New projects to help families tackle money worries

£2.4 million funding to help families deal with debt

Community projects which will help vulnerable families deal with debt and welfare problems are to benefit from a £2.4 million funding boost. The money will see 16 projects receive significant funding through the Scottish Legal Aid Board’s ‘Tackling Money Worries’ programme.

Local independent advice agency Granton Information Centre is a partner in two Edinburgh initiatives – with Stepping Stones and Changeworks in Canny Families, which provides help to young families and expectant mothers in North Edinburgh, and the Family Friendly Money Advice project in Leith, a collaboration with NHS Lothian, Citadel Youth Centre, Dr Bell’s Family Centre, the City of Edinburgh Council and Edinburgh Community Food.

‘Tackling Money Worries’ support will be focused on low-income families facing a change in their circumstances, as this places them at higher risk of debt and money problems. Among the projects are:

• Eight projects focusing on the birth of a child and early years;

• Two projects focusing on changes to family structure; for example, when a relationship breakdown occurs;

• Six projects focusing on the impact of going through the criminal justice system, including families where someone is in prison or about to leave prison.

There will be direct advice and help for families to deal with crisis debt issues, as well as help with building on their money-management skills to support family life throughout their early years and childhood.

The TMW programme will bring together quality debt advice providers and agencies that are already trusted by families in their community. It will also build lasting and effective connections that will benefit families in the longer-term.

The funding of these projects has been made possible by Scottish Government approval for SLAB to spend up to £2.4m between October 2014 and the end of September 2016 on initiatives related to the Child Poverty Strategy.

This is on top of Scottish Government funds which, in combination with funding from the Money Advice Service, are already supporting 92 grant funded projects.

These programmes were due to end in March 2015, but both funders now intend continuing this funding partnership beyond that date. This would enable extension of help for people on low income in Scotland across a longer period.

Deputy First Minister Nicola Sturgeon said: “In the past week we have seen the publication of a report that laid bare the extent of child poverty in Scotland. This is a totally unacceptable situation in a country as wealthy as ours.

“It is vital that the most vulnerable members of our society are provided with the help and support that they need, at the times in their life when they need it most. The Tackling Money Worries programme will help 16 projects across Scotland deliver this support through a £2.4 million investment.

“We know that the UK Government’s benefit reforms are driving people into poverty and that is why we are investing £81 million in the next financial year to help mitigate the effects of these changes.

“This help is vital but I am clear that we must also work to address the underlying issues of poverty in our society. That is why we have set out the need for Scotland to have full responsibility over welfare and employment powers to the Smith Commission.”

Dr Lindsay Montgomery, Chief Executive of the Scottish Legal Aid Board said: “We are delighted to announce the launch of this new programme of projects. The projects will play an important role in helping find long-term solutions for low-income families struggling with financial difficulties by dealing with their underlying debts.

“They will provide support to some of the hardest to reach families in Scotland who are most at risk of facing complex financial problems. We appreciate the financial support from the Scottish Government for this programme of grants.”

Solved: the mystery of the disappearing bus shelters!

The bus shelters were definitely there on Wednesday. I saw them. There were people standing there, waiting for a bus. As you do at bus stops. But on Thursday – the two bus shelters by the Western General Hospital had gone – vanished into thin air!

Cut backs? Theft for scrap? No, the truth is out – the city council has discovered that the bus shelters removed overnight on Wednesday were dismantled by the company previously responsible for maintaining them.

Clear Channel’s contract to manage some of the city’s bus stops ended on 3 August and the company says it is obliged to remove it’s bus stops within six months. The start of the removal programme saw two stops dismantled from outside the Western General and another partially removed from Princes Street overnight on Wednesday.

The council was initially unaware of the reasons behind the removal but is now in positive discussions with Clear Channel, who have put their removal programme on hold.

Clear Channel owns more than a third of the city’s bus stops. and until 3 August it was contracted to wash, maintain and light the shelters as well as sell advertising. A spokesperson told the BBC: “Clear Channel’s contract to provide advertising sales, and cleaning and maintenance for Edinburgh bus shelters came to an end on August the 3rd this year after four decades proudly serving the people of Edinburgh.

“Since then, as a gesture of goodwill, we have continued to clean and maintain non-advertising shelters at our cost even though we have no contractual obligation to do so. As a further gesture of goodwill, we kept five public toilets open during festival season, again at our cost.”

They said that they had made an offer to the council to sell the non-advertising shelters in August, but heard nothing in return.

They continued: “We are pleased that the council has made contact with us and we remain committed to ensuring an orderly removal of the bus shelters. Their replacement is, of course, a matter for the council and/or any new contractor.”

A City of Edinburgh Council spokesperson said: “We are pleased that Clear Channel have now entered into a productive dialogue with us with a view to finding a resolution to this issue.”

The council will erect one replacement shelter on Crewe Road South next week, with the other to follow a few days later. The old story, you wait ages for a bus shelter to come along then two come along at once …

Edinburgh College shortlisted for national awards

Edinburgh College has been nominated in three categories in the Scottish further education sector’s flagship national awards. The College Development Network’s Annual Awards recognise the achievements of staff and students at the country’s colleges.

The college is nominated in the following categories:

The Changing Colleges Award, for the college’s groundbreaking partnership working agreement with Edinburgh College Students’ Association (ECSA), the first of its kind for one of the country’s newly merged colleges. The agreement formalises how the college and ECSA work together, giving the students’ association a strong voice to influence decision making at all levels of the organisation. This award category recognises leadership and innovation in the development of regional colleges.

The Equality, Diversity and Inclusion Award, for ECSA’s commitment to reaching, representing and supporting some of the most under-represented and hardest-to-reach groups in the local community. In close partnership with the college, ECSA has developed a range of events and initiatives to ensure that all students are treated fairly and with dignity, and that their rights are respected.

The Sustainability Award, for the continuing development of the college’s solar meadow project at its Midlothian Campus, which includes an increase in student involvement. The £1.2m, 2,560-panel solar meadow launched in 2013 in partnership with energy firm SSE and generates the equivalent energy for the campus to meet its electricity needs and reduce its carbon emissions by 300,000kg per year. Engineering students have been using data generated from the solar meadow in their studies to learn about renewable energies. This year, the use of the facility as a teaching tool will be expanded and more students from other subject areas will have the chance to use it.

Edinburgh College principal Mandy Exley said: “Receiving three nominations shows the range, quality and creativity of the work our students and staff are doing, and it’s great to receive this recognition from the college community.

“I’m particularly pleased that our close partnership with our students’ association has been commended as we pride ourselves on how students are involved in all aspects of strategic decision making across the college, and how we work closely to make sure they have the best education experience possible. ECSA’s nomination for the equality award is also a great testament to their initiative, energy and dedication to representing all our students effectively.

“The solar meadow nomination reflects the college’s commitment to innovative sustainability projects. Already, it has brought benefits to the college, our students, industry partners and the wider community, and we’re delighted that more students from across the curriculum will have the opportunity to learn from it.”

Last year, Edinburgh College won the College Development Network Awards’ Health and Wellbeing category for its Milton Road Campus Community Garden. The college was highly commended in the Sustainability category for its electric vehicle research project. And it was commended in the Learning and Teaching category for the HND Visual Communication: Graphic Design course’s innovative student induction programme.

This year’s winners will be announced at the College Development Network Annual Awards dinner on 27 November 2014 at The George Hotel in Edinburgh.

Eyre Place attack: man to appear in court

A man will appear in court today following an alleged sex attack on a woman in Canonmills.

Police confirmed a suspect aged 35 is being held in connection with the attempted rape of a 21-year-old woman near Smithies pub in Eyre Place.

He is expected to appear at Edinburgh Sheriff Court today.

The victim was said to have been subjected to a serious sexual assault at about 4am on 8 October.

Ebola: UK ready as UN calls for for more funds

United Nations chief Ban Ki-Moon has urged the world to do more to help the West African countries stricken by the Ebola virus outbreak. He has launched another urgent appeal for funds to help fight Ebola after a United Nations drive for donations fell far short of its target.

The UN chief said a $1bn trust fund he launched in September has received just $100,000 (£62,000) so far. Despite pledges, only Columbia has paid in full – although donors have given over £250 million to other UN and aid agencies.

Mr Ban said it was time for the countries “who really have capacity” to provide financial and other logistical support, and former UN Secretary General Kofi Annan told the BBC’s Newsnight he was “bitterly disappointed” with the international community’s response. “If the crisis had hit some other region it probably would have been handled very differently, ” he said. “In fact when you look at the evolution of the crisis, the international community really woke up when the disease got to America and Europe”.

Both UK and Scottish governments have supported financial appeals and they continue to closely monitor the situation.

The Prime Minister chaired a COBR meeting on Ebola yesterday to discuss the situation on the ground, the UK response and domestic preparedness. In a statement, a Downing Street spokesperson said:

The Prime Minister chaired a further COBR meeting on Ebola this afternoon (Thursday 16 October). The attendees included the Foreign Secretary, Home Secretary, Health Secretary, Transport Secretary, International Development Secretary and Armed Forces Minister.

The meeting covered the situation on the ground, the UK response and domestic preparedness for potential cases of ebola. The advice from the Chief Medical Officer is that the risk to the UK from the disease remained low.

The International Development Secretary updated the meeting on the UK aid response and how the UK is leading the international response in Sierra Leone. The package is focussed on improving facilities, training staff and supporting the Sierra Leone government. This included the building of 6 new Ebola Treatment Facilities, local community care units and specific training for health workers, all of which remain on track.

The Armed Forces Minister set out that the military deployment continued to move forward with speed. RFA ARGUS would depart Falmouth tomorrow, taking 3 Merlin helicopters, and would stop in Gibraltar to collect 39 DfID vehicles. It is expected to arrive off of Freetown at the end of the month. Today, just over 100 members of 22 Field Hospital had deployed to commence establishing an Ebola Viral Disease Treatment Unit in Kerrytown. A number of engineers on the same flight will commence development of the Ebola Training Academy, with the first course delivered by the end of October.

There was a discussion over the need for the international community to do much more to support the fight against the disease in the region. This included greater co-ordination of the international effort, an increase in the amount of spending and more support for international workers who were, or who were considering, working in the region. The Prime Minister set out that he wanted to make progress on these issues at the European Council next week.

There was a detailed update about plans for protecting the UK against Ebola. The Health Secretary set out that screening was up and running across all Heathrow terminals and would be in place at Gatwick and St Pancras during the next week. There was a discussion regarding screening across Europe and the Prime Minister made clear other countries needed to do more and introduce their own checks if we are to strengthen protection across the board.

The Health Secretary set out that the national exercise to test UK preparedness had gone well. The system had responded well to two separate test incidents taking place at the same time. Contingency planning would continue and further advice is now being distributed to GP surgeries and other NHS institutions to ensure staff were fully aware on what to do if they suspected a patient may have Ebola.

The Scottish Government Resilience Committee (SGoRR) met on Wednesday evening to discuss the latest developments in Scotland’s response to the Ebola outbreak in west Africa.

The meeting was attended by First Minister Alex Salmond, and Health Secretary Alex Neil, along with experts in infectious diseases from Health Protection Scotland and senior officials from the Scottish Government.

Ministers were updated on the latest situation in the three affected countries of Sierra Leone, Guinea and Liberia. They were also given updates on how Scotland’s health service is preparing for a possible case, and steps being taken by the oil industry to protect workers who are returning from west Africa.

The First Minister said: “The Scottish Government’s approach to Ebola is two-fold. First and foremost, we must make sure that Scotland is as prepared as possible to deal with the risk of an Ebola case appearing on our shores. Secondly, we must do all we can to help with the situation in west Africa to try and contain this infection and ultimately bring it under control. We have already donated £500,000 to help the World Health Organisation’s efforts to combat Ebola and we stand ready to provide further assistance as and when required.

“The risk of an Ebola case in Scotland remains low. However, we are far from complacent, and I am confident that Scotland’s health service is well prepared to deal with any suspected Ebola cases. We will continue to closely monitor the situation to ensure that all appropriate checks are in place to protect the people of Scotland.”

Mr Neil said: “Scotland has four infectious disease centres which are ready to deal with any suspected cases of Ebola-type diseases. We have ensured that guidance has been issued to health professionals to ensure that they are well equipped to know how to deal with any suspected cases, and we are well stocked with all the necessary protective equipment.

“Scotland has dealt with infectious diseases in the past, including swine flu and a case of viral haemorrhagic fever, similar to Ebola, in 2012. I am fully confident that we have the systems and expertise in place to cope well in this instance if required.”

The disease has killed around 4,500 people so far, mostly in Liberia, Guinea and Sierra Leone.

Lazarowicz: take the brakes off cycling funding

Mark Lazarowicz MP has highlighted progress in Edinburgh to make cycling safer and more attractive but stressed much needs to be done if the UK is to emulate countries like the Netherlands or Denmark.

The North & Leith MP spoke in a Westminster debate on cycling policy yesterday. He said: “The Pedal on Parliament each year shows just how much enthusiasm there is here in Edinburgh for cycling and the City Council deserves praise for its commitment through funding and other initiatives.

“There is still a long way to go however with cycling only making up 2% of all journeys in the UK each year compared to 27% of those in the Netherlands and 19% of journeys in Denmark.

“Cycling has real benefits to offer, it’s healthy, cuts the number of cars on the roads and with it pollution and accidents but we need to integrate it fully into transport infrastructure and make sure funding is there to do it.”

In 2012 City of Edinburgh Council made a commitment to increase cycling’s share of the transport budget by 1% each year and it has stuck to it: from 5% two years ago it now stands at 7%. The city council is also consulting on the extension of 20mph zones in Edinburgh.

Desperately seeking Coalhouse!

A-Team need a Coalhouse, can you help?

A-Team Productions, a not-for-profit youth musical theatre organisation based in North Edinburgh, are desperately seeking a young man to play the lead character Coalhouse in their 2015 run of ‘Ragtime the musical’.

A-Team’s chairman Sean Quinn explained: “We are looking out for a black male between the ages 16-22 who has a background in singing and acting. This is a key role and we are looking to cast as soon as possible. Rehearsals take place on Wednesday and Sunday evenings in Leith, the production itself runs from the 18-21 February at The Pleasance Theatre.

“It is important that we find Coalhouse soon, this is an incredible part to play in a wonderful show. We already have a terrific cast but we need the final piece to complete our puzzle. Time is on our side however we are having trouble finding anyone who fits this character profile. Please spread the word, this is a huge opportunity to work with a amateur production with a professional approach”.
