Plan for £1.3bn regeneration of Edinburgh’s coastline reaches next major milestone

One of the largest regeneration projects of its kind in Scotland, to develop a £1.3bn environmentally friendly coastal town on the Capital’s largest brownfield site at Granton Waterfront, is set to take a huge step forward.

The business case for phase 1 of this ambitious new development sets out how attractive local living for residents and people in the surrounding communities will be achieved.

The delivery plans include new housing which will be enhanced with a new primary school (the school to be delivered through a separate contract), retail units, public and open green space.

This would be achieved through entering into a development agreement with Cruden Homes to deliver site wide enabling, infrastructure and new homes.

Each of the 847 new homes will be fitted with an air source heat pump providing residents who move in with new, warm, energy efficient ‘net zero ready’ homes, with fairly priced energy bills.

At least 45% of the homes will be affordable – 214 will be for social rent with the rest a mixture of mid-market rent and homes for sale. Some will also be suitable for families who require wheelchair accessibility.  

The revitalisation of Granton Waterfront’s historic buildings and industrial built heritage, coupled with the delivery of new leisure and recreation opportunities, will significantly increase visitors to the area, creating new local employment opportunities.

The overall development will make a significant contribution to Edinburgh’s target to become a net zero carbon city, through a mix of energy efficient buildings, gas free heat solutions, cycling and walking paths and a nature-based approach to climate mitigation and adaptation.

This exciting regeneration in the north of Edinburgh, set to start early next year and due for completion in 2033 will build on early action projects already underway in Granton Waterfront. If approved by the Finance and Resources Committee on Tuesday, 18 November, the business case will then be considered by Council on Thursday, 18 December.

Some of these projects are already complete with others taking shape. Tenants are already living in 75 new ‘net zero ready homes’ for social and mid-market rent at Granton Station View.  A short distance away Western Villages has 444 ‘net zero ready’ homes for social, mid-market rent and some for sale, which are nearly all occupied. A further 143 ‘net zero ready’ social and mid-market rent homes at Silverlea are also due for completion in Summer 2026.

At the heart of this nationally significant development of Edinburgh’s coastline sits the Granton Gasholder now known as ‘Gasholder 1 Park’.

The iconic gasholder frame has been restored and can be seen for miles around as it is lit up after dark. It has a new public park created within the frame making it a spectacular focal point in the area. The historic former Granton Station has been refurbished as a creative hub and has a new civic square in its grounds.

The Pitt has opened in a repurposed industrial building at 20 West Shore Road and the core path through the development has been upgraded and named Speirs Bruce Way. 

Council Leader Jane Meagher said: “The £1.3bn regeneration of Edinburgh’s coastline is hugely significant for our Capital city. It is the largest public sector led project of its kind in Scotland. Over the next 10 to 15 years, it will continue to set the standard for sustainable economic growth in Edinburgh.

“We’re using the largest brownfield site we own to deliver the first phase of this project, with our development partner Cruden Homes. We will be delivering new and affordable, energy efficient ‘net zero ready’ homes which will provide our residents with fairly priced energy bills.

“The retail and leisure units we will deliver will provide an opportunity for local people to enjoy recreation and access employment. We’ll also be improving public transport and cycling and walking paths as well as education services. Our aim is to help to reduce child poverty as well as address the nature and climate emergencies we face locally and globally.

“Our investment in this major project for the Capital further reinforces our approach across the city to achieve low carbon affordable living for as many of our residents as possible. Our aim is to make Edinburgh more inclusive and well connected to support prosperity and wellbeing for those in the Granton Waterfront area and across the city region.”

Phase 1 of the project has been made possible through the Council securing funding from the Scottish Government – capital grant funding from its Housing Infrastructure Fund as part of its commitment through the Edinburgh and South East Scotland City Region Deal, along with revenue funding through an innovative Place Based Accelerator grant. This was formulated with the support of Scottish Futures Trust.

The Place Based Accelerator grant is an innovative funding model that will allow the Council to take forward the development in return for achieving outcomes for the people in the north of Edinburgh including achieving targets related to improvements to health and wellbeing, educational attainment and local employment opportunities. 

Granton Waterfront regeneration supports the delivery of the City of Edinburgh Council Business Plan, the Edinburgh City Mobility Plan, Edinburgh City Plan 2030, Climate Ready Edinburgh Plan 2024 – 2030 and the Edinburgh 2030 Climate Strategy. It also supports the delivery of key national policy objectives as set out in NPF 4, Housing to 2040 and the Programme for Government, 2025-2026.

Deputy First Minister Kate Forbes said:  “For people living in Granton and north Edinburgh, this investment means real improvements to daily life. Families will have access to affordable, energy-efficient homes that are cheaper to heat.

“Young people will get construction training and local job opportunities. Parents will see new safe walking and cycling routes to schools and shops and green spaces where their children can play.

 “Our support for this project is directly tied to delivering outcomes that matter to local people—improving health and wellbeing, creating jobs that go to local residents first and supporting community organisations.”

New partnership formed to accelerate construction of affordable homes

A new public sector alliance has been created to accelerate the delivery of much-needed affordable homes for rent in the south east of Scotland.

The alliance will provide local authorities and housing associations with an online knowledge hub hosting freely-available home designs that utilise modern methods of construction.

The South East Regional Delivery Alliance (SE-RDA) has been established by bringing together six councils – The City of Edinburgh, East Lothian, Fife, Midlothian, Scottish Borders and West Lothian – supported by public sector infrastructure body, the Scottish Futures Trust.

To speed up delivery, the SE-RDA has built up a library of net-zero ready house and flat types that have been designed in collaboration with the house building industry and can be downloaded from the SE-RDA knowledge hub and shared with appointed contractors and design teams.

Property layouts range from a 1 bedroom flat up to a 4 bedroom house and can be customised in various configurations, with a number of designs incorporating wheelchair accessibility.

In addition, by bringing six local authorities together, a strong pipeline of proposed housing supply can be established, providing the construction sector with greater insight into expected future work. 

Speaking on behalf of the South-East Regional Delivery Alliance, Edinburgh and South East Scotland City Region Deal Joint Committee Convener Jane Meagher said: “Scotland is facing a national housing emergency, with too many people struggling to access safe, warm, and affordable homes.

“The creation of the knowledge hub is a crucial step forward – giving partners a single space to share resources, modern designs, and building on what works.

“By working together and learning from each other, we can strengthen our response to the housing emergency and accelerate the delivery of the affordable homes that we so urgently need.

Ryan Cossar, who leads support from the Scottish Futures Trust on the South East-Regional Delivery Alliance, explained: “Collectively, we are providing local authorities and housing associations with the tools they need to get the construction of higher performing affordable homes underway quicker, with the SE-RDA front runner projects landing on site in around half the time compared to typical project delivery approaches.

“By using off-site manufacturing, construction quality can also be improved,  time to build during the construction phase can be much more efficient, and completed homes require less energy for heating and hot water, leading to lower energy bills for residents.  

“In addition, by bundling the six councils’ future housing projects, this has helped create improved efficiencies around procurement as well as a lower development costs.”

Edinburgh Living celebrates housing its first 250 tenants

Two-hundred and fifty households are now in mid-market rent accommodation, thanks to the Council’s mid-market rent partnership, Edinburgh Living.

Edinburgh Living, the City of Edinburgh Council’s mid-market rent partnership, is celebrating hitting a key milestone with more than 250 families now in quality affordable homes thanks to the initiative, developed in partnership with infrastructure experts, Scottish Futures Trust.

Now in eight sites across the city, Edinburgh Living’s 250th tenant moved into their new home in Craigmillar last month.

Let and managed by Lowther Homes, part of Wheatley Group, Edinburgh Living has also launched its new website this week which will provide information about the initiative and help more individuals and families find their new home through links to what homes are available and what is coming soon.

Danielle Beatson, 42, who has recently moved into a three-bedroom home with her partner and three children, said: “We love our new home; it’s in the perfect area and is so spacious. The community is great; it’s a really family-friendly area, and my children are often outside playing with friends.

The home has made a big difference to Danielle’s life: “Our landlord was selling the home we were renting and we were struggling to find another suitable property at short notice. Mid-market rent was a fantastic, affordable option for us. The application process was simple, and we were able to move in quickly after applying.

“We feel so settled and secure now; my partner and I are really happy, and so are the kids, which is brilliant.”

Launched in Jan 2019, supported by the Scottish Government, the Council set up Edinburgh Living to address the lack of affordable housing available in Edinburgh by offering mid-market rent homes to households on low to middle incomes that were struggling to access property, either to purchase or rent, on the open market. 

The initiative is also supporting homelessness prevention, working together with Council services and Lowther Homes to raise the profile of mid-market rent as an option for lower income households at risk of homelessness. 

The Council and Scottish Futures Trust have strong ambitions to continue to grow Edinburgh Living, with an acquisition target of 500 homes by the end of 2022, and the long-term aim to provide 1,500 new mid-market rent and market rent homes over the next few years.

The Council is proactively identifying more homes to achieve this ambition, delivering well-built, well-managed and energy efficient new homes through its own housebuilding programme.

Councillor Kate Campbell, Edinburgh’s Housing, Homelessness and Fair Work Convener said: “Hitting this big milestone and now having 250 family households in safe, warm and affordable homes, with more homes being identified to double that figure by the end of next year is just fantastic.

“Also hearing what a difference these bright and modern homes are making to people’s lives is the reason we started this programme in the first place.

“Making sure everyone has access to an affordable and energy efficient place to live has long been our priority. We have ambitious plans to grow the number of properties we own which we’ll do by purchasing homes, and by building homes through own housing development programme, delivering 20,000 affordable homes by 2027.

“As a Council we’re also committed to ending poverty, becoming more sustainable, while helping to foster greater wellbeing and inclusion, and so Edinburgh Living is just one of the ways we’re doing that for our residents and the city of Edinburgh.”

Councillor Mandy Watt, Housing, Homelessness and Fair Work Vice-Convener, added: It’s a real joy to have families moving in and settling into their new homes through Edinburgh Living. And it’s great to see the new website provide more information about the partnership and signpost those looking for a mid-market rent home to what is currently available and under construction.

“We now have homes in eight locations which puts Edinburgh Living homes in three quarters of the city. These homes provide quality, stable accommodation to families, improving the diversity of communities and helping with the regeneration of parts of Edinburgh.”

New working frontier: a people focussed blended model for the post-Covid future

A new report by the Scottish Futures Trust (SFT) reveals that the workforce of the future – predominantly those who have been office based – will want to make informed choices of where and how to work most productively and more beneficially for their wellbeing.

Post the pandemic, organisations should consider the three ‘Hs’ of working – from Home, a nearby hub or local location, where employees can meet clients or have time to concentrate on projects, or the HQ and head office, where people can gather to socialise, brainstorm ideas or collaborate face-to-face. 

The New Frontiers for Smarter Working, Work and Workplace Report also finds that this new blended future will depend on how employers gauge the benefits from the improved working set up while ensuring the wellbeing of employees.

Shona Adam, SFT’s associate director of Workplace Change and co-author of the report, said: “This exciting future is about allowing both employer and employee to make an informed choice of where they want to work from, on any given day, that is going to best achieve the outcomes that need to be delivered by both the employee and the organisation.

“As a result of the pandemic, we know that people have benefited from the lack of the daily commute and that the majority of office-based roles can be done remotely. However, some people are struggling with mental health and isolation problems. Each organisation will have to assess the preferences of their workforce as well as explore the impacts, and weigh up the longer-term benefits and risks.” 

Working in conjunction with an SFT-led group comprising of public, private and third sector ‘smarter working’ professionals, a variety of opportunities for the future have been identified. 

Analysis of a sample of public sector organisations from the Working Group identified employees’ preferences and found 88% wanted to work at least one day a week from home, with 24% happy to continue to work full-time from home, while only 10% preferred not to work from home.

Shona Adam, went on: “Smarter working isn’t just about the physical place. It’s about understanding the people aspect, and this will be the future focus. This is a social revolution, accelerated by the pandemic. It’s not a static situation where we simply return to old ways.

“As a result, the reoccupation of physical office space requires radical rethinking and one of the most common questions that the group is now receiving is about how organisations reorganise the physical office spaces that have been used in the past. Organisations need to understand ‘the purpose’ of physical workspace in the future and how they will use it.” 

Ms Adam said the culture of ‘presenteeism’, where employers and managers expected to see their colleagues sitting in the office, is being swept away: “What the pandemic has demonstrated is that we have gone from the head office or HQ, to hundreds and thousands of offices in homes. We have a dispersed workforce working on the basis of trust to get the job done.”

However, home working for prolonged periods is having an impact for some people on their mental health and in certain cases, causing social isolation. Acknowledging this, the report explains how employees could continue to go to the Head Office to socialise, integrate with colleagues, cooperate on ideas and strategy, innovate products and services and to share the culture.

Neutral ‘Hub’ locations, such as a café or a digitally connected public library, could also become part of the flexible working solution, allowing face-to-face meetings or research to be undertaken away from home.

SFT hopes organisations embrace the opportunity driving the momentum for change, with the report pointing out that there will be clear differences between organisations depending on their purpose and function and how supportive employers are to the concept.

This will require different thinking around Human Resources and Organisational Development functions such as employment contracts and leadership structures while monitoring of mental health and wellbeing will be crucial to everyone in the evolving situation. 

Summing up, Shona Adam said: “Collectively, across both public and private sectors, we need to use the experience we’ve had during the pandemic in a positive way, to dispel presenteeism and consign it to the past.

“Workers can be located anywhere provided they undertake the activities they are paid to do. This is a tremendous opportunity to explore a distributed network for delivering outcomes.”

Western Harbour development will ease city’s housing crisis

The National Housing Trust initiative (NHT) will deliver almost 900 affordable homes for rent in Edinburgh, Social Justice Secretary Alex Neil revealed at Western Harbour yesterday.

The City of Edinburgh Council has already delivered more than 400 NHT homes with hundreds more in the pipeline. The latest 234-home development at the Western Harbour brings the total number of NHT homes approved across Scotland to more than 2,000.

The Scottish Government’s financial innovation is unlocking strategic sites for housing development across the country, delivering more homes for less public investment.

The City of Edinburgh Council, Scottish Futures Trust and the Forth Ports Group are spearheading the Waterfront development, which is being built by Hart Builders.

Mr Neil said: “The contribution from innovative financing approaches, such as NHT, using government guarantees, loans, grant recycling and new sources of private funding is substantial and growing.

“Edinburgh has wholeheartedly embraced the NHT, the first guarantee-based model for housing in the UK, as one that can help ease the city’s housing pressures.

“People in the capital will have access to a quality home at an affordable rent, and the NHT model allows them to save for a mortgage whilst staying in the home that they may be able to buy.

“NHT, which is providing affordable homes without the need for grant subsidy, has reached a milestone with over 2,000 homes approved for construction.

“More generally, we have exceeded our target to deliver 30,000 affordable homes in this Parliament including over 20,000 homes for social rent.

“Our new target to deliver 50,000 affordable homes over the next five years is bold, credible and affordable. This is a 67 per cent increase in completed homes over the next five year period.”

Councillor Norman Work, City of Edinburgh Council said: “The City of Edinburgh Council is delighted to work in partnership with Scottish Government, Forth Ports and Scottish Futures Trust in enabling this development, which includes the 2000th National Housing Trust home across Scotland.

“The Council has committed over £100 million for NHT in Edinburgh, and this will deliver almost 900 affordable homes throughout the city. Edinburgh has a shortage of affordable housing and this 234-home development will make a significant contribution towards the regeneration of Western Harbour and creating an integrated sustainable community.

“Edinburgh is a growing city and meeting the need for new, good quality and good value homes is a major part of the Council’s Capital Coalition commitment to ensure that the city’s residents are well housed. The Council will continue to seek innovative funding solutions through collaborative working partnerships to deliver affordable homes”.

Christa Reekie, commercial director at the Scottish Futures Trust (SFT), explained: “Today’s announcement clearly illustrates the huge impact SFT’s award-winning National Housing Trust programme is having and further consolidates the partnership between the City of Edinburgh Council and SFT even further.”

Colin Macdonald of Hart Builders, part of the Cruden Group said: “We are delighted to be working with Forth Ports, Rettie & Co., the Scottish Government, Scottish Futures Trust and City of Edinburgh Council to deliver this development at Western Harbour.

“It will not only provide a secure and sustainable environment, but will also enable Hart to maintain current employment and training opportunities over the lifetime of the construction period.”

Nick Watson, Director at Rettie & Co. said: “Over the last three years Rettie and Co has enabled and coordinated the delivery of much-needed new rental stock for the City of Edinburgh delivering 296 new units.

Contracts signed for new Sick Kids hospital

RHSC and DCN view from above alt_jpgConstruction of a major new healthcare facility is set to start after the financial contracts were agreed yesterday. The new £150 million building will see services from the Royal Hospital for Sick Children, Department of Clinical Neurosciences and Child and Adolescent Mental Health Service brought together in a modern and high-quality setting at Little France.

Construction works will start over the next few weeks and the new building, which will adjoin the Royal Infirmary of Edinburgh, is expected to open in autumn 2017.
The six storey building (including basement) will have a large atrium with a shop and café, a stunning skylight linking both hospital entrances, a helipad on the roof and a link building adjoining adult and paediatric emergency departments.
It will also bring with it an increase in single rooms with ensuite facilities and a range of new technology.
Health Secretary Shona Robison said: “This is a momentous date for this project and I’m personally very pleased that work will soon be about to begin on the new co-located Royal Hospital for Sick Children and Department of Clinical Neurosciences.
“The new development brings paediatric care, specialist neonatal care, neurosciences and adult and children’s emergency departments all together in one place, making access to services much easier for patients and health professionals alike.
“The Scottish Government is investing over £2 billion in Scotland’s health infrastructure over the spending review period, with this development being one of many that demonstrate the Scottish Government’s commitment to continually improving health services. The investment in this development will ensure the hospital campus at Little France can continue to develop as a modern hub of research and medical practice.”
Susan Goldsmith, Finance Director, NHS Lothian said: “We are delighted to have reached this point and now look forward with anticipation to seeing the new facility taking shape over the coming years.
“This is an extremely exciting time in the proud history of the Royal Hospital for Sick Children, along with the Child and Adolescent Mental Health Service and Department of Clinical Neurosciences, which will find a high-quality new home at Little France from 2017.
“The building designs have been heavily influenced by staff, patients and families and, in addition to offering a modern, light and spacious environment, will also enhance the clinical services we deliver.”

Some key features of the new facility include:
  • 233 beds and 10 theatres. 154 beds in the Royal Hospital for Sick Children, 67 beds in the Department of Clinical Neurosciences and 12 beds in the Child and Adolescent Mental Health Service.
  • 11 beds will be added to the critical care department within the Royal Infirmary of Edinburgh.
  • The specifically designed family hotel will mean that the experience for families whose child has to spend time in hospital is more homely.
  • Conjoined children’s and adult Emergency Departments will mean that the most appropriate services are available to teenagers who currently do not always fit well into either service.
  • Patients in the Child and Adolescent Mental Health Service suffering from physical illness and mental health problems will benefit from the immediate availability of both specialities.
  • The Department of Clinical Neurosciences will make neurology and neurosurgery available to all age groups on a single site, meaning potentially quicker treatment is available. One advantage will be that patients who present to the Emergency Department at Royal Infirmary of Edinburgh and who subsequently turn out to need neurosurgery will no longer need to be transferred to the Western General Hospital.
  • The most modern imaging equipment within the Department of Clinical Neurosciences along with its adjacency to the Anne Rowling Regenerative Neurology Clinic and the Clinical Research Imaging Centre will allow the Department of Clinical Neurosciences to further enhance its position as a leading clinical and academic neurosciences centre.
