Tesco Bank supports local communities with new charity partnerships

Tesco Bank has announced two new major charity partnerships with The Trussell Trust and cancer support charity, Maggie’s.

The charities were voted for by Tesco Bank colleagues who were keen to focus their latest charity partnerships on supporting local communities as well as health and social causes. Colleagues are now looking forward to raising much-needed funds and volunteering across the UK for their chosen charities.

This latest announcement comes after Tesco Bank colleagues raised £245,000 for The People’s Kitchen, The Beatson, and LifeCare Edinburgh following a successful partnership with the charities.   

Funds raised by Tesco Bank will help Maggie’s to continue providing free support online and in centres to people with cancer as well as their family and friends across the UK, and the Trussell Trust provide emergency food and support to people living in poverty.

As well as supporting Maggie’s and the Trussell Trust Tesco Bank is proud to utilise its ATM network to support a number of national causes including the NSPCC, The British Heart Foundation and the Disasters Emergency Committee.

Tesco Bank has offered customers the opportunity to make charitable donations of up to £300 through its network since 2012 and has since raised over £750,000 for good causes.

Majority of Scots support immediate doubling of Scottish Child Payment, new poll finds

A majority of people in Scotland support next month’s Scottish Government budget being used to double the Scottish Child Payment immediately, new polling released today has found, as campaigners continue to press for Kate Forbes, Cabinet Secretary for Finance and the Economy, to back the move.

The polling, conducted by Survation for the End Child Poverty coalition in Scotland, revealed that – once ‘don’t knows’ were excluded – 68% of people in Scotland support the immediate doubling of the benefit for low income families.

Among those who voted for the SNP at May’s Holyrood elections, this figure jumped to 74%. Young people aged 16-34 were even more likely to back the call, with that figure reaching 79% in favour.

It comes amid mounting pressure on the Scottish Government to respond with urgency to what campaigners are calling a “rising tide of child poverty” across Scotland. On 18th November, over 100 organisations from across Scotland wrote to Kate Forbes urging her to “do the right thing” and use December’s budget to double the payment.

While the Scottish Government have said the payment will be doubled ‘as soon as possible’ during the course of this Scottish Parliament, as of yet they have resisted calls to do so immediately. But anti-poverty campaigners have warned that, unless the Finance Secretary uses December’s budget to act immediately, Scotland’s child poverty targets risk failure.

Responding to the poll findings, Peter Kelly (Director, Poverty Alliance) said: “In Scotland, people believe in protecting one another and in doing the right thing. As this new polling makes clear, they overwhelmingly support taking action now to stem the rising tide of child poverty.

“Children and families living in the grip of poverty right now simply cannot wait. Scottish ministers must listen to people across the country who are calling on them to do the right thing, and double the Scottish Child Payment now.”

Polly Jones (Head of Scotland, Trussell Trust) said: “Families across Scotland are facing a really difficult winter. Right now, food banks in the Trussell Trust network in Scotland are giving out a food parcel every three minutes to people in crisis.

“This isn’t right, especially when we have the power to change this. Doubling the Scottish Child Payment now would be a huge boost to Scotland’s struggling families and I hope Ministers will listen to the public and act.”

Claire Telfer, head of Scotland, Save the Children, said: “This polling confirms what we know and what we’re hearing from parents and families across Scotland: the Scottish Child Payment is making a huge difference but it’s not going far enough and it needs to be doubled.

“Just last week a parent told us ‘Doubling the Scottish Child Payment would make a massive difference, any extra money a week would help.

“We know that many families with young children in Scotland are struggling to make ends meet, parents are going without food or not putting the heating on, to care for their children.

“As a society we can – and must – do better. Next month’s budget is a golden opportunity to act now and support families and drive down poverty by doubling the Scottish Child Payment.”

Consultation on new approach to prevent food insecurity

Proposals to end the need for food banks as a primary response to food insecurity have been published.

Views are being sought on the Scottish Government’s draft national plan, which is supported by food bank operators, including the Trussell Trust and Independent Food Aid Network.

The plan follows action during the pandemic to prevent food insecurity through strengthening household incomes and the delivery of cash-first responses to financial hardship.

Social Justice Secretary Shona Robison said: “We share the same vision as food bank operators – they are not a long term solution to poverty. Our draft plan sets out what we will do within our powers – including introducing a shopping voucher pilot scheme – to make food banks the last port of call.  

“Over the last year we have invested around £2.5 billion to support low income households, including nearly £1 billion to directly support children.

“Despite our fixed budget and limited powers we are taking action to support those in poverty, including discussions around establishing a minimum income guarantee for Scotland.

“As part of the right to an adequate standard of living, people need to be able to access food that meets their dietary, social and cultural needs and this plan shows the way forward.”

Sabine Goodwin, co-ordinator of the Independent Food Aid Network, which represents more than 500 food banks across the UK, said: “As the cut to Universal Credit and cost of living increases exacerbate poverty in Scotland, the publication of the draft national plan to end the need for food banks couldn’t be more timely.

“With a cash first, collaborative approach to food insecurity as the cornerstone of this plan, a time when food banks will no longer be needed to plug the gaps left by financial hardship is within sight.”

Trussel Trust food banks thank Tesco for support

Back at the start of April, as the full effects of the pandemic were unfolding across the UK, more and more people were needing support from food banks.

In the previous two weeks, there had already been a 81% surge in need for emergency food parcels compared to March 2019 – and as April wore on, this increased need for help would continue, with double the number of families needing help compared to the same month in 2019.

We were working closely with food banks to ensure people who couldn’t afford essentials were able to get an emergency parcel – but food banks could only continue to provide that vital lifeline if there was enough food for parcels.

It made such a difference that at the start of April Tesco pledged to support food banks in our network, independent food banks and food redistribution charity FareShare, with £15 million worth of food to ensure support could be there for people.

The £500,000 of funding and support with Bags for Life also came at exactly the right time to help us support food banks during this challenging time.

During the past 12 weeks, these donations have been critical for food banks across the country, ensuring emergency support was there for anyone unable to afford food.

Tesco’s support made all the difference during the crisis – as Jon from Brixton Foodbank explains: “We don’t think this support should have been needed. Everyone should be able to afford their own food and we’re stepping up our work to end the need for food banks.

“But while we do that longer-term work, we need to make sure help is available for people in crisis right now.

“We are so grateful for Tesco’s support during the past 12 weeks – it was absolutely critical to making sure food banks were able to be there for people as the impact of Covid-19 first unfolded.”

Emergency Free Meals: More food deliveries through £70m Food Fund

More community food projects will receive funding to provide emergency free meals to those most in need during the coronavirus (COVID-19) pandemic.

Around £700,000 has been allocated from the £70 million Scottish Food Fund to 19 projects, including a £350,000 grant to the Wheatley Group to provide 8,500 emergency food deliveries to people most in need in 17 local authority areas as part of its own EatWell service over the next three months.

A further 18 schemes will share £400,000 to provide emergency food through a range of projects working with minority ethnic households, family support groups or mental health teams.

The Food Fund comprises £30 million for food deliveries for the ‘shielded’ groups at highest clinical risk, and a further £30 million to local authorities for free school meals and food support for older people, those with long-term health conditions and pregnant women.

The remaining £10 million is for critical third sector and community response organisations, which includes funding so far of £500,000 each for Social Bite, FareShare and Cash for Kids.

Communities Secretary Aileen Campbell said: “As part of Scotland’s £70 million Food Fund, we’re making an initial £10 million available to help support community food projects, and these latest grants will help ensure people are not only fed but treated with dignity.

“I am very grateful to be working alongside the Trussell Trust, FareShare and other members of the Independent Food Network to provide people at risk in our communities with the basic essentials their families need. I’m particularly pleased that FareShare is now working closely with many councils to strengthen local responses.

“The existing close partnership working we already had with these leading food charities has significantly stepped up to ensure people who are in the greatest financial risk as a result of the impact of the pandemic have access to food and basic essentials.

“Uniquely among the countries of the UK, the ‘cash-first’ elements of approach mean that where people can safely get out to buy food, we make sure they have access to the cash to do so.

“This is the most dignified way we can provide food support and we will continue to do all we can to help people overcome any barriers in their way. I am pleased that these charities have welcomed this approach as the most dignified way of supporting people with food insecurity.”

Martin Armstrong, Chief Executive Officer of Wheatley Group, said: “We are delighted the Scottish Government has agreed to help fund our EatWell emergency food delivery service over the next three months.

“This support will be very much appreciated by the thousands of individuals and families in Wheatley homes across the country relying on this vital service. I am confident that by continuing to work well together, we will be able to tackle the considerable challenges posed by the coronavirus crisis.”

Emma Revie, CEO of the Trussell Trust, said: “We all deserve the dignity of having enough money to buy the essentials we need for ourselves and our families, so we welcome the cash-first approach from the Scottish Government that aims to get money to people who are financially vulnerable due to this crisis.

“Despite these efforts, we know that there will still be households across Scotland that will be unable to afford basics such as food.

“In response, we have been working closely with independent food banks, FareShare and the Scottish Government to overcome significant challenges in the supply chain and ensure food will be available to those most in need of help.”

“However challenging it is to distribute emergency food parcels to people who cannot afford food, we are trying to keep one eye firmly on the future and our joint vision of a Scotland without the need for charitable food aid.

“We very much welcome the Scottish Government’s support of communities at this time and particularly its prioritisation of cash first solutions and investment in the Scottish Welfare Fund.”

Gillian Kynoch from FareShare said: “The Scottish Government has worked hard to ensure we are integrated into the Local Authority response in each area to coordinate support for the self-isolating, over 70’s, and those experiencing – and at risk of – food insecurity.

“Many community food organisations that normally provide cooked meals to support vulnerable or low income people, older people lunch clubs, after school clubs, community cafes, have had to close their doors.

“These same groups and many others have adapted quickly and swung into action providing food parcels and hot meals delivered to people at home.  The scale of this challenge has been significant but our collective ramp-up has been helped by a big response to our call for volunteers. So many that we are now operating reserve lists – which is fantastic.”

State of Hunger: new report reveals desperate struggle to survive

Commissioned by the Trussell Trust and conducted by Heriot-Watt University, State of Hunger 2019 is the most authoritative piece of independent research into hunger in the UK to date. It reveals the average weekly income of people at food banks is only £50 after paying rent, and almost one in five have no money coming in at all in the month before being referred for emergency food.

  • 94% of people at food banks are destitute
  • Almost three-quarters of people at food banks live in households affected by ill-health or disability
  • 22% of people at food banks are single parents – compared to 5% in the UK population
  • More than three-quarters of people referred to food banks were in arrears

The first annual report of a three-year long research project, it shows definitively for the first time the three drivers hitting people simultaneously and leaving no protection from hunger and poverty. These drivers are problems with the benefits system, ill health and challenging life experiences, and a lack of local support.

The most common source of income for people at food banks is the benefits system. Problems with benefits are widespread, affecting two-thirds of people at food banks in the last year. Key benefits problems highlighted by the research are: a reduction in the value of benefit payments, being turned down for disability benefits, being sanctioned, and delays in payments like the five week wait for Universal Credit.

Statistical modelling shows the positive impact an increase in the value of benefits could have, estimating that a £1 increase in the weekly value of main benefits could lead to 84 fewer food parcels a year in a typical local authority.

The majority of people referred to food banks also experienced a challenging life event, such as an eviction or household breakdown, in the year prior to using the food bank. Such events may increase living costs and make it harder to maintain paid work or to successfully claim benefits.

Particular groups of people are more likely to need a food bank. One risk factor is being a single mother – 22% of people at food banks are single parents, the majority of which are women.

Almost three-quarters of people at food banks have a health issue, or live with someone who does. More than half of people at food banks live in households affected by a mental health problem, with anxiety and depression the most common.

A quarter of people live in households where someone has a long-term physical condition; one in six has a physical disability; and one in 10 has a learning disability, or live with someone who does. Ill health often increases living costs and may be a barrier to doing paid work.

Amanda explained to researchers that £130 of her £138 fortnightly benefit payment for a health condition goes to paying arrears, leaving her with only £8:

“If I don’t pay my bills, then I’ll get the house taken off me. After paying arrears, I’ve got £8 a fortnight and that’s to pay for gas, electric, water. So it’s just impossible, it really is. I go to bed at night wishing I never wake up in the morning.”

The study also found that the vast majority of people at food banks have either exhausted support from family or friends, were socially isolated, or had family and friends who were not in a financial position to help.

Chief Executive Emma Revie said: “People are being locked into extreme poverty and pushed to the doors of food banks. Hunger in the UK isn’t about food – it’s about people not having enough money. People are trying to get by on £50 a week and that’s just not enough for the essentials, let alone a decent standard of living.

“Any of us could be hit by a health issue or job loss – the difference is what happens when that hits. We created a benefits system because we’re a country that believes in making sure financial support is there for each other if it’s needed. The question that naturally arises, then, is why the incomes of people at food banks are so low, despite being supported by that benefits system?

“Many of us are being left without enough money to cover the most basic costs. We cannot let this continue in our country. This can change – our benefits system could be the key to unlocking people from poverty if our government steps up and makes the changes needed. How we treat each other when life is hard speaks volumes about us as a nation. We can do better than this.”

The Trussell Trust is calling for three key changes as a priority to protect people from hunger:

  1. As an urgent priority, end the five week wait for Universal Credit
  2. Benefit payments must cover the true cost of living
  3. Funding for councils to provide local crisis support should be ring-fenced and increased
