From austerity to crisis: Covid-19 Inquiry highlights UK’s pre-pandemic weaknesses, says TUC

Just three days short of its second anniversary, the Covid-19 Public Inquiry published the report from the Module One investigation into the resilience and preparedness of the United Kingdom (writes TUC’s NATHAN OSWIN).

The report highlights the devastating consequences of austerity in the decade that preceded the pandemic and the risk of vulnerability in the UK population.

The Impact of austerity on public services

Inquiry Chair, Baroness Hallett, states plainly that, “In short, the UK entered the pandemic with its public services depleted, health improvement stalled, health inequalities increased, and health among the poorest people in a state of decline.” This blunt assessment underscores the critical condition of the nation’s public services as they faced the unprecedented challenges of the Covid-19 pandemic.

The role of the TUC and evidence from frontline workers

As Core Participants in the Inquiry, the TUC played an integral role in the process, working with our unions to provide the evidence that ten years of under-investment and real terms funding cuts to public service in the run up to the Inquiry left key services struggling to cope.

“Public services, particularly health and social care, were running close to, if not beyond, capacity in normal times” the report states, a statement that doctors, nurses, porters and social care workers have been telling us all. 

The Inquiry also heard that “there were severe staff shortages and that a significant amount of the hospital infrastructure was not fit for purpose. England’s social care sector faced similar issues. This combination of factors had a directly negative impact on infection control measures and on the ability of the NHS and the care sector to ‘surge up’ during a pandemic.”

A call to avoid past mistakes

The report is both a damning indictment and a call to never repeat the mistakes of that decade – a desperate reminder of the need to invest in our public services.

And while the report is not naive about the costs needed to make the UK more resilient ahead of the next pandemic – a matter of when not if – it reaches  the conclusion that “the massive financial, economic and human cost of the Covid-19 pandemic is proof that, in the area of preparedness and resilience, money spent on systems for our protection will be vastly outweighed by the cost of not doing so”.

Addressing health inequalities

What’s more, the Inquiry is crystal clear as to the price we pay for inequality across our communities. It notes that at the outset of the pandemic, the UK had “substantial systematic health inequalities by socio-economic status, ethnicity, area-level deprivation, region, social excluded minority groups and inclusion health groups”.

And Baroness Hallett’s report correctly states that these inequalities weakened the ability of the UK to cope, stating that “resilience depends on having a resilient population. The existence and persistence of vulnerability in the population is a long-term risk to the UK.’ 

Recommendations for the future

The recommendations themselves speak of the need to engage with wider society for planning on how we handle a crisis and to take into account the “capacity and capabilities of the UK”. 

No one knows the capacity and capabilities of our public services better than the staff that deliver them and the TUC and its affiliated unions stand ready to assist the government in this vital work.

It is by working in partnership – with proper resources going into our public services – that we can truly learn the lessons this report sets out and secure the resilience and preparedness that the UK needs for a future full of challenges.

Minute’s silence

At 11am today – Tuesday 28th April – take part in the minute’s silence.

It will be a moment to pay tribute to the sacrifice made of so many workers during the pandemic, to remember those who’ve sadly lost their lives, and to thank all those who continue to do vital work at great risk.

The initiative is supported by the government, and reps may wish to request employers mark it, by asking the workforce to cease work for one minute at 11am.

UNISON general secretary Dave Prentis said: “For every minute this pandemic continues, people are making extraordinary sacrifices to keep us safe and run our vital services.

“The least we can all do is spare a moment to pay our respects and show our gratitude to all the key workers who have lost their lives.”

The silence is also an opportunity to think about all those workers who are continuing to keep the country safe and functioning, says UNISON.

Society of Occupational Medicine calls for a goal of zero workplace deaths due to COVID-19

As the COVID-19 pandemic continues, The Society of Occupational Medicine (SOM) is today renewing its call for the UK government to prevent any further work-related deaths.

Scores of UK healthcare workers have already died from COVID-19 infections and their deaths will be marked today at 11am with a moment’s silence. But at SOM, we do not believe that work-related fatalities due to COVID-19 exposure are inevitable. In fact, we believe a goal of zero work-caused fatalities is achievable.

Today is the World Day for Safety and Health at Work, an initiative supported by the United Nations. SOM backs the aim of raising awareness on the adoption of safe practices in workplaces and the role that occupational safety and health (OSH) services play.

As politicians discuss the end of the lockdown and people plan their return to work, we believe it is essential that all employers conduct risk assessments to ensure the safety of all employees.

With the proper application of safe systems of work and the use of a hierarchy of control, no worker should die of work-acquired COVID-19.

Concern has been raised about the shortcomings of and lack of personal protective equipment (PPE), but PPE should be considered the lowest form of protection. Employers must consider a range of controllable factors in the work environment and this includes the use of design, engineering and administrative controls.

SOM is calling for robust and increasing access to occupational health (OH). The need for advice from occupational health doctors, nurses, physiotherapists, psychologists, hygienists, ergonomists etc. is required. The need to protect our workers has never been greater and is the core role of OSH.

SOM is also supporting a multidisciplinary drive across sectors to raise awareness, share knowledge and engage employees in solutions. It is encouraging workplaces to design-in exposure prevention measures as advised by the Health and Safety Executive – helping employees take the opportunity to better understand the risks and demonstrate good practice in their work.

Dr Will Ponsonby, Society of Occupational Medicine President said: “The UK could and should have aimed for a target of zero work-caused fatalities in this pandemic. The need to protect our workers has never been greater, and that goal must be put in place as the foundation for all future planning.”

Faith Leaders unite to thank NHS and frontline workers

Faith Leaders were brought together in a video by the Edinburgh Interfaith Association expressing their gratitude to all NHS workers and frontline staff.

The video was released just before the nation joined to clap the NHS on Thursday evening.

EIFA Executive Director Iain Stewart said, “We are all united across our different faith traditions in solidarity to come together to express our gratitude to all NHS workers and frontline staff.

“In all of our traditions caring for your neighbour is central. Our NHS staff and carers all exemplify what it means to care for another. This short video is just a small way to say thank you from across all the faith communities of Edinburgh.

“We are eternally grateful for all they do for us, every day putting their lives on the line in order to save the lives of others. There is no better sacrifice and we just all just want to say thank you.”
