UK businesses to get free government tool to tackle economic abuse

  • Interactive guide expected to help staff spot and tackle economic abuse

UK businesses and charities are set to benefit from a free interactive guide to help their staff spot and tackle economic abuse when speaking to customers over the phone, Financial Secretary to the Treasury Victoria Atkins has announced today.

The interactive guide, which will be available widely later this year, is being released to 30,000 HMRC staff today to help them spot the signs and create an appropriate environment for victims to disclose their experiences. It builds on the government’s Economic Abuse Toolkit, released earlier this year.

Victoria Atkins met with staff and survivors at Advance charity’s West London Women’s Centre today to mark the announcement and was joined by former Love Island contestant and domestic abuse campaigner Malin Andersson.

The minister ran through an early demo of the tool with attendees at the visit to drum up momentum as she called on experts to work with HMRC to get the online tool right, before they distribute it freely online later this year.

By increasing the awareness of staff in government, business and charities of economic abuse, the government hopes the new interactive tool will play its part in stopping violence against women and girls, to build stronger communities for future generations.

Financial Secretary to the Treasury Victoria Atkins said: “The government passed the landmark Domestic Abuse Act and I am determined to build on that commitment to help victims.

“Economic and financial abuse can be less understood than other forms of domestic abuse, which is why it is vital organisations share best practice with one another whenever they can.

“That is why I’ve asked HMRC to work with charities and experts over the summer to produce a publicly available interactive guide which staff from any organisation which speaks to customers will be able use.”

Economic abuse, which domestic violence charity Refuge estimates 16% of adults in the UK have experienced, is when an individual’s ability to acquire, use and maintain economic resources are taken away by someone else in a coercive or controlling way.

Internal guidance has been distributed to 30,000 HMRC staff today to help front line staff spot victims of economic abuse when speaking to them over the phone. It will help them understand the different types of economic abuse, as well as what signs and characteristics to look out for.

The aim is for this guidance, with support from industry, charities and experts over the summer, to be turned into a free interactive tool to support businesses and organisations whose employees also speak to customers daily.

Malin Andersson said: ““We need everyone to work together if we’re going to be able to stamp out domestic abuse once and for all, so it’s fantastic to see an initiative which will make a difference by training so many people, from businesses and charities, to recognise economic abuse.”

Minister Atkins will also introduce the early demo of the interactive guidance to representatives from the financial services sector and charities at a roundtable later today, where she will hear more about what the sector is doing to tackle economic abuse and what more can be done.

By working with stakeholders to develop and tailor it, the government wants the interactive guidance to reflect the real-world experiences of victims.

Niki Scordi, Advance’s CEO said: ““Understanding the behaviours of domestic abusers and their continuous attempts to intimidate and control survivors, mainly women and children, long after they leave the abusive home is vital.

“This includes control through economic and financial means, such as child support, school fees, bank accounts, loans and access to employment.

“Supporting survivors with specialist Domestic Abuse Advocates in the community and charities like Advance is essential to help change, and sometimes save, the lives of those devasted by domestic and economic abuse.”

The internal guidance distributed by HMRC to its staff today comes hot off the heels of the Economic Abuse Toolkit released in January 2023, which aims to help public sector organisations train staff to identify economic abuse.

Specialist charity Surviving Economic Abuse (SEA), which was one of the organisations which contributed to the Toolkit, has seen a 150% increase in its website user numbers over the past two years (April 2021 5200 users. April 2023 13,000 users).

SEA research also found seven in ten front-line professionals reported the number of victims of economic abuse coming to their organisation for help had increased since the start of the pandemic. By the end of the first lockdown, SEA found one in five women were planning to seek help around welfare benefits.

Tackling domestic abuse is a government priority and improving the response to economic abuse is integral to this. For the first time in history, economic abuse is now recognised in law as part of the statutory definition of domestic abuse included in the Domestic Abuse Act 2021. This is in recognition of the devastating impact it can have on victims’ lives.

Dr Nicola Sharp-Jeffs OBE, CEO and founder of Surviving Economic Abuse said: “Economic abuse is an insidious and often invisible form of control, one which can trap a victim-survivor in a relationship with an abuser and leave them feeling like there is no escape.

“This form of abuse can create dependency on an abuser by restricting their access to economic resources, or instability if the survivor is forced to cover all household costs. It causes long lasting harm including debt and bad credit, so that even when someone manages to leave, these effects can follow them around for the rest of their lives, often preventing them from moving on safely.

“We know that victim-survivors are more likely to disclose economic abuse to their bank than they are to the police.

“It is crucial that frontline employees – whether they work in the public or private sector – are trained to understand economic abuse and how abusers might use their service to continue to control a victim.

“It is vital they are given the knowledge and the tools to spot the signs of economic abuse, develop specialist responses and feel confident signposting a survivor to broader support. The right response can be life changing.

“We’re delighted to see the Treasury take this important step to ensure victim-survivors of economic abuse get a good response whoever they speak to. We look forward to working together to ensure this new interactive guide helps organisations effectively respond to economic abuse.”

Scottish Government announces extra support for mental health at work

Employers given tools to understand and improve mental health of workers

Businesses now have access to a free online platform offering practical ways to boost mental health in the workplace.

Face-to-face training opportunities, clear guidance on the legal duties of businesses, and specialist third-party contacts will be in one place for the first time – making it easier than ever for employers to access the means of creating a culture of support and wellbeing at work.

This initiative comes as research shows the pandemic has had a detrimental impact on the mental health of people up and down the country. As more people continue to return to the workplace, the Scottish Government is encouraging employers to support the mental wellbeing of staff so that businesses can continue to recover from COVID-19.

Recent research shows poor mental health costs Scottish employers over £2 billion every year and that, for every £1 spent on mental health interventions, employers get back £5 in reduced sick days and increased productivity.

Mental Wellbeing Minister Kevin Stewart said: “Happier workforces create successful businesses – it’s a win-win for all involved.

“The pandemic has impacted the mental health of us all and employers need the tools to protect and support the mental health of their staff.

“This platform makes it easier than ever to achieve this, and I encourage companies across Scotland to get involved for the benefit of their staff and productivity.”

Chief Executive of Public Health Scotland Angela Leitch said: “These last few years have been difficult for many people across Scotland and has had an impact on the mental health of many. 

“Returning to our workplaces could also be a further challenge because of changes in personal circumstances. It is widely recognised that being amongst colleagues can be beneficial to our mental health and being back in the workplace can also be a more positive and productive experience.

“This toolkit will therefore be of considerable benefit to employers and to their staff as we move out of the restrictions we’ve lived with for two years.” 

It comes as See Me –Scotland’s national programme to end mental health stigma and discrimination – has launched a complementary digital portal that gives employers access to a one-size-fits-all framework for workplaces. This will help companies make continuous improvements to directly tackle mental health stigma and discrimination.

Wendy Halliday, director of See Me, Scotland’s programme to end mental health stigma and discrimination, said: “Mental health stigma and discrimination in the workplace often comes from a lack of knowledge. People can find that genuine problems are either belittled, or not believed in the first place.

“We’re calling on organisations to be real leaders in creating positive change, making their workplaces the best they can be, by joining the See Me in Work programme.

“The new digital portal supports employers to take action to tackle mental health stigma and discrimination at work and create workplaces that are open in talking about mental health and where discriminatory behaviour is challenged.”

Scotland rolls out LGBT inclusive education across curriculum

Scotland has become the first country in the world to embed lesbian, gay, bisexual and transgender (LGBT) inclusive education across the school curriculum.

Focused on promoting equality, reducing bullying and improving the educational experiences of LGBT children and young people, subjects across age groups will now include LGBT identities, issues and history.

Support to help schools deliver this includes:

  • a website where school staff, parents, carers, children and young people can access information to support LGBT children and young people
  • a basic awareness e-learning course for education staff on LGBT inclusive education
  • a toolkit of LGBT inclusive education teaching resources 

Parents, teachers, young people and LGBT organisations helped to develop the website, e-learning course and teaching resources.

Children’s Minister Clare Haughey said: “I am proud to say that Scotland is leading the way as the first country in the world to embed LGBT inclusive education right across the curriculum. By doing so, we can help young people to reach their full potential and flourish in a diverse and inclusive society.

“The launch of this ground-breaking suite of resources for schools takes us another step forward in ensuring that our curriculum is as diverse as the young people who learn in our schools.

“The Scottish Government, in partnership with COSLA, is determined to provide a fully inclusive education for Scotland’s children and young people.”

COSLA Children and Young People Spokesperson Cllr Stephen McCabe said: “Improving inclusion in our schools is a priority for Local Government. We welcome the materials published today, which will assist schools, teachers and education staff to drive this important agenda forward, ensuring all children and young people receive the support they need.”

Time for Inclusive Education co-founder Jordan Daly said: “I experienced bullying and prejudice at school for being gay, and it had a detrimental impact on my confidence and wellbeing for some time.

“This new website, and the supporting resources, which have been co-developed with teachers across Scotland, will support teachers to take a proactive, educational approach to tackling prejudice. Most importantly, this work will empower young people and provide them with an opportunity I didn’t have at school – to feel valued, confident, and proud of who they are.”

National Parent Forum of Scotland Chair Margaret Wilson said: “We welcome the roll-out of LGBT inclusive education across the school curriculum.

“With other stakeholders, we have developed an information resource on LGBT inclusive education for parents and carers to help them to support their children and ensure they have a positive educational experience, using an approach underpinned by children’s rights, kindness and respect.”

Forget Me Not Box aims to comfort those affected by dementia

Edinburgh Napier student Christy Orr develops tool in memory of her Gran

A sensory box that aims to comfort those affected by dementia through helping recall memories has been created by an Edinburgh Napier student.

Forget Me Not Box has been created by final year graphic design student Christy Orr.

The box contains a set of tools that help trigger the five senses – sight, smell, touch, taste and sound – helping those with dementia recall memories and retain identity. It gives the user the opportunity to completely personalise its items and is split into four main sections.

The lid can be used to showcase photographs. The inclusion of scent bottles provide opportunities for the user to include certain smells such as their favourite perfume. A built-in sound module can provide favourite music or even voice notes from loved ones with another compartment available to store treasured items such as marbles, medals and more.

The box also includes taste cards that can be used as a reminiscence tool. They feature photos and descriptions of food and drink that may trigger memories.

The aim of the box is to allow those affected by dementia to undertake reminiscence therapy sessions with a loved one or carer, with the playful items acting as conversation starters.

Christy, 22, has designed the box as part of her final year graphic design project at Edinburgh Napier, and will this week exhibit her work at the annual Edinburgh Napier Degree Show which takes place online from 2 June.

The toolkit has already been user-tested by individuals at various stages of their dementia diagnosis through a link-up with Yorkshire-based charity Dementia Forward. Christy has also received support from CogniHealth with the project.

Christy, who is from Cumbernauld originally, has created the toolkit in memory of her late-Gran after seeing first-hand her own experiences with Alzheimer’s.

She said: “I was quite young when I lost my Gran to Alzheimer’s but I remember finding it quite difficult to find things to initially talk to her about when I visited her. That’s really where the idea for Forget Me Not Box stemmed from. I wanted to create something that helped start those conversations.

“As I looked more into this area, and learnt more about reminiscence therapy and how it can help, it was important that my box had the ability to be completely personalised to an individual person.

“Everyone has different triggers that invoke memories – whether it be a certain smell, a sound, a photograph, the thought of eating fish and chips or the sight of something like a souvenir from a past holiday. It was essential that the toolkit could help include as many of these things as possible.

“Working with CogniHealth and Dementia Forward has been fantastic, and it’s great to have seen the box out there and being used by people who it was designed for. I’m still awaiting feedback from the user-testing but early indications show that it has been warmly received by those who have used it.

“Although this has been designed as part of my final year project at Edinburgh Napier, I’m very keen to continue with the idea as my time at the University comes to an end. I’m really looking forward to developing the box further in the coming months and if it can help some more people find comfort through a dementia diagnosis, then it’ll have been completely worthwhile.”

Four-way drive to help tourism bounce back

Edinburgh Napier University and Scottish Enterprise deliver sector-wide recovery initiative

From April to June, four themed workgroups reviewed the challenges facing Scottish tourism as it reeled from the impact of Covid-19. The scale of the challenge facing the sector – one of Scotland’s largest employers – was obvious from the first day of lockdown and, ultimately, more than 85% of personnel have been furloughed over the period.

In response, in March, Scottish Enterprise and Edinburgh Napier University, the partnership which runs the ground-breaking Destination Leaders Programme (DLP), acted to harness the experience and expertise of more than 120 DLP alumni, launching DLP Assembles to support a pathway to recovery.

“When we launched, the aim was to provide identified actions, outputs and outcomes to help recovery,” explains Professor Jane Ali-Knight of the Edinburgh Napier Business School.

“Involvement was designed to ensure participation came under the acceptable category of professional training for ‘furloughed’ professionals, and we used the DLP alumni network to form the project groups to ensure a good mix of experience and expertise. We also matched the workgroups with mentors and professional support to guide participants on their themes and tasks.”

DLP alumni used their connections to bring together the network of professionals who considered each theme – guided by weekly discussions with mentors drawn from DLP alumni and Edinburgh Napier. Mentors helped focus each group’s actions around the Scottish tourism strategy, Scotland Outlook 2030, and provided regular updates on government funding and initiatives.

Aileen Lamb from Scottish Enterprise adds: “We wanted the programme to encourage innovative thinking across a range of themes, but most importantly we wanted to help maintain and extend participants’ professional skills, expertise and experience, and their networking during furlough.

“This project was built upon the alumni network of the Destination Leaders Programme. It is an excellent example of successful collaboration across academia, the public sector and the tourism industry. What Covid-19 has shown us, despite empty hotels, attractions and airports, is the passion, innovation and resilience of the people who work in this critical industry.”

Kenneth Wardrop, a fellow DLP founder, adds: “Using the DLP alumni we were able to act quickly and ensure we coordinated with groups such as Edinburgh Tourism Action Group and the Scottish Tourism Emergency Response Group. 

“Everyone involved is to be commended for the quality, professionalism and practical solutions identified. They will all be vital in adjusting business operations to post Covid-19 challenges, and the longer-term strategic planning for the recovery of the sector.”

The practical recommendations of each workgroup were presented in individual online sessions in June.

An undoubted highlight has been an interactive toolkit for visitor attractions and experiences, which is now hosted on the VisitScotland website. The Toolkit includes case studies from across the world and suggests technological solutions to suit different budgets, as well as short, medium and long-term ideas.

“It covers everything from online ticketing and social distancing, to moving content online and creating your own podcast,” explains Thayanne Scardini, who volunteered to work on the Toolkit workgroup with fellow tourism professionals Karin Gidlund and Jemma Reid.

“We believe the Toolkit will be a great starting point for attractions and experiences who are looking into diversifying through technology, helping to prepare them for a safe reopening for both visitors and staff, whilst meeting visitors’ expectations and improving customer experience. It has many recommendations for applying technology that can also be helpful for other sectors as well.”

For Antony Carter, and his fellow participants on the Business Events workgroup, they quickly realised that – whether global chain or local venue – the priority going forward is to find ways to reassure clients that operations are safe.

“In the past, operational staff at events were meant to blend into the background; going forward clients and attendees will want to see the operational team front and centre – whether they are cleaning or managing movement around a venue.

“Our report recommends ways that venues can demonstrate how they have alleviated risk effectively, and that includes collaboration throughout the supply chain.”

For Colin Corson and the Whisky workgroup, ‘collaboration’ also became their watchword: “Whether you are a self-catering provider who wants to welcome guests with a fridge full of local produce, (and a local malt of course), or two attractions selling combined tickets online to avoid the need for queuing, collaboration is vital to future success.

” It can minimise congestion in local shops; help improve the experience for guests and local businesses; and help local communities – as well as visitors – feel safer as they move forward.”

From conception to conclusion, collaboration is the theme that sums up the ‘Pathway to Recovery’ project.

Jane Ali-Knight adds: “The University is incredibly proud to have worked with Scottish Enterprise to lead and drive this project forward. We applaud the hard work of all the workgroup participants, against the backdrop of the many challenges of lockdown, and the professional uncertainty, anxiety and disruption.

“That hard work was marked by the presentation of Certificates of Participation to all group members on Friday 10th July.”

Government moves to tackle gender-based violence on campus

New toolkit to address gender-based violence in universities and colleges

New practical guidance for universities to tackle gender-based violence on campus has been published. Guidance and training for staff, better data collection and well-publicised support information for students are some of the recommendations set out in the toolkit, which has been produced by the University of Strathclyde and funded by the Scottish Government.

The toolkit, which will be adapted for colleges, takes forward the principles set out in the #emilytest campaign set up by Fiona Drouet, in memory of her daughter Emily (above).

An additional £396,000 of Scottish Government funding will support the roll-out and implementation of the toolkit.

Further and Higher Education Minister Shirley-Anne Somerville said: “Universities and colleges have a duty to foster a culture on campus that is clear in its condemnation of gender-based violence and gives staff and students the confidence to report unacceptable behaviour.

“That is why I have made the adoption of the policies and procedures outlined in this toolkit a key feature of my Letter of Guidance to the sector this year. I know universities and colleges are up for the challenge and I am keen to see this commitment translate into real, demonstrable action and change for women living, working and researching on campus.”

Fiona Drouet said: “The launch of the toolkit, along with the Ministerial letter of guidance to the Scottish Funding Council, is a significant turning point with regards to gender-based violence on campus. It is a very important day for all Scottish students.

“This is Emily’s legacy and I hope both staff and students will feel empowered by this resource. Institutions now have the help they need to pass the #emilytest and I believe that had this been in place while our daughter was at university it could have saved her life.

“We couldn’t help Emily but the #emilytest can save others – a legacy Emily would be proud of.”

Dr Veena O’Halloran, the University of Strathclyde’s Secretary and Compliance Officer, said: “Universities are well-placed to take a leading role in tackling gender-based violence wherever it may occur, through research, teaching and knowledge exchange. As a socially-progressive University, Strathclyde aims to be at the forefront of this work.

“We are delighted that the Equally Safe in Higher Education toolkit is being made available to universities across the country. We are determined that Scotland has an environment where every student has equal access to help and support, and where university communities – staff, students and alumni –  tackle gender-based violence head-on.”

The Equally Safe in Higher Education Toolkit recommends that each university:

  • develops a strategy and implementation plan to tackle gender-based violence.
  • establishes a Strategic Group to oversee the implementation of the strategy and appoint a named champion or coordinator to report on progress.
  • introduces guidance and training for staff in responding to disclosures of gender-based violence and supporting victims/survivors.
  • develops a secure data collection system to record incidences of gender-based violence and undertakes research to ensure the extent and nature of the issue on campus is fully understood.
  • ensures well-publicised points of contact for students reporting gender-based violence
  • introduces policies for staff and students, including a clearly established code of conduct, disciplinary procedures and sanctions for perpetrators of gender-based violence

The University of Strathclyde received over £600,000 of funding over two years from the Violence Against Women and Girls Justice Budget to pilot a 2 year project to develop an Equally Safe in Higher Education Toolkit for preventing gender-based violence within higher education institutions (£292,729 in 2016-17, and £311,231 in 2017-18).

The Toolkit was developed at University of Strathclyde in close collaboration with a range of external partners and stakeholders including, Police Scotland, NUS Scotland, Glasgow and Clyde Rape Crisis Centre, ASSIST Glasgow, Zero Tolerance Scotland,  Glasgow Violence Against Women Partnership, Scottish Women’s Rights Centre and cottish Women’s Aid.

The Emily Test Petition was set up after Mrs Drouet’s daughter, Emily, a student at the University of Aberdeen, took her own life in March 2016. The campaign calls for increased Scottish Government funding for colleges and universities to support students affected by gender based violence (GBV).
