Plans for Currie Community High School unveiled

Innovative plans and images that will make the new Currie Community High School one of the most energy efficient high schools in Scotland have been unveiled.

The campus will be the first Passivhaus-designed high school in the country setting the standard for energy consumption across school estates. Passivhaus is a rigorous energy standard which reduces the amount of energy needed for heating by up to 90%. It also lowers the total amount of energy used by around 70% and minimises carbon emissions. The new school will support Edinburgh’s aim of net zero emissions by 2030.  

At the heart of the new school plans are five core elements: education, inclusion, outdoor learning and sustainability, digital learning and community access.

The school will have a series of learning zones for pupils with breakout areas which include:

  • Science, Technology, Engineering and Maths (STEM) over 3 levels with dual-teaching classrooms, science labs, technician areas and a learning plaza
  • Languages and Humanities with dual-teaching classrooms, learning plaza and a debating chamber
  • Expressive Arts with music rooms, a recording studio, art studios including a kiln room, dance studios, drama studio and stage
  • Health and Wellbeing with a gym hall, games hall, fitness suite and swimming pool, food technology and hospitality
  • Integrated Support with wellbeing hub, support for learning classroom, a sensory room and a sensory garden

There is a strong emphasis on outdoor learning with the creation of a special terrace on the second floor providing all of the learning zones with immediate access to external teaching spaces.

This focus will shape the curriculum on offer and ensure these outdoor spaces promote sustainability and link lifelong learning to the surrounding grounds of the school and community.  

Health and wellbeing also feature prominently in the designs with the creation of a dedicated wellbeing hub and separate wellness centre to support pupils. The hub will be based in the integrated support zone and is a dedicated room in a quiet location which can be used as part of a planned alternative/flexible timetable to help young people learn in a variety of settings.

The wellness centre will be in the community and sports side of the building and will provide a space for counselling and activities to support improved mental health.

A series of engagement events have been held with staff, pupils from both the high school and cluster primary schools, parents and the local community in the past two years as the plans have been developed.

As a result of this early community engagement the new building will offer the community daytime, evening and weekend access to an intergenerational community hub. Visitors can drop in to the library space in the foyer, access meeting rooms and digital services, visit the café, keep healthy at the gym and pool or enjoy a walk around the grounds.

The new school is one of the projects included in the first phase of the Scottish Government’s Learning Estate Investment Programme. It will be designed in line with the guiding principles of the Scottish Government’s Learning Estate Strategy and is expected to be completed in 2024.

“The emphasis of our new build will be on enhancing the learner experience through exciting use of new versatile, transformational spaces within learning plazas, break-out areas and classroom settings.

“These spaces, all fit for purpose, will enable learning to take place in a variety of ways, creating conditions where young people can continue to contribute and have impact on the global community that surrounds them.”

Return to school confirmed – but EIS says safety concerns must be addressed

REMOTE LEARNING TO CONTINUE FOR MAJORITY

First Minister Nicola Sturgeon today confirmed that only strictly limited numbers of children and young people will return to classrooms next week, backed by strengthened school safety guidance and an enhanced testing for staff and senior pupils.

Very limited numbers of S4 – S6 pupils who require to complete practical work in order to achieve an SQA certificate will also return from Monday. Pupils currently in classrooms – primarily the children of key workers and those considered vulnerable – will retain their places.

As part of the move, Ministers announced a package of support and safety steps including:

  • A further £40 million to help councils implement safety mitigations aligned with clinical advice
  • £60m of additional investment in education recovery, including employing more teachers, classroom support staff and facilities management
  • Twice weekly at-home testing to be offered to people who work in schools, early learning and childcare settings attached to schools, and senior phase pupils. Comprehensive testing guidance has been issued to schools and local authorities, and by the start of this week, more than 2,200 schools had received test kits, with deliveries to remaining schools continuing throughout the rest of this week. The programme will be expanded to stand alone childcare settings as soon as possible thereafter
  • All secondary pupils will be required to observe two metre physical distancing while in school and on school transport in the period immediately after the return. This is in addition to existing measures including the use of face coverings

Ministers also confirmed hopes that further detail on the next phase of school return could be provided on 2 March.

Ms Sturgeon said: “In terms of the order in which we exit lockdown, the Scottish Government has always made clear that education should be the priority. I can confirm today that, in line with the advice of our expert group, this first phase of the re-opening of schools will go ahead as planned on Monday.

“We will need to monitor the impact of this change very carefully before taking any further decisions. However, I hope we will be able to set out the second phase of school re-opening in two weeks’ time. I want to be clear, though, that the need to properly assess the impact of this limited re-opening means we do not envisage, at this stage, any further return to school before 15 March.

“As we consider these issues, we are of course doing everything we can to ensure that schools are as safe as possible for children, and for the education workforce. We are also publishing today updated school safety guidance, developed with the Education Recovery Group. This sets out a range of additional safety mitigations.

“And to help implement them, we will be providing local authorities and schools with an additional £40 million, as part of a wider £100 million package to accelerate school recovery. The Finance Secretary will confirm details later this afternoon. The success of this limited re-opening, and the prospect of getting more pupils back later in March, very much depends on all of us continuing to abide by the wider restrictions.

“So, for now – and I really cannot emphasise this point strongly enough – please treat Monday’s important milestone as a return to education for children only, and not as a return to greater normality for the rest of us.”

A further update is being published today on this year’s national qualifications. National 5, Higher and Advanced Higher exams 2021 have been replaced by an alternative certification model based on teachers’ judgement of evidence of each individual pupil’s attainment. The National Qualifications Group 2021 has agreed to extend the deadline for submitting provisional grades from 18 June to 25 June.

In recognition of the additional workload this will bring, teachers and lecturers involved in the delivery, assessment and moderation of National 5, Higher and Advanced Highers will receive an exceptional one-off payment of £400. There will also be two assessment support days available for all secondary teachers to give them extra time to engage with the alternative certification model.

The EIS has responded to the First Minister’s announcement on the return to school for nursery children, P1-P3 pupils and some senior phase secondary pupils and warned that significant concerns over school safety remain to be addressed.

Commenting, EIS General Secretary Larry Flanagan said, “Everyone is supportive of face-to-face teaching returning as soon as possible – that should not override safety concerns, however, and teachers will be understandably nervous around today’s announcement.

“Community infection levels have fallen but still remain high in areas such as North Lanarkshire and at 6% the test positivity rate in Scotland remains above the level that the World Health Organisation recommends as indicative of the virus being under control.”

Mr Flanagan continued, “Against this backdrop, the EIS continues to believe that a blended learning model, with around half of pupils in classes at any one time to allow for physical distancing, would have provided a more cautious and more appropriate basis for pupils returning to schools.”

Mr Flanagan added, “Teachers remain concerned about the increased transmissibility of new Covid variants of the virus, especially aerosol transmission, and it is disappointing that the Scottish Government has not supported the introduction of medical grade face masks for staff, as they offer greater protection for wearers than simple face coverings.”

“It should reconsider its stance as a matter of urgency.  We would also expect that staff with increased vulnerabilities will be advised to continue to work from home during this first phase.”

Mr Flanagan continued, “The introduction of twice weekly testing for staff and senior pupils is welcome, as is the requirement for senior pupils to physically distance.

“Looking forward, however, to any fuller return of pupils it is clear that the prioritisation of teachers and other school staff for vaccination remains a straightforward way to ensure in-school safety.

If having schools open is a priority for the Scottish Government, then protecting school staff should also be a priority.

“Whilst Scottish Government timelines can appear to be self-fulfilling prophecies, there will need to be a meticulous analysis of this first phase and its impact, before any further return is progressed.”

Welcoming today’s news that some children will be returning to school, Mary Glasgow Children 1st Chief Executive said: “Schools must make space for friendships, feelings and fun as they start to reopen to more children from next Monday.

“It’s clear from Children 1st’s survey of over 1700 parents across Scotland that supporting children to cope with the emotional and social impact of lockdown is just as important as helping them catch up with their schoolwork.

“Focusing on children’s wellbeing as schools return was the clear first choice for 58% of parents, compared to 22% who said the top priority should be learning. If we support children with their wellbeing now, their academic learning will follow.”

Cllr Ian Perry, Education, Children and Families Convener for the City of Edinburgh Council, said: This is the news many families across the city were waiting for and it’s great that they now have confirmation their children will be back in school next week.

“There’s very good home learning involving our young people, teaching staff and parents taking place but everyone knows there’s no better place for children than being back in school with their peers and learning face to face.

“For all other pupils home learning will continue and we hope we can welcome more pupils back in school soon as long as the virus continues to be suppressed. It’s really important we all continue to follow the guidance especially now pupils are back at school so parents are advised not to gather at school gates at drop off and pick up times. We all have to work together to help protect the NHS and save lives.”

Cllr Alison Dickie, Education, Children and Families Vice Convener for the City of Edinburgh Council, said: “I’m delighted that our youngest pupils will be able to return to their schools and nurseries next week as these are really challenging times for many families.

“It’s so important for their learning and development that children are back in school where they belong. And very much for their mental health too. Our schools have been working hard preparing for their return and teaching staff are really looking forward to welcoming them back. 

“We will make sure our schools continue to be safe learning and teaching environments for all our young people and staff by following the latest health advice. We very much want to see more pupils back in our schools as soon as it is safe to do so and the Scottish Government will make a further announcement on the phased return of pupils in two weeks time.”

Scottish schoolgirls succeed in UK cyber security competition

Pupils at nine schools in Scotland have been successful in reaching the semi-final stage of the 2021 CyberFirst Girls Competition, run by part of GCHQ.

Girls in Scotland have demonstrated their digital skills and codebreaking prowess by seeing off competition from thousands of rivals in the UK’s flagship cyber security contest.

Pupils at nine schools in Scotland have been successful in reaching the semi-final stage of the 2021 CyberFirst Girls Competition, run by the National Cyber Security Centre (NCSC) – a part of GCHQ.

More than 6,500 girls nationwide entered this year’s qualifying round, with teams from more than 600 schools tackling online cyber security puzzles for a chance to be named local champions and progress to the UK Grand Final.

The highest scoring teams will next take on their rivals in semi-finals in Northern Ireland, Scotland, Wales and English regions. Schools that have already accepted their place in the virtual semi-final include: Hyndland Secondary School in Glasgow and Carluke High School in Carluke.

The NCSC is highlighting the strong nationwide participation in the contest and the success of semi-finalists today on the International Day of Women and Girls in Science.

The CyberFirst Girls Competition is aimed at girls aged 12 to 13 starting to think about what subjects to take for their initial qualifications and its ambition is to inspire them to consider a career in cyber security – an industry where women are still under-represented.

NCSC Deputy Director for Cyber Growth, Chris Ensor said: “On International Day of Women and Girls in Science, we’re pleased to say that thousands of girls came forward to compete in this year’s CyberFirst Girls Competition and we congratulate the top teams which now go forward into the semi-finals.

“These girls have opened the door to what could one day be an exciting and rewarding career, where more female representation is undoubtedly needed.

“We owe a special thanks to teachers who encouraged pupils to take up this fun opportunity to engage with – and hopefully be inspired by – cyber security.”

Digital Infrastructure Minister Matt Warman said: “It is marvellous to see so many girls showing an interest in cyber security and well done to those who made it to the next round.

“The cyber security industry needs talented people and I hope everyone who took part had fun and felt inspired to consider an exciting career cracking codes, disrupting cyber attacks and protecting our online spaces.”

UK Government Minister for Scotland Iain Stewart said: “The UK Government is proud to be working with Scottish schools to support girls into cyber security.

“This competition is a great opportunity for girls right across the UK to learn together and develop digital skills for a 21st century workforce.

Since launching in 2017, more than 37,000 girls have taken part in the CyberFirst Girls Competition.

This year’s semi-final rounds will take place simultaneously on Friday 19 March in Northern Ireland, Scotland, Wales, and five English regions: the North of England, Central England, the South West, the South East and London.

Deputy First Minister John Swinney said: “The CyberFirst Girls Competition is a fantastic opportunity for girls to develop new skills and get a taste of just how rewarding a career in cyber security can be.

“Good luck to all those taking part this year.”

The challenges, covering cryptography, logic and networking, will be set by the NCSC with input from cyber security industry partners. The winners of these events will earn their place at the Grand Final in April, where the UK champions will be crowned.

Greenpeace launches Edinburgh Art and Photography Competition

Edinburgh Pupils Celebrate Low Traffic Initiatives

We are asking Edinburgh pupils from 5 to 18 years to take part in our local Greenpeace competition to show Edinburgh councillors how much they love green accessible spaces and what they think the future of active travel should look like.

The Greenpeace Art and Photography Competition runs until 13th February. Posters and photographs should be emailed to greenpeace-edinburgh@live.co.uk.

This competition gives younger generations the chance to have their voices heard and celebrate what they like about the changes made so far.

Categories are age appropriate and entries will be judged by Councillors on the Transport and Environment Committee alongside local artists and representatives from cycling and wheeling organisations in Edinburgh.  The winning pictures will be used in future Greenpeace campaigns to highlight local transport improvements.

Why – Transport is the UK’s single largest source of greenhouse gas emissions. Greenpeace Edinburgh Local Group is calling on the local council and the Government to invest more money into walking, cycling and green public transport, rather than building new roads. 

The pandemic has helped us to appreciate our city with less cars on the streets and the corresponding reduction in noise, air pollution, or danger to cyclists and pedestrians. We want children to engage with this important topic as it will shape their future living spaces. 

During February half-term, we are hosting an art competition to celebrate our existing low traffic neighbourhoods, cycling paths and other active travel infrastructure. Pupils are asked to submit their ideas, solutions, or simply their favourite active-travel locations as a photo or in form of a poster.

‘Stark Gaps’ in educational attainment risk being compounded by Covid, warns Poverty Alliance report

Anti-poverty campaigners have called for increased action from the Scottish Government to tackle the educational attainment gap, after new analysis (which can be read in full here) found stark gaps in attainment between young people from Scotland’s least and most deprived areas.

The analysis, undertaken by the Poverty Alliance on behalf of The Robertson Trust, examined the evidence on the links between poverty, education and work pathways for young people in Scotland and across the UK.

It found evidence that the poverty-attainment gap – already identified by the Scottish Government as a key priority – shows signs of increasing and risks being further compounded by the impact of the Covid-19 pandemic.

The review reveals that as of 2018-19:

  • Infants living in deprived areas, aged 27-30 months, are 16% more likely to display development concerns
  • Just over 2 in 5 young people living in the most deprived areas achieve one or more Higher when leaving school (43.5%) compared to almost 4 in 5 young people living in the least deprived areas (79.3%)
  • Inequalities continue into post-16 education and work pathways with one in ten school leavers living in the most deprived areas in Scotland unemployed nine months after the end of the school year, compared to 2.6% of young people in the least deprived areas.

Despite a range of policies, strategies and initiatives having reformed the Scottish educational and employment landscape over the last six years, most notably the expansion of early learning and childcare and the Scottish Attainment Challenge, the review highlighted Covid-19’s disproportionate impact on single parents and low-income households.

Emerging evidence has also shown the negative impacts of the pandemic on the educational outcomes for children and young people from deprived areas due to the digital divide and lack of access to educational related resources.

Income inadequacy prevents children from low-income households being able to fully participate in education and initiatives seeking to reduce the attainment gap should put reducing financial barriers at the centre.

The review also highlights the importance of initiatives like one-to-one tutoring, mentoring and careers education targeted at young people living in more deprived areas; initiatives that, the review concludes, are currently lacking in Scotland.

Poverty Alliance Director, Peter Kelly, commented: “Scotland is a country that believes that every child should have every chance. However this review makes clear that too many of our young people are seeing their life chances restricted by poverty. The educational attainment gap is stark in Scotland, and is an injustice that we cannot allow to continue.

“We know that the pandemic is compounding the gap. But we also know the action that we have to take to loosen the grip of poverty on the lives of families across Scotland, and to ensure that every young person in Scotland has access to the same opportunities.

“That means using every lever at our disposal to boost family incomes, as well as increasing support for interventions like one-to-one tutoring and mentoring for young people from low-income backgrounds.”

Chief Executive of the Robertson Trust, Jim McCormick, added: “At The Robertson Trust, we are keen to understand how best we can maximise the contribution of education and fair work in reducing poverty.

“This report not only highlights the stark differences in educational experiences that children and young people from different backgrounds face across Scotland but also where some of the evidence gaps currently exist when it comes to what works and why.

“Although many of the findings will be familiar to those working tirelessly to narrow the attainment gap, this analysis shines a bright light on the disproportionate impact Covid-19 has had on those already most affected. This is particularly concerning given the clear link between childhood disadvantage, low educational attainment and future poverty.

“We will use the findings to help us shape our own role as an independent funder in this area and it is our hope that the review will stimulate renewed commitment to act across Scotland.”

Online support for new teachers

Hundreds of teachers who are new in post, or working in pastoral or child protection roles, are to be offered support to manage the challenges caused by the COVID-19 pandemic.

Education Scotland and the General Teaching Council for Scotland have partnered with social enterprise organisation KnowYouMore who will provide coaches for the new online one-to-one sessions. Sessions are already being offered to headteachers as part of a support package funded by the Scottish Government last September.

The new programme now includes support for more than 500 teachers in their first four years of post-probation to discuss any personal or professional pressures they are facing as a result of delivering remote learning.

Education Secretary John Swinney, said: “COVID-19 has placed unprecedented strain on school staff and none more so than those who have pastoral care and child protection responsibilities ensuring the emotional welfare of our children and young people as we recover from the pandemic.

“The teacher support package I announced last year will complement the existing professional training and support already taking place for staff in schools across Scotland. Teachers need to be part of a supportive online community and have the space to stop and think about issues that are causing concern.”

Gayle Gorman, Her Majesty’s Chief Inspector of Education and Education Scotland Chief Executive, said: “Education Scotland is fully committed to ensuring the education workforce feel supported and I’m delighted this next phase of our coaching and mentoring offer is available more widely.

“We have found that it really benefits teachers to know there is someone with a listening ear who are there for them. Our 1:1 coaching and mentoring sessions for Headteachers have proved a really popular way of supporting their wellbeing and now the offer is also open to post probation teachers, teachers new to role and those with pastoral responsibilities. I would encourage more practitioners to sign up.”  

Ken Muir, Chief Executive, of the General Teaching Council for Scotland, said: “GTC Scotland is pleased to be working with our partners in education to deliver this important coaching to support hard-pressed teachers who are doing all they can to maintain quality learning in challenging circumstances.

“In addition to this coaching, GTC Scotland itself has invested heavily in supporting the mental health and wellbeing of education professionals and will continue to do so throughout the pandemic.”

UK Schools spread misinformation about Hinduism, says new report

A new report [1] published by INSIGHT UK reveals that pupils leave school with an incorrect and sparse understanding of Hinduism. INSIGHT UK is an organisation that aims to address the concerns of the British Hindu and British Indian communities.

The document titled “A report on the state of Hinduism in Religious Education in UK Schools”, includes claims of bullying and inferiority complex issues experienced by British Hindus because of the inaccurate teaching of Hinduism in RE.

It states some disturbing findings, including parents highlighting misinformation spread by UK schools, for example linking gender disparity in education in India to Hinduism and linking social issues from South Asia to Hinduism. A teaching book even suggested that Hindus were turning to terrorism.

The report also provides evidence that the subject is not available for most students taking GCSE exams, despite Hindus being the third-largest religious group in the UK. The project by INSIGHT UK was supported and guided by major Hindu organisations in the UK. Asmita Bhudia, a Hinduism Tutor and School Teacher, says, “The choice is taken away from pupils and parents to accurately study Hinduism in many UK schools”.

INSIGHT UK carried out consultations and research with SACRE members, academics, teachers, and parents followed by a national survey, which is being described as one of the most successful Hindu surveys in the UK in terms of responses and coverage.

Data captured showed that the majority of British Hindus were dissatisfied with the teaching of Hinduism in UK schools and unhappy with teachers’ knowledge of the subject. The report mentions that as a result, students in the UK schools are being deprived of the correct knowledge of Hinduism and hence of a true world view.

Recent research has claimed many schools were breaking the law when it comes to RE [2]. This comes at a time when Hindus have faced attacks for practising their faith [3].

£45m support package for schools

A new package of £45 million will help local authorities to provide support to schools and families as they deal with the challenges of remote learning during lockdown, Education Secretary John Swinney confirmed yesterday.

Councils may use the funding – sufficient to fund 2,000 additional teachers – for purposes including recruitment of additional staff, additional digital devices or to provide additional family support.

This is on top of £160 million already committed for education recovery since the start of the pandemic, bringing the total additional support provided to more than £200 million since the start of the pandemic. Private and third sector day care of children settings will also receive almost £4 million in temporary financial support.

Mr Swinney has also asked HM Inspectors of Education to commence with a national review of the quality and effectiveness of remote learning across the country with the first report published next Friday, 22 January.

The Scottish Government will ensure all appropriate mitigations are in place to support a safe return including enhancing our testing programme in schools. We expect that pilots of two different testing models – one using in-school testing with Lateral Flow Devices (LFD), and another involving at-home testing using PCR tests – will begin in a small number of schools from next week.

Mr Swinney said: “I appreciate only too well the additional burden home learning is placing on many of our children and their families. After the last period of school building closures we commissioned an Equity Audit, published today, to better understand the impact on children’s learning and health and wellbeing, particularly disadvantaged pupils.

“Since the start of the pandemic our funding has led to an additional 1,400 teachers and over 200 support staff being appointed. The new funding can be used to recruit further staff – which might include teachers, classroom assistants, administrative staff, home/school link workers or other support workers – as well as the resources that families and schools need to support home learning, including additional digital devices where there is any remaining unmet need, and other home learning resources.

“The quality and effectiveness of remote learning across the country will be reviewed by HM Inspectors of Education. A programme of ‘national overviews’, will commence immediately and last for the duration of remote learning. These will seek to identify what is working well and where further improvement is required. These overviews will be published weekly to ensure they are available for everyone to learn and build from, starting week ending 22 January.

“I am aware that remaining open for very small numbers of children creates pressure for some childcare providers, and I can therefore confirm we will make temporary financial support of up to £3.8 million available for each four week period of restrictions to day care of children providers and childminding settings caring for 12 or more children who remain open for vulnerable and keyworker children during these restrictions. We will confirm details as soon as possible.

“If the evidence tells us we can get some pupils back safely, we will do that, and we will ensure the package of mitigations in schools remains robust and tailored to the circumstances we face. As part of that work, we expect that pilots of two different testing models – one using in-school testing with Lateral Flow Devices, and another involving at-home testing using PCR tests – will begin in a small number of schools from next week, helping to inform options for wider rollout.

“I am grateful to our hardworking, dedicated teaching professionals for their intense work to plan, organise and deliver learning. The virus will be beaten, and schools will return fully to intensify our efforts to achieve excellence and equity for all of Scotland’s children.”

Free cyber security courses for schools in Scotland

Young people aged 11-14 years in Scotland are being invited to participate in a series of free, virtual CyberFirst courses to help students explore their passion for technology and inspire the next generation of cybersecurity talent.

Created by the National Cyber Security Centre (NCSC) – a part of GCHQ, and delivered in partnership with QA and the educational charity The Smallpeice Trust, the CyberFirst courses are designed to show students interested in computing and cyber security what a diverse range of career paths are available in the field and to help them develop the skills they need to excel.

The content is structured in a way that aims to harness every student’s individual potential whilst delving into the ins and outs of everyday technology using realistic scenarios.

The interactive, instructor-led courses, that will take place in virtual classrooms throughout February 2021, include:

  • CyberFirst Trailblazers – open to any student starting Year 8, S2 in Scotland in the 2020/21 academic year. Students will become ‘digital detectives’, employing digital forensics to identify the source and spread of malicious software and learning how open source intelligence can help with the collection of further information. They will also learn the basics of website customisation.
  • CyberFirst Adventurers – open to any student starting Year 9, S3 in Scotland in the 2020/21 academic year. Students will use ‘big data’, work against the clock in a cryptography exercise, and have the chance to create their own models using 3D design software.

The courses will also instil a strong sense of responsibility in students, emphasising the importance of acting safely, legally and ethically in the cyber security profession.

Chris Ensor, the NCSC’s Deputy Director for Cyber Growth, said: “I’m delighted we are offering our CyberFirst Trailblazers and Adventurers courses online next year, giving more students from across Scotland an exciting opportunity to develop their digital skills.

Government efforts to narrow digital divide will still leave disadvantaged children in the cold

Education expert welcomes new help but says inevitable rush by schools to access what’s on offer will slow delivery

The UK Government’s last-minute decision to close schools to the vast majority of children has again highlighted the so-called digital divide – the large number of homes where there are insufficient digital devices for pupils to work on – or no broadband connection at all. 

About 9% of children in the UK – between 1.1 million and 1.8 million – do not have access to a laptop, desktop or tablet at home, according to Ofcom. More than 880,000 of them live in a household with only a mobile internet connection. 

But pupils in England who have no access to laptops have now been designated ‘vulnerable’, the Department for Education has said, meaning that they can continue to attend school for face-to-face learning during lockdown. 

And Three UK, which has an 11% market share of mobile subscriptions in the UK, said on Tuesday that it would provide unlimited data upgrades to disadvantaged schoolchildren in England until the end of the school year in July, amid pressure on others to do the same. 

There is an existing DfE scheme for disadvantaged children who do not have access to a home broadband connection to temporarily increase their mobile data allowance. Schools, trusts and local authorities need to request the support on a pupil’s behalf.

As for the tablets themselves, the Department for Education says it had delivered more than 560,000 devices to schools and councils in England between the start of the pandemic and the end of last year, though there have been widespread complaints from schools that the numbers promised have not arrived. 

Ministers say they aim to have delivered a further 100,000 laptops and tablets to schools by the end of this week to help it reach its overall target of 1 million devices.

Former primary school teacher Oli Ryan of education resources experts PlanBee, which has produced learning packs to help parents having to home-school their children, says: The government scheme looks pretty good – at least in theory.

‘In addition to laptops and tablets which schools and local authorities can order, they can also get 4G routers, apply for extra data allowances on parents’ mobile phones, and get their entire school set up on either Google or Microsoft’s virtual classroom learning platforms,’ he says.

He continued: ‘There’s training available for staff on distributing, setting up and using all the tech, too. The site says that once a school has registered that they are closed due to outbreak, or supporting a vulnerable child learning from home, they can get the tech delivered within two days of placing an order.’

But he warns that although the government technology offer is now better established than during the first lockdown, there are likely to be significant delays getting the technology into the hands of those who need it most: disadvantaged children.

‘It’s bad enough that learning is being interrupted for all pupils, as teachers scramble to prepare remote learning materials, but even worse is the fact that, once again, it’s the children in poorer families who will suffer for longer while they wait for laptops, tablets and 4G routers to arrive.’

He says that had the decision to close schools been made sooner, and more notice given, schools could have placed orders in time for the start of the new term.

‘Now, many primary schools and local authorities will all be applying for laptops at the same time; there are bound to be issues with delivery as a consequence.’

He added: ‘We have kept the need for technology to an absolute minimum, but all education providers have to rely on it to some extent, even if it’s only to download PDF worksheets.

‘The Government needs to get the digital divide sorted – and fast.’
