UK scientists will have access to the world’s largest research collaboration programme, Horizon Europe, as the Prime Minister secures a bespoke deal with improved financial terms for the UK’s participation.

From today (Thursday 7 September), UK researchers can apply for grants and bid to take part in projects under the Horizon programme, with certainty that the UK will be participating as a fully associated member for the remaining life of the programme to 2027.

Once adopted, the UK will also be able to join the governance of EU programmes – which the UK has been excluded from over the last three years – ensuring we can shape collaboration taking place next year. And UK researchers will be able to lead consortia in the next work programme of Horizon Europe projects.

Horizon will give UK companies and research institutions unrivalled opportunities to lead global work to develop new technologies and research projects, in areas from health to AI. This will not only open up cooperation with the EU, but also Norway, New Zealand and Israel which are part of the programme – and countries like Korea and Canada which are looking to join too.

This follows a call between the UK Prime Minister Rishi Sunak and EU Commission President Ursula Von der Leyen yesterday (6 September). They are encouraging UK scientists to apply with confidence from today and they agreed that the UK and EU will work together to boost participation.

As part of the new deal negotiated over the last six months, the Prime Minister has secured improved financial terms of association to Horizon Europe that are right for the UK – increasing the benefits to UK scientists, value for money for the UK taxpayer, and mitigating the impact that the EU’s delays to our association will have on participation rates of researchers.

The UK will also associate to Copernicus, the European Earth Observation programme. This will provide the UK’s earth observation sector with access to unique data – valuable to helping with early flood and fire warnings, for example – and with the ability to bid for contracts, which they haven’t been able to access for three years.

In line with the preferences of the UK fusion sector, the UK has decided to pursue a domestic fusion energy strategy instead of associating to the EU’s Euratom programme. This will involve close international collaboration, including with European partners, and a new, cutting-edge alternative programme, backed by up to £650m to 2027. It will ensure UK taxpayer funding is spent in the UK’s best interests.

Together, this deal is set to create and support thousands of new jobs as part of the next generation of research talent. It will help deliver the Prime Minister’s ambition to grow the economy and cement the UK as a science and technology superpower by 2030.

UK Prime Minister Rishi Sunak said: Innovation has long been the foundation for prosperity in the UK, from the breakthroughs improving healthcare to the technological advances growing our economy.

“With a wealth of expertise and experience to bring to the global stage, we have delivered a deal that enables UK scientists to confidently take part in the world’s largest research collaboration programme – Horizon Europe.

“We have worked with our EU partners to make sure that this is right deal for the UK, unlocking unparalleled research opportunities, and also the right deal for British taxpayers.”

New financial protections for the British taxpayer, especially in the first years of association when UK scientists’ participation will be recovering, ensures:

  • UK taxpayers will not pay for the time where UK researchers have been excluded from since 2021, with costs starting from January 2024 – delivering much better terms for 2023. This will also provide breathing space to boost the participation of UK researchers in open calls for grants before we start paying into the programme.
  • The UK will have a new automatic clawback that protects the UK as participation recovers from the effects of the last two and a half years. It means the UK will be compensated should UK scientists receive significantly less money than the UK puts into the programme. This wasn’t the case under the original terms of association.

“The Horizon programme is unrivalled in its scope and opens up a world of opportunity for cooperation on science that delivers real-world benefits for the UK – creating jobs, boosting our economy and opening up collaboration for the sector with some of our closest partners, whether on tackling climate change or advancing cancer research.

“This deal is a crucial step forward on our mission to become a science and tech superpower by 2030.”

Health and Social Care Committee Chair, Steve Brine MP said: “The announcement that the UK will rejoin the flagship Horizon research programme is of huge importance to the future of cancer research.

“Too much time and work has been lost leaving many in the health and scientific communities angry. They must be profoundly relieved having warned that without access to Horizon, the UK risked losing not only its world-leading reputation on science but access to research upon which crucial work depends.

“Next week we’ll be speaking to renowned specialists in cancer research and questioning them on what impact this major development is likely to have for their work as they seek to revolutionise the diagnosis and treatment of future cancer.”

President of UUK, Professor Dame Sally Mapstone: “The entire research community, within our universities and beyond, will be delighted at the news that an agreement has been reached. Overcoming the obstacles to association was no small feat and we are grateful to the government and the commission for their perseverance to secure this successful outcome.

“Horizon Europe has been the basis of scientific collaboration for over 30 years. From early detection of ovarian cancer to developing clean energy networks involving dozens of universities and many industrial partners, Horizon lets us do things that would not be possible without that scale of collaboration.

“Allowing our scientists to work together, irrespective of borders, is in all of our interests. Our universities will now do everything possible to ensure the UK rapidly bounces back towards previous levels of participation and is able to secure genuine value, delivering the wealth of research opportunities available.”

The Academy of Medical Sciences, the British Academy, the Royal Academy of Engineering, and the Royal Society have issued a joint statement on the UK’s association to Horizon Europe:

Research is vital to tackling the key problems we face, from global challenges such as climate change to driving productivity growth and creating new jobs locally. Our involvement in Horizon Europe will make the UK stronger and is a big win for global research and innovation.

Michelle Mitchell, Chief Executive of Cancer Research UK, said: “Horizon Europe association is overwhelmingly in the best interests of cancer patients and scientists, and it is great news for cancer research that agreement has finally been reached between the UK and EU.

“There will be relief throughout the research community that the uncertainty of the last two and a half years has come to an end. Nearly three quarters of respondents to our survey of cancer researchers cited funding from the EU as important for their work, showing how crucial Horizon Europe association is for the future of cancer research.

“We hope that this deal paves the way for the UK’s ongoing participation in future European research programmes. It is essential that the European Commission, the UK Government and UK research funders work with urgency to rebuild the strong position the UK occupied in the Horizon programme, and get funds and global collaboration flowing again into our research institutions.”

Edinburgh Dynamic Earth programmes to help UK become a science superpower

From ‘Science Orchestras’ to ‘Science and Supper’ – Science and Discovery Centres across the UK have built programmes designed to reach under-represented young people in their communities

The Association for Science and Discovery Centres (ASDC) has released the results from 16 diversity and inclusion programmes for young people run in Centres across the UK. The activities have specifically been built to help tackle the diversity challenges currently faced throughout the Science Technology, Engineering and Maths (STEM) sector.

The programmes, funded by the Science Technology Facilities Council (STFC), part of UK Research and Innovation (UKRI), have been developed to help nurture and support the creative thinkers of today into diverse scientists, researchers, and innovators of the future.  

Over 10,000 children, young people and their families from traditionally under-represented and marginalised communities took part in the programmes, where they were encouraged to explore STEM on their terms in fresh, inclusive, and exploratory ways.

The ASDC and STFC supported projects dovetail with the March 23 Diversity and Inclusion STEM Report, released by Greg Clark MP, Chair of the House of Commons  Science & Technology Committee which states “STEM still has a diversity problem”.

Shaaron Leverment, Chief Executive of the ASDC commented “UK STEM industry and research is one of the most innovative and exciting sectors, but if it is to flourish for our future, there is no doubt that diversity is an issue.

“Our collective vision at ASDC is for a society where science is accessible, inclusive, and valued by all as a fundamental part of everyday life. This STFC-funded project shows how science and discovery centres provide so much more than just a fun day out – they open up new relationships and pathways in STEM across all ages, genders, backgrounds, geographies and abilities.

“We’re excited to see the mix of creativity and ingenuity of the outreach programmes run by our members. They are supporting a sense of belonging, value and ownership in STEM for a new cohort that may indeed become the future STEM innovators and solution-finders of tomorrow.”

Five of the programmes that have made an impact on their local communities are:

  • Aberdeen Science Centre – launched ‘Supper and Science’ which worked with families within the top 20% of the Scottish Index for Multiple Deprivation and were affected by the cost of living crisis, and encouraged them to take part and learnt to cook whilst also learning about the impact science and technology have on their daily lives.
  • Dynamic Earth in Edinburgh in partnership with Tinderbox Sparks Youth Orchestra, formed a resident ‘science orchestra’ with 20 young people to highlight the connection between music and science, as well as compose music for Dynamic Earth’s new climate change planetarium show ‘Don’t Panic’. The orchestra performed for family and friends, as well as composing ‘Seascapes’ – a haunting accompaniment for footage of deep-sea creatures taken by the Schmitt Ocean Institute.
  • Jodrell Bank in Macclesfield – offered free trips for over 500 school groups and 80 families. Additionally, secondary school students participated in a ‘Girls Night Out’, an event celebrating women in science past, present and future and encouraged women to consider STEM careers, as well as supporting the centre in its mission to make ‘Space for everyone’.
  • National Space Centre IGNITE in Leicester – inspired by a young boy who wanted to go to attend ‘Space Club’ in Coalville but was unable to, the centre developed a community programme for children to get excited about Leicester’s role in space. The programme also demonstrated what career opportunities are available on their doorstep and the diversity of jobs available across the space sector.
  • We The Curious in Bristol – launched the ‘Space Science in Time of Crisis’ workshops with Year 9 and Year 10 students from Bristol who were encouraged to explore ‘Should space science be a priority in the current time of crisis?’ and develop a TikTok style video to share their perspectives.

Vanessa Vazquez, Community Engagement Coordinator at Aberdeen Science Centre commented on the initiatives “The STFC Impact Project brought science to communities, creating equal opportunities for all. It sparked curiosity, encouraged experimentation, and empowered individuals to take ownership.

“We witnessed incredible transformations, from a disinterested child becoming engaged and excited to them volunteering for experiments. This project went beyond checklists, exemplifying our dedication to uplifting communities. We will continue to make a positive impact, bringing joy and empowerment to every opportunity we encounter.”

Neville Hollingworth, STFC Public Engagement Manager, said: “We are incredibly proud to mark over a decade of successful collaboration between STFC and ASDC with these excellent results.

“In order for UK science and innovation to thrive, it is essential that communities who are under-represented in the STEM sector are engaged with the amazing stories that the science and technology community has to tell.

“These collaborations between STFC, ASDC, and community groups, young people, and families have inspired people across the UK to take an active role in science and provided fantastic opportunities for the benefit of all of society.”

Data science scholarships on offer to bright minds in Scotland

EXPLORE Data Science Academy (EDSA) is investing up to £250,000 in the strongest and highest achieving graduates in Scotland by offering as many as 40 free scholarships for its six- month online data science courses.

Applications are open now until the 6th June 2021.

EDSA is inviting top graduates that have excelled in their studies and consistently performed well academically to apply and expand their knowledge in Data Science. The EDSA has trained over 1000 young data scientists in South Africa since 2017 and has a graduate employment rate of over 90% at above average starting salaries.

Its courses were recently recognised by Amazon Web Services (AWS), which has partnered with EDSA to offer data science learning to young Africans. 

“We believe that our data science course formula, which includes self-study, team challenges, real world problem solving, and world class facilitators, can produce similar results in the UK,” said Shaun Dippnall, CEO of EDSA.

“The higher education system is not producing a sufficient number of work-ready graduates. Our courses are designed to ensure that our students, once graduated, have both the technical and practical skills needed in the workplace,” Dippnall adds.

On completion, the EDSA will assist graduates to find employment through its network.

Skills shortages

A recent survey found that 73% of UK firms believe they lack the talent to complete AI and data science initiatives. EXPLORE Data Science Academy is bridging that gap by offering a suite of comprehensive online courses including Data Science, Data Engineering, Data Analytics, and Business Intelligence, that deliver specialist training in a real-world environment.

Dippnall believes this is an ideal opportunity for highly talented Britons to top up their skills and embark on an exciting career in one of the most sought-after careers at no cost.

“As data becomes the currency of modern business, the race to become data-driven has seen organisations investing heavily in core analytics skills, but lack of support, funding and time available for upskilling are cited as current challenges within the UK data science community,” Dippnall says.

Real world problem solving

EDSA’s courses are practical and deal with real-world problems in business.  “The innovative design of our learning platforms and the passion of our scientist facilitators equip EXPLORE students to do great things.  Facilitators are experienced in tackling real-world problems and skilfully mentor learners throughout the programme,” he adds.

While the EXPLORE Data Science Academy is new to the UK, its consultancy division EXPLORE AI has been delivering artificial intelligence solutions for Britain’s largest water utility supplier, Thames Water, as part of a project to monitor the supply and demand on its network. There are more than 70 data scientists from EXPLORE AI working for Thames Water, many of which graduated from EDSA.

“The Thames Water success story validates EDSA’s decision to expand out of the South African context and take its place on the world stage. Data Science Course details

Learners will gain an overview of Data Science and Machine Learning – the skills required to be a data scientist.  In the Fundamentals phase they learn how to clean, analyse and visualise data as well as how to effectively communicate the findings. During Machine Learning, students solve real-world problems by building regression, classification and unsupervised learning algorithms in Python. Scottish space firm Skyrora celebrates successful rocket engine testing

Scottish space company Skyrora has successfully carried out testing on a fully 3D-printed, commercial rocket engine for the first time ever in the UK.
