‘A moment for care and caution’

Statement given by the First Minister Nicola Sturgeon at a media briefing in St Andrew’s House, Edinburgh today (Thursday 8th July):

Good afternoon everyone. As you can see, I’m joined by the Chief Medical Officer today, and he will take questions with me shortly.

Before that though I want to reflect on our current Covid situation and, in doing that, I will also look ahead briefly to the statement I will make to Parliament next week.

But before any of that, I’ll summarize today’s statistics.

Yesterday there were 2,802 positive cases reported, which is 8% of all of the tests that were carried out.

The total number of confirmed cases now stands at 306,449.

There are 401 people who are currently in hospital  – that is 14 more than yesterday.

And 38 people are receiving intensive care, and that is 4 more than yesterday.

Sadly 4 further deaths were reported over the past 24 hours, and that takes the total number of deaths registered under this daily definition to 7,744.

As always, I want to convey my thoughts and condolences to everyone who has been bereaved over the course of this pandemic.

I’ll also briefly update on the progress of the vaccination programme.

As of this morning, 3,900,864 people had received a first dose of vaccine.

That is an increase of 10,688 since yesterday.

In addition to that, yesterday 16,984 people got the second dose and that brings the total number of second doses to 2,825,886.

So as you can see from these numbers, the vaccine programme continues to make really good progress and that should make us optimistic. For now though, that optimism needs to be balanced by concern at the high case numbers we’ve seen recently – a pattern that is increasingly evident in other countries as well.

However, on the upside – and while there will always be daily fluctuations as we can see, and that’s why we look most closely at 7 day averages – looking at the figures reported over the past few days, we can see the suggestion that the recent surge in cases may be, to some extent, levelling off now.  Today’s reported figure, for example, represents 1,432 fewer cases than were reported on this day last week.

Similarly, if we look at the seven day average, there does appear to be a slowdown in the rise in positive cases.

So while we need to monitor this in the days to come, that is encouraging news but obviously case numbers remain high.  And that is a worry.

We increasingly hear talk just now of learning to live with the virus, which we all want to be able to do.

And it is true, absolutely true, that we can’t live a restricted way of life forever – because that in itself affects our health and wellbeing. And it is also true, thankfully, that vaccines are offering us an alternative way forward.

However, that desire to just live with it cannot mean that we simply throw all caution to the wind and no longer worry at all about rising levels of infection.

And I want to just set out briefly why we can’t simply through all caution to the wind.

Firstly, this virus is still potentially dangerous. As we see almost every day just now, it is still taking lives – though mercifully, thanks to the vaccines, it is doing so in far fewer numbers than we saw in earlier stages.

Secondly, even though the majority – a quite significant majority – of cases are now in younger people, who are much less likely to become acutely ill, the health impacts can still be significant. Many young people are suffering from long Covid, which of course experts still don’t fully understand.

So it would be wrong and irresponsible – because our young people are not guinea pigs – to have no concern at all about young people being infected with this virus.

And, thirdly, even though far fewer people with Covid are ending up in hospital now – around 3% of all cases compared to 13% earlier in the year – and that’s mainly because vaccines are giving protection to those that previously were most likely to fall seriously ill, it is still the case that 3% of a high number of positive cases will still put significant pressure on our NHS. That’s a matter of basic arithmetic.

And because the NHS is much busier again with non-Covid care – which is a good thing because we are trying to catch up on the backlog created earlier in the pandemic when we had to stop a lot of non-Covid care – that pressure will be felt now much more quickly.

And it is already being felt in our NHS. Already some hospitals are having to scale back a bit on Covid elective care again. And  I just want to take the opportunity again today to pay tribute to everybody working really hard in our NHS up and down the country.

So for all of these reasons – while it is still the case, and this bit hasn’t changed, that vaccines are offering us the way out of this, hopefully soon – this is a moment for care and caution.

And that’s not true just here in Scotland, although we are undoubtedly at the sharp end of this Delta curve.

But increasingly we see and hear other countries, faced with an accelerating Delta wave, also re-emphasise the need for caution.

It is worth pointing out – and I am doing this non-pejoratively, just as a statement of fact and because the pressure is always there for Scotland to follow suit – I think it is worth pointing out that the path the UK government is embarking on for England, which is entirely a matter for them, a path of not just lifting all restrictions from 19 July, but also removing the requirement for basic mitigations like face masks, and doing so against the backdrop of sharply increasing case numbers, is something of an exception.

So while I totally understand the desire that some have for us to follow suit in every single respect, we have to think carefully about the steps we do take at this juncture.

My job is not to take the easy decisions in a quest for popularity.

It is to do what I think is most likely to keep the country as safe as possible as we get to the end of the vaccination programme.

You’ve heard me use the analogy before – and I’m far from the only person to have used it – that this is a race between the virus and the vaccines.

Over the next few weeks as we complete the vaccination programme, it is really important that we don’t let the virus outrun us.

So that brings me on to the second issue I want to just briefly cover today, which is the statement I will make to Parliament next Tuesday.

As you know, when we published our revised strategic framework, we said that 19 July was the indicative date for Scotland’s move to level 0. 

Next Tuesday, ahead of that date, I will set out to Parliament the final decision that the Cabinet will reach on Tuesday morning on whether and to what extent that move is able to proceed.

It is worth noting – again, just as a statement of fact, not because I want you to read anything particular into this – that these decisions needn’t always be binary. It is always possible to proceed with some planned changes but hold back on others if we think that is appropriate.

Obviously though, I very much hope we will be able to move ahead as planned – and the apparent slowing down in the case numbers gives me more cause for optimism about that than I might have had a week ago – but nevertheless between now and Tuesday, we will continue to monitor very carefully the latest data on cases, but also on hospitalizations and deaths to see whether that weakening of the link between cases and severe illness is continuing.

So that is a decision I will set out on Tuesday and I don’t want to pre-empt that decision any further today, but there is one point I do want to emphasise – particularly given that I’m very aware the media will be full of talk of so-called Freedom Day in relation to England and I absolutely understand everybody’s desire to get to what is called Freedom Day here as quickly as possible.

But as the case numbers show, Covid is still with us. It is still present across the globe and it is going to be around for some time to come.

So it is important, I think, just to remind all of us that a move to level 0 does not mean the immediate end of all restrictions.

Many of the baseline measures we use – things like face coverings, physical distancing, rigorous hand hygiene, advising on good ventilation – these are going to continue to be important mitigations in protecting ourselves and others from the virus, perhaps for some time yet.

So no matter what our decision is next week about the move to level 0, there won’t be an abrupt end to these basic protective measures when we do move to level 0.  Obviously I will set out more about that in the statement I make next week.

To finish though, I want to remind everyone of the three things all of us can do to help beat this virus.

We hopefully are seeing a slowdown in the rate of increase that we’ve had in the last couple of weeks. That’s good news. The vaccination programme continues to go well, we’ve got drop in clinics in every part of mainland Scotland to encourage people to come forward for vaccinations. So we have cause and reason to continue to be optimistic – but this is a moment in our path out of this pandemic for us to be careful and cautious.

All of us have a part to play and I just want to end by reiterating the things that all of us can do to help get us back to that position of normality as quickly as possible.  

The first is to get vaccinated as soon as you are invited to do so. If you are over 18 years of age, you should have had your invitation for the first jag by now. So if you haven’t had that, you can self-register on the NHS Inform website to get an appointment or  you can go to one of the drop-in clinics.

As I said a moment ago, there are open clinics in all mainland health board areas and you can find details of the one nearest to you on NHS Inform website or on the social media accounts of your own health board.

These drop in clinics are also available to anyone who has had a first dose 8 weeks or more ago but hasn’t yet had a second dose.

I simply can’t emphasise enough just how important it is that we all get vaccinated with both doses.  So please get both jags as soon as you can and the NHS Inform website is a place to go if you need more information on how to get your jag.  

The second thing we’re asking everyone to do, is to take the opportunity to test yourself regularly. That’s particularly important if you are planning to visit somebody or go somewhere.  If you take a test before you go, you will reduce the risk of you inadvertently spreading the virus if you perhaps have it and don’t have symptoms. So it helps protect those that you will be coming into contact with. 

You can get lateral flow tests through the NHS inform website.  That way you can get them sent to you by post. But you can also pick them up from local and regional test centres, or from local pharmacies.

If you test positive through one of these lateral flow devices – or if you have symptoms of the virus – please make sure that you self-isolate, and that you book a PCR test as quickly as possible.

And if you are identified as a close contact of someone with Covid, you will be asked to self-isolate for 10 days – so please do that. We are reviewing the policy on isolation for contacts of positive cases for the future and will set out our intentions on that shortly. But for now it remains an important mitigation.

The third and final thing we’re asking people to do is stick to the rules wherever you live, and keep following the basic hygiene measures.

Meet other people outdoors as much as possible.

If you are meeting indoors, stick to the limits on group sizes, follow the advice around hygiene and ventilation and remember that is important even if you are meeting indoors to watch the football or other sport.

And please remember physical distancing, hand-washing, face coverings – all of these basic mitigations still help us to limit the spread of this virus.

And if, like I’m sure most of us have been over the past few weeks, you have been slipping on these things this is a moment to tighten up again as we hopefully embark on this next and final phase of getting out of the Covid restrictions.

So those are the key things we’re asking everybody do to. We’re all thoroughly sick of every single aspect of this. I don’t just know that, I feel that, but it’s really important that, having come so far, and having hopefully an effective end point to this in sight, that we stick with it to make sure not just that we get to that end point but that we get to that end point as safely as possible.

So thank you for your continued patience, thank you for your continued forbearance with all of this, and please continue to stick with it.

Activists concern over positive Covid test at Leith Jobcentre

A staff member at Leith Jobcentre has tested positive for Covid, raising yet more questions about the DWP drive to force claimants and workers back into the jobcentres, say Edinburgh Coalition Against Poverty (ECAP) campaigners.

On 29 June the Jobcentre worker learnt that they were a close contact of someone who was Covid positive. They were rightly sent home to isolate.

However, the DWP went ahead with a Jobs Fair in the Jobcentre the next day, 30 June, on the first floor where this staff member had worked. And when it was learnt on 30 June that the staff member had indeed tested positive, the DWP still kept the Jobcentre open to the public for the rest of the week.

ECAP have raised the issue with MP Deidre Brock, MSP Ben Macpherson and local councillors.

The Jobcentre workers union the PCS have voted for possible industrial action in a Britain-wide consultative ballot on their concerns over covid safety in Jobcentres, following Covid outbreatks closing jobcentres in Glasgow and Wigan.

Mobile vaccination timetable extended

The vaccination bus run by NHS Lothian and the Scottish Ambulance Service will operate this weekend to reach as many over 18s as possible.

The mobile unit is visiting shopping centres in West Lothian and Edinburgh as the coronavirus (COVID-19) vaccination programme nears completion of first doses for all adults in Scotland.

Meanwhile, every mainland health board continues to offer daily drop-in clinics where people can attend for their first dose or – if eight weeks have passed – their second dose.

Anyone who would prefer a scheduled appointment can continue to self-register with NHS Inform if for any reason they have not yet had their first inoculation.

Visiting the vaccination bus in Edinburgh’s Grassmarket, Deputy Chief Medical Officer Dr Nicola Steedman said: “The vaccination programme has been a huge success and it is great to see so many people taking advantage of the mobile units.

“I want to thank NHS Lothian and the Scottish Ambulance Service for their help in adding this option to the programme and, of course, every single person involved in the roll-out in Scotland.

“Our route out of this pandemic is getting as many people vaccinated as quickly as possible, that is why we are urging people to get jagged in July. We are currently working our way through the remaining people in the 18-29 year old group and would welcome them at the vaccination bus if they want to pop in while they are out shopping or walking.

“If the mobile unit isn’t near you, remember you can attend one of the drop-in clinics being run in all mainland health boards. You can also rearrange the location of your appointment online if, for example, it is more convenient for you to be vaccinated closer to your work than home.

“All of the evidence says that the vaccines are working as we continue to battle the faster-transmitting Delta variant which is now dominant so I urge everyone to take advantage of the vaccination programme which is open to every adult in Scotland.”

NHS Lothian Director of Nursing for Primary and Community Care Pat Wynne said: “The mobile unit is rolling out across Lothian to help us reach into communities and take the lifesaving vaccine to them.

“It is a great boost to our vaccination programme and will complement the drop-in clinics that are already running at our mass vaccination sites and in local, smaller clinics.

“We want to make it as easy as possible for everyone to get their COVID-19 vaccination because we know how crucially important it is. I would encourage anyone who is near these locations this week, and is yet to be vaccinated, not to miss the bus and come forward.”

Scottish Ambulance Service Clinical Governance Manager Keith Colver, said: “The Scottish Ambulance Service, in partnership with local Health Board colleagues and local authorities, has provided mobile vaccination clinics in the heart of communities across Scotland and since launching the service in Perthshire, feedback from the public who have attended one of our drop in clinics has been overwhelmingly positive.

“Over the next two weeks we would encourage anyone aged over 18 who has yet to receive their first vaccination, or had their first vaccination over eight weeks ago, to take the time to drop into a mobile clinic.

“We look forward to continuing to work with the Scottish Government in developing the mobile vaccination service and rolling it out to other areas of Scotland, helping to vaccinate as many people as possible against Covid-19.”

Scotland is still expected to move to level zero on 19 July, with remaining legal restrictions lifted on 9 August, but First Minister Nicola Sturgeon conceded yesterday that case numbers are worryingly high and that the planned dates are not “set in stone”.

Prime Minister sets out plan to ease restrictions at step 4

COVID restrictions are set to end in England from step 4 of the Roadmap after the Prime Minister set out how life will soon return close to normal.

  • Social distancing to end, facemasks no longer mandatory, and no limits on gatherings
  • All venues currently closed can safely reopen with no capacity limits
  • PM: We must find a new way of living with the virus

COVID restrictions are set to end in England from step 4 of the Roadmap after the Prime Minister set out how life will soon return close to normal.

The decision to open up will be made in a balanced and careful way, with the Prime Minister being clear that people’s personal judgement will now be key in learning to live with the virus.

Subject to a final review of the data next week, legal restrictions will end on Monday 19 July.

Limits on social contact will end, meaning there will be no restrictions on indoor or outdoor gatherings. Weddings, funerals and other life events able to take place without limits or restrictions.

All venues currently closed will be allowed to reopen, including nightclubs, and there will be no legal requirement for table service in hospitality settings.

Face coverings will no longer be legally required in shops, schools, hospitality, or on public transport although guidance will be in place to suggest where people might choose to wear one, such as where you come into contact with people you don’t usually meet in enclosed and crowded places.

The government reviews into social distancing and Covid-status certification have also now concluded. The 1m plus rule will be lifted other than in specific places such as at the border to help manage the risks of new variants coming into the country.

There will be no legal requirement on the use of Covid-status certification as a condition of entry for visitors to any domestic setting.

As a result of the delay to the final step of the roadmap, the vaccination programme has saved thousands more lives by vaccinating millions more people.

Over 79 million vaccine doses have now been administered in the UK, every adult has now been offered at least one dose, and 64% of adults have received two doses.

The government has also today confirmed the rollout will accelerate further, by reducing the vaccine dose interval for under 40s from 12 weeks to 8. This will mean every adult has the chance to have two doses by mid-September.

The Prime Minister made clear that learning to live with the virus meant cases would continue to rise significantly, even if the success of the vaccination programme meant hospitalisations and deaths will rise at a lower level than during previous peaks.

He set out how cases could rise to 50,000 per day by 19 July, with daily hospital admissions and deaths also rising although more slowly.

The guidance to work from home where possible will also end, to allow employers to start planning a safe return to workplaces.

The cap on the number of named visitors for care home residents will be removed from the current maximum of five per resident, although infection prevention and control measures will remain in place to protect the most vulnerable.

While NHS Test and Trace will continue to play an important role in managing the virus, the PM also signalled the government’s intention to move to a new regime whereby fully vaccinated people would no longer need to self-isolate if identified as a contact. Further details will be set out in due course.

The Education Secretary will also update on new measures for schools and colleges later this week, which will minimise further disruption to education but maintain protection for children.

Proof of vaccination or a negative test will still be required for international travel, with the Prime Minister confirming that the Transport Secretary will provide a further update later this week on removing the need for fully vaccinated arrivals from an amber country to isolate.

PM statement at coronavirus press conference: 5 July 2021

I want to set out what our lives would be like from the 19th of this month – which is only a few days away – if and when we move to step 4 – a decision we will finally take on the 12th – and I want to stress from the outset that this pandemic is far from over and it will certainly not be over by 19th.

As we predicted in the roadmap we’re seeing cases rise fairly rapidly – and there could be 50,000 cases detected per day by the 19th and again as we predicted, we’re seeing rising hospital admissions and we must reconcile ourselves sadly to more deaths from Covid.

In these circumstances we must take a careful and a balanced decision. And there is only one reason why we can contemplate going ahead to step 4 – in circumstances where we’d normally be locking down further – and that’s because of the continuing effectiveness of the vaccine roll-out.

When we paused step 4 a few weeks ago, we had two reasons. First, we wanted to get more jabs into people’s arms – and we have, with over 45 million adults now having received a first dose and 33 million a second.

That is a higher proportion of the adult population of any European country except Malta, and our expectation remains that by July 19 every adult will have had the chance to receive a first dose and two thirds will have received their second dose.

And second, we wanted a bit more time to see the evidence that our vaccines have helped to break the link between disease and death. And as the days have gone by it has grown ever clearer that these vaccines are indeed successful with the majority of those admitted to hospital unvaccinated, and Chris and Patrick will show the data highlighting the greatly reduced mortality that the vaccines have achieved.

So, as we come to the fourth step, we have to balance the risks. The risks of the disease which the vaccines have reduced but very far from eliminated. And the risks of continuing with legally enforced restrictions that inevitably take their toll on people’s lives and livelihoods – on people’s health and mental health.

And we must be honest with ourselves that if we can’t reopen our society in the next few weeks, when we will be helped by the arrival of summer and by the school holidays, then we must ask ourselves when will we be able to return to normal?

And to those who say we should delay again; the alternative is to open up in the winter when the virus will have an advantage or not at all this year.

And so again without pre-empting the decision on 12th July, let me set out today our five-point plan for living with Covid in the hope that it will give families and businesses time to prepare.

First, we will reinforce our vaccine wall, reducing the dose interval for under 40s from 12 weeks to 8, so that everyone over 18 should be double jabbed by mid-September, in addition to our Autumn programme of booster vaccines for the most vulnerable.

Second, we will change the basic tools that we have used to control human behaviour.

We will move away from legal restrictions and allow people to make their own informed decisions about how to manage the virus. From Step 4, we will remove all legal limits on the numbers meeting indoors and outdoors.

We will allow all businesses to re-open, including nightclubs. We will lift the limit on named visitors to care homes, and on numbers of people attending concerts, theatre, and sports events.

We will end the 1 metre plus rule on social distancing, and the legal obligation to wear a face covering, although guidance will suggest where you might choose to do so, especially when cases are rising, and where you come into contact with people you don’t normally meet in enclosed places, such as obviously crowded public transport.

It will no longer be necessary for government to instruct people to work from home, so employers will be able to start planning a safe return to the workplace.

There will be no Covid certificate required as a condition of entry to any venue or event, although businesses and events can certainly make use of certification and the NHS app gives you a Covid pass as one way to show your Covid status.

Third, we will continue from Step 4 to manage the virus with a test, trace and isolate system that is proportionate to the pandemic. You will have to self-isolate if you test positive or are told to do so by NHS Test and Trace.

But we are looking to move to a different regime for fully vaccinated contacts of those testing positive, and also for children. And tomorrow the Education Secretary will announce our plans to maintain key protections but remove bubbles and contact isolation for pupils.

Fourth, from Step 4 we will maintain our tough border controls – including the red list – and recognising the protection afforded by two doses of vaccine, we will work with the travel industry towards removing the need for fully vaccinated arrivals to isolate on return from an amber country and the Transport Secretary will provide a further update later this week.

Last, we will continue to monitor the data and retain contingency measures to help manage the virus during higher risk periods, such as the winter.

But we will place an emphasis on strengthened guidance and do everything possible to avoid re-imposing restrictions with all the costs that they bring.

As we set out this new approach, I am mindful that today is the 73rd anniversary of our National Health Service and there could not be a more fitting moment to pay tribute once again to every one of our NHS and social care workers.

And the best thing we can do to repay their courage and dedication right now is protect ourselves and others and to get those jabs whenever our turn comes.

Jonathan Ashworth MP, Labour’s Shadow Health Secretary, responding to the Health Secretary’s statement in the House on the lifting of lockdown restrictions from the 19th July, said: Can I start by paying to tribute, on its 73rd anniversary, to our National Health Service and our extraordinary health and care workforce.

The birthday present the NHS deserves is a fair pay rise not a real terms pay cut for health care workers.

We all want to see restrictions end.

But what he is announcing today isn’t a guarantee that restrictions will end – only what it will look like.

Can he confirm that ending will be based on SAGE advice and the data?

But let’s be clear only 50 per cent of people across England are fully vaccinated and another 17 per cent partially.

Infections continue to rise steeply, hospitalisations are rising.

Inherent in the strategy outlined is an acceptance that infections will surge further, that hospitalisations will increase and we will hit a peak later this summer.

Some of those hospitalised will die.

Thousands – children and younger people – will be left exposed to a virus with no vaccination protection.

Leaving them at risk of long term chronic illness, the personal impacts of which may be felt for years to come.

So as part of his learning to live with Covid strategy: How many deaths does he consider acceptable? How many cases of long Covid does he consider acceptable?

And given we know high circulations of the virus can see it evolve and possibly escape vaccines, what risk assessment has he done of the possibility of a new variant emerging and will he publish it?

The Secretary of State says that every date for unlocking carries risk and we have to learn to live with the virus.

Because we don’t just accept other diseases.

He compares it to flu but flu doesn’t leaves tens of thousands with long term illness.

And we don’t just accept flu, measles, or sexually transmitted infections.

We put in place mitigations so we live in as low a risk way as possible.

Israel has reintroduced its mask mandate because of the Delta variant so why is he planning to bin ours?

Masks don’t restrict freedoms in a pandemic but when so much virus is circulating, they ensure that everyone who goes to the shops or takes public transport can do so safely.

If nobody is masked, Covid risk increases and we’re all less safe; especially those who have been shielding and are anxious.

Why should those who are worried and shielding be shut out of public transport and shops.

That’s not a definition I recognise.

And who else suffers most when masks are removed?

It’s those working in shops, those who drive buses and taxis, it’s low paid workers without access to decent sick pay, many of whom live in overcrowded housing who’ve been savagely disproportionately impacted by this virus from day one.

We heard last week in Greater Manchester that deaths were higher than the average.

So given isolation will still be needed does he think living with the virus means the low paid should be properly supported or does he think they would just game the system as the previous Health Secretary suggested?

Masks are effective because we know the virus is airborne.

He could mitigate further Covid risks by insisting on ventilation standards in premises and crowded buildings. He could offer grants for air filtration systems. Instead all we get is more advice.

Ventilation in buildings and grants to support air filtration systems don’t restrict anyone’s freedoms.

Finally he announced we can all crowd into pubs, meanwhile infection rates in school settings continue to disrupt schooling, with nearly 400,000 children off in one week.

The root cause of this isn’t isolation but transmission.

One in twenty children were off school isolating the week before last.

There are still three weeks of term time left – will he bring back masks in schools, will they be provided with resources for smaller classes, will they get ventilation help and when will adolescents be eligible for vaccination as they are in other countries?

Yesterday he said he believes the best way to protect the nation’s health is to lift all restrictions.

I know he boasts of his student year at Harvard studying pandemics but I think he must have overslept and missed the tutorial on infectious disease control.

Because widespread transmission will not make us healthier.

We’re not out of the woods, we want to see the lockdown end but we need lifesaving mitigation in place.

We still need sick pay, local contact tracing, continued mask wearing, ventilation and support for children to prevent serious illness.

I hope when he returns next week he will have put those measures in place.

Speaking ahead of the Prime Minister’s announcement on the next stage of unlocking, TUC Deputy General Secretary Paul Nowak said: “We all want the economy to unlock as soon as possible. But it is vital that people returning to work have confidence their workplaces are as Covid-secure as possible.

“It is not acceptable for the government to outsource its health and safety responsibilities to individuals and to employers.

“Personal responsibility will have a role to play, but ministers cannot wash their hands of keeping people safe at work.

“With cases rising the government must send out a clear message to employers to play by the rules or face serious action.

“That means publishing clear guidance based on the most up-to-date science and consultations with unions and employers.”

Unite, the UK’s leading union, which represents tens of thousands of public transport workers, is calling on the government to reverse proposals to end the requirement for masks to be worn on buses and trains. 

Unite issued its warning as ministers have indicated that from Monday 19 July the wearing of face masks will no longer be compulsory but a matter of ‘personal responsibility’.

The requirement for passengers to wear masks is particularly sensitive for bus drivers due to the very high numbers who have died of Covid-19.

Unite also believes that restrictions on the maximum capacity of passengers on buses should also remain in place.

Unite national officer for passenger transport Bobby Morton said: “To end the requirement to wear masks on public transport would be an act of gross negligence by the government.

“Rates of infection are continuing to increase and not only does mask wearing reduce transmissions it helps provide reassurance to drivers and to passengers who are nervous about using public transport.

“The idea of personal responsibility and hoping that people will wear masks is absolutely ridiculous, members are already reporting there is an increase in passengers ignoring the rules on mask wearing.

“Until rates of Covid-19 are fully under control, throughout the whole of the UK, the rules on mask wearing on public transport should remain in place.”

Scotland’s SNP Government has made no comment on the Prime Minister’s plans.

NHS Lothian given £27 million in extra COVID funding

NHS Lothian has been given £27 million in extra COVID-19 funding from the Scottish Government as part of a £380 million package allocated to health boards across Scotland.

This comes on top of the £1.7 billion already provided to health boards and Health and Social Care Partnerships last year.

The additional funding includes ongoing support for the vaccination programme, the Test and Protect system, and personal protective equipment for health and care workers.

SNP MSP for Edinburgh Pentlands, Gordon MacDonald MSP said: “NHS Lothian has been under incredible pressure during the pandemic, not only will this additional funding support the health board with its efforts to treat patients but it will also play a role in supporting our NHS in its remobilisation programme as we come out of the pandemic.

“It is essential that our health services can be on a sure footing as we re-emerge from the pandemic and other services that have been disrupted can restart smoothly.

“This is a demonstration again that the only party in Scotland that can protect Scotland’s NHS is the SNP.”

Urban Union and Muirhouse Housing Association support Millennium Centre with £15,000 donation

Urban Union, as part of their community benefit programmes for the City of Edinburgh Council, and Muirhouse Housing Association (MHA) have together provided over £15,000 in ongoing support to the Muirhouse Millennium Centre in the north of Edinburgh since the onset of the pandemic in March 2020.

Muirhouse Millennium Centre, run in partnership with Low Income Families Together (LIFT), aims to relieve poverty among the residents of the surrounding areas, provide recreational and leisure facilities, and promote education and training in skills of all kinds.

During the first wave of the pandemic, from March to October, the cash boosts from MHA and the developer behind Pennywell Living helped the Millennium Centre become a major player in food distribution in the north of Edinburgh.

Since then and throughout the two lockdowns, the money has helped fund over 5,000 food parcels, 22,000 packed lunches, 6,000 ready meals, as well as baby formula and nappies for local families and homeless accommodation.

Adapting their recreational support service, the Millennium Centre also delivered over 500 play packs and activity resources, allowing children to continue taking part in the Centre’s homework and youth clubs through Zoom.  In October, once children were allowed to be welcomed back, the Centre used the funding to deliver five sessions a week to reduce isolation and strengthen social skills after being at home for the duration of the first lockdown.

As part of their community benefits mission, Urban Union has previously also supported Muirhouse Library’s Breakfast Club to ensure local children had a nutritious start to their day as well as helping Pennywell School build their STEM curriculum, recently launching a STEM-based learning project.

Emergency! Key staff shortages are increasing the pressure on struggling ED workforce

Census by RCEM Scotland shows a shortage of key senior decision-making clinicians and a workforce below adequate staffing levels

A census of the Emergency Medicine workforce in Scotland by the Royal College of Emergency has found shortages of key senior decision-makers, and a workforce that is below adequate staffing levels to deliver the best and most effective care to patients.

When asked for immediate staffing needs, Emergency Departments across Scotland reported they needed an increase of:

  • 25% in consultants
  • 45% in Advanced Clinical Practitioners/Advanced Nursing Practitioners/Physician Associates
  • 16% in Emergency Nurse Practitioners
  • 22% in Higher Specialist Trainees/Non-consultant Senior Decision-Makers
  • 21% in Junior Doctors

RCEM analysis shows that to resolve the shortages of senior decision-makers and to achieve adequate staffing and aspirational staffing levels by 2026 the current workforce in Scotland needs a total of 405 more health care staff broken down as:

  • 113 more consultants
  • 74 more Higher Specialist Trainees/Non-consultant Senior Decision-Makers
  • 38 more Advanced Clinical Practitioners/Advanced Nursing Practitioners/Physician Associates
  • 180 more Junior Doctors

RCEM’s Scotland workforce census consisted of a 64-question survey and was sent to Emergency Department Clinical Leads across Scotland.

Responses were received from 24 Emergency Departments, including all 20 consultant-led Emergency Departments, one Minor Injury Unit, and three Remote and Rural Hospitals.

Commenting on RCEM’s Scotland workforce census, Dr John Thomson, Vice President (Scotland) of the Royal College of Emergency Medicine, said: “The census clearly shows that the Emergency Medicine workforce in Scotland is not adequately staffed to deliver the highest quality patient care.

“This has led to an increase in intense pressures on the existing workforce and is very likely to be a contributing factor to the continued deterioration in performance.

“We have always been proud of Scotland’s performance in Emergency Medicine, ensuring quick and effective care that outperformed the rest of the United Kingdom. But, even before the pandemic, the increase in demand put severe pressure on staff, and departments began to struggle to meet the four-hour access standard, but more seriously began to struggle to deliver appropriate treatment to patients, resulting in more delays and longer stays.

“The pandemic certainly exacerbated these issues and now there are some major challenges that face Emergency Medicine in Scotland. Emergency Medicine can be relentless; a service delivered 24 hours a day, seven days a week, will always take its toll, and the pandemic has highlighted the severe burnout that Emergency Medicine staff, especially face.

“Departments must be staffed with a workforce trained and qualified in Emergency Medicine. Shortages in senior decision-making staff groups can lead to Emergency Departments over-depending on junior staff. The census shows that we need considerable expansion of funded consultant and senior decision-maker posts in order to prioritise patient safety and quality of care.

“We managed to survive the first two waves of pandemic with an insufficient workforce, but now these existing staff are facing burnout and exhaustion – with some clinicians reporting they are planning on retiring early. This census clearly shows that we must act and address these problems without delay.

“The Scottish Government must work with the specialty to devise an adequate workforce plan for the emergency care system, taking into account population needs and rising demand on the service. Plans must ensure sustainable and fulfilling careers for all staff, allowing for the delivery of quick, safe, and effective care for patients.

“Without a sufficient workforce plan that addresses the findings of the census, it is likely that there will be continued deterioration in Emergency Department performance and rates of burnout will continue to increase amongst Emergency Medicine staff.”

Health Secretary Sajid Javid: “We cannot eliminate COVID-19”

Learning to live with Coronavirus

Moments after the Prime Minister called to ask me to become Health and Social Care Secretary last Saturday night, I spoke to my teenage daughter in the kitchen (writes UK Health Secretary SAJID JAVID).

‘You won’t have much to sort out then, dad,’ she said sarcastically.

When I came back to Westminster on Sunday morning, I found the biggest in-tray I’ve had at any department – and I’ve run 5.

I’ve spent the last year working with Harvard University on how governments can learn from this pandemic and be better prepared for future challenges, now I’m the one faced with so many of those tough choices.

I feel both the heavy responsibility and urgency that comes with this job.

My first video call on vaccine progress had to be at the same time as the England-Germany match. It was all going well until JVT (Jonathan Van-Tam, the Deputy Chief Medical Officer for England) suddenly took off his headphones because he didn’t want to hear the score before he watched a recording of the match.

It was an honour to start the meeting by thanking the team who have delivered the rollout, including everyone in the NHS, the Vaccines Taskforce and the officials in my department.

Amid the endless policy memos and reams of data, I see 2 immediate challenges. The first is how we restore our freedoms and learn to live with (coronavirus) COVID-19. The second is to tackle the NHS backlog – something that we know is going to get far worse before it gets better.

We are on track for 19 July and we have to be honest with people about the fact that we cannot eliminate COVID-19.

We also need to be clear that cases are going to rise significantly. I know many people will be cautious about the easing of restrictions – that’s completely understandable. But no date we choose will ever come without risk, so we have to take a broad and balanced view. We are going to have to learn to accept the existence of COVID-19 and find ways to cope with it – just as we already do with flu.

The economic arguments for opening up are well known, but for me, the health arguments are equally compelling. The pandemic has hit some groups disproportionately hard.

Rules that we have had to put in place have caused a shocking rise in domestic violence and a terrible impact on so many people’s mental health. All the progress we have made is thanks to the sacrifices of the British people – and our phenomenal vaccine programme.

The jabs are working. The latest data from the Office for National Statistics shows that 8 in 10 UK adults have the COVID-19 antibodies that help the body fight the disease. The implications of this are huge.

Tragically, the last time we had 28,000 new cases of COVID-19 in a day, we saw about 500 people die each day. On Friday, we had almost 28,000 cases a day, but 24 times fewer people lost their lives.

There will always be the possibility that we have to deal with dangerous new variants that evade the vaccine but I encourage everyone to get their jabs now if they haven’t already done so. It is the single biggest contribution you can make to this national effort.

We have many other crucial health challenges that we need to confront. We protected the NHS to make sure it was there for everyone who needed care. The steps we took saved countless lives but also led to the build-up of a vast ‘elective’ backlog – checks, appointments and treatments for all the less urgent, but often just as important, health issues.

Because of the pandemic, we estimate that about 7 million fewer people than normal came forward for healthcare. Even if only some of that demand returns, we will see enormous pressure on the NHS.

To help meet this demand, build a better NHS and bust the backlog, we need to build on the changes we’ve all embraced through the pandemic, such as using NHS 111 to direct patients to the most appropriate setting to receive care, expanding the use of our pharmacies and encouraging more people to use the NHS app.

We have to keep doing all of that, and more.

Of course, if you are feeling unwell, you need to come forward. The NHS is always there for you – and now in many different ways.

We’re putting record levels of funding into the NHS. In March, we committed a further £7 billion of funding – including £1 billion to begin tackling the elective backlog and about £500 million for mental health services and investment in staff.

And we’re bringing so many more talented colleagues into the workforce. We have record numbers employed in the NHS, with more than 58,300 more staff in hospital and community health services since March last year, including over 5,600 more doctors and 10,800 nurses.

We’re also embracing technology to help staff spend less time on paperwork and more on patients.

It’s time to build on the spirit of innovation we’ve all embraced and use it for the other challenges we face: from finally fixing social care and putting it on a sustainable footing, to tackling the health inequalities that the pandemic has brought to the fore.

I’m determined we get that right.

There’s a lot of work ahead, but if we hold on to the spirit that has seen us through these difficult days, we will have a country that is not just freer, but healthier, too.

Prime Minister Boris Johnson is likely to confirm later today that all COVID restrictions will be lifted in England from 19th July, so-called ‘Freedom Day’, despite a rising number of COVID cases.

Scotland is more cautious, with a tentative date of 9th August, and Wales and Northern Ireland have yet to make any decision on further relaxation on restrictions.

Get into Summer programme: holiday fun across the Capital

Children and young people are getting geared up for a summer of fun as an exciting programme of activities is being delivered by over 100 Council services and partner organisations across the Capital.

The Get into Summer initiative is part of a nationwide scheme funded by the Scottish Government to create a variety of opportunities for children and their families to play, socialise and re-connect over the summer.

The activities will build on the regular summer programmes put on by the City of Edinburgh Council and partners and are taking place in communities across the city. They will help children and young people to get healthy, creative and most importantly, re-connect with each other after a disrupted school year caused by the pandemic.

A key focus of the programme will be activities targeted to those families from low income households who may otherwise struggle to access such experiences during the holidays. The overall programme has a focus on opportunities for youth and children’s work, very young children and their families, with opportunities for sport, outdoor, art and cultural activities.

Some of the partner organisations putting on events and providing support include: 6VT Edinburgh City Youth Café, Disability Services, Intercultural Youth Scotland, Edinburgh Young Carers, Lochend Football Academy, National Galleries of Scotland, Play2Learn Sports Coaching and Shakti Women’s Aid.

Fet Lor Summer Programme

Councillor Ian Perry, Convener for Education, Children and Families at the City of Edinburgh Council, said: “We know how much our children and young people have had their year disrupted by the pandemic and our ‘Get into Summer’ programme aims to bring as many of them together as possible to play and socialise over the holidays.

“There really is something for everyone with activities ranging from sports coaching to museum trips and music workshops with many additional activities on top of what we usually offer during the summer. We want to do all we can to support our children, young people, their families and carers so they can enjoy the summer.

“This programme is a great way to do that. Thanks must go to the different Council teams and partner organisations across the city who have pulled together to put on such a great programme of activities.”

MYDG Summer Programme

Councillor Alison Dickie, Vice Convener for Education, Children and Families at the City of Edinburgh Council, said: “We have listened to our young people who have told us about the impact of lockdown on their mental health and wellbeing as a result of the pandemic so these activities are a first step to help them re-connect with their friends and interests over the summer.

“They and their families are showing great resilience but no one should underestimate the huge impact the pandemic is having with many of the activities and support usually open to them not yet available. This must change.

“Many families on low income struggle during the summer holidays so this targeted offer is a positive step forward and will boost opportunities for those who have faced the greatest challenges in the past 15 months. This programme has children’s rights and needs at its heart.”

Dot Horne, Director of 6VT Edinburgh City Youth Café, said: “Get into Summer is a much-needed support for children and young people. During this pandemic so many young people have been adversely affected, isolated and missed out on essential life skills they would have learnt as they progressed through “normal” experiences.

“We’ve seen an increasing number of young people coming forward who are lacking things like self-confidence, coping skills, feeling socially anxious , lonely or unhappy. At 6VT we are offering teenagers a dynamic and active programme of activities where they will be supported to  improve their wellbeing, experience new activities and learn how to build respectful relationships with others.

“We are striving for a lot of fun and laughter with the overall impact of improving happiness. We encourage parents to support their children and young people to engage into Get into Summer activities.”
