Meet the contestants of Dùbhlain DIY (Instructions Not Included)

Get ready for an electrifying DIY showdown this spring as amateur Scottish duos go head-to-head in a brand new TV challenge series, Dùbhlain DIY (Instructions Not Included).

Airing each Monday at 8.30pm from 6 May, the five-part BBC ALBA original series will follow six pairs – made up of married couples, family members and friends – as they compete for a £2,000 cash prize and the ‘Dùbhlain DIY champions’ title.

Inspiring the nation to ‘do it yourself’ in the name of sustainability, the innovative format will see rookie pairs battle it out in a series of home renovation tasks – with a twist. Without any instructions, demonstrations or even guidelines to follow, the couples will need to bring their differing strengths and creative talents to the competition to see who measures up.

Some may shine while others fall flat as they face a variety of themed challenges, but everything is to play for with one couple being eliminated each week, putting their skills – and relationships – to the test.

Hailing from across Scotland, the Dùbhlain DIY (Instructions Not Included) contestants include:

  • Isle of Lewis and BBC Radio Nan Gàidheal pals, actor Marisa MacDonald and An Lot crofter Donald “Sweeny” MacSween;
  • Hebridean siblings, solicitor Isabel Macleod (from Carloway, now based in Stornoway) and Royal National Mòd ‘Traditional’ gold medallist, Tormod Macleod (from Carloway);
  • Lewis-based spouses, wife and mum-of-four Marie Duke (originally from Skye) and her film editor husband Paul (originally from Newtonmore);
  • Glasgow-based friends, singer Josie Duncan (from Laxdale) and artist and content creator Choirstaidh Iona McArthur (from Greenock);
  • Retired twin sisters from the Isle of Lewis, Donna Barden and Mina Nicolson; and
  • South Uist cousins studying in Glasgow, Alasdair Campbell and Calum MacMillan (raised in Bornais)

From basic flat pack furniture to their own creations made out of recycled materials, their imagination will be allowed to run riot, before being tempered by materials, time constraints and often, their own abilities.

Dùbhlain DIY competitor, Tormod Macleod said: “I do occasionally try my hand at DIY. I have built flatpacks like everyone else and have built a couple of basic raised beds for my garden.

“I do try to fix things when needed as well but I’m certainly not a professional.”

Hoping to learn a few things along the way, his solicitor sister Isabel Macleod added: “I learnt a lot from my dad – he was a fisherman, joiner and builder and could turn his hand to anything.

“I would often spend time helping him make and repair things but wish I’d learnt more! I always attempt to fix things around the house as I don’t like how wasteful society is. Not sure if I’m very good at some tasks but it’s always worth a try!”

Hosted by TV and radio presenter Derek “Pluto” Murray, alongside main judge musician Iain “Spanish” MacKay – a skilled joiner by trade – the Gaelic duo ensure there will be plenty of laughs along the way.

Enlisting the help of an expert guest judge each week, viewers can join in with the excitement and exasperation as the couples vie for the title, with a display of improvisation at its best.

Presenter Derek “Pluto” Murray said: “Get ready for the ultimate test of creativity, ingenuity, and skill with our new DIY competition, pitching challenges with the twist of “instructions not included” – as if flat pack furniture building wasn’t stressful enough!

“Although the competitors lack in instructions, they excel in enthusiasm and craic!”

Judge Iain “Spanish” MacKay added: “It’s a celebration of the country’s DIY culture – whether an amateur enthusiast or someone who has had to pick up a hammer out of necessity, Dùbhlain DIY will give the viewers something they can relate to, even if it’s just seeing the sheer frustration of attempting even the most basic of DIY tasks.

“While offering feel-good escapism, we hope it’ll inspire those at home to get out there and start a new project of their own.”

New tax credits for British film, TV and video game makers start today

  • New and improved tax credit system for film, TV and video game production companies starts from today
  • An extra £42,500 in relief for children’s TV, animated TV and animated film production
  • £5,000 in relief for high-end TV, film or video game production

British film, TV and video game producers will benefit from new, more generous tax credits that start today (1 January 2024).

To maximise the potential of the UK’s cutting-edge production industry and help incubate unique British talent, the government’s Audio-Visual Expenditure Credit and the Video Games Expenditure Credit replace the previous tax reliefs for film, TV and video games.

All companies will receive more tax relief than they did under the previous system, greater flexibility over production decisions and greater clarity about the amount of credit companies can expect to receive.

Nigel Huddleston, Financial Secretary to the Treasury, said: “We are backing the makers of the next Barbie, Happy Valley and Grand Theft Auto with this new, more generous, tax credit system for British production talent.

“The UK is a world leader in creativity, and we want to ensure that continues well into the future by making it easier for British film, TV and video games to thrive.”

Under the new system, a children’s TV production, animated TV production or film with £1 million of qualifying expenditure will receive an additional £42,500 in relief. A high-end TV production, film production or video game will receive £5,000 in relief. To ensure fairness, the uplift in relief for animation will be extended to include animated films as well as TV programmes.

The credits will be calculated directly from a production or game’s qualifying expenditure, instead of being an adjustment to the company’s taxable profit.

Animation and children’s TV productions will be eligible for a higher credit rate of 39%, a rate increase of 5.5% under the previous reliefs. The 34% credit rate for film, high end TV and video games is roughly equivalent to a rate increase of 0.5% under the previous tax reliefs.

The new system applies to the whole of the UK.

The government has listened to feedback from industry that companies will need sufficient time to adapt to the new expenditure credits. For this reason, productions and games in development on 1 April 2025 may continue to use the previous tax reliefs until they end on until 1 April 2027.

The move to reform tax relief for entertainment productions and video games was announced at the Spring Budget in March 2023. The system implemented today was developed hand in glove with the UK entertainment industry, with consultations on both the policy itself and the draft legislation. It is being legislated as part of the Finance Bill 2023-24.

The UK’s creative industry is already worth £126bn and the UK has the largest video game employee base in Europe, at nearly 21,000 by the last estimate.

Today’s new tax credit system is the latest move by UK Government in support for British creative industries. The Chancellor also announced that full-expensing will be made permanent in 2023’s Autumn Statement, helping creative businesses invest for the less by saving them 25p in every £1 they spend on qualifying equipment and machinery.

At Spring Budget 2023, the Chancellor also extended the rates of relief for theatre, orchestra and museums for two additional years to April 2025.

In September last year, coinciding with a visit by the Chancellor Jeremy Hunt to Warner Bros. Studios in Los Angeles, it was announced that the production giant would expand their studio in Leavesden, Hertfordshire, in 2024. The move is expected to create 4,000 new jobs in the UK and contribute more than £200m to the UK economy.

Ofcom proposes ban on inflation-linked mid-contract price rises

Ofcom also reveals that take-up of social tariffs more than doubled in the last year, but millions of eligible customers remain unaware of them

Telecoms customers must be told upfront in pounds and pence about any price rises their provider includes in their contract, under new consumer protection plans set out today by Ofcom.

With most major phone, broadband and pay TV companies now including mid-contract price rises linked to uncertain future inflation, we are concerned that customers’ contracts do not provide sufficient certainty about the prices they will pay.

So Ofcom are proposing to introduce tougher protections for customers by banning this practice.

Confusing price rise terms risk undermining competitive market

Competition helps keep prices down. Although some broadband prices have increased this year, over the last five years, average prices for broadband and mobile services in the UK have fallen in real terms. At the same time, companies have been investing in upgrading their networks, while average speeds and data use have increased.[1]

However, for competition to work, consumers must be able to shop around with confidence.

In recent years, pricing practices where providers impose an annual rise linked to unpredictable future inflation, plus an additional percentage of typically 3.9%, have become significantly more widespread, undermining customers’ understanding of what they will pay.

What we have found

Our analysis of providers’ data shows that as of April 2023 four in ten (11 million) broadband customers and over half of mobile customers (36 million) were on contracts subject to inflation-linked price rises. We estimate that these numbers may grow further, to around six in ten of both broadband and mobile customers, as Three and Virgin Media apply inflation-linked in-contract price rise terms to more of their customers’ contracts during 2023/24.

However, awareness and understanding of these terms is very low.  More than half (55%) of broadband customers and pay monthly mobile customers (58%) do not know what inflation rates such as CPI and RPI measure. And of those who are with providers that use inflation-linked price rises, very few broadband (16%) and mobile customers (12%) were both aware of the price rise and able to identify that it was inflation-linked with an additional percentage.[2]

We also found that even when people do consider future inflation-linked price rises when choosing a contract, they often do not understand them fully and find it difficult to estimate what the impact could be on their payments.

Between January and October 2023, Ofcom received over 800 complaints related to price rises – almost double the volume of complaints received during the same period in 2021 – many of which highlighted uncertainty created by inflation-linked price rises.

Our conclusions

We have provisionally concluded that inflation-linked mid-contract price rise terms can cause substantial amounts of consumer harm by complicating the process of shopping for a deal, limiting consumer engagement, and making competition less effective as a result.

These terms also require customers to unfairly assume the risk and burden of financial uncertainty from inflation, with tangible impacts on their ability to manage costs at a time when household budgets are already stretched to the limit.

Toughening our rules

To tackle this problem, we propose to introduce a new rule requiring that any price written into a customer’s contract would need to be set out in pounds and pence, prominently and transparently, at the point of sale. That includes being clear about when any changes to prices will occur.

This would prevent providers from including inflation-linked, or percentage-based, price rise terms in all new contracts.

Dame Melanie Dawes, Ofcom’s Chief Executive, said: “At a time when household finances are under serious strain, customers need prices to be crystal clear. But most people are left confused by the sheer complexity and unpredictability of inflation-linked price rise terms written into their contract, which undermines customers’ ability to shop around.

“Our tougher protections would ban this practice once and for all, giving customers the clarity and certainty they need to secure the best deal for their needs and budget.”

Next steps

We are consulting on this proposed new requirement until 13 February 2024, and plan to publish our final decision in spring 2024.

Subject to responses, we intend for the new rule to come into effect four months after the publication of our final decision. This period reflects our concern about the scale of consumer harm balanced against the need to give providers sufficient time to make the necessary changes to their processes and business plans.

Enforcement action

Separately, Ofcom have been investigating whether phone and broadband companies complied with our previous rules between March 2021 and June 2022. We have found that a small number of providers may not have given some customers clear information about price rises at the right time, creating a potential compliance concern.

We have discussed these concerns with the relevant providers and secured refunds for some affected customers. We will continue to discuss our remaining concerns with these providers, escalating to separate, targeted enforcement action if necessary.

Social tariff take-up doubles in a year

Ofcom has also today published its annual Pricing Trends report, which this year includes the latest take-up and awareness figures for social tariffs.

Social tariffs are cheaper broadband and phone packages for people claiming Universal Credit, Pension Credit and some other benefits. Some providers call them ‘essential’ or ‘basic’ broadband.

Take-up of social tariffs increased to 380,000 in September 2023, up from 147,000 a year earlier, meaning more customers are benefitting from the savings the tariffs offer. However, awareness among eligible customers remains a challenge. Just over half (55%) of eligible households remain unaware of social tariffs; and while take-up is improving, it remains low as a proportion of all eligible households (8.3%).

For the first time, we have published take-up figures for each of the largest providers of broadband social tariffs.

BT has the largest share of broadband customers taking a social tariff (72%), followed by Sky (13%), Virgin Media (6%), Vodafone (4%), KCOM (1%) and Shell Energy (0.3%).

These proportions are partly a reflection of the length of time over which different social tariff products have been available. TalkTalk is the only major broadband provider not to offer a social tariff.

Action! Major film and TV studio set for Leith

Screen Scotland has announced that First Stage Studios Ltd, led by Oscar-nominated and BAFTA winning film and television producer Bob Last and actor and director Jason Connery, has been appointed to run a large-scale film and TV studio space in Leith.

The studio space in Leith has already hosted major international productions, including Marvel’s Avengers: Infinity War. Its scale complements the range of studio facilities and flexible build spaces available across the country and will benefit both the indigenous sector and Scotland’s ability to attract high value international productions that work with the local sector.

Fiona Hyslop, Cabinet Secretary for Economy, Fair Work and Culture, said: “This announcement represents a great step forward in Scotland’s ambition to drive growth across all aspects of the film and TV sector.

“Having a studio of this scale will provide a home in Scotland for film and high-end TV productions, generate significant revenue for Scotland’s wider economy and support sustainable careers across the film and TV industry from writers, producers and directors to those working in craft and technical areas.”

Screen Scotland’s Executive Director Isabel Davis commented: “The studio is key in expanding film and TV production in Scotland. We’re delighted to be working with First Stage Studios to bring it to life. Bob and Jason bring a wealth of expertise and industry knowledge that is invaluable to the development of the studio.

“Scotland is internationally renowned for its world-class talent, crews, facilities and breath-taking locations, this facility means we can raise the visibility of Scotland on screen, anchor more film and high-end television productions in Scotland and capitalise on the global boom in the industry.”

The producers of this heart warming show would love to chat to people who are downsizing, emigrating or have inherited a property – or indeed need to clear their house for any other reason.

Fronted by Angus Ashworth, the expert auctioneer will help bring to life the human story of these house clearances at what is often an emotional time. Every clearance can uncover treasures, such as Persian rugs gathering dust in the garage, war medals and wedding crystal forgotten in the loft, even fossils and rare collectables.

What’s your view on Scotland’s TV and Film Industry?

The Scottish Parliament’s Culture, Tourism, Europe and External Relations Committee are conducting an inquiry into Scotland’s TV and film industry. The Committee wants to look at ways to strengthen and develop the sector using recommendations from the Screen Sector Leadership Group’s report (below).

The Screen Sector Leadership Group (SSLG) was established on the recommendation of the Economy, Energy and Tourism Committee in a report it published on the economic impact of the film, TV and video games industries in 2015. The Screen Sector Leadership Group brought together senior representatives of the Scottish Screen industry to recommend actions to strengthen and develop the sector.

The SSLG agreed a series of recommendations under the following priorities for the sector:

  • Increased funding for film and television production
  • Increased studio facilities and infrastructure for Scotland
  • Increased investment in talent development, skills and training
  • Increased and appropriate business development support for screen businesses
  • Robust research and statistics on the value of the sector and the impact of funding and support mechanisms.

Joan McAlpine MSP, convener of the Culture, Tourism, Europe and External Relations Committee said: “Scotland’s screen sector has enjoyed a number of notable successes in recent years and we want to ensure the industry reaches its full potential.

“The Screen Sector Leadership Group has made some really helpful recommendations in their report to the Committee that suggests ways to develop a successful and sustainable industry which nurtures domestic talent and has a wider benefit for the Scottish economy.

“The inquiry will focus on how these recommendations can be implemented and will feed into the wider work of the Scottish Government and supporting bodies like Creative Scotland and Scottish Enterprise”.

The Committee’s deputy convener, Lewis Macdonald MSP, said: “Scotland has immense potential to have a world leading screen industry. My hope is that we can build on recent success like Outlander and Hollywood productions like the Avengers to create a more vibrant and sustainable industry which encourages local talent and expertise.”

Referendum results coverage through the night with STV

Scotland Decides: ‘the most ambitious live programme STV has ever broadcast’

STV has confirmed an extensive overnight results programme on Thursday 18 September, presented byBernard Ponsonby and Aasmah Mir, with live reports from all 32 declarations across Scotland and complemented by in-depth online coverage on stv.tv throughout the night.

On the day of the crucial vote, Thursday 18 September, STV will bring viewers comprehensive programming starting with a special edition of STV News at Ten at 2200, presented live from Edinburgh by John MacKay, which will mark the end of the referendum campaign and report the story of Scotland’s historic vote, with coverage from across Scotland.

From 2240 until 0600, STV will broadcast an all-night results programme, Scotland Decides. The programme will be hosted by political editor Bernard Ponsonby and TV and radio presenter Aasmah Mir with a panel of leading politicians, commentators and analysts, and STV’s news teams will report live from all 32 declarations across Scotland as they happen through the night. Extensive online coverage will be provided on stv.tv with result updates and analysis throughout the night.

Scotland Decides will be broadcast across the ITV network, and STV News at Ten will be broadcast by ITV Border Scotland.

STV has unveiled its extensive schedule of referendum programming to bring viewers in-depth coverage of all the key issues, news and discussions from both sides of the campaign, along with comprehensive results coverage and analysis in the days following the vote.

The full schedule of STV referendum week programming:

During week beginning Monday 15 September, STV’s news programme STV News at Six will be presented from Holyrood by John MacKay bringing the key referendum news to viewers across the country.

On Friday 19 September at 0600, following its overnight results programme, STV will air Scotland This Morning – How the Nation Voted, hosted by John MacKay and Andrea Brymer. The programme will examine the outcome of the historic vote with reactions from around the country as Scotland wakes up to the result.

Friday’s coverage continues with a special half hour edition of STV News at 1330 followed by an hour long STV News at Six, presented from Holyrood and covering all the latest developments and featuring live reports from across Scotland and Westminster.

Finally, a special edition of Scotland Tonight presented by Rona Dougall will air at 2230 on Friday 19 September, bringing full analysis of the vote and political reaction, and a half hour long STV News Special  will air on Saturday 20 September at 1830.

Terrestrial TV ramps up Referendum coverage

While the ‘Yes’ and ‘No’ campaigns continue to slug it out as the Referendum countdown continues, the broadcasters are having a private battle of their own. Both BBC and STV have just announced plans which they hope will grab some headlines for themselves.

STV announced yesterday that Alex Salmond has agreed to take part in an STV television debate on the independence referendum with Alistair Darling.

Mr Salmond has been calling for a ‘First Minister to Prime Minister’ debate over independence, but as David Cameron continues to insist the referendum is an issue for the Scots, the First Minister has now agreed to appear in a debate with Alistair Darling, who leads the Better Together campaign.

STV News had invited both campaigns to participate in a live two-hour debate in front of an audience of 500 voters from both sides as well as undecideds. The landmark live debate will be chaired by STV’s political editor Bernard Ponsonby on a date to be confirmed.

Speaking about the debate, Better Together campaign director Blair McDougall said: “Alex Salmond’s TV debates bluff has finally been called. This is a welcome, if long overdue, climb-down by the First Minister.

“The nationalists wanted to make this a Scotland versus England contest. The vast majority of Scots know that’s not what this is about.

“There are two competing Scottish visions for our country. We offer the best of both worlds, with more powers for Scotland backed up by the strength, security and stability of the larger UK. The nationalists only offer a leap in the dark with separation.

“People in Scotland deserve a TV debate between the leaders of both campaigns about the big issues in this referendum, like what would happen to our Pound, pensions and public services.”

Blair Jenkins, Yes Scotland’s chief executive, said: “Polls show that the people of Scotland want a debate between the First Minister and the Prime Minister.

“If David Cameron is content to dictate to us, then he should be brave enough to debate with us. Team Yes has an abundance of talent ready and waiting to put forward the positive Yes case; meanwhile, the No side are desperately trying to pass the bat as far down the pecking order as possible.”

While STV will undoubtedly be delighted to have landed ‘the big one’ and will host the eagerly-anticipated leaders’ debate, ultimately it’s you, the punter, who will decide Scotland’s future – and increasingly it seems that young first-time voters may swing the result one way or the other. BBC Scotland announced today it will host the biggest debate the country has ever seen in the week before the independence referendum – and every secondary school in Scotland will be invited to take part.

Up to 12,000 first time voters from across Scotland will fill Glasgow’s SSE Hydro for a BBC One televised debate on independence. The 11 September debate will give 16 and 17-year-olds the opportunity to air their views and question politicians.

The BBC will contact both campaigns to discuss the appropriate representative from each side to appear on the show, and the programme will be broadcast across the UK on BBC One a week before Scotland makes it’s choice.

John Boothman, BBC Scotland’s Head of News and Current Affairs, said: “This will be the biggest political debate that has ever been televised in Scotland. We are proud to bring the nation’s young people together to hear the arguments that will determine the future of the country.”
