Graduated Driver Licences could save 58 lives annually, says The AA

  • New analysis reveals life-saving potential of scheme

At least 58 lives could be saved annually by graduated driver licensing (GDL), estimates The AA as it steps up its calls for the system to be introduced.

Introducing such a system could also see at least 260 serious injuries avoided on UK roads.

The AA’s chief executive Jakob Pfaudler has written to Transport Secretary Louise Haigh to highlight the motoring organisation’s strengthened calls for the introduction of GDL.

It comes as The AA launches its policy on GDL. Among the measures The AA would like to see implemented are:

Passengers New drivers under the age of 21 would not be allowed to carry peer-age passengers, for 6 months after passing their test, with exemptions for parents/carers.

Seatbelts New drivers should face six points for not wearing a seatbelt effectively making new drivers lose their licence for this offence under the New Drivers Act.

‘G’ plate To aid police enforcement, new drivers under 21 should display a ‘G’ plate (denoting Graduate driver) for the first six months after passing their test.

Jakob Pfaudler, CEO of The AA, said: “Graduated Driver Licensing has been proven in other countries to significantly reduce road deaths and serious injuries.

“Figures show 290 people were killed in young driver crashes last year with more than 4,669 seriously injured*. Not only is this a tragic waste of life, but it contributes to the burden of high insurance premiums for young drivers. These premiums should fall when there is evidence of a reduction of young drivers and passengers killed and seriously injured.

“We are calling on the Transport Secretary to make simple, pragmatic changes to the licensing process so young people are better protected in their first few months of independent driving.”

New AA/Yonder driver research** shows most popular element of the AA’s proposed GDL is passenger restrictions with a third (33%) saying they would implement it over other possible GDL tactics.

The second most popular aspect of GDL to implement, if only one could be chosen, was ‘G plates’ (24%), followed by a logbook (18%) and heavier penalties for not wearing a seatbelt (8%).

Young drivers were considerably more likely to choose heavier seatbelt penalties as the one GDL element they would introduce (20%). In 2023, more than one third (36%) of 17-29-year old drivers who died in a car crash were not wearing their seatbelt.***

Edmund King, director of The AA Charitable Trust, said: “Support for GDL is high among drivers and their top priority would be to introduce passenger restrictions. Parents tell us that this would help them to restrict their teenagers from taking passengers or being passengers with an inexperienced driver.

“The introduction of passenger restrictions, would help mitigate the increased risk young drivers have to manage when they have peer-aged passengers travelling with them. A six month restriction is a small price to pay for saving young lives.

“There is a great swell of support for the introduction of GDL so this Government has a real opportunity to make it happen and save lives.

“The very recent inquest into the tragic deaths of four young men is a stark reminder that action needs to be taken to protect young lives, and it needs to be taken sooner rather than later.”

Sharron Huddleston, who formed the Forget-me-not Families Uniting group from those like herself who have lost loved ones in crashes, said: “Graduated licences are a crucial issue. How many more young people need to die before action is taken?

“Our message is simple – listen to us, listen to the experts, listen to The AA, and learn from other countries, who have seen a huge reduction in young driver and passenger deaths after introducing graduated driving licensing for young novice drivers. My daughter, Caitlin, would be alive today if action had been taken when the concept of graduated licences was floated years ago.”

In other countries, the introduction of GDL has reduced death and serious injury from 20 per cent and up to 40 per cent. Hence if the UK scheme saw similar reductions we estimate at least 58 deaths and 265 serious injuries could be prevented each year.

How young drivers can save in 2024

2023 was particularly harsh on young drivers, with premiums soaring by over 50% as the cost-of-living pressures took effect.

The sky-high cost of learning to drive combined with these higher insurance premiums and new emissions costs for older cars, are all making it a struggle for young drivers to get on the roads.

Data shows the average car insurance premium for young 18-year-old drivers increased to £1207 in 2023. 

The experts at Quotezone.co.uk  have revealed ten savings hacks to help young drivers give their finances a fresh start for the new year.

One of the most important things for young drivers is to be safe and avoid penalty points, a fifth of convicted drivers in the UK have been driving for a year or less – according to a sample of over 15,000 convicted drivers, analysed by Quotezone.co.uk

Penalty points on a licence may not only result in a steep fine but will also bump up the insurance costs. Drivers can expect premiums to rise by 5% for three points and 25% for six points if they’re starting from a clean licence.

9.         Don’t leave the car switched on while waiting for friends

‘Idling’ or leaving the engine running unnecessarily while stationary on a public road goes against Section 42 of the Road Traffic Act.  Drivers risk a £20 penalty notice that will double if not paid in full within 28 days.  According to research conducted by Quotezone.co.uk, almost 11% of drivers fail to turn off their engines while waiting.** 

10.       Don’t splash pedestrians

Young drivers thrown a silver lining at last as premiums fall

Car insurance premiums for young drivers aged 17 to 29  are falling, according to new figures from Quotezone.co.uk

The car insurance comparison website recorded the largest decrease for the 17-21 age group with a drop of 14% in average premiums from 2020 to 2021 – from an average of £1,173 to £1,008 this year. 

Quotezone.co.uk found that drivers aged 22-25 were now paying an average of 6% less for their cover – falling from £833 in 2020 to £783 this year.

The firm says its research, based on a sample of over 50,000 car insurance policies, shows that 17 to 21 year olds still pay an average of 38% more than other young drivers, and that new drivers across the 17 to 29 age group pay on average 53% more than experienced motorists.

Quotezone.co.uk’s research reveals that newly qualified motorists can expect to see their car insurance premiums drop by an average of 29% after they’ve been driving for two years with no insurance claims.

The insurance specialists say that there was a 12.6% fall in new younger drivers in 2020, and for motorists aged from 17-21 the drop was 42%.

AA Rural Young Drivers campaign: Teenage driving risk of death underestimated by 8 in 10

Eight in ten drivers (86%) underestimate the risk driving poses to teenagers, with just one in six (14%) saying they believe it is the greatest threat to their safety.

New research* from the AA Charitable Trust shows that while the perceived risk of driving has not changed significantly (11% in 2008; 15% in 2013; 17% in 2018; 14% in 2021), the perception of drugs being the greatest threat to teenagers’ safety has risen from 31% to 39% since 2008.

Yet globally, road crashes are the leading cause of death among teenagers. The latest UK statistics** show 2,223 17-to-19-year-olds were killed or seriously injured in road crashes. And research from the AA Charitable Trust Young Rural Drivers campaign shows rural roads in particular pose a particular danger.

The campaign launched last month, with the publication of ground-breaking new research into rural, young driver crashes and an interactive map.   

Key aims of the campaign include raising awareness that 71% of fatal crashes involving young drivers occur on rural roads.

Overall, the research shows young drivers (aged 17-to-24) are over-represented in rural crashes by 9%, relative to all roads, with the over-representation highest for those aged 17 (27%) and decreasing with every subsequent year.

Young drivers were also shown to face a higher risk of death (2%) or serious injury (15.2%) when involved in a crash on a rural road compared to an urban road (0.6%; 11.3%).

Edmund King OBE, AA Charitable Trust director, said: “Road crashes are the single biggest killer of teenagers across the world, yet the general perception is that the inside of a car is a relatively safe place for them to be.

“Understanding how, when and where young people are involved in crashes is vitally important to being able to improve their safety.

“Our latest research takes an in-depth look at rural roads and the particular and significant risks they pose to young drivers.

“It is heart-breaking to hear about young people who have died in crashes, but we hope that by celebrating Caitlin’s life in a special radio show, we will be able to raise awareness of the dangers rural roads pose to young drivers.”

The next stage of the campaign focuses on the story of Caitlin Huddleston, who tragically died in a car crash on the A595 in Cumbria.

Caitlin was just 18 when she died in the crash on July 14th, 2017. She was a passenger in the car, driven by her friend, who was also her brother’s girlfriend, Skye, who also lost her life.

Caitlin, Skye and another friend, were driving to a local Italian restaurant for dinner when Skye lost control of the car on a bend and collided with a van. Neither driver was speeding, but the road was wet, and the coroner said Skye was inexperienced and driving too fast for the conditions. The third occupant of the car and van driver were both severely injured in the crash.

Caitlin’s mother, Sharron Huddleston, has campaigned for road safety for young and novice drivers and their passengers since losing Caitlin. 

She said she was not aware at the time of the crash that rural roads were especially dangerous.  In fact, just a few months before the crash she was concerned about Caitlin travelling with friends on a motorway journey.  Sadly, she didn’t think there was a need to be concerned about the journey the girls were making on the evening of the crash, as the girls were just travelling on local roads.

Sharron Huddleston said: “We are honoured that the AA Trust has chosen Caitlin to be the symbol of their rural roads campaign. I hope the ‘Caitlin’s Hour’ radio broadcast and campaign will highlight to young newly qualified drivers and their parents, the dangers of driving on rural roads after passing their driving test and of the fragility of life too.

“I know Caitlin would want me to raise awareness in her memory, to try to help stop what happened to her, happening to any other young innocent people. This is what we are trying to do through ‘Caitlin’s Campaign’.

“’Caitlin’s Hour’ will let us honour and reflect on her all too short life”.

Caitlin’s life will be celebrated in a one-hour long radio programme, Caitlin’s Hour, A Late-Night Show to Remember on Sunday June 6th. It will run across Kerrang! and Hits Radio regional radio stations between 2am and 3am – a time the AA Trust research has pinpointed represents a significant risk to young drivers on rural roads, particularly for crashes involving fatigue or substance impairment.

The radio show will include interviews with Caitlin’s loved ones and the playlist will include tracks from her favourite artists.

Drivers will also be alerted to Caitlin’s Hour by 36 billboards switching on nationwide when the show airs. A special billboard will also promote the show in advance close to the site where Caitlin was killed in Cumbria.

The proportion of crashes on rural roads on Sundays is 24% higher for young drivers than it is for other drivers. Young drivers are also at a higher risk of a single vehicle collision on rural roads.

The dataset behind the research covers six years of crash data (2013-2018). Analysts at Agilysis and the Road Safety Foundation studied 74,919 young drivers involved in crashes of all injury severities on a rural road.

The results sit behind an interactive map (AA Young Rural Drivers (arcgis.com)), which shows the relative risk of collisions involving young drivers on rural routes across the country.

Map users can see the most dangerous rural roads for young drivers by collision density and as a percentage of all crashes indicating the relative risks young drivers face on these roads compared to other drivers.

Data will be shared with relevant and interested local authorities to help highlight those roads which appear to pose the greatest risk.

Edmund King, AA Charitable Trust director, said: “This ground-breaking analysis shows, for the first time, the most dangerous rural roads for young drivers as well as an in-depth study of contributory factors involved in those crashes.

“Many young drivers and indeed parents are unaware that rural roads pose a specific and significant risk to young drivers and potentially are much more dangerous than motorways or urban roads.  71% of fatal car crashes involving young drivers take place on rural roads. The research should help target driver education at the times and places young drivers are most at risk.

“Our data clearly shows that the rural road risk is highest for the youngest drivers on our roads and decreases with each year of age. This is a clear sign greater education and exposure to rural roads helps alleviate the risks they pose.

“This is just the first stage in what we plan to be an ongoing campaign to really improve the education of young drivers on rural roads.”

Transport Secretary Grant Shapps said: “Rural roads are often narrow with blind bends, which is why it’s essential we raise awareness among young people on how to drive safely on them.

“I strongly support the AA in their work to improve the education of drivers. Our award-winning THINK! campaign challenges social norms among younger drivers – including attitudes to speeding and driving on rural roads –and I look forward to working together to prevent further tragedies.”

James O’Kennedy, Team Leader, South Central Ambulance Service has seen the aftermath of the risks rural roads pose to young drivers during his career as a paramedic.

In his experience, each rural crash involving a young driver which he has attended has had a number of contributory factors including high speeds, slippery conditions around farms, adverse weather and failure to allow sufficient passing space on tight country lanes.

James said: “Attending any road death is always a difficult experience but to attend an incident where a young driver, or those travelling with them, have lost their life is especially traumatic.

“As well as being deeply tragic for those involved, these incidents can have a significant life-long effect on the emergency services personnel who attend the scene.”

Vauxhall most popular car for young Scottish drivers

New research shows the most popular car brands for young drivers, aged 18-25, in Scottish cities are Vauxhall, Volkswagen and Ford in that order.

Insurance comparison website Quotezone.co.uk found The Vauxhall Corsa is the favourite model, followed by the Volkswagen Polo and Ford Fiesta.

The data from Quotezone.co.uk is taken from a sample of nearly 2,700 young drivers in 2019-2020 across Scotland’s cities: Aberdeen, Dundee, Edinburgh, Inverness, Stirling, Perth and Glasgow.

The only exceptions to Vauxhall, Volkswagen and Ford dominating the top three most popular spots are Glasgow which features Audi and Sterling with Peugeot – both in third place.

Founder of Quotezone.co.uk, Greg Wilson, comments:  “A major consideration for young drivers is the cost of insuring their car, so you might assume that most would opt for a car in a very low insurance group, like a Volkswagen Up (usually insurance group 5 or lower), a Seat Mii (insurance group 4 or lower), or a Skoda Citigo (group 4 or lower).

“Interestingly, though, our data suggests young drivers in who do buy Volkswagens are more likely to splash for a Golf than an Up, even though Volkswagen Golfs tend to range from insurance group 18 up to group 31.

“Similarly, young drivers who opt for a Seat are more likely to buy a Seat Leon than a Mii, despite the fact that most Leons fall into insurance group 14 or higher.

“Still, while many young drivers might be open to paying a little more to insure a motor with a bigger engine, their relative inexperience or small no claims bonus means it’s still vital that they shop around to ensure they aren’t paying over the odds. Our aim is to bring more transparency to the insurance process by giving the power back to the customer, so they can easily see what is on offer across the market, then choose for themselves what suits them – at a competitive price.”

Overwhelming support for twelve-month minimum learning period for new drivers

New research conducted by IAM RoadSmart, the UK’s largest independent road safety charity, has found overwhelming support for a 12-month minimum learning period for new drivers before they are allowed to take the practical driving test.

In its in-depth survey of more than 2,000 motorists, the charity found that more than two-thirds (68 per cent) strongly backed the suggestion that all new drivers, regardless of age, should undergo at least a year’s training and supervised practice before being allowed to take their practical test.

And while the Government committed to investigating some form of Graduated Driver Licensing (GDL) in 2019, including the possibility of a 12-month minimum learning period as a key component, they have still not offered any firm conclusions.

IAM RoadSmart is therefore calling for urgent action on this issue. The charity, citing the evidence presented to the recent House of Commons Transport Committee Inquiry into Young and Novice Drivers along with the strong public support demonstrated in this latest study, says that a move to Graduated Driver Licensing is a crucial step forward in improved road safety.

Neil Greig, IAM RoadSmart Director of Policy & Research, said: “The Government must listen to the concerns of the vast majority of motorists who clearly understand the long-term safety benefits that a 12-month minimum learning period for all new drivers would bring.

“A lifetime of safe driving starts by gaining the right experience behind the wheel. Even the Government’s own statistics show that one in five new drivers crash within their first year on the road, so a longer learning period can only help make our roads safer for all road users.”

Meanwhile, the study found that around two-thirds (65 per cent) of people also support more encouragement for post-test training, believing that it would be beneficial for drivers to improve their skills through advanced driver training and testing. This rises to 71 per cent among drivers aged 17 to 49.

Neil added: “Lessons learnt at the start of your driving career can pay dividends and if new drivers had longer to experience all road types, in all weathers and at all times of the day and night before their test, the benefits can only increase. Experienced license holders need to update their observation, anticipation and planning skills too, to ensure they remain safe throughout their driving and riding careers.”

Streets Ahead: City’s young drivers learn risks and responsibilities

Hundreds of new and aspiring young motorists are being given a thought-provoking insight into the risks and responsibilities faced by drivers this week.

Pupils from Royal High School are shown a car damaged by a crash, to find out more about irresponsible driving.

Sixth-year pupils from schools across the Capital are taking part in the ninth annual Streets Ahead Edinburgh Young Driver event, which aims to raise awareness of the dangers posed to newly-qualified drivers.

Amongst the hard-hitting, interactive activities highlighting the potential hazards of driving are the opportunities to try on drunk goggles, crash simulator headsets and seatbelt slides. Pupils will also watch dash-cam footage from Police Scotland and immerse themselves in Digby Brown Solicitors’ ‘mock court’, which recreates the aftermath of a road traffic collision.

The ever-popular event, which is attended by more than 2400 pupils from 31 schools, is hosted by Forth 1 DJ Grant Thomson and is jointly run by all partners in Streets Ahead Edinburgh: the City of Edinburgh Council, Police Scotland, NHS Lothian, Scottish Fire and Rescue Service and Scottish Safety Camera Unit (East).

The event is supported by Digby Brown Solicitors with other participants including the Scottish Ambulance Service, British Transport Police, Brain Rehabilitation Trust and Child Brain Injury Trust.e

Returning this year to speak to the young drivers is Laura Torrance. Laura, 35, has been a wheelchair user since 1999 when she was seriously injured in a car accident at the age of 16.

As well as thought-provoking presentations and interactive activities, sixth-year pupils attending the four-day event will learn about Operation Close Pass, which demonstrates safe distances for overtaking a cyclist on the road and, thanks to participation from Edinburgh Trams and Lothian, will get the chance to sit behind the wheel of a stationary electric bus to highlight driver visibility first hand.

Transport and Environment Convener Councillor Lesley Macinnes said: “It’s fantastic to see so many young people engaged in this event, which every year helps highlight the importance of safe and responsible driving amongst some of our youngest and least experienced motorists.

“The interactive element may be fun, but there’s no ignoring the hard-hitting messages it conveys. As a Council, we are committed to keeping everyone safe from the risk of being killed or seriously injured on our roads, and the Young Driver event is a great way of instilling this ethos in the next generation of drivers.”

Inspector Roger Park from the Road Policing Unit in Edinburgh said: “We believe it is vital to engage with young people who have recently passed their driving test, who are working towards their test and who are looking to start driving for the first time.

“Police Scotland are pleased to be supporting this important event and to be working closely with our partners in a multi-agency approach to promote safe driving. We hope that giving young people advice and guidance will give them an insight that will help them be safe on the roads.

“There is also a safety message to all drivers, as reducing the number of people seriously injured or killed on our roads is a key priority for Police Scotland and Edinburgh Division. We want everyone, young or otherwise, to be aware of the dangers of speeding, drink driving and driving under the influence of drugs. Awareness will contribute to reducing casualties in the future.”

Kenny Rogers, Scottish Fire and Rescue Service’s Local Senior Officer for the City of Edinburgh, said: “Young drivers need to be equipped with the knowledge to stay safe on our roads and this event provides a great opportunity for all emergency partners to talk about the potential dangers of being behind the wheel of a car.

“It’s important to show young people how they can take measures to avoid being in a collision in the first place.”
