Capital all set for historic referendum

We’re nearly there. After months of debate and discussion, claim and counterclaim, after tens of thousands of leaflets, millions of words in the press and on social media sites, it’s almost time. The talking’s just about over, the politicians have had their say – tomorrow it’s down to you and me. Decision day …

The world’s eyes will be on Edinburgh tomorrow, and Scotland’s capital is ready to take centre stage and play a leading role on a historic day …

With less than a day left until the Scottish Independence Referendum, Edinburgh is geared up for its role in the historic poll.

Ballot boxes are being collected for delivery to polling places, staff trained and verification of postal votes has begun ahead of the count.

89.6% of postal voters have already cast their vote, with a total of 377,413 people registered to take part in the Referendum on Thursday.

And citizens are being asked to make their own preparations for the day to ensure they don’t miss out.

Sue Bruce, Counting Officer for Edinburgh and Chief Executive of City of Edinburgh Council, said: “After months of anticipation, the Referendum is finally upon us, and hundreds of thousands of people across the city are about to cast their vote.

“I am really pleased with the high rate of registration, which demonstrates the level of interest in the debate. We have a record number of registered voters in Edinburgh for this Referendum and therefore I would encourage visitors to leave plenty of time to visit their local polling station and to mark an X in the box of their choice when filling out their ballot papers.”

Polling places will be open between 7am and 10pm on Thursday 18 September, though the public are being advised to avoid busy periods, expected to be before and after normal working hours. Where possible, voters are encouraged to visit mid-morning or mid-afternoon.

Information on local polling places can be found on the polling card delivered to homes or on the Council website.

Postal voters who have not yet returned their ballot paper by post will still be able to hand it in at Waverley Court or City Chambers receptions or at an Edinburgh polling place on Thursday.

Those planning to take part in the Referendum are also being advised to take great care when filling out their ballot paper, by marking a single X next to their choice. Additional comments, marks or mistakes can result in a vote not being counted.

Anyone who is registered to vote but, due to unforeseen circumstances, is unable to make it to a polling station, may need an emergency proxy vote, which can be applied for on the Lothian Valuation Joint Board’s website.

Once your vote has been cast

All votes are secure and accounted for so that the final result can be trusted. Every ballot paper, whether used, unused or spoilt, is accounted for and treated as highly sensitive and confidential.

Votes will be counted as soon as possible after the close of the poll at 10pm. Separate counts will be held by each local authority in Scotland with 32 local totals leading to one overall national result.

A host of free events will run during the two week festival across Edinburgh, including taster sessions, demonstrations and competitions to encourage people of all ages to discover the benefits of an active lifestyle.

Now in its sixth year, the 2014 programme has been designed to embrace the summer buzz of the Commonwealth Games and appeal to all age groups, activity levels and abilities.

Launching on the first day of the Beach Volleyball Continental Cup on Portobello Beach – the Festival will kick off with a selection of free activities on the beach to celebrate Portobello paving the path to the Rio 2016 Olympic Games! (But wrap up warm, people, it’s Porty not the Copacabana!)

Building on the success of previous years, the Council is working to drive interest and membership of local clubs. A Club and Coach Development Workshop Series will also be delivered as part of this year’s Festival, featuring workshops designed to support club volunteers and coaches.

Coaching highlights include a one-of-a-kind seminar with Werner Kern, world renowned coach for Germany’s Bayern Munich Football Club. Kern will address a host of football industry professionals – including representatives from Edinburgh’s Hibernian and Hearts of Midlothian Football Clubs – about nurturing young sporting talent.

This event is being held in partnership with the Scottish Football Association and forms part of Edinburgh’s 60th anniversary celebrations of being ‘Twinned’ with Munich.

The City’s Festival and Events Champion, Councillor Steve Cardownie, expects the excitement of this summer’s Commonwealth Games to create an extra buzz around the Festival. He said: “I fully expect this year’s festival to prove the excitement of the Commonwealth Games has really boosted interest and participation in sport and physical activity in Edinburgh.

“The Festival of Sport is an important part of the Council’s legacy programme, and this year’s programme looks set to be another great year with so many free local opportunities on offer for everyone to take part.

“It is especially exciting to be marking the launch by supporting a world sporting debut for Portobello Beach, as it plays host to the qualifying rounds for the upcoming Beach Volleyball event as part of the Olympic Games in Rio in 2016.”

As an integral part of the Activcity year-round programme, the 2014 Festival encourages residents and visitors to have a more active and healthy lifestyle. The key partners in delivering the event include Edinburgh LeisureClubSportEdinburgh and sportscotland.

Edinburgh is the UK’s safest city

Edinburgh tops YouGov safest city poll

edinburgh (4)A new survey has revealed that Edinburgh is seen as the safest city in Britain. The YouGov research asked participants how safe they feel ten British cities are – and Edinburgh came out well on top.

When asked about the capital, 68% of participants – 1724 from across the UK took part in the survey – said it is ‘totally safe’ while only 14% believe Edinburgh is ‘totally unsafe’.

The other cities surveyed were Glasgow, London, Birmingham, Leeds, Sheffield, Bradford, Liverpool, Manchester and Bristol.

Glasgow came eighth in the poll, with 44% of people saying it is safe and 38% saying it is unsafe – although Scots who took part in the survey put both Scottish cities higher: 86% said Edinburgh is safe and Glasgow polled 68% – but Bradford was seen as the least safe city in the UK.

riotsBradford is perhaps best remembered to outsiders for the race riots of 2001 which lasted three days and led to hundreds of arrests (above). It is the only city mentioned in the poll where more people (42%) say it is unsafe than safe (35%). Britain’s second most dangerous city according to the public is Birmingham: people are divided 41-41% on its safety.

Edinburgh’s senior police officer Chief Superintendent Mark Williams welcomed the findings and said he is ‘delighted but not surprised’ by the poll.

Many venues feature behind the scenes tours, activities, exhibitions and/or talks which bring the history of the building, garden, cemetery or monument and its everyday use to life. Some sites organise additional free activities for children and families.

PERIOD FOR REPRESENTATIONS

The City of Edinburgh Council has prepared a Second Proposed Edinburgh Local Development Plan. It sets out policies and proposals to guide land use and development.

The Second Proposed Plan is accompanied by a Environmental Report – Second Revision, a Second Proposed Action Programme, a revised Draft Habitats Regulations Appraisal Record and a number of other supporting documents. These include a Schedule of Representations, which explains what regard has been had to representations made in 2013 to the first Proposed Plan.

All of these documents are available for inspection from 22 August – 3 October 2014 at:

  • Planning and Building Standards Reception, Waverley Court, 4 East Market Street, Edinburgh between the hours of 9.00am and 5.00pm Monday to Friday.
  • All Council libraries during normal opening hours.

City seeks Appsolutely brilliant ideas

Forward-thinkers are being challenged to come up with innovative solutions to help improve the lives of people in Edinburgh:

appsEdinburghApps, run by City of Edinburgh Council, pits teams and individuals against one another to create fresh and creative concepts using Council and partner data. Launched in 2013, the event offered winners business support and the opportunity to work with the Council to develop their concepts further.

Now the competition will return for a second year, in partnership with Transport for Edinburgh, and will centre on two themes: Health and Culture and Sport.

Designers, developers, start-up businesses and other entrants will be able to use data provided to create apps, websites or other concepts. Ideas should either help citizens live healthy and independent lives or encourage interest and participation in culture and sport.

This year’s EdinburghApps event will launch on 5 September with an Ice Breaker evening at the School of Informatics Forum, where anyone interested in entering will hear more information about the challenge and themes.

Participants will then be given seven weeks to work on their ideas before presenting them at a judging and awards event on 26th October. A series of drop-in sessions will be run during this period to allow competitors to discuss their entries further.

Councillor Alasdair Rankin, the city’s Finance & Resources Convener, said: “Technology is key to creating a thriving, equal society and events like these show the multitude of ways we can harness its benefits. We were incredibly impressed by the range and quality of entries in 2013 and I look forward to seeing what this year’s entries have to offer.”

Organisers are hoping to attract a similar calibre of entries to last year’s EdinburghApps, which was won by Joint Equipment Store, an app that helps Council lorries operate more efficiently, and Trashman, another app helping the public to locate their nearest recycling bank.

Thanks to the competition these apps are now due for release by the Council in October.

EdinburghApps also ran an interim Hackathon in June, when participants were challenged to use data from the Council, Scottish Government and other partners to come up with solutions to improve road safety.

City prepares for Drumhead commemoration

‘Sunday will be a very special, very memorable occasion that will unite the people of Scotland’

14664464539_b9506e09d8_zFinal preparations are underway for Scotland’s Drumhead Service, procession and memorial on Sunday in Edinburgh that will mark the centenary of the outbreak of the First World War.

Musicians from the Band of the Royal Marines were at the esplanade of Edinburgh Castle yesterday to practice constructing and deconstructing the altar that will form the centrepiece for the multi-faith service, which is expected to be attended by a congregation of more than 8,000 people representing all parts of Scotland.

Hundreds of representatives of the armed forces will be at Redford Barracks today for a full rehearsal of the major commemoration event, believed to be the first of its scale in Scotland’s history.

The City of Edinburgh Council is planning to implement several road closures and restrictions to facilitate the event. They include the complete closure of Johnston Terrace, High Street, Canongate, Lawnmarket, Queen’s Drive, Chambers Street and a number of nearby roads at various times between 7.15am and 2pm on Sunday.

Loading restrictions will also affect a number of streets from 6pm on Saturday. Full details of road closures and restrictions are available from the City of Edinburgh Council’s website at: www.edinburgh.gov.uk

Drumhead Service organisers have also released a final batch of free tickets to those who are able to collect them in person from the Royal Edinburgh Military Tattoo’s office on Market Street up until 2230 on Saturday evening, or from The Hub at Castlehill on the Royal Mile on the morning of the event.

Signalling the start of the five-year Scottish Commemorations Programme, the Drumhead Service will replicate those held on the front line 100 years ago when, in a long-held military tradition, neatly piled drums with draped Colours were used in place of an altar.

The service will feature troops from the Royal Navy, Army and Royal Air Force and will be accompanied by music from three military bands, two cadet bands, three choirs and around 200 massed pipes and drums. The service, procession and memorial will be attended by guest of honour, Edinburgh’s Lord Provost and Lord Lieutenant Donald Wilson.

At the end of the Drumhead Service, the military bands and tri-service guards will parade down the Royal Mile accompanied by around 100 marching veterans and 100 cadets. The congregation will then be invited to follow in a procession down the Royal Mile to Holyrood Park, where over 1,000 replica Commonwealth War Gravestones will form a temporary memorial, at which people will be invited to leave poppies, wreaths or markers.

Brigadier David Allfrey, Producer of the Royal Edinburgh Military Tattoo and chief organiser of the Drumhead Service, procession and memorial, said: “Sunday will be a very special, very memorable occasion that will unite the people of Scotland – people of all ages and from all parts of the country – in a shared act of commemoration, remembrance and reflection.

“The event will give a sense of what it might have been like to enlist during the first few weeks and months of the war. The multi-faith service on the esplanade of Edinburgh Castle represents the moment before deployment; the procession down the Royal Mile will symbolise a ‘March as to War’ and the gathering in Holyrood Park, the approach to the front and assembly for military action. The memorial of over 1000 headstones will provide a vital sense of scale and a focus for acts of individual and collective commemoration.”

Fiona Hyslop, Cabinet Secretary for Culture and External Affairs, said: “The Drumhead Service, procession and memorial on August 10 will signal the start of Scotland’s commitment to commemorating the centenary of the First World War.

“The event will bring the people of Scotland together to consider the impact of that brutal conflict, which claimed the lives of more than 100,000 Scots and left many more injured or disabled, forcing families and loved ones across the country to come to terms with the terrible consequences.

“From this Sunday until January 2019 we will encourage the people of Scotland and those with connections to Scotland to recognise the significant and broad impact the First World War had on our nation, and to reflect on its lasting social and civic legacy.”

Norman Drummond, Chair of the Scottish Commemorations Panel, said: “Many thousands of people have shown an overwhelmingly strong willingness to take their place at the Drumhead Service, procession and memorial on Sunday.

“We have worked with local authorities, the armed forces, the veterans community and charities to ensure that people of all ages and from every part of Scotland will be there to participate in this important commemoration.

“With final preparations now underway, the further release of a number of tickets represents the last opportunity for the people who have thus far been unable to obtain tickets to take their place at an event upon which we and our children and our grandchildren will in years to come reflect that ‘we were there and we remembered’.”

The Lord Provost and Lord Lieutenant of Edinburgh Donald Wilson, said: “Every August, visitors flock to the Royal Mile to experience the buzz of the festival season. This Sunday, the street will pause for a very special event. The Drumhead Service and procession will offer Scotland the opportunity to come together for a moment of quiet reflection to remember the thousands of Scots who fell during the First World War.

“It is very fitting that as the Capital city we should play our key part in these commemorations and show our support and gratitude for the enormous sacrifices made by courageous men and women in service of this country.”

Judgement time for Edinburgh!

judgesJudges from across Europe took a closer look at Edinburgh’s parks, streets and gardens yesterday on a tour of the city. The panel assessed the capital for this year’s Entente Florale, Europe’s biggest environmental competition.

This is the first time the capital has represented the UK in the prestigious awards, following it’s success in Britain in Bloom earlier this year.

Each summer more than 22,000 cities, towns and villages enter the contest, which judges entries on horticultural achievement, community involvement and responsibility for the environment.

The jury spent a full day in the city centre, scoring Edinburgh on everything from the built environment in the High Street, community input in Dunbar’s Close Garden and the Cowgate Nursery’s outdoor learning strategy.

Lord Provost Donald Wilson will host the judges, who have travelled from as far afield as Austria and Croatia, during their stay. He said: “We are honoured to be representing the UK in the Entente Florale this year and are delighted to be able to showcase the hard work carried out by the Council, partners and local groups to the jury.

“It’s not hard to see why Edinburgh is such a popular place to live and visit, and this is the perfect opportunity to celebrate the natural and built environment that makes the city what it is.”

Among the criteria to be assessed for the award are sustainability, landscape, green spaces and tourism and leisure.

As well as the management and design of the city’s parks and green spaces, judges focus on aspects like the city’s active travel strategy, its attitude to recycling, tourism and leisure and the work of bodies like Historic Scotland, Essential Edinburgh, University of Edinburgh and various community and Friends of Parks groups.

Among the initiatives visited by the judges was the Grassmarket Community Project, a charity which works with homeless and vulnerable people to develop skills in horticulture, cooking and woodwork.

Workshop manager Tommy Steel explained: “We involve participants to grow a herb garden in Greyfriar’s Kirk and we use the herbs in our training kitchen. By developing their skills in these areas they’re also developing self esteem and confidence.

“Being part of Entente Florale gives them a focus. Taking part in the judging day has given them a real sense of achievement, as they see the fruits of their labour.”

Record pass rate as Scottish students receive results

Higher and new National Qualification results out today

examStudents across Scotland have achieved a record number of Higher passes in the last school year, it’s been revealed today. Over 140,000 candidates across Scotland received their results this morning, and Schools Minister Dr Alasdair Allan has congratulated pupils and teachers on their hard work and effort.

In addition to Access, Intermediates, Highers and Advanced Highers, this year saw the first students study for the new National Qualifications – part of the ongoing implementation of Curriculum for Excellence.

This year saw a record number of Higher passes, with the overall pass rate remaining virtually unchanged – 77.1 per cent this year compared with 77.4 per cent last year. The number of Highers sat was 191,850 across all subjects – an increase of more than 9,000.

Students also received the first ever results for National 3 and 4 – assessed during the year– and National 5, assessed during the year and through a traditional end-of-year exam. The pass rate was 93.0 per cent for National 4 and 81.1 per cent for National 5.

While direct comparisons between the new National qualifications and Standard Grade pass rates cannot be made, as a broad comparison, National 5 is the same level of challenge as Intermediate 2 and Standard Grade Credit.

Dr Allan said: “Congratulations to the thousands of young people who have worked so hard, their families who have supported them and the teachers who have worked tirelessly to prepare them. Today sees them well equipped to progress to new challenges, whatever those may be.

“Our education system has taken another significant step forward today. The new National qualifications represent a shift towards deeper learning and a greater emphasis on analysis, engagement and understanding. These are the qualities on which we will continue to strengthen our education system.

“Scotland’s teachers have been key to delivering our new curriculum and new qualifications. They have worked outstandingly hard and I thank them for all they have done. I know it has been a challenging year for them and, once again, I’ve been hugely impressed by their commitment to supporting Scotland’s young people.

“So many pupils have achieved strong grades in their Highers, Advanced Highers, Intermediates, Access and new Nationals – against very rigorous standards – and are now in a position to make exciting decisions about what they do next. My congratulations also go to the thousands of young people across Scotland who have achieved a wide variety of qualifications which meet a wider range of learners’ needs, such as SQA awards, National Progression Awards and Skills for Work and Personal Development.

“The fact that there has been such a marked increase in the number of Highers attained is a real success story. Students are now sitting a greater number of Highers, demonstrating real ambition and aspiration among young learners to achieve the best qualifications they can.

“I am also encouraged to see so many young people attaining National Qualifications, which are an important component within Curriculum for Excellence.

“This is a significant achievement for our learners and our schools, and clear evidence of continued improvement in Scottish education.

“As we celebrate these achievements I also offer my thanks to all of the parents and carers who have risen to the challenge of supporting them through their new qualifications.

“Clearly not everyone will have received the results they had hoped for, while others may simply be unsure of what to do next. Rest assured, help is available through the exam results helpline on 0808 100 8000 for those who may not have got what they needed.”

Larry Flanagan, general secretary of teachers trade union EIS, said: “Scotland’s pupils and teachers deserve high praise for a strong set of exam results which have been achieved during a very significant period of change for Scottish education.

“It is of great credit to the work of our schools, pupils and teachers that the diet has been so successful, at a time when budgets have been declining and workload pressures increasing.

“Pupils, parents and teachers should be extremely proud of this strong set of results and the EIS sends its congratulations to all pupils who have been successful in their exams this year.”

exam2Early indications are that candidates in Edinburgh have once again exceeded expectations and that the city’s overall good performance has been maintained.

A total of 42,780 resulted awards were certificated for 8,402 candidates.

Highlights include:

  • By the end of S6 61% of all pupils achieved one or more Highers – a four percentage point improvement on last year and a 13 percentage point improvement since 2009.
  • By the end of S5 54% of all pupils achieved one or more Highers – a two percentage point improvement on last year and a 12 percentage point improvement since 2009.
  • Overall for S4 pupils who sat the new qualifications for the first time, 13,585 awards were certificated at the new National 5 level, 8,342 awards were certificated at the new National 4 level and 1,846 awards were certificated at the new National 3 level.

Councillor Paul Godzik, Education Convener for the City of Edinburgh Council, welcomed today’s results. He said: ““Recently published figures from Audit Scotland showed Edinburgh is outperforming similar city and neighbouring local authorities and early indications from the SQA exam results show that 2014 has been another really positive year for our pupils, with performance rising yet again.

“This year’s provisional results are very encouraging with 100% of pupils achieving an English qualification by the end of S5. By the end of S6, an impressive 61% achieved one or more Highers which is a 13 percentage point improvement since 2009.

“I want to congratulate all those who sat exams this year, and thanks must also go to all our teaching staff who have been working extremely hard for the introduction of the new National exams.

“Another key aim is to make sure all school leavers enter a positive destination of employment, training or further education. Initiatives such as the Edinburgh Guarantee are going a long way to making this a reality for many of our ex-pupils.

“This year a record 91% of young people achieved and sustained a positive destination. This is something we will continue to build on in the coming years and look forward to seeing many more placements and positive results.”
