Alcohol: 15p rise in Minimum Unit Price

The minimum price per unit of alcohol will increase by 15 pence from today.

MSPs previously voted to continue the public health measure which had been scheduled to end automatically on 30 April as part of a ‘sunset clause’ when Minimum Unit Pricing (MUP) legislation was introduced in 2018.

They also voted to introduce a price increase, with a rise to 65p per unit chosen as the Scottish Government seeks to increase the positive effects of the policy and to take account of inflation.

Health Secretary Neil Gray said: “Research commended by internationally-renowned public health experts estimated that our world-leading policy has saved hundreds of lives, likely averted hundreds of alcohol-attributable hospital admissions and contributed to reducing health inequalities.

“Experts wrote to The Lancet, describing Public Health Scotland’s evaluation of minimum unit pricing as ‘high-quality’ and ‘comprehensive’, and expressing confidence that there are several hundred people with low income in Scotland who are alive today as a result of this policy.

“However, the Scottish Government is determined to do all it can to reduce alcohol-related harm and as part of that, I am working to ensure people with problematic alcohol use receive the same quality of care and support as those dealing with problematic drugs use.

“We have also made a record £112 million available to Alcohol and Drug Partnerships to deliver or commission treatment and support services locally, as well as investing £100 million in residential rehabilitation.

“I have also asked that Public Health Scotland is commissioned to review evidence and options for reducing exposure to alcohol marketing.”

The minimum price per unit of alcohol will increase by 15 pence after the Scottish Parliament approved plans to continue with the public health measure.

As part of a ‘sunset clause’ when Minimum Unit Pricing (MUP) legislation was introduced in 2018, it had been due to end on 30 April, however today’s vote by MSPs ensures its continuation.

In addition, a price increase was required to counteract the effects of inflation, with a rise to 65p selected as the Scottish Government seeks to increase the positive effects of the policy.

The increase will take effect on 30 September 2024.

Drugs and Alcohol Policy Minister Christina McKelvie said: “I’m pleased that Parliament has agreed to continue MUP legislation and to raise the level it is set at.

“Research commended by internationally-renowned public health experts estimated that our world-leading policy has saved hundreds of lives, likely averted hundreds of alcohol-attributable hospital admissions and contributed to reducing health inequalities.

“Despite this progress, deaths caused specifically by alcohol rose last year – and my sympathy goes out to all those who have lost a loved one. However, as a letter to The Lancet by public health experts makes clear, it is likely that without MUP there would have been an even greater number of alcohol-specific deaths.

“As we have made clear, the policy aims to reduce alcohol-related harm by reducing consumption at population level, with a particular focus on targeting people who drink at hazardous and harmful levels. 

“We believe the proposals strike a reasonable balance between public health benefits and any effects on the alcoholic drinks market and impact on consumers. Evidence suggests there has not been a significant impact on business and industry as a whole but we will continue to monitor this.”

As part of a ‘sunset clause’ when Minimum Unit Pricing (MUP) legislation was introduced in 2018, it will end on 30 April this year unless Parliament votes to keep it.

A price increase is required to counteract the effects of inflation and 65p has been selected as the Scottish Government seeks to increase the positive effects of the policy.

If Parliament agrees, it will take effect on 30 September 2024.

Deputy First Minister Shona Robison said: “Research commended by internationally-renowned public health experts estimated that our world-leading Minimum Unit Pricing (MUP) policy has saved hundreds of lives, likely averted hundreds of alcohol-attributable hospital admissions and contributed to reducing health inequalities.

“Despite this progress, deaths caused specifically by alcohol rose last year – and my sympathy goes out to all those who have lost a loved one.

“We believe the proposals, which are supported by Scotland’s Chief Medical Officer, strike a reasonable balance between public health benefits and any effects on the alcoholic drinks market and impact on consumers.

“Evidence suggests there has not been a significant impact on business and industry as a whole.

“Alongside MUP, we will continue to invest in treatment and a wide range of other measures, including funding for Alcohol and Drug Partnerships which rose to £112 million in 2023-24.”

CAMRA: Action plan needed to save Scottish pubs from permanent closure after MUP announcement

The Campaign for Real Ale (CAMRA) says ministers need to value the role of local pubs as part of Scotland’s social fabric and protect them from closure. 

CAMRA is calling on the Scottish Government to come up with an action plan to save the nation’s pubs following today’s announcement on increasing the minimum unit price for alcohol to 65p from 30 September. 

Representing pubgoers, the consumer group believes that policies like Minimum Unit Pricing (MUP) – and a cut in tax specifically on pints served in pubs, which it is calling for ahead of the UK Government’s Budget in March – can encourage people to drink in the regulated setting of the pub instead of drinking cheaper supermarket alcohol at home. 

But the Campaign fears that uprating MUP won’t have an impact on its own to encourage pub-going and to safeguard the future of hundreds of community locals at risk of permanent closure due to crippling business rates and a possible return of Scottish Government plans to ban alcohol advertising. 

Commenting on the MUP increase, CAMRA’s Scotland Director Stuart McMahon said: “Our pubs and social clubs are a vital part of our social fabric, bringing people together and helping to tackle loneliness and social isolation. But too many are being forced to close due to crippling costs, with pubs in Scotland shutting up shop at a higher rate than elsewhere in the UK. 

“Sadly, the Scottish Government doesn’t seem to understand the importance of protecting our local pubs as community meeting places and as a safe, regulated place to enjoy a pint with friends and family, with all the wellbeing benefits that go with it. Once our pubs have closed down, or have been converted into flats or shops, or demolished altogether, it is too late to get them back for the communities they once served. 

“That’s why we are calling on the Scottish Government to bring forward an action plan to protect and promote pubs as a force for good in our society and to recognise the mental health and wellbeing benefits of drinking responsibly in your local. 

“CAMRA urgently wants to see a rethink on help for pubs with business rates, the closing of loopholes in the planning system that allow pubs to be demolished by developers without the need for planning permission and a commitment not to cripple valued local pubs and independent breweries by bringing back draconian measures to ban alcohol advertising and sponsorship.” 

GMB Scotland responds to ministerial announcement on Minimum Unit Pricing

GMB Scotland has urged the Scottish Government to urgently reconsider plans to increase minimum unit pricing (MUP) for alcohol by 30%.

The union, with members across the drinks industry, warned the policy is already risking jobs and investment while its health benefits remain unproven.

Deputy first minister Shona Robison today revealed the government’s intention to continue the policy beyond its initial five years while increasing the MUP from 50p to 65p.

David Hume, GMB Scotland organiser in the drinks industry, said: “The case for continuing with MUP never mind increasing it gets weaker with every piece of research published.

“Ministers must be guided by reliable research and data not wishful thinking and good intentions.

“The potential consequences of this policy are too damaging for it to be justified with anecdote, hunches and hope.

“Five years ago, we were told this policy would help save lives of problem drinkers. Now we are told it is about curbing the intake of moderate drinkers but there is no substantive evidence to suggest it does either.”

“The health benefits of this policy remain theoretical at best but the risk of undermining one of Scotland’s most successful industries threatening investment and jobs could not be more real.

“It is reckless to consider extending this policy and increasing MUP when there is no substantive evidence that it does any good.”

The union polled workers across the brewing, whisky and spirits last year when 64% said MUP should be scrapped because it needlessly risked jobs and investment while doing nothing to discourage problem drinking while a third said it should remain at 50p or be reduced.

Views sought on increased level of 65p

A proposal to increase the Minimum Unit Price of alcohol by 15 pence per unit to 65 pence is included in a new consultation on the future of the public health policy.

Views are being sought on whether to continue the Minimum Unit Pricing (MUP) legislation beyond the current term which ends next April, and the level at which it should be set.

A Scottish Government report on the operation and effect of MUP in its first five years, an Interim Business and Regulatory Impact Assessment and a report on public attitudes to the policy have also been published.

These papers assess the success of the measure so far and look at the future impact on health and industry sectors if it is continued and the potential effects of different minimum price levels.

This builds on Ministerial engagement with business and health stakeholders which has taken place throughout the summer.

Drugs and Alcohol Policy Minister Elena Whitham said: The recent rise in alcohol-specific deaths highlights the need for more to be done to tackle alcohol-related harm.

“Our world-leading Minimum Unit Pricing (MUP) policy is one of the measures we know can make a difference. Recent research estimated it has saved hundreds of lives, likely averted hundreds of alcohol-attributable hospital admissions each year – and also contributed to reducing health inequalities. It is one of a range of measures we have in place across prevention and treatment services to reduce alcohol harm.

“We believe the proposals set out in this consultation strike a reasonable balance between public health benefits and any effects on the alcoholic drinks market and subsequent impact on consumers, but we want to hear from all sides and urge everyone to take the time to respond.”

Minimum Unit Pricing has ‘positive impact’ on health

Report concludes policy has saved lives and cut hospital admissions

Public Health Scotland (PHS) has today published the final report on the independent evaluation of the impact of minimum unit pricing (MUP) for alcohol in Scotland. Evidence shows that MUP has had a positive impact on health outcomes, including addressing alcohol-related health inequalities.

It has reduced deaths directly caused by alcohol consumption by an estimated 13.4% and hospital admissions by 4.1%, with the largest reductions seen in men and those living in the 40% most deprived areas.

MUP led to a 3% reduction in alcohol consumption at a population level, as measured by retail sales. The reduction was particularly driven by sales of cider and spirits through the off-trade (supermarkets and shops) products that increased the most in price. Evidence from a range of data sources shows that the greatest reductions were amongst those households purchasing the most alcohol, with little impact on households purchasing at lower levels.

For those people with alcohol dependence there was limited evidence of any reduction in consumption and there is some evidence of consequences for those with established alcohol dependence on low incomes, that led them to prioritise spending on alcohol over food. At a population level there is no clear evidence of substantial negative impacts on social harms such as alcohol-related crime or illicit drug use.

The evaluation report shows that while the impact on alcoholic drink producers and retailers varied depending on the mix of products made or sold, there is no clear evidence of substantial negative impacts on the alcoholic drinks industry in Scotland as a whole.

Clare Beeston, Lead for the evaluation of MUP, Public Health Scotland said: “We have seen reductions in deaths and hospital admissions directly caused by sustained, high levels of alcohol consumption, and this is further evidence that those drinking at harmful and hazardous levels have reduced their consumption.

“MUP alone is not enough to address the specific and complex needs of those with alcohol dependence who will often prioritise alcohol over other needs, and it is important to continue to provide services and any wider support that addresses the root cause of their dependence.

“Those living in the most socioeconomically deprived areas in Scotland experience alcohol-specific death rates at least five times greater than those living in the least deprived areas. Alcohol-related disorders are a leading contributor to health inequalities in Scotland.

“Overall, the evidence shows that MUP has had a positive impact on improving health outcomes, including alcohol-related health inequalities, and can play a part in addressing the preventable harm that affect far too many people, families and communities.”

Dr Nick Phin, Director of Public Health Science, Public Health Scotland said: “Public Health Scotland is committed to evidence-informed policy, and we are confident in the validity of the robust research published today. The evidence in our report is consistent with earlier research on minimum pricing elsewhere.

“Public Health Scotland is confident that MUP is an effective mechanism to reduce alcohol-related harm in Scotland and we support the continuation of MUP beyond April 2024.”

Drugs and Alcohol Policy Minister Elena Whitham has welcomed research from Public Health Scotland which concludes that Minimum Unit Pricing (MUP) has saved lives, reduced hospital admissions and had a ‘positive impact’ on health.

In their final report of a series, researchers said that ‘robust, independent evaluation’ and the best-available, wide-ranging evidence drawing on 40 independent research publications, showed that MUP has been effective in its main goal of reducing alcohol harm with the reduction in deaths and hospital admissions specific to the timing of MUP implementation.

This follows a study published in March by PHS and University of Glasgow showing MUP reduced alcohol consumption by 3%, deaths directly caused by alcohol consumption by 13.4% and hospital admissions by 4.1%. compared to what would have happened if MUP had not been in place.

Ms Whitham said: ““We’re determined to do all we can to reduce alcohol-related harm and, as this research demonstrates, our world-leading policy is saving lives, reducing alcohol harms and hospital admissions. Just one life lost to alcohol-related harm is one too many and my sympathy goes to all those who have lost a loved one.

“MUP has also contributed to reducing health inequalities. The study found the largest reductions in deaths and hospital admissions wholly attributable to alcohol consumption were seen in men and those living in the 40% most deprived areas.

“We know that additional support is needed for some groups, including those dealing with alcohol dependence and issues such as homelessness. That’s why, alongside MUP, last year £106.8 million was made available to Alcohol and Drugs Partnerships to support local and national initiatives. We will now carefully consider this research as part of ongoing work on reviewing MUP.”

Report estimates the policy has saved hundreds of lives

Today, Public Health Scotland (PHS) and The Lancet publish new evidence showing the impact of alcohol minimum unit pricing (MUP) on deaths and hospital admissions attributable to alcohol consumption. The report has been welcomed by the Scottish Government.

Carried out in collaboration with the University of Glasgow, the study evaluated the impact of MUP on alcohol health harms, over the first two-and-half years of the policy.

The study estimated a 13.4% reduction in deaths, and a 4.1% reduction in hospital admissions, wholly attributable to alcohol consumption following the implementation of MUP. The study also found that MUP reduced deaths and hospital admissions where alcohol consumption may be one of a range of causative factors. The findings cover the period from MUP implementation up to the end of 2020.

This latest report builds on previous work that estimated alcohol sales reduced by 3% in the three years following the implementation of MUP.

Dr Grant Wyper, Public Health Intelligence Adviser at PHS, said: “Our study estimates that, following more than two and a half years of implementation, around 150 deaths, and around 400 hospital admissions, wholly attributable to alcohol consumption, were averted each year due to MUP.

“The greatest reductions were seen for chronic alcohol health harms, in particular alcoholic liver disease, which were slightly offset with less certain evidence of increases in acute alcohol health harms.

“The findings highlight that the largest reductions were found for males, and for those living in the 40% most deprived areas, groups which are known to experience disproportionally high levels of alcohol health harms in Scotland.

“We know that those living in the most socioeconomically deprived areas in Scotland experience alcohol-specific death rates more than five times higher compared to those living in the least deprived areas.

“The results published today are therefore very encouraging in addressing this inequality, and the overall scale of preventable harm which affects far too many people.”

Prof Daniel Mackay, Professor of Public Health Informatics at the School of Health and Wellbeing, University of Glasgow, said: “The methods we’ve used in this study allow us to be confident that the reduction in alcohol health harms we’ve shown is due to the introduction of MUP, rather than some other factor.

“This was important as the COVID-19 pandemic occurred towards the end of our study period and may have had an impact on alcohol-related health harms that was unrelated to MUP. Our main findings for the whole study period were consistent with findings from an additional analysis that focused on the pre-pandemic period only.

“In fact, we tested our main finding across a range of different scenarios and found the results to be largely consistent with our main finding, strengthening our conclusion that MUP has been effective at reducing the harm to health caused by alcohol.”

Prof Jim Lewsey, Professor of Medical Statistics also at the School of Health and Wellbeing, University of Glasgow, added: “Our approach compared what happened to alcohol health harms in Scotland with its neighbouring country, England, where MUP was not introduced.

“The methods we have used and the consistency of our findings with what was anticipated before MUP was introduced, allow us to be confident that the reduction in alcohol health harms is because of the MUP intervention.”

The MUP Evaluation Portfolio comprises of a number of research studies that are being undertaken to assess the impact of MUP across a range of outcomes, all of which have now been concluded. A report bringing together all the evaluation findings will be published in June 2023.

Research which estimates 156 deaths were averted each year following the implementation of Minimum Unit Pricing (MUP) has been welcomed by the Public Health Minister Maree Todd.

A Public Health Scotland and University of Glasgow study indicates a 13.4% reduction in deaths, and a 4.1% reduction in hospital admissions wholly attributable to alcohol consumption in the first two and a half years after MUP was introduced in May 2018. The report also concludes the policy had reduced deaths and hospital admissions where alcohol consumption may have been a factor.

Researchers say they are confident there is a link between the introduction of MUP and the reduction in alcohol health harms. They also noted there had been significant reductions in deaths in areas of deprivation, suggesting MUP has helped reduce inequalities in alcohol-attributable deaths in Scotland.

Ms Todd said: “I am very pleased with these findings which point to more than 150 lives a year being saved and 411 fewer hospital admissions, further underlining the value of our world-leading Minimum Unit Pricing policy which has helped reduce alcohol sales to their lowest on record.

“We’re determined to do all we can to reduce alcohol-related harm which is one of the most pressing public health challenges that we face in Scotland.

“Minimum Unit Pricing continues to achieve its aim – cutting overall sales, particularly cheap high-strength alcohol, which is often drunk by people drinking at harmful levels.

“It’s also encouraging to see that the research has highlighted that the policy is having an effect in Scotland’s most deprived areas – which experience higher death rates and levels of harms from problem alcohol.”

The study – published by PHS and the Lancet – focused on the first two-and-half years of the policy. It follows a previous report which estimated that alcohol sales had dropped by 3% after MUP. A report bringing together all the evaluation findings on MUP will be published in June this year.

Minimum Unit Pricing (MUP) “is achieving one of its key aims” according to Ministers after a new report concluded that it has been effective in cutting alcohol consumption.

Looking at the first three years since introduction, new research by Public Health Scotland and Glasgow University has concluded that the policy is reducing overall sales.

The level of minimum unit pricing is currently under review and a consultation on restrictions on the marketing of alcohol to help drive down hazardous consumption is also underway.

Public Health Minister Maree Todd said: “I welcome this report which shows that minimum unit pricing has been effective in creating a 3% net reduction in total alcohol sales in the first three years of implementation.

“This important conclusion takes account of other factors such as the impact of the pandemic on alcohol sales, seasonal variations, existing trends, household income and comparison with England and Wales where MUP was not in place.   

“Minimum unit pricing is achieving what it set out to do – a reduction in sales overall with a focus on the cheap high-strength alcohol, which is often drunk by people drinking at harmful levels. Further studies on MUP, including a final evaluation report, which is due next year, will examine how MUP has impacted on alcohol harms.  

“Our focus is not only on MUP – last week, we launched a consultation on restrictions on the marketing of alcohol to help drive down hazardous consumption, and we are reviewing Scotland’s Alcohol Brief Interventions Programme which aims to motivate people to cut down on drinking.”

Report highlights impact of MUP

Public Health Scotland (PHS) published a report last week which evaluates the price and range of alcohol products in the Scottish off-trade sector in the 12 months following the implementation of Minimum Unit Pricing of alcohol (MUP).

The research shows that the average price of alcoholic drinks in the off-trade increased in Scotland to a greater extent than was seen in England and Wales over the same period. The increase in average prices during the study period was also greater than the rises seen between the two years in Scotland prior to MUP.

Before the implementation of MUP, supermarkets tended to have lower alcohol pricing than convenience stores. In the first 12 months after the introduction of MUP, prices in supermarkets increased more than those in convenience stores, meaning that both had a similar pricing level.

The greatest increases in price were seen in the types of alcoholic drinks that were priced the lowest relative to their alcohol by volume (ABV) prior to MUP, such as some ciders, perries and supermarket own-brand spirits – all of which tended to be priced below £0.50 per unit prior to MUP being implemented.

The products that increased the least in average price, such as some ready-to-drink beverages, or those that decreased in price, such as some fortified wines in convenience stores, appeared most likely to see increased sales.

Changes were seen in sales across different container sizes, including reductions in the amount sold in larger single-item containers, especially for some ciders and own-brand spirits in containers of 1 litre and over. The amount of beer and cider sold in the largest multipacks also declined, while sales in smaller multipacks increased.

Dr Karl Ferguson, Public Health Intelligence Adviser at Public Health Scotland, said: “In the first 12 months after MUP was implemented, we found that, especially for products that were priced below £0.50 per unit of alcohol prior to MUP, prices went up, the amount sold in larger container sizes went down, and sales also declined.

“We also found that, because of the price increase, even in instances where the volume of sales went down, the value (£) of sales remained fairly constant or increased.”

Most data (price outcomes, container size, multipacks, volume and value sales) were derived from weekly off-trade electronic point of sale data covering May 2016 to April 2019, obtained from market research specialist NielsenIQ.

Cross-border purchasing unlikely to affect alcohol consumption

A study published yesterday by Public Health Scotland (PHS) examined the extent to which people might be travelling outside Scotland to purchase alcohol at a lower price, since the introduction of Minimum Unit Pricing in Scotland. 

 The findings indicate that minimal cross-border purchasing occurs, and this is unlikely to be happening on a scale that would significantly affect alcohol consumption at a population level or impact the intended outcomes and aims of MUP.

Interviews with retailers indicated that households in close proximity to the border made most use of cross-border purchasing, reflecting established shopping habits. None of the retailers had knowledge of people from Scotland appearing to travel to England to buy large quantities of alcohol. Analysis shows that substantial bulk purchasing would be needed for individuals to make significant savings whether purchasing in-person or online, once travel and delivery costs are taken into account.

The research also shows that licensing near the border did not display a shift from Scotland to England following the introduction of MUP legislation. Analysis of off-trade alcohol sales data in the combined areas of North East and North West England in the 12 months following implementation of MUP showed a small increase (1.14%).

When a panel of over 1,000 Scottish adults was asked whether they have travelled to another part of the UK for the sole purpose of buying alcohol only 3% responded that they had done so.

Helen Chung Patterson, Public Health Intelligence Adviser at Public Health Scotland said: “The research published today shows that while cross-border purchasing does happen, the extent is small relative to the purchasing behaviours of Scotland’s population as a whole. 

“A key strength of this report is that it enables us to build up a picture of cross-border alcohol-purchasing behaviours from several perspectives. We have examined data on retail sales and alcohol licencing near the border, drawn on qualitative interviews with retailers, gathered customer survey data and explored the factors affecting in-person and online cross-border purchases. When several different methods produce broadly similar results, as is the case with the report published today, this increases confidence in the findings.”

Further evidence may arise on cross-border purchasing at a later date (both from within and out-with Public Health Scotland’s portfolio on MUP evaluation), for example as part of the study on Drinking at Harmful Levels, which is due to be published by PHS later this year.

Alcohol sales in Scotland fell to 26-year low in 2020

Minister welcomes figures but pledges further action

Overall alcohol consumption in Scotland fell to a 26-year low during 2020, according to a comprehensive report published today by Public Health Scotland.

The annual Monitoring and Evaluating Scotland’s Alcohol Strategy (MESAS) report brings together data on alcohol consumption, price and related harms into a single publication. It shows that total alcohol sales fell 5% on the previous year, to the lowest level recorded since 1994.

Last year, COVID-19 restrictions affected alcohol sales from premises such as pubs, clubs, and restaurants.  Nine in every ten units of alcohol sold in Scotland in 2020 were sold via off-trade outlets including supermarkets and other off-licences – an increase from seven in every ten units in 2019.

In addition to the evidence from 2020 – the year of the pandemic – today’s MESAS report also details a 10% year-on-year reduction in the number of deaths wholly caused by alcohol in 2019.

Commenting on the results of the studies, Public Health Minister Maree Todd said: “I welcome this report showing that total alcohol sales in 2020 fell to their lowest level for 26 years.

“The study provides valuable insight allowing us to gauge the impact of alcohol sales and consumption during the period of the pandemic. Clearly COVID-19 and the associated restrictions have had a dramatic impact on the hospitality trade, but these figures demonstrate that the restrictions in place did not simply translate into an increase in the total amount of alcohol being consumed. In fact, the opposite is the case.

“We have already seen that alcohol sales were falling since the introduction of our world-leading Minimum Unit Pricing policy in 2018. We know that it will take longer for the full impact of reduced consumption to feed through into health related statistics, but I am more convinced than ever that MUP is one of the main drivers in reducing alcohol harms. 

Although this is the largest recorded year-on-year reduction in alcohol sales – and also the narrowest recorded gap between sales north and south of the border – it is important to bear in mind that the average number of units drunk during this period was still nearly 30% per cent more than the UK Chief Medical Officers’ guidelines of drinking no more than 14 units a week.

“In addition to these 2020 figures, the report also details a 10% reduction in the number of deaths caused wholly by alcohol in 2019. While we are on the right trajectory, this still equates tragically to nearly 20 deaths every week across Scotland – each one preventable.

“We continue to make progress in reducing inequalities across a number of public health areas – remaining focussed on addressing the underlying causes that drive health inequalities and doing more to address harms from alcohol. I am determined to build on this progress including consulting on potential restrictions to alcohol advertising and promotion.”

LOST SUMMER?

Scottish licensed trade operators are braced for “potentially another lost summer” after First Minister Nicola Sturgeon said this week that it is “unlikely” that any part of Scotland will move down a level from June 28.

Responding to the First Minister’s suggestion that current restrictions will remain in place for a further three weeks, and national clinical director Jason Leitch’s widely-reported comments that Scotland’s lockdown exit plans could be pushed back by up to 10 weeks due to the more infectious Delta strain of coronavirus, the SLTA said: “Another summer season, essential for business survival, will be lost.”

The trade association’s managing director Colin Wilkinson pulled no punches, stating: “The hospitality sector is at breaking point with Tuesday’s announcement that the brakes are on for further easing of restrictions.”

Calling for further financial aid to ensure the survival of the licensed hospitality industry as it plays its part in rebuilding the economy, Mr Wilkinson said: There needs to be an extension to the current support schemes available such as furlough, VAT reduction, deferral of loan repayments and so on.

“Our pubs and bars have already invested millions to provide a safe environment as we all learn to live with this virus and we need to be able to open without restrictions as soon as we can.

“Currently, we can only operate at around 30% of our capacity, but with increased staff costs to provide table service and fewer tables because of social distancing rules, most business continue to operate at a loss, racking up further debt every time they open the doors.

“For those still unable to open because of their size or the entertainment they provide, such as late opening premises and night clubs, it is another devastating blow for an abandoned sector crippled by restrictions and with no route map out of the pandemic.

“Tuesday’s announcement created further uncertainty for the industry and the people it employs. We understand the need for caution but the Scottish Government must also understand that this delay will cost an already beleaguered  industry millions of pounds and puts in jeopardy the future survival of many of the pubs, bars, restaurants, hotels and late night operations that form part of Scotland’s social fibre.

“Our big fear is that the Glasgow fan zone could lead to further Covid outbreaks followed by a fresh lockdown, forcing licensed premises to close again when they have only just managed to start reopening.”
