G7 nations agree new plan to dismantle migrant smuggling gangs

The Home Secretary has agreed a major international plan to smash criminal gangs responsible for smuggling illegal migrants into G7 nations

The G7 Anti-Smuggling Action Plan will deliver a boost to UK law enforcement by fostering closer cooperation with G7 partners to bolster border security, combat transnational organised crime, and protect vulnerable individuals from exploitation by migrant smugglers.

New joint investigative actions will be carried out by law enforcement teams to target criminal smuggling routes, while intelligence sharing between G7 nations will ensure faster identification and disruption of these dangerous networks.

This approach will enhance the capabilities of the Border Security Command and its new Commander Martin Hewitt CBE QPM in coordinating investigations with international partners to reduce illegal migration to the UK.

Other measures announced in the plan include: 

  • sharing best practice, including disrupting supply chains that facilitate people-smuggling, such as small boat parts, seizing the illegal financial assets of criminals, and improving cooperation across global transport routes
  • working with social media platforms and internet providers to remove harmful content that promotes illegal migration services or advertises fake job opportunities
  • strengthening capabilities to monitor and anticipate irregular migration flows at both global and regional levels

The agreement comes after discussions by the Home Secretary at the G7 Interior and Security Ministers’ meeting in Avellino, Italy, this week. It marks another step in the UK’s reset of relations with key allies and affirms a shared commitment to working together to tackle complex cross-border issues. 

Home Secretary Yvette Cooper said: “Criminal smuggling gangs who organise small boat crossings undermine our border security and put lives at risk. Our new government is rapidly accelerating cooperation with other countries to crack down on these dangerous gangs.

“Today’s newly agreed G7 action plan provides an important focus on international law enforcement and reflects our determination to work with global partners on these shared challenges. New international joint investigative teams will help coordinate cross-border action and supplement the measures we have already taken to set up the UK Border Security Command and back it with new funding.

“The plan will help to increase both voluntary and enforced returns of migrants to countries of origin. It aims to offer migrants more choices and improve the overall management of migration flows.”

Instrumental to delivery of this plan in the UK is the new Border Security Command, under the leadership of Martin Hewitt CBE QPM, which will be armed with enhanced powers and coordinate the work of law enforcement and intelligence agencies.

It will coordinate investigations with European counterparts and will benefit from a £75 million investment in cutting-edge technology, additional officers, and new covert capabilities.

In July, the government committed a further £84 million to addressing the root causes of irregular migration. This funding will go towards programmes aimed at tackling the drivers of migration at their source, reducing the need for dangerous and irregular journeys.

Since taking office, the Home Secretary has increased efforts to work with international partners to tackle the challenges posed by irregular migration.

This has included engagement with the United States Attorney General, Merrick Garland, European Commissioner for Home Affairs, Ylva Johansson, and Executive Director of Europol, Catherine De Bolle.

The UK will continue to drive focus on tackling migrant smuggling with the G7 under Canada’s presidency next year, and at next month’s INTERPOL General Assembly in Glasgow.

Knife Crime: Pooja Kanda’s story

Pooja’s son Ronan was fatally stabbed in 2022. On Monday 9 September, Pooja attended the first annual Knife Crime Summit at Downing Street.

Within seconds, my whole life was shattered.  

I miss talking to him. I miss hugging him, hearing his giggles, his laugh, his loud noise, his cheeky look in his eyes. 

It’s horrifying to know that a beautiful child of yours – a good person, a good human being – has been taken by something so cruel and for no reason. Because they mistook him for somebody else. 

On the evening of 29th June 2022, Ronan went to play snooker with his friend. It was the first time he’d gone out after finishing his GCSEs. It was a treat. 

I was out of the house at a meditation class. My neighbour, who was at the class with me, got a call. I got up, hearing the commotion.  

“What’s happened?” I asked.  

“There’s been a stabbing on our street, we need to get home,” she replied.  

I didn’t know then that it was my own child. You don’t think it can happen to you. 

I remember ringing Ronan, but he wasn’t picking up the phone. That’s not like Ronan – Ronan knows, he knows me, he knows to answer. But he didn’t.

My husband was at home, so I rang him and asked him to go outside to find out what was happening. He told me that Ronan had popped out for five minutes to go to his friend’s house. We both agreed to phone Ronan to tell him to get home as soon as possible. 

My husband rang back crying. 

“It’s Ronan, Pooja. They’re saying it’s an Asian-Indian boy.” 

The perpetrators had stabbed him in his abdomen, 20 centimetres deep with a 20 inch Ninja sword. When he turned around, they stabbed him again with a Ninja sword that went through his heart. The blood was pouring out of his body.

He tried running home, but he collapsed two doors away from his house. 

On my way from class, I remember asking my friend to drive me quicker and I jumped out of the moving car. Running towards the police taped area and begging the police officers to let me through, to let me hold my child. 

Even though the paramedics tried to operate to save him, my Ronan died on the very street he grew up. He didn’t stand a chance. 

An innocent child walking home. Murdered, just like that.

In the court case, we found out how the online sale of these threatening bladed articles played a massive role in my son’s murder. Since then, we have been and will continue fighting for a ban on machetes, zombie knives, Ninja swords and other bladed weapons. There is no need for these deadly knives to be in our society. In the wrong hands they are lethal weapons.  

For each murder that happens, there have been clear failures in our system. Ronan’s murder happened because a Ninja sword was bought using a parent’s credit card with no ID checks. We also hear about the failures within the education system, within the policing system, within online sales and more. Now all these failures are being addressed so we can start correcting them. 

We’re going down the right path. 

If it takes a bit of time, so be it. But we need to understand that this needs to be dealt with from now on.  

I would like to thank Sir Keir Starmer, the Home Secretary Yvette Cooper, Idris Elba and my MP Pat McFadden. These are the people who are passionate about this issue and do want to make a difference. So, thank you to them. 

I feel very grateful to be here, so I can share my child’s story and can fight for him. I feel like there are other people who don’t get heard. 

What happened to Ronan should never have happened. My Ronan was a good, funny, humble, charismatic, intelligent and kind boy. He was every mother’s dream son.  

From his school, a mother approached me to tell me how Ronan stopped their child getting bullied – now that child remembers my child and was heartbroken to learn what had happened.

He was a beautiful person and he was too good for this world. I apologise to him every morning for bringing him into this cruel world and not being able to protect him. So, this is my way of doing something for him. 

Ronan’s Law will be a strong move and bring, I hope, much-needed change. Banning these weapons should be the basic start to combatting knife crime. 

In my son’s memory, I have a tattoo on my arm of his heartbeat – the words underneath say: ‘Mom is proud of you, Ronan’ and his name is in his own writing. His mantra was to make me proud.  

I’d give my life today for Ronan, if I could.

I wish I gave my heart to him to save him. Every child deserves to grow up safely and I wish my son had this opportunity.

I am the proud mother of Ronan Kanda.

‘This is not protest. It is organised, violent thuggery’

Prime Minister Keir Starmer delivered a statement from Downing Street yesterday:

I utterly condemn the far-right thuggery we have seen this weekend.

Be in no doubt: those who have participated in this violence will face the full force of the law. 

The police will be making arrests. 

Individuals will be held on remand. 

Charges will follow. And convictions will follow. 

I guarantee you will regret taking part in this disorder.

Whether directly or those whipping up this action online, and then running away themselves.

This is not protest. It is organised, violent thuggery. 

And it has no place on our street or online.

Right now, there are attacks happening on a hotel in Rotherham. 

Marauding gangs intent on law breaking. Or worse.

Windows smashed. 

Fires set ablaze.

Residents and staff in absolute fear. 

There is no justification – none – for taking this action. And all right-minded people should be condemning this sort of violence. 

People in this country have a right to be safe. 

And yet, we’ve seen Muslim communities targeted. 

Attacks on Mosques. 

Other minority communities singled out. 

Nazi salutes in the street. 

Attacks on the police.

Wanton violence alongside racist rhetoric. 

So, no, I won’t shy away from calling this what it is: Far-right thuggery.

To those who feel targeted because of the colour of your skin…

Or your faith…

I know how frightening this must be.

I want you to know this violent mob do not represent our country. 

And we will bring them to justice. 

Our police deserve our support, as they tackle any and all violent disorder that flares up. 

Whatever the apparent cause or motivation we make no distinction. 

Crime is crime.

And this government will tackle it.

Mosques to be offered new emergency security

Mosques are being offered greater protection with new emergency security that can be rapidly deployed

The new rapid response process means mosques at risk of violent disorder can be offered additional security personnel, providing communities with vital support and reassurance. This will boost the work already being done by local police forces to protect these important places of worship.  

Under the new process now in place, the police, local authorities and mosques can ask for rapid security to be deployed, protecting communities and allowing for a return to worship as quickly as possible. 

This announcement will build on the existing Protective Security for Mosques Scheme, with up to £29.4 million already available this year to fund security at mosques and Muslim faith schools. 

Home Secretary, Yvette Cooper said: “Britain is a proud and tolerant country, and nobody should make any excuses for the shameful actions of the hooligans, thugs and extremist groups who have been attacking police officers, looting local shops or attacking people based on the colour of their skin. 

“In light of the disgraceful threats and attacks that local mosques have also faced in many communities, the government is providing rapid additional support through the Protective Security for Mosques Scheme, alongside the support from local police forces and we repeat that anyone involved in this disorder and violence will face the full force of the law. 

“As a nation we will not tolerate criminal behaviour, dangerous extremism, and racist attacks that go against everything our country stands for.”

The Government has made clear that targeted attacks on Muslim communities will not be tolerated. All those involved in violent disorder, including attacks on the police, local communities, arson and looting should expect to face the full force of the law. 

The new arrangements have been deployed and are already providing additional security for mosques across the country this weekend. The scheme also remains open for general applications and all those eligible are encouraged to apply.

TUC ANTI FAR RIGHT STATEMENT

We stand together in peace and solidarity with the people of Southport following the horrific events that took place on Monday 29th July have left us all in shock.

Our thoughts are with the families and loved ones of those who have died and are receiving treatment for their injuries. They should be the priority for everyone who cares about what has happened

Instead some have sought to use the tragic event in Southport to divide and spread hate – based on mistruths and false information. Far right thugs have taken to the streets of Southport, Hartlepool and London to attack Police and emergency service workers, to target Muslim communities with xenophobic hatred and to despoil the memories of those whose lives were so tragically cut short.

We must not let them get away with their lies and division. Trade unions have always been at the heart of efforts to unite communities and stand against hate. But the challenge feels even more urgent now.

Whilst what took place in Southport leaves a dark shadow, we have seen some of the best of us. Our emergency service workers who rushed to danger, who provided and continue to provide life-saving care. Our public service workers providing ongoing care and support and practical help. Our teachers and support staff in the schools attended by young people affected and our community organisations who have stepped up to help and provide counselling.

So many other individuals, local businesses and organisations who are giving their time and expertise. They all deserve our gratitude. They have discharged their duty professionally, diligently and with compassion for their community.

Once again, it is a diverse range of front-line workers and community activists who have stepped up to repair the damage – material, physical and emotional.

Southport and our communities across the country do not need to meet violence with further violence. Whipping up hate and fear is not acceptable.

As trade unions, we will continue to work with our members in workplaces across the country, to provide practical support and solidarity and defeat the narrative of hate.

Our unions call for an end to the violence and intimidation, and for all those who perpetrate these acts to be brought to justice.

Unity is our strength, and we will stand firm against those that aim to pit different workers and communities against each other.

Home Secretary launches new Border Security Command

Home Secretary Yvette Cooper has set out the first steps to establishing a new UK Border Security Command (BSC).

This BSC will strengthen Britain’s border security and smash the criminal smuggling gangs making millions out of small boat crossings.

Rapid recruitment for an exceptional leader used to working in complex and challenging environments, for example, at senior levels of policing, intelligence or the military, will kick off today (Monday 8 July), with the new recruit expected to take up their post in the coming weeks.

Reporting directly to the Home Secretary, the Border Security Commander will provide strategic direction to work across agencies, drawing together the work of the National Crime Agency (NCA), intelligence agencies, police, Immigration Enforcement and Border Force, to better protect our borders and go after the smuggling gangs facilitating small boat crossings.

Following the Home Secretary’s instruction, a core team in the Home Office is establishing the remit, governance and strategic direction of the new command. Early legislation is being prepared to introduce new counter terror style powers and stronger measures to tackle organised immigration crime.

She has also commissioned a bespoke investigation from the department and the NCA into the latest routes, methods and tactics used by people smuggling gangs across Europe to inform a major law enforcement drive over the coming months.

The BSC will draw on substantial additional resources, with work to bring in more investigators, experts and analysts to tackle organised immigration crime starting on Monday. A significant number of these will be based across Europe, working with Europol and European police forces to disrupt the activity of the criminal smuggling gangs and ensure those profiting from people smuggling are brought to justice.

In a call to the Director General of the NCA, Graeme Biggar, the Home Secretary stressed the need to break the business model of the criminal smuggling gangs, going after their ability to communicate, move people across Europe and their profit.

The Home Secretary will have further calls this week with European interior ministers and with the Director General of Europol to discuss strengthening security cooperation.

“Work is underway to bring in a Border Security Commander to lead this work – and we will begin recruitment on additional capacity in the National Crime Agency immediately.”
