Cala breaks ground on affordable homes in South Queensferry

CONSTRUCTION has begun on the second phase of affordable homes in South Queensferry which will provide a much-needed boost to housing supply.

Cala Homes (East), in partnership with Manor Estates Housing Association (MEHA), has broken ground on 25 social rent homes at its Queensferry Heights development near the Firth of Forth.

The £4.3 million project, supported by the City of Edinburgh Council with grant funding from the Scottish Government’s Affordable Housing Investment Programme, includes 15 one- and two-bedroom apartments and 10 three-bedroom terraced houses.

It builds on the 19 homes that have already been built and handed over to MEHA as part of the first phase, taking the total number of affordable homes delivered across the development to 44.

The second phase of homes are scheduled for completion in the first quarter of 2026, providing new opportunities for families and individuals seeking affordable living in the area.

The development, located in a prime position near the Forth Bridges, offers excellent transport links and access to local amenities, making it a desirable location for new residents. As with the first phase of 19 MEHA homes, the second phase blends seamlessly with the wider private development.

In addition to its attractive location, the development has been designed with sustainability and community in mind, featuring energy-efficient homes and integrated green spaces.

C~urb Property Development, part of the Link group of companies, provides expert affordable housing development services to a range of customers including Registered Social Landlords cross Scotland.

Affordable homes completions at 23 year high

The number of affordable homes completions in the past year is the highest annual figure since 2000, the latest quarterly statistics show.

Almost 11,000 affordable homes were delivered in the year to end June 2023. These homes ensure further progress towards achieving the Scottish Government’s target of delivering 110,000 affordable homes by 2032, with 70% of these for social rent and 10% in rural and island communities.

Housing Minister Paul McLennan said: “I am pleased that the number of affordable homes completed in the latest year is the highest annual figure since 2000, supporting almost 11,000 households to have an affordable place to live.

“The combined challenges caused by a hard Brexit and economic mismanagement by the UK government have triggered various issues including the rising cost of construction supplies and workforce challenges.

“The housing sector has done incredible work to deliver homes in these circumstances and we will continue working with partners to mitigate these impacts. We are also making £3.5 billion available in this parliamentary term, towards the delivery of more affordable and social homes.

“Despite the challenges, since 2007, Scotland has seen over 40% more affordable homes delivered per head of population than in England, and over 70% more than in Wales. We have already delivered 13,354 homes towards our next target of 110,000 affordable homes in Scotland by 2032.”

Improvements to shared equity housing scheme

Veterans and disabled people among those to benefit

Changes to a shared equity scheme will mean disabled people, first-time buyers and others on low to medium incomes will have an increased opportunity to buy a home that meets their needs.

From today, the threshold of the Open Market Shared Equity Scheme – which allows people to buy a home without having to fund its entire cost – has been raised by 9% across the country to reflect rising house prices. The scheme is aimed at priority groups who need support to buy their own home.

Applicants will also be able to make offers on properties above the formal valuation amount, where they have funds available. People who have an application in progress do not need to reapply to benefit from the changes.

Housing Secretary Shona Robison said: “These are positive changes which will put applicants on a more level playing field with other buyers when purchasing an affordable home.

“We are well aware of the rise in house prices and we have listened to people’s feedback. That is why we are acting to make the process fairer and to offer a helping hand in challenging times.

“Our evidence-based approach ensures that the scheme continues to be targeted at priority groups and to ensure that, across Scotland, all areas are able to benefit from a viable scheme with a reasonable number of purchases.

“The Scottish Government delivered 111,750 affordable homes between 2007 and 2022, with more than 78,000 for social rent. Progress has started towards our next ambitious target of delivering 110,000 affordable homes by 2032, of which 70% will be for social rent and 10% in remote, rural and island communities.”

D-Day for CALA Homes South Queensferry development plans

PLANS for a prime development on land made available from the completion of the Queensferry Crossing will be determined today (Wednesday 19 May).

Recommended for approval by planners, the 176-home South Queensferry development by CALA Homes (East) includes 44 affordable homes, 39 of which will be delivered by locally-based Manor Estates Housing Association.

The remaining five will be ‘golden share, a form of discounted price available to purchase by those on the housing waiting list’. Most of the affordable homes will be constructed early into the build process.

Approval of the Springfield site at the upcoming City of Edinburgh development management sub-committee will confirm more than £2.2million in Section 75 funding. This includes £2.15m towards education, £29,500 to improving transport infrastructure and around £37,000 towards the expansion of the local healthcare centre.

Following extensive engagement with the local community, the plans also include a range of traffic calming measures at the adjoining Bo’ness Road, as well as improved crossings, footpath connections to Society Road and Bo’ness road and a dedicated cycleway.

Keith Giblett, Chair of Queensferry and District Community Council, said: “We’ve welcomed the extent to which CALA has been willing to listen to the community. Pleasingly, it has resulted in material changes to the proposed development and the area around it, including vital works to Bo’ness road in the vicinity of the primary school.

“Go-ahead will provide a major and timely contribution towards facilities in and around South Queensferry – and we’d look forward to getting an understanding from the council on how that money will be spent.”

The development will benefit from exceptional views out to the Forth and its bridges and a broad mix of homes put forward by CALA includes 57 apartments, alongside three, four and five bedroom properties, boosting supply for a wide segment of the market.

The 44 affordable homes will feature a mix of one to three bedroom homes. CALA hopes to be able to begin work at the development as early as autumn 2021.

Derek Lawson, Strategic Land Director at CALA Homes, said: “This development has been years in the making and we must thank the local community for engaging throughout. In particular, the area around the development will be much more pedestrian and cyclist friendly – with extensive footpath connectivity.

“This process has resulted in final proposals that will boost the local area considerably, as well as providing a wide range of family homes to meet the needs of a strong local market.”

Originally identified for housing almost 30 years ago, the site, which extends to 7.5 hectares, forms part of a wider area of land originally owned by CALA, following the grant of residential planning permission dating back to 1991.

The land was then acquired by the Scottish Office in 1994 for the new forth crossing – Queensferry Crossing. With the bridge now complete, the Scottish Ministers have been in the process of disposing of surplus land. The regulations relating to disposal require that surplus land is initially offered to previous landowners, which in this case is CALA Homes.

CALA has a strong history working in the South Queensferry area, recently completing its development at nearby Dalmeny Park, where it delivered 156 private homes on a brownfield site formerly owned by Agilent. This also included the delivery of 112 affordable homes.

Hart Builders set to transform Silverlea site

Hart Builders have been appointed to lead work to design around 150 brand new affordable homes at the former Silverlea care home in Salvesen. The Council-led development is expected to start on site next summer.  

Hart is working with designers Smith Scott Mullan; Will Rudd Davidson; Hulley and Kirkwood and  Hardies to bring forward proposals for the site as part of the £1.3 bn Granton Waterfront regeneration project.

The site will provide net zero carbon homes for social and midmarket rent as part of Edinburgh’s ambitious 20,000 affordable homes target as well as a new home for Craigroyston Community Youth Football Club.

Residents will benefit from improved energy efficiency and savings on fuel bills, helping to halt our impact on climate change. Residents will have access to high quality green space and links to the promenade and shoreline.

In addition to delivering the project, the contractor will provide a range of community benefits for surrounding residents including apprenticeships and mentoring programmes as well as supporting local organisations.  

The £18m investment will be funded by the Council and grant funding from the Scottish Government.

Councillor Kate Campbell , Convener of Housing, Homelessness and Fair Work, said: “Granton is a site of national importance – recognised by the Scottish Government as strategically significant. To us it’s an opportunity to provide a large number of the much-needed affordable homes, and to open up a beautiful part of our city’s waterfront so that residents can live there, work there and enjoy it.

“The views are amazing, the history is rich – and it’s our job to build homes and community spaces so that we protect and enhance that history and make it a fantastic place to live.

“I’m delighted that we have approved significant funding for Granton Station, one of the most important historical buildings, and that we now own, and are working to light up the gas holder. It’s critical that new development grows up around these buildings respecting, and enhancing, the history of this important part of Edinburgh.

“We’ve also got plans for a coastal park linking Granton Harbour, Cramond and Lauriston Castle, which will be one of the largest coastal parks in Europe.

“Residents told us during consultation on the masterplan that they wanted to see things happening on the ground, not a document sitting on a shelf.

“Appointing a contractor for these 150 new homes at Silverlea demonstrates clearly that we’re listening, and that we will get things moving so that our collective vision for this special part of our city can be realised.”

Councillor Mandy Watt, Vice Convener, added:All of the steps we’re taking to make homes – new and existing council owned – more sustainable are also making them warmer and more cost efficient. This helps us to tackle poverty by making the running costs of a home more affordable as well as helping us meet our targets to tackle climate change.

“Already under way is our extensive £350 million investment programme in council housing which will, over the next 10 years, make them more energy efficient, help tenants save money on their energy bills and ensure more generally they are comfortable to live in.

“The appointment of a contractor is great news as this development will not only deliver much needed affordable homes but the project will also boost employment and help our economy recover from the challenges of the pandemic.”
