Lecturers balloted on new pay offer

TRADE UNION URGES ACCEPTANCE OF IMPROVED OFFER

The EIS will open an indicative ballot on a revised ‘full and final’ pay offer from college employers, and will recommend to its members in the EIS Further Education Lecturers’ Association (EIS-FELA) to vote to accept the offer, the trade union announced yesterday.

The improved offer, which was received by EIS-FELA on Friday, was discussed at a special meeting of the EIS-FELA Executive Committee. Following discussion, it was agreed to recommend acceptance of the offer to members, in light of the significant improvement upon the previous offer and the repayment of any salary deducted by ‘deeming’ in response to Action Short of Strike.

Commenting, EIS General Secretary Andrea Bradley said, “We will open an indicative ballot of our EIS-FELA members today, reflecting the EIS-FELA Executive’s decision to recommend that members accept this improved offer.

“This has been a long and painful campaign, with EIS-FELA members forced to engage in a long-running programme of industrial action to secure a fair pay offer from college employers and assurance that this will not come at the cost of jobs. The gains which have been achieved in this offer have been hard-won, and it is of great credit to our members that they have taken this stand and fought hard to secure this improved offer from colleges.

“The intervention of the Scottish Government, and their commitment of an additional £4.5M in funding, was key to the improvements in this offer. It will now be for EIS-FELA members to decide whether to accept the offer and bring this dispute and campaign of industrial action to an end.”

Ms Bradley continued, “Lecturers never wanted to be in this position, but were left with no choice but to engage in this programme of action as an option of last resort. During the worst cost of living crisis in living memory, our members have waited two years for a pay increase from their employers and have taken strike action and action short of strike to compel their colleges to come up with a fair offer.

“In addition to the significant increase in the value of the offer in Year 4 and the assurance in relation to no compulsory redundancies as a result of this deal, it would also compel all colleges who have ‘deemed’ pay from lecturers taking Action Short of Strike to repay that money to our members.

“This clearly highlights the unacceptable nature of the process of deeming – an anti-trade union tactic which has absolutely no place in our public sector or in any civilised society that respects and values the essential role that trade unions play in ensuring that our workplaces are fair.”

Ms Bradley added, “Our members in EIS-FELA should look out in their email inboxes for ballot information arriving this afternoon. It is important that all members have their say in this ballot, and use their vote to make their view known.

“The EIS-FELA Executive Committee is recommending that members should vote to accept the offer but, ultimately, it is our members themselves who will determine the result of this ballot.”

Note – While all planned strike action has been suspended for week beginning 26th August, the programme of Action Short of Strike (ASOS) currently remains in place, including the ongoing resulting boycott, pending the result of the indicative ballot.

EIS-FELA Suspends this Week’s College Strikes Following Progress in Talks

The EIS has announced that strikes in Scotland’s Further Education colleges, scheduled for Tuesday, Wednesday and Thursday this week, have been suspended following significant progress after some meetings this morning involving EIS-FELA representatives, College Employers Scotland and the Scottish Government Minister for Further & Higher Education.

Commenting, EIS General Secretary Andrea Bradley said, “EIS-FELA representatives met with representatives of Scotland’s Colleges after meeting the Minister responsible for Further Education, this morning.

“Significant progress was made at this meeting, with the result that EIS-FELA and the EIS have decided to suspend three days of strike action, scheduled for this week.

“This is intended as an act of good faith and in the interests of supporting students, and is on the understanding that an improved offer will be made formally by College Employers Scotland in the coming days.”

Ms Bradley continued, “While a final settlement has yet to be reached, EIS-FELA negotiators were significantly encouraged by today’s developments and believed it appropriate to suspend this week’s strikes.

“Based on discussions this morning, we remain hopeful that a resolution can be struck that will finally see a fair pay settlement that will allow lecturers to return to working as normal, and to do what they do best which is supporting their students in colleges across Scotland to learn and progress.”

Ms Bradley added, “Discussions will now continue to iron out final details. Once a revised offer is formally on the table, our intention is to put this to EIS-FELA members in a ballot.

“Today has brought us closer to an end to this long-running dispute, and we hope that discussions will now move quickly and smoothly towards a fair agreement for all parties and a return for students to the uninterrupted, quality learning and teaching that they need and deserve.”

Edinburgh College lecturers to strike this week

Edinburgh College lecturers are scheduled for further industrial action this week, Tuesday 20th and Wednesday 21st April in defence of the Further Education sector and the professional status of qualified lecturers. This follows previous strongly supported strike action taken prior to the Easter holidays.

Colleges Scotland’s refusal to ratify their own agreed definition of the lecturer’s role, a definition the union accepts, has so far prevented a settlement. Their refusal threatens to undermine the delivery of quality education to Edinburgh College students, many of whom have over the years seen unqualified staff on poorer pay, terms and conditions deliver qualifications up to HN level.

EIS FELA members will this week also be balloted on Action Short of Strike Action. This constitutes an escalation of the dispute incorporating a withdrawal of good will. 

Edinburgh College Branch Secretary Penny Gower described what is at stake: ‘Our members are losing money by striking, but this action is not for personal gain. It is to make sure our students get the quality of education they deserve.

“All we ask is that the employers ratify their own proposals which we have already accepted. If they care about students they should do that immediately.”

EIS General Secretary Larry Flanagan said, “Our members are continuing to stand firm against the practice of replacing lecturers with less qualified, lower paid staff. Colleges claim that there is no plan to do this, yet they continue to refuse to ratify an agreement that would halt this practice.

“If colleges are not seeking to replace lecturers with lower qualified staff, why are they so reluctant to ratify the agreement – incorporating their own proposals – that would stop it from happening?”

A spokesperson for the Colleges Scotland Employers’ Association, said: “Colleges will do everything they can to ensure that students are supported during this difficult time, and that any disruption is minimised.

“The EIS-FELA has refused repeated requests to suspend the strikes while meaningful discussions carry on – national industrial action is wholly unnecessary.” 

Support through the pandemic: Barnardo’s Education Community launched

Now lockdown lessons are firmly underway again Barnardo’s is launching a website to help teachers support their pupils who may be experiencing mental health and wellbeing issues.

Called Barnardo’s Education Community (BEC) the site is aimed at teachers, lecturers and staff working in the education sector.

Its aim is to be a ‘one stop shop’ where educators can go for trauma-informed resources, support and advice about how to help children and young people cope with any issues they are experiencing.

Crucially there is also a selection of resources for education professionals with a focus on both their wellbeing and that of their department.

These will help them deal with the immense strain they are under in managing their own experiences, while also coping with the impact of secondary trauma through supporting children and young people.

Visitors to the site, which launches today (January 21), will find useful materials about how best to support pupils who are experiencing feelings of loss, grief and bereavement, including the impact of trauma, because of the Covid-19 pandemic.

Funding for the BEC came from a generous grant from the Westminster Foundation, which has made £12.5m of funding available since the start of the pandemic to charities and community organisations tackling the repercussions of coronavirus.

But the website will not stop when the lockdown restrictions are relaxed. Instead the content within BEC will be continuously evolving to meet the ever changing needs of children, young people and educators.

A key part of this evolution will be the ‘community of practice’ section of the site where visitors will be able to take part in facilitated and peer-led discussions about current and emerging topics.

These discussion forums will provide the opportunity for education professionals to discuss and share best practice at a nationwide level.

And people who participate in these discussions will also be helping shape the site and its content because the Barnardo’s team will be creating resources to help educators deal with these emerging issues.

Uniquely, on top of all this, BEC includes free access to video, webinar and audio training on the resources, as well in-person training where necessary.

Barnardo’s Chief Executive Javed Khan said: “As a former teacher I know just how difficult it can be to support children who are struggling with challenges at home or a history of trauma.

“In the age of COVID this is so much harder, with many children falling behind in their learning during the lockdowns, facing anxiety and mental health problems, and worrying about their parents’ jobs or their grandparents’ health. On top of all this teachers are facing huge pressures personally and professionally. 

“This is why I’m delighted to be launching Barnardo’s Education Community today, with vital health and wellbeing resources to support educators at this uniquely difficult time.

“I’d urge everyone to treat this as your community. Take part in online discussions with your peers and bookmark the page on your browser so it is always there when you need help.

“And if there are any resources you need but cannot see on there already then get in touch and we’ll work on creating them for you. The goal is for the site to be constantly evolving to meet your needs.”

The Duke of Westminster, Hugh Grosvenor, who Chairs the Westminster Foundation, said: “We may not know for some time the true extent of anxiety and trauma that children are experiencing through the pandemic, but we do know that changes to education have placed teachers and families under immense strain as they try to support children adapt or come to terms with the negative consequences of Covid. 

“We also know that lockdown learning has a greater impact on the more vulnerable children in society as they face the real possibility of poor mental health compounding their existing disadvantages.

“We shouldn’t assume that education professionals can simply react to this without any extra help, on top of the many existing challenges they face. I’m proud the Westminster Foundation’s support has helped create the Barnardo’s Education Community and hope it will become a vital resource to everyone in the education sector.”
