Money worries? Financial support and debt advice available

29% of people in Scotland report being worried about their finances having already felt the negative impact of Coronavirus.

People in Edinburgh facing financial difficulty as a result of the Coronavirus outbreak are being encouraged to seek guidance on the help available to them.

Research commissioned by the Scottish Government in partnership with YouGov has revealed that nearly a third of people across Scotland (29%) have already felt the financial strain of the current Covid-19 outbreak and are worried about its impact.

The survey of over 1000 respondents also shows that 71% of people in Scotland are concerned about the lasting impact on their finances.

These findings follow the launch of a new campaign by the Scottish Government and the Citizens Advice network that aims to raise awareness of the financial support available to people in the Capital.

The campaign provides information and advice on issues including rent and mortgage payments, energy bills, council tax, and benefits people may be entitled to.

People throughout Edinburgh are able to access this advice online, by contacting their local Citizens Advice Bureau or getting in touch with any of the capital’s independent advice providers including Granton Information Centre and CHAI.

Cabinet Secretary for Communities and Local Government Aileen Campbell said: “There is no doubt that this is a difficult and worrying time for everyone. Today’s findings further underline the need to provide people across Scotland with the correct support, guidance and information to help them with their finances.

“We need to ensure that people are aware of the support that they are entitled to from the DWP and I would encourage everyone across Scotland who is facing financial difficulty to look into what additional help is available to them.

“That’s why we’ve been working with the Citizens Advice network in Scotland to create this central source of information – with everything from guidance on benefits, right through to what you can do if you are worried about paying your mortgage or rent.”

Adam McVey, City of Edinburgh Council Leader, said: “Work has been ramping up across Edinburgh to make sure our hardest hit citizens get the help they need. From welfare, council tax and debt support for those facing financial hardship, to food supplies for our most vulnerable families, we’ve been pooling resources to direct help to those who are in crisis.

“Our five Council Resilience Centres are providing a base for officers to work from so that they can target online and phone support for those facing hardship or worried about homelessness. And we’re building up a picture of how our most at-risk residents are impacted, so that we can develop longer-term measures through the Edinburgh Poverty Commission.

“It’s going to be so important that we work together to tackle poverty and, in these uncertain times, we know financial worries will weigh on people’s minds. Don’t suffer alone. Know that help is available and get in touch with Citizens Advice or our own Advice Shop for help.”

Over 110,000 Universal Credit claims since coronavirus outbreak

Claims for Universal Credit in Scotland have increased from an average of 20,000 per month in 2019 to over 110,000 between 1 March and 7 April, highlighting the impact the pandemic is having on people’s finances.

That’s why the Scottish Government, in partnership with the Citizens Advice network, is launching a new campaign to raise awareness of the financial support available to people.

The campaign will provide information and advice on issues including rent and mortgage payments, energy bills, council tax, and benefits people may be entitled to.

People will be able to access this advice online, by phone or by contacting their local Citizens Advice Bureau.

Cabinet Secretary for Social Security and Older People Shirley-Anne Somerville said: “This huge increase in claims for Universal Credit demonstrates just how many people across the country are struggling financially due to the coronavirus pandemic.

“These are difficult and worrying times for everyone, with many people requiring financial support for the first time and even more pressure on those who were already struggling to make ends meet.

“It is welcome that people are claiming the support that they are entitled to from the DWP, and I would encourage people to look into what additional help is available. Even if you are not entitled to Universal Credit, there could be other assistance that you can access so it is worth checking.

“That’s why we’ve been working with the Citizens Advice network in Scotland to create this central source of information – with everything from guidance on benefits, right through to what you can do if you are worried about paying your mortgage or rent.”

DWP entered into a new partnership with Citizens Advice in March last year, providing £39 million of funding to Citizens Advice and Citizens Advice Scotland to provide this service. DWP also funded Citizens Advice and Citizens Advice Scotland a further £12 million to set up delivery to ensure a smooth transition to the new delivery model. 

Citizens Advice Scotland Chief Executive Derek Mitchell said: “The Citizens Advice network in Scotland is known for always being there to help and the support we give will be more important than ever to help people avoid getting into crisis.

There may also be lots of people who have never used our services before and it’s crucial that they know our information and advice is there for them too.

“Our national network of Citizens Advice Bureaux is still operating for those who need it – if you have been financially impacted by the coronavirus outbreak your local Citizens Advice Bureau can help make sure you have access to all the income you are entitled to, as well as giving tailored advice about what’s on offer within local communities across Scotland.

“There’s increased demand for our advice on financial services, that’s why we’ve created dedicated COVID-19 content online so people get the information they need 24/7 and from the comfort of their own homes.

Money Talk Team benefits thousands of families

Free advice service helps low income households save more than £6 million.

Low-income families who seek free financial advice from the Money Talk Team are on average now £1,850 better off.

The service offers one-stop, personalised advice on dealing with debt and ways to reduce household bills.

With around 450,000 cases of unclaimed benefits in Scotland, it also helps low-income families identify what financial support might be available. The service is supported by Scottish Government funding of £3.3 million over two years.

In the last nine months, the Money Talk Team has helped a total of 3,198 people be better off by more than £6 million – meaning households benefit by more than £1,850 on average. A total of nearly 8,000 people have accessed the service.

Launching a national advertising campaign to raise awareness of the Money Talk Team, Communities Secretary Aileen Campbell said: “The Money Talk Team is making a huge difference to the thousands of families that have already taken advantage of this free service.

“The friendly, experienced advisers talk callers through the options available, letting them know exactly what they are entitled to and helping them save money.

“But there are still too many families out there not getting what they should be.

“If you’re a parent struggling to pay the bills at the end of the month, you’re not alone. It doesn’t matter if you’re in or out of work, one call to the free phoneline is all it takes to get some advice that could be a massive help to your household.”

Money Talk Team is the new name for Financial Health Check, which started in 2018 and is delivered by Citizens Advice Scotland. It can be accessed through their free helpline on 0800 085 7145 or by visiting a local Citizens Advice Bureau.

Scotland’s Citizens Advice service gave 1 million pieces of advice last year, helping over 310,000 individuals – equivalent to over 1 in every 14 adults.

The service also put £120m into the pockets of Scottish citizens, though improving their financial health by helping them to access benefits entitlements and manage debt effectively. This helped some to avoid crisis situations like poverty, debt and homelessness.
