Heading Out!

The Scottish FA has published updated heading guidelines for all age groups from six to 17 years old.

The guidance will be introduced with immediate effect and will provide clubs, coaches, players and parents with clarity on the governing body’s recommended coaching approach to heading in training sessions and in matches.

The Scottish FA recommends no heading practice in children’s football, defined as primary school age, and a graduated approach in youth football, defined as secondary school age.

It comes in light of the study led by the University of Glasgow, published in October  last year, which reveals the first major insights into lifelong health outcomes in former professional footballers.

Although there was no evidence in the study to suggest that heading the ball was the cause to the link with incidence of degenerative neurocognitive disease, the updated heading guidelines have been produced in consultation with UEFA and The English FA to mitigate against any potential future risks being established.

The recommendations will incorporate all children’s and youth football in Scotland and include the following recommendations:

  • Heading should not be introduced in training sessions from the age of six through to 11.
  • Heading should be considered a low coaching priority between the ages of 12 to 15 years however training sessions can be introduced. These should be limited to one session of no more than five headers per week at 13 years, increasing to 10 headers per session at 14 and 15.
  • It is acknowledged that heading will begin to form part of the game at 12 and should be permitted, however, coaches are encouraged to promote a style of play that limits long passing.
  • Heading burden will remain restricted to one training session per week for 16 and 17 year olds and coaches should be mindful of limiting repetitions during that session.

The updated guidelines have been overseen by the Scottish FA Medical Consultant, Dr John MacLean, who co-authored the FIELD study report, in consultation with Andrew Gould, the Scottish FA’s Head of Football Development. It has also been approved by the Scottish FA Board and endorsed by the Non-Professional Game Board.

Ian Maxwell, Scottish FA Chief Executive, said: “While it is important to re-emphasise there is no research to suggest that heading in younger age groups was a contributory factor in the findings of the FIELD study into professional footballers, nevertheless Scottish football has a duty of care to young people, their parents and those responsible for their wellbeing throughout youth football.

“The updated guidelines are designed to help coaches remove repetitive and unnecessary heading from youth football in the earliest years, with a phased introduction at an age group considered most appropriate by our medical experts.

“It is important to reassure that heading is rare in youth football matches but we are clear that the guidelines should mitigate any potential risks. We will also look to monitor and review the guidance as part of our commitment to making the national game a safe and enjoyable environment for young people.

“I would like to thank our colleagues at the English FA for their collaboration in this process and UEFA’s Medical Committee for their guidance.”

Dr John MacLean added: “I am proud that the Scottish FA has taken a positive, proactive and proportionate approach to the findings of the FIELD study. Scottish football has taken a lead on the subject of head injury and trauma in sport, from becoming the first country in the world to produce cross-sport concussion guidelines – If In Doubt, Sit Them Out – to having one of the most advanced medical education programmes in sport.

“Since the publication of the report we have consulted with colleagues on the football and medical sides at The English FA and UEFA and I believe the guidance will help provide reassurance for young players and their parents nationwide.”

Volunteers needed for Marie Curie’s Great Daffodil Appeal

Marie Curie, the UK’s leading charity for people living with a terminal illness and their families, is urgently calling for volunteers in Edinburgh to give just two hours of their time to hand out the charity’s iconic daffodil pins, in return for donations.

Volunteers like Stephanie Wint (above), from Edinburgh, will be supporting the Great Daffodil Appeal – Marie Curie’s biggest fundraising campaign, held every March.

This will be Stephanie’s 29th year volunteering, in that time raising around £20,000 for the charity. Incredibly, Stephanie spends her two-week annual leave collecting and even does it on her two days off!

Stephanie said: “I’ll do it until I drop! I get great satisfaction out of raising money and find that dressing up is a great way to get attention, my mantra is ‘just to look a little funny, raises a lot of money’.”

Heather Campbell, who has been a Healthcare Assistant at the Marie Curie Hospice, Edinburgh for 25 years, will also be out collecting with her two twin grandsons Sonny and Ollie, age 5 (above).

Heather said: “I love doing the Great Daffodil Appeal because it’s your chance to get out and meet people and tell them about the hospice. People don’t realise that we’re very dependent on charity. They think that we’re fully funded by the NHS. It’s always a shock to them, so I always say pop in an extra pound!”

In the next 10 years, more than half a million people will die in Scotland and of this number at least 75% will need end of life care.

The money raised from the Great Daffodil Appeal will help the Marie Curie Hospice, Edinburgh provide much-needed expert care to people with terminal illnesses, as well as support for their loved ones.

Last year donations helped Marie Curie provide care to over 7,500 people living with terminal illness across Scotland. Marie Curie support isn’t just for people with cancer, other terminal conditions include heart and circulatory, Alzheimer’s (including dementia) and chronic respiratory disease.

Scottish football clubs urged to follow Hibernian in green pledge

Football clubs in Scotland have been urged to follow the lead of Hibernian in setting out bold plans to lower their emissions and tackle the climate emergency by Lothians MSP Alison Johnstone.

Already ranked third in the UK for environmental issues after Forest Green Rovers and Manchester United, Hibs have pledged to build on being “the greenest club in Scotland” by the end of the year, by removing all single use plastics from its catering, switching its car fleet to electric vehicles and introducing vegan food to its matchday kiosks.

Responding, Scottish Greens sports spokesperson Alison Johnstone said: “This is impressive leadership shown by Hibs. Tackling the climate emergency cannot be the responsibility of individuals alone, it needs leadership by government and big businesses to make it easier for us all to play our part.

“That’s why football clubs, with their position in the hearts of our communities, can play such a vital role.

“Hibernian already use renewable electricity and take a lead on recycling, but I congratulate Hibs chairman Ronald Gordon and chief executive Leanne Dempster for showing this leadership and understanding that we need to go further if we are to provide an emergency response. I strongly urge clubs across the country to take inspiration from them.”

The Leith club announced their environmental intentions on Thursday.

Club chairman Ronald Gordon said: “Today we are very proud to announce that Hibernian FC pledged to be “The Greenest Club in Scotland” in support of action to combat climate change.

“Hibernian is a major Scottish football club and a leading Scottish sports brand, and as such we have a responsibility to use that amazing platform to lead by example, to serve our community and our city.

There is almost a danger that the incredible changes we are witnessing – wildfires and famine caused by prolonged droughts, catastrophic flooding, the devastation of our forests and the melting of our ice caps – begin to seem normal.

“So how can a football club make a difference to this global challenge? We do it by stepping up, by taking a lead, and by harnessing the power that football undoubtedly has in order to raise awareness and influence people in our community. By taking a leadership role.

Letters: We must act NOW to save the environment

Dear Editor

The destruction of the world’s forests is leading to vast areas of barren earth. The destruction of trees reduces the amount of vital oxygen needed to combat CO2 gasses and support life everywhere. Excess CO2 in thr atmosphere is now driving climate change.

Everyone should be alarmed by what is being done by private companies, their investors and the financial institutions and governments behind them.

The continued large scale extraction of coal, oil and water to boost the profits of these investors is a crime against every living being who also share this planet.

People must call for an immediate ban on the destruction of the world’s forests as the situation of our climate is now at a critical point. The current rate of extinction and exploitation must be reversed before it is too late.

TODAY: Celebrating Care Day at the HUB for SUCCESS

A PROJECT which increases the educational opportunities open to people who have spent time in care is throwing open its doors to visitors to mark Care Day 2020. 

Edinburgh’s HUB for SUCCESS is hosting a drop-in session on Friday (February 21) to showcase its work helping students into and through further and higher education. 

The HUB for SUCCESS (Support for University and College for Care Experienced in South-East Scotland) operates from the City of Edinburgh Council Customer Hub in the Royal Mile.

 The project was launched in late 2018 to try to counter the trend of care experienced young people leaving school at the minimum age, and only a very low proportion going directly from school to higher education. 

The HUB provides individual information and advice on education opportunities, study pathways, accommodation and finance, both on a drop-in basis and by making home/campus visits.

 In 2019, only 28 people who were looked after young people across the whole of Scotland went from school to higher education, but, since its launch, the HUB has provided one-to-one support to more than 140 people as part of a drive to improve the picture. 

Today, from 11am-1pm, HUB manager Lorraine Moore is opening the doors at 249 High Street to those with care experience, their supporters and project partners to highlight its success in helping people get into, stay in and return to education.

Lorraine, who is employed by Edinburgh Napier University, said: “On Care Day 2020, everyone is welcome to drop in and hear about our amazing care experienced community. 

“Whether you are care experienced or someone who is interested in finding out more, we want to bring together learners, partners and collaborators to share what is on offer.

 “It will be a celebratory event which promotes networking and positive conversations underlining the message that there has never been a better time to study if you are care experienced.”

 Edinburgh Napier is one of the HUB’s core partners alongside the University of Edinburgh, Heriot-Watt University, Queen Margaret University, the Open University in Scotland, Edinburgh College, Newbattle Abbey College and City of Edinburgh Council. 

Last October, Deputy First Minister John Swinney visited the HUB to meet young people who had benefited from the project, including a teenager in foster care who was planning to study at university and others who had already entered further and higher education.

 Mr Swinney said: “We want to make it easier for people to move into further or higher education, no matter their age, and services like HUB for SUCCESS have a vital role in this.”

Capital Coalition votes to slash services

Edinburgh’s ruling SNP-Labour ‘Capital Coalition’ voted though cuts of £35 million to public services last night – and agreed to raise Council Tax by almost 4.8%. Labour councillor Gordon Munro abstained.

And if you think the cuts will end after next year, think again: the Council set a three year budget and plans to make cuts of £87 million over the next three years.

Council leaders say the budget will protect vital services, but opposition parties argue that the scale of the cuts will damage communities.

SNP Cllr Adam McVey, Council Leader, said: “We’ve agreed a bold budget which protects the most vulnerable in society and guarantees a fairer quality of life for future generations. It prioritises those Council services which work to help those who are most in need of our support – protecting our young people, our communities and our planet in the process.

“In the face of growth and a global climate emergency, we’ve outlined plans for the biggest investment ever to be made into new, sustainable and affordable homes in Edinburgh.

“The people of Edinburgh have told us they want their city to be sustainable, to be fair and for frontline services to be protected. That is what we are delivering with a budget which invests in the services our city needs. I’d like to thank fellow Councillors for standing up for a plan which is fair and sustainable.”

Labour Cllr Cammy Day, Depute Leader, said: “The plans passed today support new schools, sustainability and the regeneration of this city and I’m pleased we’ve been able to – yet again – agree a balanced budget, despite the ongoing financial uncertainty we and all local authorities face.

“This forward-thinking approach will provide much greater certainty to residents, to workers and to partners right across the city and will help us tackle poverty in all its forms.

“Under today’s budget, this Council is committing to do all that we can with the resources we have to improve residents’ lives and protect those services which are vital to our most vulnerable citizens. This will be supported by the thousands of new, affordable homes we’ll help to build and the community regeneration we’ve pledged to deliver.

“For too long we’ve turned our back on our fantastic waterfronts and this budget plan will allow us to move forward with our plans to regenerate Granton, providing new homes and a fantastic community for people to work and visit.”

Far from moving forward, Lib Dem councillors Kevin Lang and Louise Young believe the budget is a backwards step.

Commenting last night, the brother and sister councillors for Almond ward said: “We are sorry to say the SNP’s Council budget was passed tonight. We argued strongly for our alternative which avoided the worst of the service cuts but the votes weren’t there.

This means:

 an end to all Council funding for community policing, putting dozens of officer posts at risk.
 removing all 130 teachers from our nurseries.
 a big cut to headteacher school budgets.
 slashing the funding for local sports and leisure centres.
 opening the door to library cuts.

“The SNP also refused to accept our fully costed plan to put more money into road and pavement repairs or into new park playground equipment.

“We always try to be optimistic but there’s no getting away from the fact this is a bad budget for our constituents.”

Earlier this week the Convention of Scottish Local Authorities warned that the Scottish Government’s Budget will hit vulnerable communities the hardest.

COSLA said the Government has not considered successive years of cuts, or rising inflation and demand and have therefore put council services at risk.

Councils have said they believe the budget will have a major impact on the Government’s ability to address the four priorities of inclusive growth, tackling child poverty, wellbeing and climate change, and puts Scottish Government commitments at risk if no further funding is found as part of the Budget Scrutiny process.

COSLA’s view is that taken on its own, the Scottish Government’s announcement of an additional £495m for councils is misleading to communities.

Councils are required to deliver an additional £590m worth of new Scottish Government policy commitments, resulting in a cut to council budgets of £95m. It is vital to note that this doesn’t account for inflation and therefore the real terms cut to the Local Government revenue budget is nearer £300m.

The draft capital budget is equally as devastating. Whilst £54m of new capital money has been announced this is negated by £171m worth of Scottish Government commitments. This leaves a £117m cut to core capital budgets of 17%. Again, if we include inflation the real terms cut to capital budgets is £130m.

This settlement does not address any of the restoration called for in light of many years of cuts.

Speaking ahead of an evidence session at the Scottish Parliament’s Local Government and Communities Committee on Wednesday, COSLA Resources Spokesperson Councillor Gail Macgregor said: “COSLA has campaigned hard in recent months for the Scottish Government to address falling Local Government budgets.

“We called for Scottish Government commitments to be funded, inflation to be accounted for and restoration to the budget to reflect successive years of cuts to Local Government. It is unfortunate that a sphere of government in this country has not been listened to. 

“This draft budget will impact on jobs, frontline services and Local Government’s ability to address inclusive economic growth, child poverty, wellbeing and climate change and does not address the growing demand most councils are facing in relation to services.”

COSLA President Councillor Alison Evison added: “Recent benchmarking statistics have shown that 10,000 FTE jobs have been lost in Local Government since 2010/11. The impact of this on communities is real and cannot continue. 

“We are calling on Scottish Government and the Parliament to address these concerns, listen to our asks and prevent the loss of essential council services which communities rely upon.

“Make no mistake, councils and the services which communities rely upon will be at risk as a result of this budget.”

Councillors voyed to raise Edinburgh’s Council Tax by 4.79%. The tax band levels for Edinburgh in 2020/21 will come into effect on 1 April 2020 and will be:

B – £1,041.13

C – £1,189.86

D – £1,338.59

E – £1,758.76

F – £2,175.21

G – £2,621.41

H – £3,279.55

Mikey cuts through at RTS Scotland Student Television Awards

A budding wildlife camera operator has had his film about urban foxes in Edinburgh recognised with a top industry award.

Edinburgh Napier TV graduate Mikey Sneddon recently won the Editing Award at the Royal Television Society (RTS) Scotland Student Television Awards held at the Everyman Cinema in Glasgow.

The prestigious event – an annual recognition of the finest student television production in Scotland – saw the 21-year-old praised for his film ‘My Urban Fox Film’, which documents his struggle of finding and filming urban foxes in Edinburgh.

The RTS Scotland award win is the latest accolade to be presented to graduate Mikey after he won the Clement’s Family Prize for Best Final Film when he graduated from Edinburgh Napier with a first class honours degree in 2019.

On winning the prize, Mikey – who is from Gorebridge in Midlothian – feels the recognition well greatly help him as he continues the transition from university into freelance life.

He said: “It was an absolutely fantastic feeling to win the award as it really vindicated all my hard work in my final year at Edinburgh Napier.

“To win in the editing category was such a shock. I worked tirelessly for this film as wildlife is something I am truly passionate about so to have that hard work recognised in this way is incredible.

“As a freelance camera operator, the award win has given me some extra credibility and it has definitely encouraged more interactions with production companies and professionals in the natural history sector.”

Mikey currently works as a freelance filmmaker at Edinburgh creative agency Daysix. While at Edinburgh Napier, he undertook a placement with RSPB Scotland which involved him directing, shooting and editing films to highlight the charity’s work. His work from this placement also featured on ‘Springwatch’ – the first time his work had been broadcast on national television.

Mikey added: “Working with Daysix has been a fantastic experience so far as it has allowed me to work with industry professionals and a variety of clients to make a lot of diverse work.

“Alongside this, I’m still ticking away at my goal as a wildlife camera operator. At the end of April and start of May this year, I am heading to the Isle of Mull to film otters and I am going to be continuing to make films and further my relationship with RSPB Scotland. I’m looking forward to a busy – and hopefully fruitful – year of filming and editing.”

Enough is enough!

Councillors will meet tomorrow to discuss six steps for boosting sustainability, tackling poverty and improving residents’ wellbeing over the course of the next decade. The meeting comes a week before the city council sets it’s budget – a budget which UNISON says will slash council services with another £33 million in CUTS in the year ahead.

Designed to secure Edinburgh’s spending priorities, in the context of increasingly challenging financial circumstances, the six programmes of work are contained within a report detailing the next phase of the Council’s Change Strategy.

Members of the Finance and Resources Committee will consider the suggestions alongside detailed proposals for agreeing the city’s annual budget next week (20 February) and planned savings of £87.3m over the next three years.

One year into a four-year plan, the Change Strategy has already achieved savings of over £30m for the Council, while delivering improvements to frontline services across the city and major investment towards health and social care, the building of new schools and thousands of affordable homes.

Since last year’s budget, the Council has made significant progress against its target to deliver 10,000 new affordable homes by 2022, with 2,000 homes currently under construction across 35 sites.

A £153m improvement is making upgrades to nearly 600 buildings, with £67m spent building new or refurbishing schools, while an additional £15.7m has been put towards health and social care.

The start of the tram to Newhaven extension is underway – we’ll have to wait and see what the final cost of that particular project will be – and more than £7.4m has been invested into active travel and cycling around the city, alongside an £11m street lighting upgrade to LED.

The next phase of the council strategy builds on this work, identifying six programmes with practical steps for continuing to achieve Edinburgh’s spending priorities in this year’s Council budget and beyond.

The six programmes are:

  • Prioritising poverty and wellbeing

Developing a long-term Prevention Strategy based on the results of the Edinburgh Poverty Commission and the findings of the Homelessness Taskforce, and redesigning Council services which maximise residents’ wellbeing.

  • Working to reach net zero carbon

Co-sponsoring the establishment of the Edinburgh Commission for Climate Action – an independent body that will advise and support the whole city to play its part in protecting our environment for future generations – and building on the city’s Net Zero short-term improvement plan with a City Sustainability Strategy.

  • Building an inclusive city

Finalising and actioning a new City Plan and City Centre Transformation strategy to guide the future shape of the city and fulfilling the ambitions of Edinburgh’s 10-year City Mobility plan to change the way that people move around the city.

  • Operating a 21st Century estate

Launching a new Land and Property Commission to better identify sites for new housing, release depots and yards for redevelopment and capital for investment, reduce costs and carbon emissions – complemented by a new Estate Strategy examining all aspects of how the Council runs and maintains buildings and land.

  • Being an efficient and modern Council

Paying the baseline Living Wage to all employees, working to close the gender pay gap and improve diversity, and breaking down stigma associated with mental health conditions. We will also be reviewing senior management structures and costs.

  • Empowering citizens and empowering colleagues

By introducing new standards for consultation and co-designing services across the Council and fulfilling our commitment of 1% of council budgets being invested through participatory budgeting by 2021.

Council Leader Adam McVey said: “We need to think big and be bold to become the type of city people have told us they want to live and work in – an inclusive, sustainable and progressive city which prioritises frontline services and its most vulnerable citizens, puts an end to poverty and acts now against climate change – and we shouldn’t be afraid to make challenging decisions in order to get there.

“That’s why we’re changing the way we do things, committing to a longer term, three-year budget plan, paving the way for record capital investment in areas like new schools, new affordable new homes and sustainable transport. The six steps outlined in this report will make sure we remain focused on our key aims while providing the best services possible for the people of Edinburgh.”

The SNP can’t run the city on their own, of course, and they are supported by Labour in a ‘Capital Coalition’ which has been coming in for increasing criticism.

Capital Coalition Depute Leader, Labour’s Cllr Cammy Day, said: “Like all Councils, we’re facing unprecedented levels of financial uncertainty and we’ll need to make tough choices in order to prioritise the big changes Edinburgh wants and needs.

“The six areas have been shaped by many years of feedback, through our budget consultations with tens of thousands of Edinburgh residents. This is about focusing on frontline services which lift people out of poverty and support Edinburgh’s ambitious sustainability goals.

“Most councils will currently be considering how to set a one-year budget. We’re going further by looking at how we will balance our budgets over the next three years. We’ll do this while also continuing to push for the powers we need to introduce innovative new funding mechanisms for Edinburgh, such as the tourist tax and workplace parking levy.”
