
  2. Quality standards: A national framework for care, with pay and training linked to standards.
  3. Fair funding: We are building political alliances and public support to get the right solutions for care workers and care users.

Local government umbrella body COSLA says the Scottish Government draft budget falls far short of what it considers a fair settlement for the country’s councils. 

COSLA says the draft budget results in a £95m (£300m real terms) cut to revenue and £117m (£130m real terms) cut to capital budgets.  The impact of these cuts will continue to be felt.  This budget does not recognise the vital role Local Government plays in the economy across Scotland.

COSLA Environment and Economy Spokesperson Councillor Steven Heddle said:  “Councils campaigned strongly for an increase in funding so that we can continue to develop local economies that provide fair and accessible work opportunities for everyone.

“Regretfully, the Government has again ignored these warnings and failed to recognise the unique role councils play in growing local economies.

“We are the main employer in almost every local authority in Scotland providing a tenth of Scotland’s workforce. If any other part of the economy was facing the risks we are, the Government would step in.

“When councils have the money to invest in capital projects, the benefits are felt across communities – from training and apprenticeships to support for local supply chains – this year’s Capital Budget will mean these benefits will all be lost.

“Less core revenue funding for economic development support, planning and regulation will also hit communities hard.

“We are calling on the Government and the Parliament to address these concerns, listen to our asks and prevent the loss of essential council services which communities rely upon.”

Mobile screen exposure can lead to poor sleep

Mobile phone use at night time is having a negative impact on young people’s sleep and mental wellbeing, according to a new report.

The Glasgow University report, commissioned by the Scottish Government, summarises the findings from a systematic review of the evidence on adolescent mobile device screen time and the impact on sleep.

It found that:

  • sleep quality is negatively influenced by mobile phone use in general and social media in particular
  • night time mobile use and problematic social media use were linked to depressed mood through experiences of poor quality sleep
  • experiencing online bullying is directly linked to shorter sleep as a result of obsessing about distressing thoughts and emotions

Welcoming publication of the report on a visit to a sleep awareness session run by Sleep Scotland at Montessori Arts School in Edinburgh, Mental Health Minister Clare Haughey said: “There are many positive things about technology, screens and social media.

“However in a society where so many young people have access to a mobile device and social media platforms, it is important that we get an accurate picture of the impact that can have on their sense of emotional wellbeing and their ability to get a proper and uninterrupted sleep.

“Of course it’s not just young people who have a phone or tablet by the side of their bed every night but this research shows the potentially negative impact on children and young people.

“This review is a significant piece of work that gives us a much better insight into the connections between screen time, particularly social media use, and disrupted sleep. While the evidence base is still developing, the findings demonstrate why, in February last year, we announced that we would be providing advice, specific to Scotland, on the healthy use of social media and screen time.

“That advice – being co-produced by young people and for young people – will be published in spring and will add to the help and guidance available to help ensure young people can lead heathier lives.”

Sleep Scotland Interim Chief Executive Karen Jenkinson said: “Poor sleep is a huge problem in our society, and excessive screen time is a contributing factor, leading to increased levels of stress, anxiety and depression. It’s time to wake up to the importance of sleep for our health and wellbeing.”

Scotland’s prisons creaking at the seams

Developing a contingency plan for HMP Barlinnie in the event that it fails must be of the highest priority for the Scottish Prison Service, says Holyrood’s Public Audit Committee.

Given the condition of Scotland’s prisons in general, the Scottish Government and the Scottish Prison Service (SPS) must also develop robust contingency plans in case any other part of the prison estate becomes uninhabitable.

All contingency plans should reflect the immediate capacity issues faced by the SPS and the fact that there is no evidence to suggest that prisoner numbers will decrease in the short term.

In a report published today, the committee says ten years of capital underspend to stay within budget should have raised serious concerns at an early stage given the deteriorating state of prisons. The impact of the delay in the capital programme cannot be overestimated.

Urgent action by the Scottish Government and SPS is needed to address under-lying pressures on the prison service, with solutions required from across the justice system.

The report says this situation is now undermining the Scottish Government’s policy objectives of rehabilitating prisoners and reducing re-offending.

Jenny Marra MSP, Convener of the Public Audit Committee, said: “Audit Scotland says HMP Barlinnie presents the “biggest risk of failure in the prison system” but warns there is no clear contingency plan for accommodating the 1,460 prisoners it currently holds should it fail.

“Developing a contingency plan for Barlinnie in the event that it fails must be of the highest priority. Given the state of prisons generally, the Scottish Government and the SPS must develop robust contingency plans should any other part of the prison estate become uninhabitable.

On underlying pressure on the prison service, Ms Marra added: “It is clear to the Committee that there are significant and wide-ranging challenges both the SPS and Scottish Government must overcome. The SPS is currently accommodating around 500 prisoners above capacity and there is no evidence to suggest that prisoner numbers will decrease in the short term.

“At the same time, the SPS’s revenue budget is down by 12.5 per cent in real terms; the capital programmes for HMPs Barlinnie, Inverness and Greenock are behind schedule and prisoner violence is on the increase. At its core, this situation is undermining the Scottish Government’s policy objectives of rehabilitating prisoners and reducing re-offending.”

The report finds that either the numbers entering prisons needs to be reduced or additional capacity provided to ensure that prisons are a safe and adequate environment for those who live and work in them.

As such, the service should be funded for the population it currently holds and for the expected increase rather than it being assumed that prisoner numbers will fall. Suggestions of doubling up prisoners in individual cells are a backwards step, says the committee.

The report states that action needs to be taken now by both the SPS and the Scottish Government to address these significant pressures. Such action must be based on a whole-system approach, requiring solutions from across the justice system.

On HMP Barlinnie, the report says: ‘Given the history of the prison service capital programme to date, it would seem that further delays in the completion of HMP Barlinnie are likely. It is crucial that the SPS and the Scottish Government anticipate and plan for such delays and put in place robust contingency plans.

‘The Scottish Government and the SPS must take all steps to ensure that the proposed timetable for the completion of a replacement for HMP Barlinnie is adhered to because if HMP Barlinnie fails, the whole prison system is at risk’.

Immigration proposals ‘an insult to Scotland’

Home Secretary Priti Patel has launched a new points-based immigration system which will ‘open up the UK to the brightest and the best from around the world’ – but the Scottish Government says the plans completely disregard Scotland’s needs. 

The new system, which takes effect from 1 January 2021, will ‘end free movement, reassert control of our borders and restore public trust’.

It will assign points for specific skills, qualifications, salaries or professions and visas will only be awarded to those who gain enough points.

The government says it has listened to the clear message from the 2016 referendum and the 2019 General Election and will end the reliance on cheap, low-skilled labour coming into the country.

Overall levels of migration will be reduced, with tighter security and a better experience for those coming to the UK.

The new single global system will treat EU and non-EU citizens equally. It will give top priority to those with the highest skills and the greatest talents, including scientists, engineers and academics.

The global talent scheme will also be opened up to EU citizens which will allow highly-skilled scientists and researchers to come to the UK without a job offer.

Home Secretary Priti Patel said: “Today is a historic moment for the whole country. We’re ending free movement, taking back control of our borders and delivering on the people’s priorities by introducing a new UK points-based immigration system, which will bring overall migration numbers down.

“We will attract the brightest and the best from around the globe, boosting the economy and our communities, and unleash this country’s full potential.”

The UK government says the points threshold will be carefully set to attract the talent the UK needs.

Skilled workers will need to meet a number of relevant criteria, including specific skills and the ability to speak English, to be able to work in the UK. All applicants will be required to have a job offer and, in line with the Migration Advisory Committee’s (MAC) recommendations, the minimum salary threshold will be set at £25,600.

The new points-based system will also expand the skills threshold for skilled workers. Those looking to live and work in the UK will now need to be qualified up to A level or equivalent, rather than degree level under the current system. This will provide greater flexibility and ensure UK business has access to a wide pool of skilled workers.

In line with the government’s manifesto commitment there will be no specific route for low-skilled workers. It is estimated 70% of the existing EU workforce would not meet the requirements of the skilled worker route, which will help to bring overall numbers down in future.

Professor Alice Gast, President of Imperial College London, said: “British science is global. The new post-study work and global talent visas will help us to attract the world’s brightest students and researchers, wherever they come from.

“From the race to develop a coronavirus vaccine to clean energy, British science’s international collaborations drive innovation and excellence.”

Student visa routes will also be points-based and be opened up to EU citizens, ensuring talent from around the globe has access to the UK’s world-class universities. Those wishing to study in the UK will need to demonstrate that they have an offer from an approved educational institution, that they can support themselves financially and that they speak English.

In addition, the seasonal workers pilot will also be expanded in time for the 2020 harvest from 2,500 to 10,000 places, responding to the specific temporary requirements of the agricultural sector.

EU citizens and other non-visa nationals will not require a visa to enter the UK when visiting the UK for up to 6 months. However, the use of national identity cards will be phased out for travel to the UK and the Home Office will set out our plans in due course.

Those EU citizens resident in the UK by 31 December 2020 can still apply to settle in the UK through the EU Settlement Scheme until June 2021.

While the points-based immigration system may be welcomed by some, the Scottish Government has lambasted the proposals.

Migration Minister Ben Macpherson said: “The UK Government’s immigration proposals are an insult to Scotland – they completely disregard the needs of our employers, our public services and our communities.

“There is a clear need for a fundamentally different approach to migration policy to reflect Scotland’s distinct demographic and geographical needs. The UK Government promised a system that would deliver for all of the UK including Scotland yet these proposals do not reflect the clear evidence from employers, local authorities, universities and experts about their needs. Indeed there is not a single reference to Scotland in the document.

“Telling employers that they will just need to adjust will be deeply concerning to our agriculture sector; to our care sector; and to our transport sector. We need an evidence based approach to immigration policy which reflects the needs of our economy and has been developed through engagement with employers and communities.

“The Scottish Government put forward a clear, workable proposal of devolving immigration powers by introducing a Scottish Visa, which would allow Scotland to attract and retain people with the skills and attributes we need for our communities and economy to flourish.

“Our proposals have widespread support across the business and third sector communities in Scotland, and it is time the UK Government listened to those voices, instead of ploughing ahead with their deeply damaging proposals which will devastate the Scottish economy and our future prosperity.”

DEVASTATE the Scottish economy? NOT SO, argues Douglas Ross, the UK Government’s Parliamentary Under Secretary of State for Scotland.

“We will build an open, outward-looking United Kingdom – a nation which draws on a global pool of talent and expertise, and values a person’s skills more than what country they come from.

“The new system announced today will make sure our economy attracts and retains the best talent from around the world, welcoming people to Scotland and the whole UK based on how they can help grow our country.

“For our Universities and high-tech sectors, this will open the door to more skilled staff. We have also recently confirmed a new graduate route which will allow international students to stay in the UK for two years after they finish studying. It will make the UK’s offer even more competitive and make it easier for international students to secure skilled jobs in the UK.

“The new system will also reduce the salary threshold, which is again good news for Scotland. As an MP for a rural constituency I know there are challenges that communities in rural Scotland are facing, particularly the reliance on low-skilled and seasonal migrants. Although remote areas are not unique to us in Scotland.

“To further support this sector, we are quadrupling the Seasonal Workers scheme for agriculture from 2,500 to 10,000 places which is important for our vital agricultural sector. Expanding this pilot will help us assess and inform future decisions of our immigration system.

“But we also need to consider why people leave these areas which is more important than bolstering local communities with uncontrolled migration. The Scottish Government has significant devolved tools at its disposal to attract people to parts of Scotland and we encourage them to start delivering on this.

“The Scottish Government have been campaigning for a different immigration system that goes against the recommendations of the independent and impartial Migration Advisory Committee. Applying different immigration rules to different parts of the UK would create additional burdens for business – and build borders within the UK.

“Our points-based immigration system will deliver what businesses in Scotland have asked for and work in the interests of the whole of the United Kingdom.

“What we need to do now is continue to work, with the Scottish Government, to ensure Scotland is an attractive destination for workers from around the world, so that we continue to build our economy.”
