Guidance maps out full reopening of Scottish campuses.

New guidance has been published to help Scotland’s colleges and universities prepare for a safe and phased return to campus.

The guidance has been developed in partnership with colleges, universities, the Scottish Funding Council, trades unions and student bodies.

Institutions are planning for a phased return with a blended model of remote and limited on-campus learning in Phase 3 of the Scottish Government’s route map.

Essential preparations can already take place, while on-campus university research and home moves for student accommodation can resume from 29 June, 2020.

Further and Higher Education Minister Richard Lochhead said: “Scotland’s colleges and universities are working hard to ensure the safest possible environment for staff and students returning to campus.

“This guidance will support institutions to do that by setting out clear expectations and practical approaches to public health and health and safety, including physical distancing.

“Throughout the coronavirus (COVID-19) crisis, Scotland’s colleges and universities have been at the forefront of supporting the country, most visibly in supporting the NHS and social care sectors.

“That has included thousands of students joining the health and social care workforce, the contribution of staff, equipment and resources to COVID-19 testing capacity, and the refocusing of existing research capacity to address the pandemic across medical, engineering and other disciplines – as well as community efforts to support the most vulnerable members of society.

“The flexibility colleges and universities have shown so far has demonstrated that they are well-equipped to provide a safe environment for staff and students while supporting their students in their studies and ensuring the highest quality of learning and teaching.”

A Tale of a Divided Britain

  • New polling for the UPP Foundation sheds light on the public’s domestic priorities following the election
  • People who live in Scotland among the most positive about their local area
  • Access to NHS, cost of housing, and declining high streets are seen as the biggest challenges
  • People are positive about the role universities can play in their area, but awareness is limited, and almost a third of people in Scotland have never visited their local university
  • By over a 4.1 ratio, people from Scotland would prefer that graduates return to their local area after graduation – by far the most in the UK

New polling for the UPP Foundation, the registered charity founded by University Partnerships Programme (UPP), carried out by Public First, shows a stark divide between the various communities in Britain as to how they feel their local areas have fared over their time living there.

At a time when much political attention is being given to how to ‘level up’ areas of the country that have fared less well in recent years, the polling shows a great divide between how different parts of their country see their everyday lives.

A divided Britain – and the view from Scotland

There are sharp differences in how people view their community by the type of area they live in, by their age, and by their financial circumstances.

  • Across Britain, while 30% of people who live in cities say that their local area has improved (39% the same, 25% worse), this figure decreases to 22% of those who live in large towns, and only 17% for those who live in small towns – almost half of the figure for those who live in cities.
  • Across Britain, younger people are the most positive. 31% of those aged 18-24 believe their local area has improved (38% think it is the same, 21% has got worse), but only 26% of 35-44 year olds, and 14% of 55-64 year olds – fewer than half as many seeing improvement as the 18-24s.
  • Scottish residents are among the more positive, with 25% of residents thinking their area has improved during the time they have been living there – and only 18% say it has got worse. (Nationally, respondents in London, Scotland, and Wales are most likely to feel that their local areas had improved in recent years, and those in the East of England, East Midlands, and the South East are the most likely to believe there has been decline.

Priorities for improving their local area

With the new government making bold statements about regional infrastructure, transport links such as HS2, and relocating major civic institutions such as the House of Lords to ‘level up’ across the country, this polling also sheds light on the public’s real priorities for improvement in their area.

When asked about their various priorities for improving their local area, people across Scotland thought that:

  • 56% of people thought that high streets in decline was one of the most important issues in Scotland – the second highest in the UK after the North East
  • 44% of voters stated that access to local NHS services was a key priority
  • 48% said the cost of housing was one of the most important issues

These are going to be important issues to many voters – and their new MPs – in the coming years.

Effectiveness of civic institutions in improving local areas

Although voters across Scotland are familiar with the local civic and other institutions active in their local area, they have typically low levels of satisfaction with how well they are performing to improve a local area.

  • Local MPs / MSPs  – 22% of respondents think they’re doing a good job for their local area
  • Local government / council – 21%
  • Local businesses – 30%
  • Local cultural institutions (museums, galleries etc) – 39%
  • Local universities – 44%
  • Local sports clubs and teams – 34%
  • Local hospitals – 37%
  • Local charities – 37%

The role of universities in improving local areas

Universities have been increasingly focussed on the role they can play in their local area in recent years. Despite the expansion of higher education, the public’s overall awareness of the 19 universities across Scotland – who between them educate over 240,000 undergraduates a year is relatively low, but people are optimistic about their potential.

  • Almost a third of people (31%) have never visited their local university in Scotland
  • 44% of people in Scotland think that the universities are doing a good job to improve the local area
  • 65% of respondents in Scotland want universities to play a greater role in their local economy, and 53% of the public agree that universities can and should be involved in the delivery of government services in a local area.

One of the issues often raised in policy debates is whether it is better that graduates return to their home communities after studying, or whether it is better if they migrate to the UK’s larger cities. This research shows that by an over a 4:1 majority – 50% to 12% – people in Scotland would prefer graduates to return to their local area after studying.

The polling was conducted as part of a project looking at the role of universities, as part of their civic responsibilities, to help address the government’s levelling-up agenda. A final report will be published in the Spring.

Richard Brabner, Director of UPP Foundation said: “Our post-election polling points to a divided Britain and underlines the need for the government to double down on its focus on towns to help ‘level up the country’. But although Scotland has its own government for many areas, the Westminster Parliament and Scottish MPs, and MSPs, will need to think about how to improve Scotland as well as other areas in Britain.

“Organisations embedded in their communities will be key to revitalising areas across Scotland. Local institutions and civil society should be supported by government to deliver this agenda.

“Taking the higher education sector as an example, it is clear that there’s a real appetite amongst universities to support  ‘left behind’ places in their regions, and the public is extremely positive about the role universities could play too.

“However, with a third of people having never visited their local university in Scotland, there is much for our sector to do to engage all parts of our society.

“To grow trust and support, universities should be particularly focussed on demonstrating their public value to areas which do not benefit from having a university on their doorstep.”

Record number of students from deprived areas at university

Positive progress on equal access to higher education

A record number of full time first degree students at Scottish universities were from the most deprived areas in Scotland last year. 

New figures show that, in 2017/18, 15.6% of students entering university were from the 20% most deprived areas. This is 0.4% short of the Government’s target for 2021.

Last year also saw an increase in the total number of Scottish students enrolling in Scottish universities.

The statistics, published by the Higher Education Statistics Agency (HESA), show the latest progress in the drive to widen access to higher education.

Higher Education Minister Richard Lochhead said: “These statistics highlight the good progress being made on widening access to higher education. I’m pleased to see more Scots going to university here and a record increase in entrants from our most deprived areas.

“Combined with recent UCAS statistics, this shows demonstrable progress towards giving every young person in Scotland an equal chance of success, no matter their background or circumstance.

“It is also great to see a record number of enrolments and an increased number of qualifications achieved in 2017/18. All of this speaks to the level of excellence found across our higher education institutions.”

Between 2016/17 and 2017/18:

  • Total Scottish domiciled students (undergraduate and postgraduate) at Scottish Higher Education Institutions (HEIs) increased by 1.2% to 160,875
  • The number of students (undergraduate and postgraduate) at Scottish HEIs increased by 2.1% to 247,110
  • Entrants (undergraduate and postgraduate) to Scottish HEIs increased by 3.2% to 104,520
  • EU and non-EU domiciled enrolments to Scottish HEIs increased by 1.7% and 5.1% respectively
  • Qualifiers from Scottish HEIs increased by 2.4% to 76,595

Following the Commission on Widening Access, a target was set that, by 2021, 16% of students entering university will be from Scotland’s most deprived backgrounds, increasing to 20% by 2030. At 15.6% for 2017/18, this is just 0.4 percentage points off the 2021 target.

The latest UCAS statistics from the 2018 End of Cycle Report showed an increase in acceptances for 18 year old students from deprived backgrounds.

Scottish delegation to make a stand against Brexit

Minister takes Scotland’s case to Brussels on eve of Westminster Brexit vote

Leading figures in education, research and science are taking the message to Brussels that Scotland’s universities remain open and welcoming.

Minister for Higher Education and Science Richard Lochhead will lead the Scottish delegation. The team will meet with EU partners and make the case that strong collaboration with researchers in EU countries and the rest of the world is hugely important for the future.

The Minister will underline that Scotland will continue to welcome EU citizens to study or work in our universities.  

Universities Scotland estimate Scotland’s universities are worth £11 billion gross to the economy. Scotland’s researchers and businesses are highly competitive when it comes to winning EU research and innovation funding from Horizon 2020 and other programmes.  

Speaking ahead of today’s meeting, Mr Lochhead said: “Scotland’s global reputation for ground-breaking research and innovation faces unprecedented risks.

“The message we are taking is simple: Scotland’s universities and research institutions are open and welcoming, and we maintain a strong commitment to research collaboration across Europe.

“The Scottish research community is standing together. We know that Scotland’s research has been strengthened by EU citizens working in Scotland, our membership of the European Union and our active participation in the Horizon 2020 programme. The benefits that such participation has provided cannot be underestimated and we will not stand by and see these benefits eroded and obstacles erected that undermine our future.”

Alastair Sim, Director of Universities Scotland commented: “The quality of the research and eduction Scottish higher education delivers is strengthened because of the partnerships we have across the European Union.

“Those relationships are deeply important to us and that remains the case whatever the outcome of the Brexit process. It’s a message we need to keep repeating so it is not lost amidst the noise and chaos going on elsewhere and that’s why it is good to be out in Brussels this week.”

The Scottish Government published “Scotland’s Place in Europe: Science and Research” in November as part of the suite of papers in this series, illustrating the importance and value of research collaboration with the rest of Europe.

joint statement was also issued last month from colleges, universities, trade unions and the Scottish Government, setting out a united approach to protecting the college and university sectors in Scotland from the worst effects of Brexit.

Scotland has proportionally more EU staff and students than the rest of the UK:

  • Around 9% of all university students are EU domiciled
  • 27% of full time research staff are EU nationals
  • EU nationals accounted for more than 75,000 college enrolments between 2012 and 2017

On average, 10% of Scottish universities’ research income comes from the EU.

Scotland has benefited from 558 million euros from the Horizon 2020 programme and 64 million euros from the Erasmus programme.

Horizon 2020 is the biggest EU Research and Innovation programme ever.

Erasmus is an EU programme for education which allows young people to study abroad, and encourages UK organisations to collaborate with international partners.

The Scottish Government has already confirmed that eligible EU students currently studying here or starting a degree this year or next will continue to be eligible for free tuition.

 

Edinburgh riding high among world’s top universities

The University of Edinburgh is among the leading lights in the world of higher education, featuring 27th on the list of the world’s top learning establishments.

The University of Edinburgh, University of Glasgow, University of St. Andrews, University of Dundee and the University of Aberdeen remained in the top 200 universities for 2016-17 in the world’s most comprehensive global league table of higher education.

The new rankings mean Scotland has more institutions per head of population in the top 200 than any other country except Luxembourg.

The THE rankings examine a university’s strengths including research, knowledge transfer, international outlook and the teaching environment. Oxford University tops the league and both Cambridge and Imperial College London also feature in the top ten.

Minister for Further Education and Higher Education Shirley-Anne Somerville said: ““I welcome these figures which underline our strength in higher education and the value with which the Scottish approach is held globally. Credit is due to the staff and students at all five universities for their hard work to achieve this.

“Scotland continues to punch above its weight, having more institutions per head of population in the top 200 than any other country except Luxembourg. This continued strong performance is against a backdrop of other European universities suffering in the rankings due to the ascent of Asian institutions.

“The Scottish Government is investing over £1 billion in our higher education institutions in 2016-17, ensuring that all of our institutions receive financial support to enable them to deliver high quality teaching, world class research and knowledge exchange and remain internationally competitive.”

The five Scottish universities are ranked:
