Unpaid carers to receive double additional payment

Tens of thousands of unpaid carers will receive a double payment of the Carer’s Allowance Supplement this winter under legislation passed unanimously by the Scottish Parliament last night.

Recognising the additional pressures unpaid carers face as a result of the pandemic, the December payment of the Carer’s Allowance Supplement will be doubled to £462.80, benefitting more than 91,000 people.

This extra investment, forecast to be £21 million, will be the second time the Scottish Government has doubled a Carer’s Allowance Supplement payment.

The Carer’s Allowance Supplement (Scotland) Bill will also give Ministers powers to provide eligible carers with additional financial support in future if the need arises.

Social Security Minister Ben Macpherson said: “We introduced the Carer’s Allowance Supplement in September 2018 to address the fact that Carer’s Allowance was the lowest of all working age benefits. The £230 payment is in addition to the Carers Allowance in recognition of the role carers play in society.

“In recognition of the additional pressures caused by the pandemic, tens of thousands of unpaid carers will now receive another additional payment of more than £230 through our Carer’s Allowance Supplement this winter. This additional payment means that this year carers in Scotland will get £694.20 more in support than carers in the rest of the UK.

“We also made a double payment last year, so over the past two years we have invested over £120 million from our own budget to support around 91,000 unpaid carers. The Carer’s Allowance Supplement is unique in the UK and is one of seven new benefits we have introduced.

“The Scottish Government will always consider if additional payments are needed in the future, bearing in mind the broad range of support we provide across society and taking account of our limited tax and borrowing powers.

“Unpaid carers have propped up the health and social care sector, and it is vital that they are recognised in ways that deliver real positive impact. We look forward to seeing further measures from our new government which value the role of carers as equal partners.”

Recovery strategy to help those hardest hit by Covid

People who have suffered the most as a result of the pandemic will be at the heart of Scotland’s Covid recovery strategy, the Scottish Government says.

For a fairer future sets out the next steps in Scotland’s recovery from the pandemic, recognising that while the pandemic has affected every area of life in Scotland, those who were already struggling have been hardest hit by its effects.

The strategy aims to address systemic inequalities made worse by Covid, improve people’s wellbeing, and remobilise public services to be more focused on people’s needs, building on lessons learned during the pandemic.

Actions to achieve this will include upskilling and retraining opportunities for workers impacted by the pandemic and the transition to net zero, help for low income families most at risk of poverty, and locally-based mental health and wellbeing support for children and young people.

While the strategy is focused over the next 18 months, it includes a series of actions over the course of this Parliament to deliver substantial improvements in child poverty, make significant progress towards net zero, and secure an economic recovery that is fair and green.

Deputy First Minister and Covid Recovery Secretary John Swinney said: “The impacts of this pandemic have not been felt evenly with the most disadvantaged suffering disproportionately from the virus, and the social and economic effects of lockdown restrictions.

“For that reason, our recovery must go further than how life was before Covid. This strategy sets out how we will do that, working with local government, the third sector, and businesses large and small.

“It is the product of months of engagement with a variety of individuals and organisations representing sectors across the country, including the Citizen’s Assembly and the Social Renewal Advisory Board.

“The experience of the past 18 months has shown us what can be achieved when we look past traditional barriers to get the right service or support to people when they need it.

“By working together with the same energy, imagination, and urgency as we approached the pandemic, we can drive a recovery that delivers more for all of Scotland.”

COSLA President Councillor Alison Evison said: “I welcome the publication of this strategy and its vision, which has many parallels with the COSLA Blueprint.

“Covid-19 has had an immeasurable impact on communities across Scotland and although we continue to respond to the many challenges it presents, we must also take the necessary action to address inequalities in our society that have only worsened as a result of the pandemic.

“Local Government will be at the heart of recovery, just as we were in response to the pandemic.  Recovery is a shared endeavour that requires us all to work together to address the areas of greatest harm resulting from the pandemic, and deliver an inclusive and green recovery for all of Scotland. 

“We look forward to working with the Scottish Government to deliver on a collaborative approach to recovery that is at all times rooted in the needs of the people that we serve.”

Peter Kelly, Director of the Poverty Alliance, said: “The levels of poverty and inequality in Scotland made the impact of the pandemic so much worse than it might otherwise have been. Insecure and undervalued employment, social security benefits that were inadequate and ingrained inequality all meant that some communities bore the brunt of Covid.

“As we look towards the end of the pandemic, it is right that the Scottish Government prioritises a recovery that addresses these underlying inequalities. Focusing on the creation of a wellbeing economy, tackling poverty and investment in social security, housing and decent public services is to be welcomed. Delivering on these priorities and retaining this focus ​on addressing inequalities must drive our recovery to Covid.”

UK’s new simplified travel system takes off today

  • new simplified travel system with a single red list and the rest of the world comes into force from 4am this morning
  • fully vaccinated travellers from over 50 countries and territories have simpler, cheaper rules, with just a single post arrival test needed
  • changes come as UK government welcomes fully vaccinated residents of over 50 countries and territories who can travel like fully vaccinated UK travellers

From 4am today (Monday 4 October 2021), the UK’s new travel system comes into force with countries and territories categorised as either red or the rest of the world.

The new simplified travel system also means that eligible fully vaccinated passengers and eligible under-18s returning from over 50 countries and territories not on the red list, can do so without needing to complete a pre-departure test (PDT), a day 8 test or enter a 10-day self-isolation period, making it easier for those travelling – whether that’s to see friends and family, or on business trips.

As announced last month, the new rules also mean that from later in October eligible fully vaccinated passengers with an approved vaccine and recognised certificate from a country not on the red list will be able to replace their day 2 test with a cheaper lateral flow test, reducing the cost of tests on arrival into England. The government aims to have this in place for when people return from half-term breaks.

Anyone testing positive will need to isolate and take a confirmatory PCR test, at no additional cost, which would be genomically sequenced to help identify new variants.

Transport Secretary Grant Shapps said: “We are accelerating towards a future where travel continues to reopen safely and remains open for good, and today’s rule changes are good news for families, businesses and the travel sector.

“Our priority remains to protect public health but, with more than 8 in 10 people now fully vaccinated, we are able to take these steps to lower the cost of testing and help the sector to continue in its recovery.”

Also from today, under-18s from the over 50 countries whose vaccination status the UK recognises will not need to present a negative PDT before travelling to England. This applies regardless of their vaccination status.

All under-11s, regardless of where they are travelling from, are already exempt from pre-departure testing for arrival in the UK. If children aged 11 and over are not travelling from one of the 50-plus countries and territories where vaccines are recognised, they will be required to follow the same rules as for unvaccinated passengers.

From today, the UK is expanding it’s vaccinated policy to a further 18 countries, including the United Arab Emirates, Japan and Canada. The recognised vaccines are Pfizer BioNTech, Oxford AstraZeneca (including Covidshield), Moderna and Janssen (J&J).

This builds on the UK government’s successful pilot phase with Europe and the US, and brings the total number of countries in scope of the policy to over 50, with more countries and territories being added in the coming weeks.

Those eligible must have a document from a national or state-level public health authority that includes certain information including name, date of birth and vaccination details, as set out in guidance on GOV.UK.

The UK government has maintained it would take a phased approach to recognising vaccines administered by other countries and territories, building on the success of the pilot with the US and Europe.

Fully vaccinated residents in other countries not yet part of the inbound policy, as well as those partially vaccinated, will still have to take a pre-departure test, PCR tests for day 2 and day 8 after arrival, and self-isolate for 10 days, with the option to test to release after 5 days.

The UK government is continuing to work with international partners as we seek to more regularly expand the policy to further countries and territories.

All arrivals will still need to fill in a passenger locator form ahead of travel. Travellers should continue to check GOV.UK travel guidance including Foreign, Commonwealth and Development Office (FCDO) travel advice before, during and after travel to keep up to date with entry requirements and ensure compliance with the latest COVID-19 and non-COVID-19 regulations for the country being visited.

Passengers should also carefully check booking conditions prior to booking.

The Scottish Government has ‘reluctantly’ agreed to adopt the same system.

HMRC: Working Tax Credit customers must report changes to working hours

HM Revenue and Customs (HMRC) is urging Working Tax Credit (WTC) customers to check if they need to update their working hours if these have reduced as a result of coronavirus.

During the pandemic, WTC customers have not needed to tell HMRC about temporary short-term reductions in their working hours as a result of coronavirus – for example if they were working fewer hours or were furloughed. It is one of several measures HMRC introduced to help those facing uncertainty around their hours.

If a WTC customer’s hours temporarily fell because of coronavirus, they have been treated as if they were working their normal hours.

Customers do not need to tell HMRC if they re-establish their normal working hours before 25 November 2021, but from then, they must do within the usual one-month window if they are not back to working their normal hours shown in their WTC claim.

Myrtle Lloyd, HMRC’s Director General for Customer Services, said: “We introduced this measure last year to help support working families. It is vital that Working Tax Credit claimants who have benefitted from it update HMRC with their working hours if they have reduced, and they won’t return to their normal level before 25 November.

“Anyone who is no longer eligible for Working Tax Credit due to a change in their circumstances may be able to apply for other UK Government support, including Universal Credit.”

Customers should continue to tell HMRC about any permanent changes to their circumstances within one month – for example if they are made redundant, lose their job or their hours change permanently during this time.

This will ensure only those who are entitled to tax credits receive them, otherwise those ineligible or due a lower rate of payment will have to pay them back later.

Any changes can be easily reported online on GOV.UK, where customers can also check their current WTC claim details.

If customers receive tax credits they are not entitled to as a result of a change they will need to repay this money and may also have to pay a penalty if they do not let us know within one month. 

HMRC is also reminding claimants that Post Office card accounts are closing. From 30 November 2021 HMRC will stop making payments of Child Benefit, Guardians Allowance and tax credits into Post Office card accounts.

Child Benefit and tax credits customers who use Post Office card accounts to receive their payments will need to notify HMRC of their new bank, building society or credit union account details. HMRC is encouraging customers to act now so they do not miss any payments once their Post Office account closes. They can contact HMRC’s helplines (0345 300 3900 for tax credits or 0300 200 3100 for Child Benefit) or use their Personal Tax Account.

Some second dose appointments offered to teenagers in error

NHS Lothian has said that a number of second vaccination appointments have been mistakenly scheduled for 16 and 17-year-olds.

The health board said text message and appointment letters have been issued to the teenagers in Lothian which urge them to attend an appointment for a second dose of COVID vaccine, even though they may not be eligible.

At the moment, and in line with national guidance, 16 and 17-year-olds are only being offered one dose of the vaccine, unless they are clinically extremely vulnerable themselves, living with someone who is or are an unpaid carer.

However a data error has caused 2,500 text messages to be sent to teenagers in Lothian inviting them for a second dose. Many of those invitations may be entirely appropriate, but many will not.

As a result, a second text message has been issued urging the teenagers not to attend unless they are clinically extremely vulnerable themselves, living with someone who is or are an unpaid carer.

The situation is under investigation to establish what happened and how many letters may also have been sent via the national booking system to teenagers.

Pat Wynne, Director of Nursing Primary and Community Care, NHS Lothian, said: “I would like to apologise to all of those teenagers affected and for any confusion and inconvenience caused.

“All of those who received a text message have been contacted again with more information on what to do next. We don’t yet know how many letters have been issued, but we are investigating fully to establish what happened and how many people are affected.

“If you are eligible for a second dose – if you clinically extremely vulnerable yourself, living with someone else who is or are an unpaid carer – please double-check your appointment and make sure you receive that vital protection from a second dose.

“However we are really keen to make sure that other teenagers do not face a wasted journey to a vaccination centre or that they do not receive a second dose when it is currently not recommended for them.”

Vaccine certification scheme comes into effect today

Proof of status now needed at higher risk venues

The Coronavirus vaccine certification scheme comes into effect today in Scotland meaning people will have to show proof  of their vaccination status to  enter some events and higher risk venues.

People attending a range of  late night venues and larger  indoor and outdoor live events, such as music festivals or large sporting events, will be required to show staff their Covid status. This can be done via the NHS Scotland Covid Status App released yesterday on their mobile device or using the paper certificate.

Following consultation with businesses affected a grace period has been agreed until Monday October 18th before the scheme is legally enforced. The legal requirement for businesses to keep information about certification status confidential and not use it for other purposes comes into effect today.

Deputy First Minister John Swinney said:  “We know from expert public health analysis that we must do all we can to stem the rise in cases and reduce the pressure on the NHS.

“Vaccine certificates have a role to play as part of a wider package of measures. They add a further layer of protection in certain higher risk settings.

“This is a very limited scheme and we hope this will allow businesses to remain open and prevent any further restrictions as we head into autumn and winter.

“I would encourage people to to download the NHS Scotland Covid Status App and help our drive to keep the virus under control.

“Scotland is not unique in introducing such an approach. Certification schemes are in place across Europe, including Ireland and France, and the Welsh Government is also planning similar measures.

“I also want to ensure that as many people get vaccinated as possible and particularly to increase uptake in the younger age cohort, so anything that helps to incentivise that is helpful.”

The Scottish Government will continue to work with the sectors affected and updated guidance has been published to help ensure the smooth introduction of the scheme.

People in Scotland can download the NHS Scotland Covid Status App via their mobile device. A  paper certificate or the downloadable PDF is also available from NHS Inform. 

The Regulations which came into force at 5am today and must be reviewed every three weeks as part of the wider review of Coronavirus Regulations.

There are currently no plans to introduce certification for the wider hospitality industry but this will be kept under review over the autumn and winter months.

Exemptions to the scheme include under 18s, participants in vaccine trials, as well as people who cannot be vaccinated for medical reasons and people working or performing in the venues.

Officials are currently working with other UK jurisdictions to help ensure people vaccinated outside Scotland can still enter the venues affected with proof of their vaccine status.

Tackling coronavirus in Scotland: £25 million to improve ventilation

Business premises will be able to access a £25 million package to improve ventilation and reduce the risk of coronavirus (COVID-19) transmission.

Grants will target a wide range of high risk settings where people come into close proximity, including restaurants, bars and gyms, with support available to help companies undertake work such as the installation of carbon dioxide monitors and altering windows and vents.

An expert advice group, chaired by Professor Tim Sharpe from the University of Strathclyde, unanimously recommended that businesses should be supported to improve ventilation. The Group was established in August to advise how enhanced ventilation can help reduce transmission of the virus.

First Minister Nicola Sturgeon said: “As we step away from other mitigations, improved ventilation will play a significant role in reducing transmission indoors, support the sustained opening of society and contribute to our wider Covid recovery.

“Many of the businesses we are targeting have been closed for long periods and it is right that they are helped to undertake this work. We are allocating up to £25 million to assist small and medium-sized enterprises and expect to begin making payments in November.

“The package will initially target higher risk sectors where people spend significant amounts of time in close proximity to each other, such as hospitality and leisure, and will make indoor settings safer, especially through the winter months.”

Further details of the grants, including eligibility and timing, will be published on findbusinesssupport.gov.scot in due course.

Enforcement of Scotland’s vaccine certification scheme delayed

Higher risk venues covered by the Coronavirus vaccine certification scheme will have two-and-a-half weeks to test and adapt the new scheme in their own premises before the measures are legally enforced.

The scheme will come into effect as planned on Friday October 1st in Scotland meaning people will have to show proof of their status to  enter some venues and events – but legal enforcement will not come into effect until Monday 18 October.

People attending a range of  late night venues and larger  indoor and outdoor live events, such as music festivals or large sporting events, will be required to show staff their Covid status. This will be done via the Covid Status App on their mobile device or using the paper certificate.

However Scotland’s Night Time Industries Association has launched a legal challenge.

Members of the NTIA have instructed legal counsel to serve a writ on Scottish Government challenging the Covid regulations being put in place to mandate Covid Passports. The NTIA are waiting to hear from the court with regard to hearing date in the coming days.

People in Scotland are now being encouraged to download the NHS Scotland Covid Status App from Thursday September 30th, ahead of the vaccine certification scheme going live the following day. People can also use a paper certificate or the downloadable PDF available via NHS inform.     

The Scottish Government today published further guidance for businesses and venues on the scheme which will assist them in making the necessary preparations for the scheme coming into force.

The Scottish Licensed Trade Association (SLTA) has welcomed yesterday’s announcement by the First Minister that Scotland’s new vaccine passport system will not be enforced until more than two weeks after it is introduced.

Customers going to nightclubs and several other larger event settings will need proof that they have had two doses of a Covid vaccine from 5am on Friday.

Colin Wilkinson, managing director of the SLTA, said:This is of course welcome news but it would have been better if we didn’t have Covid passports at all. We remain opposed to the scheme – it is a most unwelcome development for the licensed trade and as we have previously stated, it has happened without any meaningful consultation with the industry.

“However, they are being introduced so we implore the Scottish Government to ensure that the technology utilised is robust, reliable and easy to use for customers and the people tasked with policing the scheme.”

Responding to the Scottish Government’s pledge to provide £25 million to help smaller Scottish businesses improve their ventilation systems, Mr Wilkinson said: “This is excellent news as it will help licensed premises improve their ventilation and ensure the safety of customers and staff.”
