More than 42 MILLION free bus journeys made by under-22s in Edinburgh under SNP government

Gordon Macdonald MSP has marked “the transformative impact of SNP policies” as new figures show 42,368,125 of bus journeys were made by under 22s in Edinburgh since the SNP Government introduced the policy three years ago.

Earlier this week it was revealed that over 200 million free bus journeys had been made by young people across Scotland. The scheme continues to help eradicate child poverty, tackle climate change and grow the economy by providing free access to education, employment and leisure.

Through the 2025-26 Budget, the Scottish Government will provide £409 million for concessionary bus travel, providing access to free bus travel for almost 2.3 million people.

Commenting, Gordon Macdonald MSP said: “Eradicating child poverty is the number one priority of this SNP Government, and by facilitating 42,368,125 journeys for under 22s across the city – , the highest recorded across all local authority areas – we are making progress towards this goal.

“With over 200 million journeys now made across Scotland, this SNP policy is saving young people and their families significant amounts of money while creating new opportunities.

“This policy has been one of the most instrumental in improving the lives of young people across Edinburgh, supporting our bus services, our community, and our climate.

“This is the SNP under John Swinney delivering on Scotland’s priorities and for the city’s young people.”

SNP ‘delivering 35,785,216 FREE bus journeys in Edinburgh’

SNP MSP for Edinburgh Pentlands Gordon Macdonald has welcomed figures showing 35,785,216 free bus journeys have been made in Edinburgh this year, thanks to the SNP protecting free bus passes for the over 60’s and those with disabilities, as well as introducing free bus travel for the under 22’s. 

In Scotland, the SNP Government has consistently protected free bus passes for everyone over 60, and disabled people, while also extending the scheme to injured veterans. By contrast, in England, pensioners only receive their free bus pass upon reaching the state pension age of 66 – six years later than is the case in Scotland.  

The free bus travel scheme for under 22s, introduced in 2022, is helping young people across Edinburgh access work, education, and further training, free of charge. No equivalent scheme exists anywhere else in the UK. 

In Edinburgh 35,785,216 free bus journeys have been made under these schemes in 2023/24, contributing to the over 178 million free journeys recorded across Scotland this year. 

Commenting, MSP for Edinburgh Pentlands Gordon Macdonald, said: “The delivery of almost 36 million free bus journeys across Edinburgh this year is a fantastic achievement, that demonstrates the SNP Government’s commitment to improving mobility for our youngest, oldest, and most vulnerable citizens.  

“These free bus passes are a lifeline for many, helping people access essential services, education, and employment. 

“While the UK Labour Government is determined to strip pensioners of their Winter Fuel Payment – the SNP Government is supporting our pensioners by protecting the free bus pass from age 60 – unlike in England, where it’s issued at age 66.  

“While the UK Labour Government is busy increasing tuition fees in England, we’re supporting our young people by introducing free bus passes to support them going to work, school, education or further training.  

“The SNP is committed to continuing to support all of Scotland – and it’s important to celebrate the difference that SNP policies are making here in Edinburgh, with 35,785,216 of free bus journeys made this year under the free bus travel schemes – part of over 178 million free bus journeys made across Scotland this year.” 

Local Scottish Green MSP hails “life-changing” impact of Free Bus Travel for young people in Edinburgh

Lorna Slater, the local Scottish Green MSP for Lothian Region has hailed the transformative impact of free bus travel for everyone under 22 in Edinburgh.

New figures, published by the Scottish Government, show that over 85,314 young people in the capital city are already benefiting from the scheme, allowing them to travel anywhere in Scotland.

This groundbreaking initiative was secured through negotiations between the Scottish Greens and the Scottish Government. Scotland is the only country in the UK that offers free bus travel for all young people under 22.

Over 137 million free bus journeys have been taken across the country, allowing young people to travel for work or education, or simply to visit friends and family.

Ms Slater said: “The free bus travel scheme for under 22s has been transformative, and in some cases life-changing, for young people in Edinburgh.

“Allowing young people to access school, work or leisure for free is helping to support them and their families through a Tory cost-of-living crisis which has hit everyone in Scotland.

“The scheme has opened up huge opportunities for young people across our communities, creating exciting new chapters and helping them to explore the country and develop crucial skills for the future.

“Transport is Scotland’s largest source of carbon emissions. Encouraging people to use public transport rather than take the car is a huge boost for our environment and will reduce the number of cars on our roads.

“Over 85,000 young people in Edinburgh have already signed-up for their free pass, and I urge all those who have not yet registered to do so today at Freebus.scot.”

Lorna Slater MSP: Free bus travel has benefited almost 59,000 young people in Edinburgh since January

Lorna Slater the Scottish Green MSP for Lothian has welcomed the positive impact of free bus travel for people under 22, which has already benefited almost 59,000 people in Edinburgh.

Almost 500,000 young people across Scotland have enjoyed over 21 million journeys.

Scotland is the first country in the UK to offer free bus travel for young people. It was introduced in January, following negotiations between the Scottish Greens and the Scottish Government.

Lorna Slater the Green MSP for Lothian said: “I am delighted that so many young people in Edinburgh have signed up for free bus travel. It is a vital change that is opening up the country while helping our environment. 

“With Greens in the Scottish Government, we are delivering for people, the planet and our communities.

“Free bus travel is helping hard-squeezed families and individuals at a time when household incomes are being stretched on so many fronts. It is also reducing pollution and unnecessary car journeys.”

Lorna Slater urges Lothian young people to apply for free bus card

Young people in Lothian are being urged by their local Scottish Greens MSP to apply for a new card which will allow anyone aged 21 or under to travel on the bus for free.

The scheme is being implemented by the Scottish Government, following budget negotiations with the Scottish Greens. It commences at the end of the month. Lorna Slater MSP is urging all eligible young people to apply, especially those who are key workers during COVID restrictions.

From today, anyone between 5-21 can apply for a new Young Scot Card or National Entitlement Card via the Transport Scotland website. Old cards will not work in the scheme.

Scottish Greens MSP for Lothian, Lorna Slater said: “I am delighted that young people will be able to travel anywhere in Scotland by bus for free from the end of the month.I’d encourage all young people who rely on buses for essential travel in Lothian to apply for their cards as soon as possible.

“As Covid travel restrictions start to lift, even more young people will be able to get onboard and enjoy the opportunity of free travel.

“Public transport will be a crucial part of the green recovery. By providing free buses we are helping to tackle Scotland’s role in the climate emergency while opening up opportunities for young people and their families.

“I’m very proud that this Green policy has gone from the drawing board to reality and, despite the difficulties of Covid, essential travellers, such as key workers, will be able to feel the benefit from day one.”

A number of different methods will be available for 5–21 year olds to get their card to access free bus travel: online at GETYOURNEC.SCOT or through parentsportal.scot if it is used by the child’s school; via a local council where it is not possible to apply online; and, in some local council areas, schools are coordinating applications on behalf of their pupils.

* Young people aged 16-21 should apply themselves.

* Parents or guardians will be required to apply on behalf of 5-15 year olds.

* Children under the age of 5 do not need to apply as they already travel for free on commercial bus services without a card.

Public transport central to combatting climate emergency, say young people

All under 22s resident in Scotland will have access to free bus travel from 31 January 2022, First Minister Nicola Sturgeon has confirmed, implementing a commitment agreed with the Scottish Green Party.

New research commissioned by Transport Scotland shows that almost two-thirds (61%) of young Scots agree that access to public transport will play a central role in the fight against climate change. 

School pupils, students and social media influencers joined the First Minister and Mr Harvie at Glasgow Caledonian University to mark COP26’s Youth and Empowerment Day on board a new, Scottish-built electric bus as she confirmed the scheme.

The change means around 930,000 young people across Scotland will benefit from free bus travel from 31 January 2022. 

Transport Scotland research showed 70% of young people indicate they would use public transport more frequently if it was free. 

The Scottish Government has committed to removing the majority of fossil fuelled buses from public transport by 2023.

A Bus Decarbonisation Taskforce has been convened which brings bus operators, the supply chain, energy companies and financiers together to co-design a pathway to a fully zero-emission bus fleet. 

Transport Scotland has made £50 million available to the Scottish Zero Emission Bus Challenge Fund, to further support the Scottish bus fleet to transition to zero emission.

First Minister Nicola Sturgeon said: “We are committed to giving our young people the very best chances to succeed in life. The extension of free bus travel to all under 22s will improve access to education, leisure, and work, while supporting the adoption of sustainable travel behaviours early in their lives.

“COP26 must be a turning point for the world, and action must be taken if we are to ‘keep 1.5 alive’, and Governments across the world must act to support this. Adopting more sustainable travel behaviour is vital if we are to reach our world-leading goal of reducing the number of kilometres travelled by car by 20% by 2030 and reaching net zero emissions by 2045.”

Stewart (17), Young Scot volunteer on the COP26 Youth Climate Programme said: “Free bus travel for young people in Scotland is a fantastic way to help tackle the climate emergency – an issue that’s so important to young people as we are the generation who will be most impacted.

“Not only will it help to reduce our carbon emissions, but it will also support young people like me to study, socialise, get to work and make the most of their lives. It’s a win win!”

Minister for Zero Carbon Buildings, Active Travel and Tenants’ Rights, Patrick Harvie MSP said: “This transformational policy shows that our focus on tackling the climate emergency goes hand in hand with improving lives and tackling inequality.

“Free bus travel will open up opportunities for young people and ease pressure on family budgets while helping deliver the step-change we need to deliver on our climate commitments. 

“Children and young people travelling for free on modern, zero-carbon electric buses is another step towards the fairer, greener Scotland we are committed to building.”

Free bus travel praised by MSP

SNP MSP for Edinburgh Pentlands, Gordon MacDonald, has praised the Scottish Government’s announcement that all residents in Scotland, under the age of 22, will be eligible for free bus travel from January 2022.

This new scheme, extending free bus travel to everyone aged 22, builds on the Scottish Government’s commitment to providing free bus travel to all under-19’s in Scotland which starts this month.

The scheme which is set benefit thousands across Edinburgh, will be delivered in partnership with the Improvement Service, the National Entitlement Card Programme Office and Young Scot.

SNP MSP for Edinburgh Pentlands, Gordon MacDonald said: “This is fantastic news for young people in the city, and right across Scotland, that I am certain will be welcomed across the board.

“I am delighted that in addition to providing free bus travel to all under-19’s in Scotland from August this year, the SNP Scottish Government is going one step further and extending free bus travel to everyone aged 22 and under in Scotland.

“From Comiston to Currie, this will be of immense benefit to young people – especially those further outside the city centre like many in areas across Edinburgh Pentlands.

“It will ensure that young people do not have to face financial travel barriers to get to their education or work, as well as giving them more money in their pocket.

“It is decisive action like this that will also help encourage more sustainable travel behaviour from a young age, helping us in our journey to achieving the world-leading climate action targets which the Scottish Government have ambitiously set for us.”

Free bus travel for under-22s

All young people resident in Scotland under the age of 22 will be eligible for free bus travel from 31 January next year.

The Scottish Government has confirmed the timetable for the roll out of the scheme, delivered in partnership with the Improvement Service, the National Entitlement Card Programme Office and Young Scot.

Legislative changes to allow the scheme to be extended from its original commitment to provide free travel for under-19s will be introduced to the Scottish Parliament this summer.

Approximately 930,000 young people will join the third of Scotland’s population who already benefit from free bus travel through the Older and Disabled Persons Free Bus scheme.

Minister for Transport, Graeme Dey said: “It’s crucial to embed more sustainable travel behaviour from a young age if we are to achieve our world-leading goal of reducing the number of kilometres travelled by car by 20% by 2030 and reaching net zero emissions by 2045.

“We also know that young people have been disproportionately impacted as a result of the COVID-19 pandemic, so it’s never been more important that we support them to achieve their fullest potential. Reducing barriers created by transport costs is one really positive action we can take.

“Our National Transport Strategy commits to a fairer, greener transport system which will reduce inequalities and take action to protect our climate. I’m really pleased to be taking decisive action on both of those points by setting out this timetable to provide free bus travel for all under-22s living in Scotland.”

Dr Sarah Gadsden, Chief Executive of The Improvement Service said: “The Improvement Service is committed to providing better life chances for all children and young people. It’s a commitment fully reflected in our strategic priorities. We’re honoured to be a delivery partner for the Young Persons’ Travel Scheme.

“Together with the National Entitlement Card Programme Office, we’re moving at pace to the support the scheme’s roll out, drawing on our experience and expertise from managing the National Entitlement Card Scheme for over 15 years.

“We’re placing our assets at the disposal of the Young Persons’ Travel Scheme, enhancing them to make the application process as easy as possible, both online and when using traditional channels, and to reduce the administrative burdens on Councils.”

Kirsten Urquhart, Interim Chief Executive of Young Scot said: “Young people often tell us about the positive impact free travel would have on their lives. For some, it’ll help them to travel to work or take part in learning. For others, it’ll improve their wellbeing by making it easier to socialise and to meet with their friends and family.

“Free travel that is accessed easily by the Young Scot National Entitlement Card will open doors for young people – helping them to explore opportunities that many would previously not have had the financial means or confidence to take part in.”

The measure, secured by the Scottish Greens in budget negotiations, means anyone aged 21 or under will be able to travel across Scotland for free on the bus with a concessionary travel card from 31 January 2022.

The scheme had been delayed by COVID-19 and a shortage of silicone, vital in the manufacture of the concessionary cards.

Green MSP Lorna Slater said: “Free bus travel for young people in Lothian is not only a transformational policy in terms of family budgets, it will open up opportunities for young people, and can help shift people out of cars, aiding efforts to tackle the climate emergency.

“What’s more, as we recover from the pandemic, this policy will be vital in encouraging people back onto public transport safely to ensure we see a green recovery.

“The Scottish Greens believe public transport should be free at the point of use and serve all our communities, and in January we will see a major step forward to this aim.”

Poverty Alliance launch ‘Everyone Aboard’ campaign

Ahead of the Scottish Parliament election, a new campaign has today been launched, calling on Scotland’s political parties to commit to extending free bus travel to everyone receiving Universal Credit (and other low-income benefits) and under 25s. 

The Everyone Aboard campaign – coordinated by the Poverty Alliance and supported by a range of children’s charities, anti-poverty groups, trade unions and environmental organisations – is launched at a time of growing hardship across Scotland. 

Young people have been particularly hard-hit by job disruption as a result of the pandemic. Research from the Institute for Fiscal Studies found that under 25s, especially women, have been hit harder economically than any other age group. They have a higher chance of furlough, precarious employment, unemployment, and are the most likely to work in low-paid sectors such as hospitality and retail. 

But too many people in Scotland, the campaign says, were locked out of accessing vital opportunities because they could not afford the cost of public transport. Between 2014 and 2019 bus fares rose by 18%; while the value of social security payments fell, and wages stagnated. 

The campaign is also highlighting how greater use of public transport will be vital if Scotland is to meet its climate change goals. The Scottish Youth Parliament found that young people would be more likely to use the bus if fares were less expensive. Extending free bus travel to all young people under 25 would accelerate the normalisation of bus use in place of cars. 

In a letter sent yesterday to Scotland’s party leaders, Peter Kelly, Director of the Poverty Alliance, said: 

“As a society, we believe we should look out for each other. But those whose finances have suffered most during the pandemic, people on low incomes and young people under 25, risk being left behind in our economic recovery. 

Greater access to free bus transport is not only good for the environment, but will help tackle poverty, reduce geographical inequalities and help increase access to essential services. 

The next Scottish Parliament has the chance to build a Scotland for all of us, one where no one is left behind. On the road to recovery, we can make sure everyone has a seat, by providing free bus travel to everyone receiving Universal Credit and other low-income benefits, and to all young people under 25.”

Share your views on proposals to reduce inequalities

The Scottish Government has launched a consultation on new proposals to offer free bus travel for young people resident in Scotland aged under 19.

Over a third of people already benefit from free bus travel in Scotland. The proposed extension of free bus travel to approximately 770,000 young people will deliver on the budget agreement, as reaffirmed in the recent Programme for Government.

At the same time the proposals help realise the vision proposed through the National Transport Strategy – contributing to a transport system with reduced inequalities and one that advances equality of opportunity.

All young carers will now benefit from the wider proposed extension to the National Concessionary Travel Scheme. As such, the Scottish Government does not intend to legislate for a specific extension to recipients of the Young Carer Grant.

Legislation will also be put forward to offer free travel to companions of disabled children under the age of five as part of the extension to those aged under 19.

Cabinet Secretary for Transport, Infrastructure and Connectivity Michael Matheson said: “With approximately 770,000 young people anticipated to benefit – these are hugely exciting proposals for the future of our bus sector and for inspiring future generations to engage with sustainable transport.

“Free bus travel will help young people under the age of 19 to access education, employment and leisure – particularly those from lower income families. What we are proposing will help our young people as we recover from the COVID-19 pandemic, whilst supporting the vision outlined in our National Transport Strategy for a fairer and more sustainable transport system – reducing inequalities, tackling poverty and promoting opportunity.

“I’m confident that it will support the independence of young people and encourage a greater, long term shift to more sustainable travel – largely by embedding the use of public transport in people’s behaviour from an early age.

“To respond to the climate emergency, we need a shift away from private vehicle use towards more sustainable public transport. I’m confident this step could also help encourage modal shift in how young people get around – improving air quality in our towns and cities by reducing the number of car journeys made either by them or their family, friends, or carers.”
