Transport Convener: Why we need to adapt to thrive

Edinburgh is not alone in the challenges it faces. But as a historic, compact Capital, with a unique landscape and, under normal circumstances, a world-beating cultural scene, our response to these must be custom-made.

Here, transport accounts for 31% of carbon emissions, and that’s rising. Poverty rates vary considerably across the city, yet the cost of travel averages at more than £80 a week – 14% of average weekly budgets. Congestion significantly impacts daily journeys, adding up to 41% to travel time during peak hours. And our population continues to skyrocket, with a forecast growth of 12% to 600,000 by 2043.

We simply must adapt if we are to address these issues head on, to achieve our net zero carbon goals by 2030, to improve air quality and provide inclusive, accessible transport options while creating a better place to live. Our next steps will be crucial as we work to make a green recovery from the COVID crisis, helping citizens to return to normality while supporting local businesses to flourish.

In direct response to this, our City Mobility Plan sets out a ten-year plan to deliver a better connected, carbon neutral transport system, a healthier environment and a thriving, inclusive future.

We’ve spent the last three years honing this strategy, engaging closely with the people who live and work here, with partner organisations and with accessibility, active travel, transport and business groups.

We’ve analysed Edinburgh’s specific travel patterns and data as well as drawing from pioneering cities around the world. A major public consultation received significant support for proposals to overhaul movement to and around the city.

For that reason, we know we’ve created a plan which meets people’s needs but also pushes forward with the kind of changes we must make if we are to address the climate emergency and create a better quality of life for everyone. 

Of course, as we emerge from the COVID pandemic, we will remain in a period of uncertainty, so the Plan will be flexible to take account of longer-term impacts as they become clearer.

However, over the next decade we’ve committed to delivering a bold programme of policy measures to meet these goals. By encouraging a change in behaviour towards environmentally friendly transport, while providing flexible and affordable public transport fares, we’ll help people to make sustainable choices.

Plans to expand the tram and mass rapid transit network and improve bus routes will further support the transition from private car journeys while introducing ‘mobility hubs’ in communities and a city operations centre to monitor traffic will be pivotal to reducing the impact of polluting vehicles and congestion. 

We’ve pledged to create more liveable places less dominated by motor traffic and to build on Edinburgh’s network of walking, wheeling and cycling routes. We’re already a compact, walkable city, where 45% of households don’t own a car – we want to make getting from A to B by foot, bike or wheelchair even easier.

This people-focused approach was brought to life with the publication of new concept designs for the George Street and First New Town public realm improvements project.

The £32m scheme is central to the broader transformation of the city centre and a key element of the City Mobility Plan, and the new designs offer a glimpse of how we can create more liveable places in the city.

Under the proposals, we would turn this car-dominated street into a largely pedestrianised area, with a cycling thoroughfare and places to sit, play and hold events. The designs, which conserve the street’s heritage, have already been well received, and if approved by committee we want to deliver the improvements by 2025.

Our commitment to support 20-minute neighbourhoods as part of the plan will help to create great, liveable places to spend time in too. Thanks to the compact make-up of our city we want to go even further to facilitate 10-minute neighbourhoods, helping people to shift away from longer journeys to active travel and to meet our net zero carbon target. 

We’re not starting from scratch with the City Mobility Plan. We’re recognised as one of the most liveable cities in Europe and since the ‘90s we’ve made great strides to enhance transport systems and invest in streets and public spaces.

This ranges from the completion of 95km of off-road cycleways and walkways between 1995 and 1999 to the launch of Edinburgh Trams in 2014 and becoming the first Scottish city to implement a citywide network of 20mph routes in 2018.

Ongoing projects, such as the completion of Trams to Newhaven and the introduction of a Low Emission Zone, put us at the forefront of sustainable transport development.

These have all been ambitious ventures, but we’ve achieved them, or soon will. As we move forward with the next ten years of transport and mobility in the Capital, we want, and need, to be just as bold, for the sake of its future and for the generations of people who will live, work and visit here.

New ‘vision’ proposed for Princes Street and Waverley Valley

As developers come forward with plans for Princes Street/Waverley Valley (Eh? Me neither, but Cllr Maureen Child explains below – Ed.), a proposal to prepare a new vision to conserve and manage change within Edinburgh’s historic townscape is to be considered.

Councillors on the Planning Committee will discuss a report on Wednesday (14 October). If the go ahead is given the ‘vision’ would also inform future development and management of the area and the quality of its public realm.

The guidance would sit in the context of the future City Plan 2030 as non-statutory planning guidance and complement the delivery of the Edinburgh City Centre Transformation programme (ECCT) and World Heritage Site Management Plan.

The vision, if approved, is to be developed over the next 12 months and would cover three strands:

The first strand (The Waverley Valley Conservation and Access Plan) would address issues such as preserving Edinburgh’s iconic skyline, impacts of climate change and ‘maximising the value of the gardens to enhance physical and mental wellbeing while ensuring the continued potential to accommodate events and activities‘.

The second strand (Princes Street Framework: Buildings and Uses) would review the blocks on Princes Street with a view to creating opportunities for investment, growth and jobs while also enhancing the overall lived environment of Princes Street and the Waverley Valley.

Finally, the third strand (Princes Street Public Realm Design Code) would seek to improve Princes Street’s public realm to create a more attractive, people friendly street environment for everyone to enjoy the unrivalled views to the Castle and Old Town, and to support retail and leisure.

Planning Convener Cllr Neil Gardiner said: An important reason why Edinburgh is recognised across the world as an outstanding city is because of the Waverley Valley between the Old and New Towns, with gardens and superb views.

“One impact of the coronavirus pandemic is that many of us are now questioning how we live, our priorities and how we’re going about our daily lives. The Waverley Valley Strategy, which is much needed regardless of the these changes is now even more important to help us shape Edinburgh’s unique city centre with its combination of beautiful built heritage and world-famous architecture.

“I would like our vision to be for a welcoming, relaxing and people-friendly environment. Through the ongoing City Centre Transformation, we’re making moves toward strengthening and enhancing these characteristics in the heart of Edinburgh.

“At the beginning of this year we also changed our supplementary planning guidance for retail in the city centre, recognising changing trends amongst shoppers and other people who spend time in the city centre. In connecting all of this together, we aim to put guidance in place to make sure we create a healthy balance of uses on Princes Street and in the Waverley Valley in the future.”

Cllr Maureen Child Vice Planning Convener said: “The Waverley Valley plays a defining role in establishing contrast between the medieval Old Town and Georgian New Town and this forms a key part of why the area is part of a World Heritage Site.

“The valley is a fantastic space and plays a huge part in for the city’s wellbeing, civic and cultural life. It has gardens, many listed buildings, scheduled monuments, art collections, exhibition spaces and cultural attractions.

“Its transport infrastructure including Waverley Station allows people from across Edinburgh and beyond to pass through and experience the city’s strong sense of identity and this something I hope the guidance will continue to preserve in the future.”

If preparation of a vision is approved next week, a further report will be brought to the Planning Committee early in 2021 ahead of a public consultation on the draft proposals, with the final strategy due by next autumn for approval.

CashBack support for Police youth projects

A police-led partnership initiative aimed at diverting young people from criminal activity in Edinburgh is to receive Scottish Government funding.

As part of the CashBack for Communities Scheme, £19 million, which was seized from criminals, is to be shared with a range of organisations to further their work in diverting at risk youths away from potentially criminal or anti-social behaviour.

One such project receiving a share of this funding is VOW, a unique collaborative project, where police in the Capital work along a number of partners to engage and empower vulnerable young-people to make positive life choices.

This partnership helps break the cycle of offending and prevent individuals from continually entering the criminal justice system. So far 167 young people have been helped through the work of the team and the funding will ensure this vital work continues and even expands.

Also receiving Cashback support is Police Scotland’s award- winning partnership project with City of Edinburgh Council, Turn Your Life Around (TYLA).

Turn Your Life Around is a mental health and wellbeing project where local volunteers with a range of difficult childhood experiences are supported to share their stories of adversity and resilience with school pupils, families and staff.

Pupils at the schools are then given a platform to discuss the stories, reflect on risk and resilience factors and encouraged to seek help if they are experiencing similar difficulties.

The nature of these projects means that officers, peer mentors and volunteers are regularly asked to revisit, share or support childhood trauma and this funding will be used to provide trauma counselling and additional support for all those involved in delivering these services and will augment the existing skills they already have.

This in turn will increase the capacity for them to help young people turn their lives around.

Chief Superintendent Sean Scott, Divisional Commander for Edinburgh said: “This partnership and public health approach, using these inspirational peer mentors and courageous young volunteers, was a first of its kind here in Scotland.

“The proof that it works is testament to the number of young people that have managed to turn their lives around and the fact that on average the young people who engage with the peer mentors and officers manage to reduce their offending by around 80%.

“Traditionally, it has been difficult for police to identify and engage with at risk youths while working in isolation. This collaboration opens a number of doors, not only in preventing further criminal activity, but signposting those we engage with to a range of support services that can help them make positive lifestyle choices.

“With this essential funding, the excellent foundations and work that has already been commenced, will be continued and expanded to include trauma counselling, with the model being rolled out in Glasgow and other Policing Divisions looking to follow suit.

“This peer mentoring project transforms not only the lives of the young people who engage and take part, but transforms their families and communities, through working in partnership to deliver prevention and interventions that have been evaluated and proved to work at reducing harm”

Councillor Ian Perry, Education, Community and Families Convener at City of Edinburgh Council said: “This funding is fantastic news and will help the programmes continue to go from strength to strength.

“Set up in 2016 with Police Scotland, the Turn Your Life Around project delivered by the Health & Wellbeing Team was recently recognised as Education Initiative of the Year by Herald Society Awards.

“This is testimony to the feedback received from over 1000 children, young people and staff in schools last year who heard the inspiring stories from the TYLA volunteers and were involved in follow up sessions.

“It is of paramount importance that the volunteers are also appropriately supported and this funding will ensure we can continue to provide this as the project continues.”
