Letter: It’s time for politicians to hear deaf people

With just a few weeks to go before a pivotal election in Scotland, now is the time to urge our local representatives to address a major public health issue that has been overlooked for far too long.  
 
As I write, the needs of the 1.5 million people in Scotland who are deaf, have hearing loss or tinnitus are being neglected, and this must change.  
 
It’s unacceptable that people with hearing loss in Scotland face routine waits of up to 18 months for audiology services, with some forced to wait even longer.  
 
Too often, healthcare services in Scotland also fail to meet the communication needs of deaf people and those with hearing loss, such as providing an accessible alternative to the telephone, or a BSL interpreter for those who need one. This leaves people unable to fully understand or participate in decisions about their own care.   
 
We want Scotland to be a country where the 1.5 million deaf people and people with hearing loss or tinnitus are fully included and treated with respect, dignity and understanding.

Charity warns lives are at risk as specialist funding withdrawn

Deaf Action says EIJB decision has left some people in dire situations

The lives of deaf people have been put at risk by Edinburgh Integration Joint Board’s (EIJB) decision to withdraw specialist social work funding, according to Scotland’s leading deaf-led charity.

Deaf Action is urging Edinburgh’s health and social care body to reinstate the services, including social work support, specialist equipment and preventative, community-based assistance with immediate effect.

The organisation argues that the EIJB’s decision contradicts council leader Jane Meagher’s claim that a four percent rise in Council Tax will see it “protecting frontline services for those most in need of our support”.

Deaf Action has highlighted numerous examples of how the decision has affected the deaf community in the city, including one of a woman who had a ‘Do Not Resuscitate’ (DNR) order added to her medical records after a stroke because staff thought she couldn’t communicate.

In fact, as a British Sign Language (BSL) user she needed an interpreter and it was only an ad hoc welfare visit to the woman in hospital by a BSL-using Community Care Assistant that identified the problem. The woman involved was too unwell to be interviewed for this press release.

Deaf Action’s campaign has won the support of several MPs and MSPs, including the deputy first minister, Kate Forbes.

Philip Gerrard MBE, chief executive of Deaf Action, said: “Edinburgh once had specialist, deaf-led BSL-first services that helped people navigate daily life in their own language. Those services have been dismantled, one after another, and the result is that deaf people are now being pushed into generic systems that are not designed for BSL users.

“When you take away that language provision, you take away accessibility. It increases the risk of people being misunderstood, left isolated or falling through safeguarding gaps. The Council must restore these services as a matter of urgency.”

Jennifer Staples, who was born deaf and has lived in Edinburgh all her life, relied on Deaf Action’s specialist BSL-led support for more than four decades.

Through regular access to a dedicated social worker and later community-based services, she was able to manage everyday tasks, understand important correspondence and live independently with confidence.

Since the withdrawal of these services, Jennifer says she has been left struggling to navigate basic aspects of daily life, facing increasing isolation and uncertainty.

Jennifer said: “Every Thursday I knew that there was a two-hour slot, I could see a social worker, a person I knew, and I would go regularly. They could sign fluently and we communicated directly. But then the contract was changed and I was lost. It’s so different going through an interpreter. There were barriers everywhere.

“For example, I had a problem with my gas meter. The company stopped sending me printed bills and sent emails instead. They put on my account that I was deaf, but they kept trying to call me and I obviously can’t take a phone call.

“Nowadays I have to ask my family for help, but they don’t have any time, so I don’t know what I’m supposed to do. It’s really stressful. I’m worrying about it all the time and I don’t sleep well because of it.

“I really hope that the Council brings something back for deaf people in Edinburgh – we need support.”

Deaf Action points to a further example of a deaf man with special educational needs who went without heating for four months over the winter due to communication failures within generic social care services.

Despite raising concerns, he did not fully understand the advice given by a visiting social worker about arranging an engineer, leaving the problem unresolved from November until February.

Deaf Action argues that the replacement of specialist provision with generic services is a false economy. The charity produced a cost analysis study which concludes that removing specialist deaf-led support does not eliminate need or reduce public spending; instead, it shifts demand into far more expensive crisis services.

Three key services have been cut in sequence over the past 18 months:

  • Deaf Social Worker (cut September 2024) – specialist, deaf-aware support with cultural understanding and BSL-first assessment and safeguarding
  • Specialist Equipment (March 2025) – deaf-specific equipment such as alerting systems, with repairs, replacements and specialist advice
  • Community Care Assistant Service (November 2025) – deaf-led, preventative support helping deaf people navigate health, care and day-to-day life

Philip Gerrard added: “The cuts contradict Scotland’s stated ambition under the British Sign Language (Scotland) Act, passed a decade ago, to be the best place in the world for BSL users to live, work, learn and visit,

“And this all comes just a few months after a UK Government report (link below [1] ) called for the reintroduction and strengthening of the role of specialist social workers and sensory teams across local authorities”.

As well as calling for the reintroduction of the specialist services, Deaf Action wants the Edinburgh Health and Social Care Partnership to publish a full equality and social impact assessment that considers the cumulative effect of the cuts.

Philip Gerrard, who has met with the City of Edinburgh’s leader, Jane Meagher, and Connor Savage, the Chair of its Integration Board, said he hopes constructive discussions can continue.

SignPort: New app could transform deaf people’s lives

Improving access to services

Deaf people will be able to access essential services more easily from today onwards with the launch of a free mobile app.

SignPort will enable Deaf people to book British Sign Language (BSL) interpreters in just a few steps, see who their interpreter will be and communicate with them securely.

It was developed by Deaf Action and Burrotech through the Scottish Government’s CivTech programme after a review found that the existing booking system is fragmented and time-consuming, with back-and-forth email exchanges leading to missed appointments and educational barriers.

CivTech invites companies to work with government departments, public bodies and charities to develop innovations which improve people’s lives and drive business growth.

Through the scheme, the Scottish Government has supported SignPort’s development with £350,000. Six public bodies have currently included the app in their BSL plans with the Scottish Government encouraging more organisations to use the platform.

Launching SignPort at Deaf Action’s headquarters in Edinburgh, Deputy First Minister Kate Forbes said: “This app builds on our commitment to make Scotland a more inclusive place for Deaf people.

“It also represents exactly the kind of innovation we want to see through our CivTech programme – technology that transforms lives and removes barriers.

“By putting Deaf people and interpreters at the heart of its design, this app addresses challenges that have persisted for too long.

As a social enterprise, SignPort will reinvest in the very communities it serves, creating lasting change beyond improving bookings.

“This is community-led innovation at its best.”

As we mark Volunteers’ Week (2–8 June 2025), I wanted to take this opportunity to celebrate the outstanding volunteers who contribute towards the work of RNID – the national charity supporting 18 million people in the UK who are deaf, have hearing loss or tinnitus. 
 
Every day, through our community activities across the UK, around 300 incredible RNID volunteers take part in a diverse range of activities.  
 
Whether it’s offering hearing aid maintenance and advice on hearing loss and tinnitus at RNID Near You drop-in sessions – or acting as ambassadors by giving talks to local groups and organisations, raising awareness of our work. These activities simply wouldn’t be possible without the dedication of volunteers who generously give their time to support others. 
 
Over the past year alone, RNID volunteers gave more than 16,000 hours of their time, helping us reach over 47,000 people across the UK. It’s a remarkable achievement.  
 
That’s why this Volunteers’ Week is the perfect opportunity to recognise everything our volunteers do and say a huge ‘thank you’. Your time, passion and dedication mean the world to us and make a real difference to people who are deaf, have hearing loss or tinnitus.

Letters: Public transport experiences for people who are deaf or have hearing loss

The May bank holidays are upon us and train stations are buzzing with travellers and day-trippers. However, for millions of people who are deaf, or have hearing loss, using public transport can be a challenging and stressful experience. 
 
Imagine being on a platform. Passengers suddenly start leaving and you’re not sure why. Or you’re on a train that stops unexpectedly between stations, and you seem to be the only person in the carriage unaware of what’s going on. What should be a relaxing journey can quickly become an anxious and isolating experience. Deaf people often rely on fellow travellers for help.   
 
To mark Deaf Awareness Week (5–11 May), RNID – the national charity supporting the 18 million people who are deaf, have hearing loss or tinnitus – has highlighted concerning research showing that the public are often unwilling to assist deaf people when navigating public transport. Whilst many people do want to help – they’re often held-back by uncertainty around how to communicate.  
 
The good news is that RNID’s ‘It does matter’ campaign offers free tips and videos with basic BSL phrases to help people become more deaf-aware and confident when offering support.

Letter: Volunteers needed to support people with hearing loss

RNID, the charity supporting people who are deaf, have hearing loss or tinnitus is looking for volunteers to support our vital work across the UK.

Volunteers Week (1-7 June) is a fantastic opportunity to celebrate the amazing impact our volunteers have. Last year, they gave more than 7,740 hours of their time to support people in their communities with practical information and support with hearing aids. This year, we need you to help us reach our goals and ensure that everyone in the UK can benefit from support.

Volunteering for RNID could involve providing information to local organisations and community groups, helping people get the most out of their hearing aids, or giving a friendly welcome to everyone who passes through the door at one of our support sessions.

Many of our volunteers have hearing loss themselves or in their family, and volunteering with us is a great way to meet new people, gain new skills and experience, try something new and help people in your community.

Five ways to be deaf aware this Christmas 

‘Tis the season to be deaf aware 

With less than two weeks to go until Christmas day, there is a lot to get ready – from buying last minute gifts and wrapping presents, to picking up a turkey. 

If you will be spending time over Christmas with family or friends who are deaf or have hearing loss, it’s important to consider how to make sure the seasonal celebrations are enjoyable for them too. 

RNID, the national charity for deaf people and people with hearing loss, asked their supporters for their top tips of how family and friends can make communication easier at Christmas.  

They are: 

1.         Ask how you can help 

Everyone is different, so ask the person who is deaf or has hearing loss what you can do to make communication easier. For example, they might need to see your face when you’re talking, or they might need the subtitles on if you’re watching a film together. 

2.        Make lipreading easier 

Make sure the room you are in for your Christmas get together is well lit – candles and fairy lights alone won’t be much use to people who lipread. Don’t cover your mouth when you’re speaking, and face the person who is lipreading. Try not to speak with your mouth full as this will make it harder for them to lipread you. 

3.        Take it in turns to speak 

Try not to speak over each other – it’s impossible to lipread more than one person at a time and your family member will quickly get lost in the conversation. Speak clearly and not too slowly, and don’t shout as this can be uncomfortable for hearing aid users. If someone doesn’t understand what you said, try repeating or explaining it a different way. 

4.       Keep background noise low 

If you’re playing festive music or if there is background noise, keep the volume low. This will make it much easier for people to hear, and it will help anyone who lipreads to focus on what you are saying.   

5.        Help people follow the conversation 

If the topic of conversation suddenly changes, make sure everyone is aware – maybe ask them a question to check. 

And crucially, if someone who is deaf or has hearing loss asks you to repeat something, never say “it doesn’t matter”. If you do that, you’re taking away their opportunity to be part of the conversation, and you might make them feel like they don’t matter.  

Harriet Oppenheimer, Deputy Chief Executive at RNID, said: “For lots of us, Christmas is a time of big family get togethers, noisy work Christmas dos and catching up with old friends. But we also know that Christmas can be an isolating time if you are deaf or have hearing loss or tinnitus, and our supporters have told us that they can feel left out of the festive fun going on around them.  

“Being deaf aware at Christmas doesn’t have to mean making big changes; there are small things you can do which will make the day a lot more enjoyable for your deaf family member or friend and allow them to be part of the celebrations.”  

The 12 Signs of Christmas  

RNID have made a video to help everyone learn some festive phrases in British Sign Language (BSL). 

From learning how to sign ‘Happy Christmas’ to asking someone to ‘meet me under the mistletoe’ or ‘pass the chocolates’, the charity’s 12 signs of Christmas will help to get everyone in the family signing and having fun together, whilst taking an important step to be more deaf aware.
