The final report by the group tasked with helping Scotland develop a world class system of vocational education and training has been welcomed by the Scottish Government and education leaders.

Cabinet Secretary for Training, Youth and Women’s Employment Angela Constance joined Sir Ian Wood, fellow members of the Commission for Developing Scotland’s Young Workforce and representatives from COSLA, at Craigroyston Community High School to mark the publication yesterday.

Its recommendations include:

  • Youth unemployment should be reduced by 40 per cent
  • Enhanced careers education in Primary School
  • The opportunity to prepare for a Modern Apprenticeship (MA) in the senior phase of school
  • More support for employers to take on young employees
  • Closer links between employers and schools and colleges
  • Measures to improve gender balance in training
  • Measures to remove barriers for young disabled people, care leavers and black and minority ethnic groups taking up training opportunities.

Sir Ian believes that Scottish businesses have ‘got out of the habit’ of employing young people and said schools must prepare young people better for the workplace and ensure vocational training was offered as well as academic qualifications.

He explained: “It’s all about building a bridge between school and college into business and industry.

“We’re suggesting that we set up 15 to 20 employer-led groups across Scotland. They’ll have a three-year life and will facilitate every secondary school in Scotland having a long-term partnership with local employers, to include work experience.

“We’re suggesting a really worthwhile work experience and also better advice and career information.

“Frankly, business says ‘we would like to employ more young people, but we’re not sure how to, we don’t have the resource’. We’ve tried to do something quite concrete to change that.”

The Scottish Government will respond formally to the report in the coming weeks, with £12 million budget consequentials already set aside for youth employment.

Speaking at Craigroyston, Ms Constance said: “Today’s report sets out recommendations to deliver a 40 per cent reduction in youth unemployment by 2020 and a challenging programme to transform the way we work with young people, employers, schools and colleges to ensure that all our young women and men have the choices and opportunities they need to fulfil their potential.

“Our young people are an enormous asset in helping us to achieve our aspiration to strengthen Scotland’s economy. Our ambitions to see significant improvements in our youth employment numbers go beyond a return to pre-recession levels when, during a period of growth, youth unemployment stood 7.7 percentage points above that of the general population.

“A substantial amount of activity to help young women and men towards employment is already in place, including our very successful Modern Apprenticeship programme, which has seen over 77,000 new opportunities in the last three years. Opportunities for All also guarantees every 16 to 19 year old the offer of a place in education or training.

“The £12 million we announced earlier this year will help accelerate progress, and we will discuss with our partners in local government how best that is deployed.

“I would like to thank Sir Ian, members of the Commission and all those who have contributed to this landmark report which both matches the scale of our ambition and clearly sets out the challenges we face in delivering it.

“There is now much to consider and we will work closely with the public, private and third sectors on how the recommendations could be taken forward. Our partners in local government have a pivotal role to play in tackling youth unemployment and will be very much part of this work going forward.”

Minister for Learning Alasdair Allan added: “Curriculum for Excellence has been designed to equip our young people with the skills they need to succeed both in Scotland and in the global workplace, with local authorities having the freedom to shape education to meet the needs of our pupils, whatever their background.

“In order to truly give every young person the best possible chance of finding a sustainable career we need world class vocational education and training, allowing schools and colleges to join up with employers so that learning can be even more aligned to student needs.

“Today’s report builds on the steps we have already taken and I look forward to considering with our key stakeholders how it could make the difference we seek.”

One of our aims is to ensure most full time students have a practical work experience embedded in their course. This is already well established in some areas such as catering and hair and beauty through the college’s restaurants and salons as well as our close links with industry in areas such as creative industries, health and social care, engineering and construction. We are seeking to extend this across all the full time courses we offer, where practical and beneficial to our students.

“The South East Scotland Academies programme that we are involved in is an excellent example of education institutions working closely with schools and employers to equip young people with the skills, experience and attitude to make a difference in industry. Cllr Douglas Chapman, COSLA Spokesperson for Children and Young People added: “This landmark report today by the Commission for Developing Scotland’s Young Workforce comes at a time of great change for Scotland. Whatever happens in September we have already embarked upon a decade long journey of renewal in education as a result of Curriculum for Excellence. The report today by the Commission in many ways represents the next steps that we need to take if we are to have a first class system of vocational learning in schools alongside the more established route to academic success.

“The report recognises the crucial role that our schools and teachers in local authorities across the length and breadth of the country can play at expanding pupil’s knowledge about the world of work and the job opportunities that are out there.

“The report’s recommendations are ambitious and transformational but in no way unachievable. This is because a key strength is that the recommendations are based, in part, on existing good practice which has been developed by local authorities, colleges and partners”

Lessons to be learned: call to close poverty gap

The attainment gap between poorer and richer children in Scotland still remains ‘persistent and significant’, according to a new report for the Joseph Rowntree Foundation (JRF) published today (7 May). The JRF report, and analysis of the latest government data also published today, paints a bleak picture of a life blighted by poverty for too many of Scotland’s children.  

The report, (attached below) written by University of Strathclyde, looks at how well Scotland’s education system is serving those from low income families. The authors say interventions can be made at ‘all stages and all ages’ in a child’s school career to close the gap. Despite an overall increase in school standards, children from low income backgrounds are still being left behind and achieving less than their better off peers.

Children who grow up in poverty tend to do less well in education because of factors in their home background for example having parents who are more stressed, less able to afford educational activities and resources and less well-placed to help them with their school work. To meet the needs of such children, schools need to dovetail their systems, curriculum and teaching to ‘bridge’ between home and school so that children living in poverty experience success in education and can use it to lever themselves out of poverty.

The report found the attainment gap begins before school and is amplified as children move through the school system. By age five, children from poorer families are around 12 months behind their richer peers in problem solving and vocabulary.

In early secondary school, only 28% of children from poorer families are performing well in numeracy, compared to 56% of those from advantaged backgrounds. Children from poorer families are more likely to leave school early and without a qualification.

Failure to close the gap wastes the talent of Scotland’s children and costs Scotland economy. On leaving school, poorer children are three times as likely to be unemployed, twice as likely to work only part-time hours and if they do find work, they will earn only around half as much as children from richer backgrounds (a gap of £23 per week for men and £45 for women).

The report authors say the Scottish Government, Education Scotland, local authorities and schools need to focus strongly on the attainment gap. Specifically:

  • Scottish Government should raise awareness of and provide clear guidance on how schools can close the gap.
  • Education Scotland, which is responsible for curriculum advice and inspection, and local councils need to ensure that every school has the data to tell them what their attainment gap is and what impact their actions are having for different groups of children.
  • Every head teacher and teacher needs to use the data and take action by designing a curriculum that meets the needs of the community the schools serves. Proven teaching methods such as peer-tutoring and one-to-one tutoring, study skills, mentoring opportunities and working with parents on supporting children’s learning at home can also help those from poorer families.

Jim McCormick, Scotland adviser at JRF, said: “Scottish education serves many children well, but too many poor children risk becoming poor adults unless we close the attainment gap. This limits their life chances and prospects, which not only has a knock-on effect for them through unfulfilled potential, but for Scotland’s economic performance.

“At all ages and stages in a child’s school career, there are interventions which can be made to break the cycle of low attainment. Closing the attainment gap must be a higher priority for everyone concerned with education in Scotland.”

Sue Ellis, co-author of the report and from the University of Strathclyde, said: “Inequality between pupils from poorer and better off families does not need to continue. Schools need to pay greater attention to closing the attainment gap but they need help in the form of clear, evidence-informed and helpful advice from Government, national agencies, local authorities and universities.

“Every teacher wants to do their best for all their children and it doesn’t need to cost a lot of extra money. This report shows how this can be achieved – everyone has a responsibility to address the poverty experienced by children throughout their school life.”

New analysis published today has revealed that one in three Scottish children live in homes that have ‘almost no wealth’. 

Thirty per cent of all children in Scotland live in the country’s poorest households, which have almost no wealth – meaning they do not own property, have an occupational pension or savings, or own items such as cars and household goods.

Analysis of the Wealth and Assets Survey 2008-10, shows Scotland, like Great Britain as a whole, is a deeply unequal society with the wealthiest 10 per cent of households owning 900 times the wealth of the least wealthy 10 per cent.

The wealthiest 30 per cent of households owned over three quarters of all private household wealth in Scotland, while the least wealthy 30 per cent of households owned less than two per cent.

Lone parent families and single working age adults are most likely to have little or no wealth.

Financial wealth and occupational pension wealth were the most unequally distributed, with the wealthiest 30 per cent of Scottish households owning 81 per cent of all financial wealth and 84 per cent of occupational pension wealth. These households also owned 70 per cent of all property wealth (land and houses).

Deputy First Minister Nicola Sturgeon said: “The UK is one of the most unequal countries in the developed world. Living standards have been falling for those on middle and low incomes, and the gap between rich and poor is getting wider.

These alarming figures highlight that almost one third of our children are not getting a fair start in life.

“Our poorest households do not have the income needed to gain the wealth – and security – that comes from owning property or having pension wealth. Unless action is taken soon, this cycle of deprivation will continue, with more children continuing to be born into poverty.

“We’re currently doing everything we can within our limited powers to tackle this huge inequality.

“However, the reality is that over the years the Westminster system has failed to properly address the deep social inequalities which exist in Scottish society, with generation after generation feeling the impact.

“Tackling and reversing this inequality requires key economic and social policy levers being in the hands of the Scottish Government.

“That’s why we need the full economic levers available to us to create a different approach – one that supports our most vulnerable, encourages people into the workplace and works towards making Scotland a more equal country to live and work.”

This is the first detailed analysis of Scottish data from the Wealth and Assets Survey, a Great Britain-wide survey from the Office of National Statistics. The survey gathers information on the ownership of all assets by households, including pension wealth, financial wealth, property wealth, and physical wealth.

Quality childcare ‘boosts school attainment’

High-quality nursery education helps improve performance at school at all ages, a Scottish Government research paper highlighted today.

In 100 days, families will start to benefit from an increase in the amount of funded early learning and childcare available for three and four-year-olds in Scotland – rising from 12.5 hours per week to almost 16 hours.

The same entitlement will, for the first time, be extended to over a quarter (27 per cent) of two-year-olds over the next two years – with those from workless or job-seeking households being among the first to benefit from expanded provision, starting from August 12.

Ministers have also set out in ‘Scotland’s Future’ how they would use the powers of independence to transform provision through a universal system of pre-school childcare.

Today’s paper – drawing on the findings of three major studies, which are supported by other research work – highlights evidence that:

• Pre-school experience enhances all-round development in children – and may particularly benefit disadvantaged children – with improved cognitive development, sociability and concentration when starting primary school.

• The positive effect of attending higher quality pre-school settings on children’s subsequent outcomes in reading and mathematics is evident at age 10, even accounting for the influence of background factors.

• The benefits of early education and childcare can persist into secondary school – with European research showing that, in most countries, pupils at age 15 who attended pre-school education programmes tend to perform better than those who have not.

That’s why we’re investing in a skilled workforce and working with local authorities and partner providers to ensure that quality remains at the heart of our plans.

“In 100 days, with investment of more than a quarter of a billion pounds over two years, we will take further steps towards our ambition to transform early learning and childcare. By doing so in a well-managed, phased and sustainable way, we will support children and families both in their immediate circumstances and for their longer-term aspirations.

“With a 45 per cent increase in funded pre-school entitlement since 2007, backed by our investment in the workforce, an independent review of future skills and capacity, and capital investment of £91 million over the next two years, we are using the resources available to us now to build the foundations for the transformational change in early learning and childcare that we can deliver with the powers and resources of independence.”

Commenting on the paper, Jackie Brock, Chief Executive of Children in Scotland, said: “This paper is a helpful summary of both the national and international evidence which underpins Children in Scotland’s belief that good quality pre-school care and learning makes a significant contribution to a child’s development.

“This demonstrates, undeniably, that quality early education and care has advantages for every child but is especially important as one measure to eliminate Scotland’s inequalities in educational attainment.”

Early Years Taskforce member and Scottish Liberal Democrat leader Willie Rennie, added: “With 100 days to go until the expansion of nursery education this sound research is a reminder to parents about the real value of early education. It shows that nursery education, especially before the age of three, has long term benefits right through school.

“As a Liberal I know that investing in education, especially early education, can change lives and give great opportunities for people to get on in the world. This new research will give a further boost to our efforts for all. I would urge every two year old eligible for the new entitlement of over fifteen hours a week of nursery education be registered so they can take full advantage of the real benefits.”

Secondary school students to hear the John Muir story

‘One day’s exposure to mountains is better than a cartload of books’, said John Muir, who nevertheless understood the power of the pen and wrote prolifically about wild places and the need to protect them. This month a cartload of books about Muir’s life will go out to every secondary school in Scotland to tell the story of his life and legacy.

The new graphic novel, ‘John Muir, Earth – Planet, Universe‘,  – a story told in illustrated format with a combination of Muir’s words and a carefully crafted narrative – has been created by Scottish Book Trust, Creative Scotland and Scottish Natural Heritage as part of Year of Natural Scotland and John Muir legacy celebrations. It aims to share the story of the conservation visionary with new audiences, and invites discussion, reflection and action.

“The book and its online resources really brings out the adventurous spirit of John Muir from his childhood in Dunbar to his wanderings around America, and shows the origins of his campaigning zeal and passion for wilderness,” said Rob Bushby of the John Muir Trust who sat on the steering group for the development of the novel.

“The Scottish Book Trust is to be congratulated for capturing this in a way that’s already inspiring and engaging pupils, teachers and adults alike. It has the potential to be a game changer in bringing this often-neglected champion of wild places to a whole new audience.”

Written by award-winning author Julie Bertagna and illustrated by Glasgow-based artist William Goldsmith, the novel is based on the key moments and life adventures of John Muir and is intended to help children develop a deeper understanding and awareness of the natural environment and the importance of protecting wild places.

With the assistance of Keep Scotland Beautiful and the Eco-Schools Scotland programme, a class set of 24 copies will be distributed to every secondary school in Scotland this month to coincide with the opening of the John Muir Way by the First Minister on 21 April.

The novel was developed in partnership with John Muir Trust, Creative Scotland, Education Scotland and Scottish Natural Heritage and in consultation with teachers and school pupils. It combines environmental studies with literacy in an innovative way that hasn’t previously been implemented in Scotland, and is supported by accompanying online resources for teachers.

Commenting on the use of graphic novels as a way of engaging pupils in learning, Marc Lambert, Director of the Scottish Book Trust, said: “The importance of taking care of the planet for future generations is one of the most vital lessons our children can learn.

“Telling the story of John Muir’s life and thoughts through the highly accessible and entertaining form of a graphic novel allows us to reclaim a Scottish hero and helps children to develop a deeper understanding of the key environmental issues he campaigned for, in a creative and enjoyable way.”

Edinburgh College has been awarded a national Buttle UK Quality Mark for its commitment to supporting young people from care backgrounds.

The college was given the honour in recognition of its support for young people in and leaving care. Buttle UK – a charity that supports children and families living in poverty – recognises colleges and universities that make exceptional steps in helping young people to succeed in their studies and reach their true potential.

The award coincided with a college event organised by Edinburgh College Students’ Association (ECSA) to support students from care backgrounds. The Care Leavers’ Event underlined the college’s commitment to supporting care leavers and saw current students from care backgrounds take to the stage to share their stories and break the stigma attached to those who have been in the care system.

Two Edinburgh College students and another young person with a care background spoke in front of a large audience including Colin Beattie MSP, senior managers and guests from other local organisations including universities. Colin Beattie sits on the Education and Culture Committee, which was instrumental in passing the Children and Young People Bill that addresses looking after children in care and care leavers.

The event was held in partnership with the young people’s voluntary organisation Who Cares? Scotland, and saw the college and ECSA both sign the Who Cares? Scotland Pledge. This, along with the Buttle award, strengthens the long-term support Edinburgh College will provide to students with care backgrounds.

The Buttle award recognises the quality of the financial, pastoral and educational support Edinburgh College offers to young people in and leaving care. The college’s holistic approach to support, as part of its Transitions for Young People Leaving Care (TLC) project, ensures that additional help is not just offered by student support teams but is also embraced by all teams at the college. This approach, as well as working closely with Edinburgh City Council and ECSA, raises the aspirations of care leavers and gives them equal opportunity.

There is no doubt that the challenges facing young people leaving care are great, which is why we want to offer as much support as possible to give young people the chance to succeed.

Together with our recent Times Educational Supplement award in widening participation, we are pleased to be able to offer opportunities to those who need them the most or who would not normally consider college as an option. We are now one of only a handful of colleges in Scotland with the Buttle UK Quality Mark and we are delighted to have received the recognition for the real difference the college makes to our students and the local community.”

Care leavers are one of the most marginalised groups in society and are often overlooked and ignored. Over the last year, Edinburgh College Students’ Association and Edinburgh College have been doing some fantastic work to empower care leavers and give them the same chances and prospects as everyone else.

“The Care Leavers’ Event was unique because it was organised by care leavers for care leavers. By coming together to share stories and successes we send a strong message to other young people in care that they have the potential to achieve in education. This was the first time the students had addressed such a large and influential audience and they did brilliantly, speaking clearly and with passion.

“Signing the Who Cares? Scotland pledge is just the first step for us. We want to keep moving forward and to inspire other colleges and associations as well as wider society to really start delivering for care leavers and start transforming their lives.”

Twenty three-year-old Health and Social Care student Nathan Sullivan (pictured below) was one of the key speakers at the Care Leavers’ Event.

He said: “I’ve been through many different types of foster care – from foster care to respite to living in a residential home – and the reason for this was because my mum had a number of different illnesses. She passed away when I was 14 years old and at this point I was placed into a residential care unit. I was passed from from pillar to post, was confused, upset and angry because I had no stability in my life at that time.

“I then started studying at Edinburgh College, joined the Edinburgh College Students’ Association and realised that I wanted to be a social worker. I’m doing all that I can to achieve this and, with the support from the college and the Students’ Association, I have now set up a peer group for care leavers to help to support many others like me in the future.”

Mary Erskine School will fly the flag for Edinburgh in the final of a TV schools debate on Saturday.

Eight secondary schools from across Scotland will battle it out on STV in the final of a national debating competition next Saturday (12 April at 1740).

The half hour programme, Referendum: The Next Generation, sees four pupils from each school take part in knock out rounds before the winner of the final debate picks up the trophy.

The other schools to compete are the Nicolson Institute (Western Isles), Douglas Academy (East Dunbartonshire), Montrose Academy (Angus), Lockerbie Academy (Dumfries & Galloway), St Andrews Academy (Renfrewshire), Grove Academy (Dundee) and St Josephs Academy (East Ayrshire).

STV teamed up with Debating Matters in 2013 to give secondary school pupils from all 32 local authority areas, many of who will be eligible to vote in the referendum on independence, the opportunity to research and discuss issues which will affect the future of Scotland.

The Scotland wide competition was open to secondary five and six pupils who had a chance to compete with other schools in their local authority area last summer before taking part in eight regional heats in November 2013. The final of the competition was held at The University of Glasgow and the programme is hosted by STV’s Gordon Chree.

Elizabeth Partyka, deputy director of channels at STV, said: “This programme is the culmination of a series of lively debates between secondary schools throughout the country. We are committed to providing a platform for debate on all the big issues and it is fantastic that secondary school pupils have the opportunity to research and discuss issues that matter to them. We hope people tune in to see which school picks up the winner’s trophy.”

Claire Fox, Director of the Institute of Ideas, said: “Debating Matters is delighted to have worked in partnership with STV to provide an intellectually demanding and rigorous platform for students across Scotland to engage in serious discussion of the big philosophical, cultural and political questions relating to Scotland’s future direction society, and to debate the key issues around the Scottish Independence referendum. The Institute of Ideas values substance over style and emphasises the complexities beyond the headline and beyond sound-bites, so important when young people are considering something as important as the future of Scotland constitutionally. Based on the debates we saw in the autumn and this spring, those young Scots we met rose to that challenge more than admirably.”

Council acts to tackle rising school rolls

Plans to deliver new classrooms to deal with the issue of rising rolls in the capital have been revealed by the City of Edinburgh Council.

The Primary School Estate Rising Rolls report lists seven schools where space pressures may arise for the start of the 2015/16 session – Clermiston, East Craigs, Flora Stevenson, Gilmerton, Pentland, Ratho and Wardie Primary Schools – and a number of possible solutions.

In addition three other schools south of the city centre – Brunstfield, James Gillespie’s and South Morningside – face similar issues. A separate report which considers their specific issues and the possible approaches in that area as a whole will also be discussed at the Education, Children and Families Committee on 4 March.

With primary school rolls projected to rise to a peak of nearly 31,000 pupils by 2019 – an increase of about 15% on the position at the start of the 2013/14 school year – the Council is actively tackling the issue. £15m has already been pledged to help build extra accommodation; Granton, Trinity and Wardie Primary Schools all received new classrooms at the start of this school year receiving positive feedback from parents, pupils and staff.

A total of 18 new classrooms will be built at four schools for the start of the next school year in August 2014 – Broughton, Victoria, St David’s and Craigour Park – with a further 6 additional classrooms being provided at Fox Covert, Stockbridge, Flora Stevenson, Bruntsfield and Gylemuir Primary Schools by adapting the existing buildings.

Councillor Paul Godzik, Education Convener, said: “This report highlights the schools where we believe there will be accommodation pressures and outlines how we can meet demand for places from catchment pupils in 2015/16. The increase in rolls comes at a time when budgets are under increasing pressure, and so the Council has a responsibility to plan ahead, and ensure we provide a solution that fits with our needs and our budget.

“Despite the difficult financial climate the Capital Coalition has doubled the budget available for rising rolls, pledging £15m to tackle the issue. This has already resulted in fantastic new accommodation being delivered at several schools across the city.

“The primary school roll projections are updated every year to identify those schools where future accommodation pressures might arise allowing us to plan in advance for any changes necessary to deal with increased pupil numbers. We will now consult with these schools to identify the best solution to address the pressures should they arise.”

Cllr Godzik added: “Whether or not it is traditional extensions, new build accommodation or adapting existing space, we are committed to providing the very best educational environment for our pupils and are determined to listen to parental views and work with school communities as we move forward.

“In the longer term finding a sustainable solution to the problem of rising rolls is really important. We have to ensure there is space available for our catchment pupils. That’s why we will be laying out proposals to deal with the issue south of the city centre in the Brunstfield, James Gillespie’s and South Morningside area, and why we are working very closely with planning colleagues to look at the wider impact of housing developments included in the Local Development Plan.”

A further report will be considered at the May committee with a proposed solution for each school.

 

WOW! Helping women into work for 25 years

An Edinburgh charity that helps women prepare for work celebrates its 25th anniversary this year. Women Onto Work (WOW) provides individual packages for women who are keen to get back to work, but don’t know where to start.

Its first project was in Wester Hailes in 1989 when it ran a training course for 10 women. Since then it has provided support for thousands of women across the city, from a wide range of backgrounds such as low skills and qualifications, returning to work after being a mum, or having confidence issues.

And there are places available now for women who are not in work and are thinking about finding a job.

Susan Watt, WOW’s chairperson, says: “We would love to hear from any women in Edinburgh who would like to know more about our service. Please get in touch.”

“WOW is open to every woman who feels she’s struggling to make her way in the job market and we can offer help with childcare and travelling expenses where required.

“We are the only gender based employability organisation in Scotland, but we are about so much more than just finding women jobs, we offer personal and professional support so that women can achieve their full potential.”

WOW’s services include one to one coaching with a wide range of activities and courses from personal development to an enterprise course aimed at women thinking about working for themselves. Its funders include the Scottish Government, City of Edinburgh Council and the Big Lottery.
