The Scottish Parliament has been provided with an update on Reinforced Autoclaved Aerated Concrete (RAAC).
Shirley-Anne Somerville reiterated to MSPs that the Scottish Government continues to follow professional advice on RAAC, as it always has done and is working with local authorities and other partners to understand the extent of the issue.
Ministers have been reassured that the current guidance of the Institution of Structural Engineers and risk-based approach remains appropriate.
Social Justice Secretary @S_A_Somerville has provided reassurances on building safety during an update to @ScotParl on RAAC.@scotgov will continue to follow professional advice on the concrete and will work across the public sector on the issue.
Addressing parliament, Ms Somerville said: “The Scottish Government and the wider public sector has already done much to understand the extent of RAAC issues in Scotland, and we recognise there is more to do. Everyone with the responsibility for building safety takes this matter very seriously.
“Local authorities have a clear responsibility to ensure their schools are safe for pupils, staff and all their users. They are carrying out assessments of all their school buildings.
“We are aware that some parts of the school estate in some councils still need to complete full surveys. Ministers have been clear to authorities that these must be carried out as a matter of highest priority.
“Safety is the central consideration and there is robust guidance which is followed by every local authority to ensure these buildings are safe for the pupils, staff and the public to be in.”
COSLA President Shona Morrison said: “The first point to make is that there are many councils who own no buildings where RAAC is present.
“The safety of everyone in Scotland’s schools and all other council buildings is of paramount importance to councils. We treat the safety of everyone within our facilities extremely seriously. Scottish local authorities are aware of the RAAC issue in buildings across some of their estates and have regular inspections, put in place mitigations as appropriate and closed some buildings where this is required.
“We would stress that some councils have no RAAC affected buildings. We would reiterate that safety is the central consideration and there is robust guidance to ensure these settings are safe for the public to be in.”
On the one year anniversary of her passing, the Prime Minister Rishi Sunak reflects on the life and service of Her Late Majesty Queen Elizabeth II:
The Prime Minister Rishi Sunak said: “Today, on the solemn anniversary of the passing of Her Late Majesty Queen Elizabeth II, our thoughts are with His Majesty King Charles III and the whole Royal Family.
With the perspective of a year, the scale of Her Late Majesty’s service only seems greater. Her devotion to the nations of the United Kingdom and the Commonwealth only seems deeper. And our gratitude for such an extraordinary life of duty and dedication, only continues to grow.
I treasure my memories of those occasions when I met Her Late Majesty, in particular the private audience I had with her at Buckingham Palace before presenting my first Budget as Chancellor. I was struck by her wisdom, by her incredible warmth and grace, but also her sharp wit.
People across the UK – whether they had the good fortune to meet Her Late Majesty or not – will be reflecting today on what she meant to them and the example she set for us all. We will cherish those memories.
The bond between country and monarch is sacred. It endures. So, while we continue to mourn Her Late Majesty’s passing, we should be proud that this remarkable legacy of service – and this remarkable bond – continues to grow today under the reign of His Majesty The King.”

NORTHERN AND LEITH MSP URGES ADDITIONAL ACTION TO PROVIDE MORE SUITABLE TEMPORARY ACCOMODATION AND SOCIAL HOUSING IN EDINBURGH
Ben Macpherson, constituency MSP for Edinburgh Northern and Leith, raised Edinburgh’s housing crisis during Question Time with government ministers at Holyrood today.
The local MSP welcomes actions in the Scottish Government’s newly published Programme for Government 2023/24, with a Housing Bill that will deliver a New Deal for Tenants, the introduction of a system of long term rent controls and new duties aimed at the prevention of homelessness.
However, the current pressures in the capital city are significant with around a 20% increase in homeless applications, growing waiting lists for social housing and high demand for private rented accommodation. The Council have also stated that there is a shortfall of approximately £480m in grant funding over the next five years, in their affordable housing supply programme.
The Edinburgh Northern and Leith MSP asked the Scottish Government if more can be done to assist the City of Edinburgh Council with the delivery of the Strategic Housing Investment Plan, and if more can be done to help secure the appropriate accommodation required to tackle homelessness, given the significant increase in those presenting as homeless and the continued population growth in Edinburgh.
Commenting, Ben Macpherson MSP said: “The affordability and availability of housing in Edinburgh is a very serious issue.
“The current situation is deeply worrying and I will continue to raise concerns with both the Scottish Government and City of Edinburgh Council. Collaborative and urgent action is required to deliver more social housing, tackle homelessness and achieve new solutions.”
Question in the Scottish Parliament – General Questions, 7 September 2023:
Minister for Housing, Paul McLennan MSP: “We are investing £752 million this year through the Affordable Housing Supply programme to support the delivery of more social and affordable homes towards our 110,000 target affordable homes by 2032.
“Working with social landlords to make best use of existing homes and implementing targeted partnership plans with local authorities facing the greatest pressure. Since 2007, we have supported delivery of 6255 social homes in Edinburgh.
“I have met with Edinburgh’s Housing Convener several times to discuss the council’s proposals to improve temporary accommodation and increase housing supply, which will inform a partnership plan.”
Ben Macpherson MSP: “I am grateful for that answer and welcome all of it. However, the Minister will be aware of the severity of the situation here in Edinburgh. Shelter Scotland have called it an emergency and I am increasingly concerned about the correspondence I am receiving from constituents.
“Homelessness applications have increased by over 20%. Therefore, can the Scottish Government provide any additional help to City of Edinburgh Council and other relevant organisations to provide more suitable temporary accommodation?
“And can the Scottish Government do more to fund and prioritise building and delivering more social housing here in Edinburgh, Given the current pressures and projected population growth?”
Minister for Housing, Paul McLennan MSP: “Our aim is to prevent homelessness. However, when it does occur, we are taking housing led response to provide households with settled homes as quickly as possible.
“We provide local authorities with annual allocations of £8 million RRTP funding to support people into settled accommodation and with 30.5 million with their work to prevent homelessness with Edinburgh receiving over £3.8 million in 23-24 during this Parliament to maximise the delivery of social and affordable homes to support Strategic Housing Investment Plan priorities, we are making a record £230 million available to Edinburgh with an additional £10 million this year being allocated.”

The UK’s largest tour operator and third largest airline has added a 7th based aircraft at Edinburgh Airport for Summer 24, enabling them to introduce two new routes for next summer. In addition, the companies will operate services to Malta in Winter 24/25, which is a continuation of their summer services.

“We are looking forward to our biggest ever Summer 24 from Edinburgh Airport, and this huge expansion to our programme is a demonstration of our continued commitment to investing in our operations at the base ahead of it.
“The demand we are seeing from customers and independent travel agents remains strong, so we have responded by expanding our operations at Edinburgh Airport with new routes, extra capacity and an additional 7th based aircraft for Summer 24.
“As a result, we are giving holidaymakers in the region even more choice to get away on our award-winning package holidays and flights whether that is in the summer or the winter.”
Kate Sherry, Chief Commercial Officer (Aero) at Edinburgh Airport said: “It’s always good news when we expand choice for our passengers, so having more destinations to jet to with Jet2.com next summer will allow people to already start thinking about that special holiday.

Scotland’s winter vaccination programme has started in Lothian with over 3,500 people getting their flu vaccine on the first day (Monday 4th September).
Invitations to book or attend an appointment have already been sent to those eligible for a flu vaccine by post in a white NHS Scotland envelope, or by email or text depending on communication preferences.
Flu is serious and even healthy people can become very ill from it. Flu cases were at their highest since 2018/19 last year, with over 14,000 confirmed cases in Scotland.
The flu virus is always changing and vaccination remains the best way to protect yourself and those around you. NHS Lothian is strongly encouraging those eligible to take up the vaccination offer when it comes.
Both flu and COVID-19 vaccines will be offered to people most vulnerable to illness and, where possible, administered at the same time. Eligible groups will be invited for vaccination as the programme progresses through the autumn and winter.
To prevent the spread of flu and COVID-19, the advice remains to stay home with any respiratory symptoms and to wash hands regularly.
Pat Wynne, Nurse Director for Primary and Community Care who oversees the delivery of the winter vaccines programme in Lothian, said: “Vaccination is the best way to protect yourself and others from COVID-19 and flu this winter. Flu vaccines are available to 50 to 64s, people aged 18 to 49 with an eligible health condition and health and social care workers now.
“There are a variety of clinics across Lothian covering evenings and weekends, and we strongly encourage you to book or attend your appointment when invited.
“Coming forward as soon as you’re invited will ensure you’re protected and help alleviate pressures on the NHS over the challenging winter months.”
