Royal Mail postal service MUST modernise, says Ofcom

  • Ofcom calls for national debate on future of UK’s postal service, as letter volumes halve since 2011
  • Options for reform include changing letter delivery speed or days, as other countries have done, but not downgrading delivery targets
  • Second Class stamps will remain affordable option as price cap continues

The universal postal service risks becoming unsustainable as people send fewer letters and receive more parcels, meaning reform is necessary to secure its long-term future, according to evidence set out by Ofcom today.

Postal services and postal workers remain essential to those who rely on them. Eight in 10 people (79%) say some things will always need to be sent by post. And three quarters of those who use postal services (74%) say they rely on the post for letters.

However, while Royal Mail’s obligations have not changed since 2011, letter volumes have halved and parcel deliveries have become increasingly important. Given the significant cost to Royal Mail of delivering the universal service, there is an increasing risk it will become financially and operationally unsustainable in the long term.

Given these challenges, Ofcom is today inviting views on a range of options for redesigning the universal postal service to secure its future, while ensuring it reflects the way people use it. Under any scenario, Royal Mail must modernise its network, become more efficient and improve its service levels.

Ofcom’s research shows that people want to get what they pay for. But people are not currently getting a reliable service because of Royal Mail’s recent poor performance, for which Ofcom fined the company £5.6m last year. We will continue to hold Royal Mail to account and expect it to turn things around as a matter of urgency.

Options for reform

At this stage, we are not consulting on specific proposals to change the universal service obligation (USO). Some of the options, which are detailed in full in our document, would require Government and Parliament to change primary legislation, while others could be made through changes to our regulations.

The two primary options we have set out are:

  1. Making changes to existing First and Second Class and business products so that most letters are delivered through a service taking up to three days or longer, with a next-day service still available for any urgent letters.
  2. Reducing the number of letter delivery days in the service from six to five or three. This would require Government and Parliament to change primary legislation.

Ofcom estimates that Royal Mail could achieve a net cost saving of £100m-£200m if letter deliveries were reduced to five days; and £400m-£650m if reduced to three days. If the large majority of letters were delivered within three days, it could achieve net cost savings of £150m-£650m.

Downgrading delivery targets is not an option for reform. In fact, it will be important to consider whether additional safeguards are necessary to ensure people’s needs are fully met. Any changes must improve existing levels of reliability.

Changing the specification of the universal service is likely to be preferable to using a subsidy to maintain the existing levels of service and products, given it no longer aligns with the way people use it; although this would ultimately be a decision for Government.

What do postal users want?

Fewer delivery days could still meet most people’s needs, according to what postal users have told us. Nine in 10 people (88%) say reliability is important for letter deliveries, compared to 58% for delivery on Saturdays (down from 63% in 2020).[7]

Most participants in our research were also open to reducing some services and standards – particularly for letters – in the interests of keeping prices down and only paying for what was required. Similarly, there was strong acknowledgement that most letters were not urgent, but people still needed to have a faster service available for the occasional urgent items, even if that meant paying a premium for it.

The UK is not alone in needing to respond to these challenges. Across Europe and more widely, universal postal service obligations have been, or are being, reformed. Other countries have reduced the frequency of delivery or extended delivery times for letters – including Sweden in 2018, Belgium twice since 2020, and Norway and Denmark twice each since 2016.[

Dame Melanie Dawes, Ofcom’s Chief Executive, said: “Postal workers are part of the fabric of our society and are critical to communities up and down the country. But we’re sending half as many letters as we did in 2011, and receiving many more parcels. The universal service hasn’t changed since then, it’s getting out of date and will become unsustainable if we don’t take action.

“So we’ve set out options for reform so there can be a national discussion about the future of universal post. In the meantime, we’re making sure prices will remain affordable by capping the price of Second Class stamps.”

Next steps

Ofcom is inviting views from interested parties by 3 April 2024 on their analysis and the options for reform, to understand the potential impact on people and businesses. This includes vulnerable people, those in rural and remote areas of the UK’s nations, as well as large organisations who use bulk mail services.

We will hold events in the coming months to discuss the evidence and options, bringing together a range of people and organisations with different perspectives. After carefully considering the feedback, we will provide an update in the summer.

Capping Second Class stamp prices

To make sure the universal service remains affordable, Ofcom periodically reviews whether stamp prices should be capped. In doing so, we must consider the impact of any cap on the financial sustainability of the universal service. We set our last cap in 2019 and have reviewed prices for the period April 2024 to March 2027.

Royal Mail continues to be the UK’s only door-to-door deliverer of letters on a national scale. This means we cannot rely on competition to ensure prices remain affordable.

So we have retained a safeguard cap on second class letters. On average, these prices can rise by no more than inflation (CPI) from today’s prices. Dashboard

Postal workers union CWU Deputy General Secretary Postal Martin Walsh told BBC Radio 5 yesterday that the OFCOM report ‘has turned into a shambles’.

“This OFCOM report is dead before it even comes out tomorrow. We need a proper debate on postal services that actually involves the people that keep it going – our members.”

General Secretary @DaveWardGS on Radio 5 this morning responding to the OFCOM report: “The regulator have no credit whatsoever. There is no chance postal workers of the customers will accept a 3 day USO or manipulation of the products to avoid legislation.

Ultimately it will be for the government to decide what changes will be made.

They are adamant that Saturday deliveries are ‘sacrosanct’ and want to see the continuation of a six day service.

Seven Days to Stamp Deadline – Make a ‘Card Commitment’ to boost positivity

Use expiring stamps to bring a moment of joy

It’s seven days before millions of non-barcoded Royal Mail stamps become invalid, and the UK’s Greeting Card Association is asking Brits to use one of those stamps this week to change someone’s life.

Before the 31 July expiration date, the GCA, which is proud to represent many local high street card retailers, is encouraging people this week to make a ‘card commitment’, using one of those stamps to bring the power of thoughtfulness to someone who really needs it.

“Sending and exchanging cards promotes wellbeing and mental health, lighting up the life of recipients and senders alike,” said GCA chief executive officer Amanda Fergusson.

“What’s more that simple act nurtures local independent businesses on the high streets we all love, supports local charities and organisations in the communities we care for and helps protect the Royal Mail delivery service we all treasure.

“The use of an expiring stamp next week to connect with someone who would love to know you’re in their thoughts, would be a small act that may have an incredible impact,” added Amanda.

The GCA will encourage Brits making a #Cardmitment this week to share their card-sending stories on the GCA’s Instagram site and social media feeds of its 500 members – from small high street card retailers to some of the largest publishers in a creative industry worth over £1.5bn to the UK economy.

The altruistic act of sending a card can be powerful, reducing the sender and recipient’s negativity, stress and loneliness, and promoting positive mental health.

Sending greeting cards can be a way to spread kindness and positivity, and doing so makes the sender and recipient feel connected, and better about themselves.

The suggestion marks the beginning of a significant GCA #Cardmitment campaign that, over the coming months, will highlight how powerful the simple, British act of sending a card can be to individuals, communities and society.

Royal Mail today revealed the winning eight designs in their Heroes of the Pandemic stamp design competition.

Last spring, Prime Minister Boris Johnson and Royal Mail Chief Executive, Simon Thompson launched a special stamp design competition. School-aged children across the UK were invited to design a postage stamp featuring their own hero or heroes of the Covid pandemic.

The response was unprecedented. Having received a world record-breaking 606,049 entries, regional judges including retired teachers carefully selected 120 regional finalists. From this, a special panel of judges, including the Prime Minister and Baroness Floella Benjamin, picked 24 regional winners. The final eight winning designs were personally selected by HRH The Prince of Wales, with the finished stamps approved by Her Majesty The Queen. 

Entries from across the UK celebrated a wide range of heroes, including: NHS workers; parents; carers; cleaning staff; teachers; supermarket workers; public transport staff and delivery drivers. Also depicted on the designs were many volunteers who have helped in their local communities or raised money for charity, such as Captain Sir Tom Moore.

Simon Thompson, Royal Mail CEO, said: “As we approach the second anniversary of the first lockdown, it’s fitting that the nation’s children have taken the lead in celebrating the heroes of the pandemic. They have captured the resilience and determination of the British people in eight drawings. I think they look great!”

In addition, to mark their success, a special postmark will feature on stamped mail delivered to addresses nationwide. Each child will have their name included on their own congratulatory postmark over the coming weeks.  

This is only the fifth time in the company’s 500-year history that children have designed Christmas stamps.

The winners will receive £1000 in high-street vouchers and £1000 for their respective schools.

Pink Floyd: Royal Mail issues special stamps to honour rock legends

Royal Mail has revealed images of a set of ten stamps that will be issued to mark 50 years since Pink Floyd turned professional and became the ‘house band’ of the London Underground movement of music and arts.

Six stamps feature iconic album covers: The Piper At The Gates Of Dawn; Atom Heart Mother;The Dark Side Of The Moon; Wish You Were Here; Animals and The Endless River.
The band is renowned for its innovative album covers, many of which have become design classics. Through working with leading graphic designers and photographers, they established a body of work that is instantly recognisable, with album cover art considered among the most iconic ever created.
Most of the band’s album covers were devised by Hipgnosis, co-founded by Aubrey Powell and Storm Thorgerson in 1968. They were at the forefront of album cover design, using experimental techniques in photography and multiple exposures, and retouching to create the startling images.
A further four stamps within a miniature sheet celebrate the live performances of the band. Arguably the most visually literate band of all time, as well as being one of the most successful, their live appearances were renowned. They were among the first groups to make extensive use of light shows and projection of films for their appearances, increasing in ambition over the decades.
The four images convey the experience of these live performances, from the appearances at the influential UFO Club, London in 1966 where they invented the ‘psychedelic’ light show; to the extremely ambitious staging for albums such as The Wall and the Division Bell tours.
Pink Floyd were formed when the founding trio of bassist Roger Waters, drummer Nick Mason and keyboardist Rick Wright were augmented by original guitarist Syd Barrett. In 1968, guitarist David Gilmour joined the band shortly before Barrett’s departure.
Few bands in the history of rock have managed to carve out a career as rich and expansive as that of Pink Floyd. From their blues-based psychedelic roots, the members of the outfit have created some of modern music’s most totemic and inspirational albums, with ground-breaking live performances to match.
STAMP-BY-STAMP 
THE PIPER AT THE GATES OF DAWN (EMI Columbia, 1967)
Pink Floyd’s psychedelic debut is named after Chapter 7 of Kenneth Grahame’s classic children’s novel, The Wind in the Willows, one of frontman Syd Barrett’s favourite books. Photographer Vic Singh shot the cover image using a prism lens given to him by George Harrison some weeks earlier.
ATOM HEART MOTHER (EMI Harvest, 1970)
Pink Floyd’s fifth album provided them with their first UK Number One. It was also the first of their LPs not to feature the band’s name on the front of the sleeve, setting the tone for subsequent albums. Hipgnosis, co-founded by Storm Thorgerson and Aubrey Powell, designed the cover – the cow’s name is Lulubelle III.
THE DARK SIDE OF THE MOON (EMI Harvest, 1973)
With sales in excess of 40 million copies worldwide, The Dark Side Of The Moon remains in the Billboard chart in America over 40 years after its release, and has been entered into the Guinness Book of Records as the longest-charting album. Created by Hipgnosis, with graphics by George Hardie of NTA, the prism device is a classic.
WISH YOU WERE HERE (EMI Harvest, 1975)
With a theme of ‘absence’, the Hipgnosis design message was summarised by Storm Thorgerson as ‘not being present in a relationship or conversation’. The concept even extended to the album being shrink-wrapped in opaque black plastic which had to be slit or removed to access the music and images.
ANIMALS (EMI Harvest, 1977)
Animals was released as punk raged. While Johnny Rotten wore a T-shirt with the slogan ‘I Hate Pink Floyd’, Nick Mason busied himself producing The Damned’s Music for Pleasure. The photograph of Battersea Power Station features the now legendary floating inflatable pig designed by Roger Waters.
THE ENDLESS RIVER (Parlophone Warner, 2014)
Ostensibly a tribute to the late Richard Wright and described as a ‘headphones’ album by David Gilmour, The Endless River beat all records for volumes of online pre-orders. For the album cover, Aubrey Powell discovered 18-year old graphic designer Ahmed Emad Eldin’s enigmatic work, which was recreated by design company Stylorouge and photographer, Simon Fowler.
PINK FLOYD LIVE
While their studio work has always been important, Pink Floyd have been defined by their live performances. Their early shows in 1966 at London’s UFO Club married the use of pioneering liquid light effects that matched the psychedelic quality of the music itself.
By 1973, the band’s stage set was further expanded to mirror the dramatic sensibilities of the music: the tension that pervades The Dark Side of the Moon was reflected by lighting director Arthur Max’s innovative work, which included a 15-foot model plane flying over the audience, crashing on stage in sync with the explosion during the track On the Run. The In The Flesh Tour (aka The Animals Tour) of 1977 continued that pattern of spectacle through the use of inflatables, including the now famous pigs, and saw Pink Floyd make US stadiums their own.
Next came the Wall, Roger Water’s ambitious theatrical concept base on alienation which saw a physical wall built between the audience and the band.
Some 14 years later, spectacular stadium shows had become the norm, with Floyd underlining their status as pioneers during The Division Bell Tour, captured to great effect on the p.u.l.s.e DVD and beating all records in terms of gate receipts.
1st Class UFO Club, 1966. The UFO Club opened on Dec. 23, 1966. Pink Floyd were booked for the opening along with Soft Machine.
 
1st Class The Dark Side of the Moon Tour, 1973.  This show included the special effect of a plane crashing into the stage at the end of the song On the Run.
 
£1.52 The Wall Tour, 1981. Gerald Scarfe and Roger Waters designed a series of animations for the Wall Tour.  These animations were projected onto a 40-foot high wall of cardboard bricks which was gradually built between the band and audience.
 
£1.52 The Division Bell Tour, 1994. Over 5.3 million tickets were sold for this tour and it grossed approx. 100 million US dollars.

MBE for top teacher Tracey and more Forthview news

Our thanks to P5 teacher Ian Holden for keeping us up to date with everything that’s going on at Forthview Primary School:

We put out an appeal for used stamps last year and the response was really good – they were able to support a local charity called Pass It On, who help disabled children with access to computers, with a big donation. We’ll continue collecting until June, when we hope to sell the stamps to collectors and give the raised funds to The Sick Kids Hospital and Pass It On. I’ve tried to up the pace of our appeal now, contacting lots of local businesses to see if they can help – United Wire have already been helpful, as have City of Edinburgh Council and I am sure others will be too in due course. If you can help please get in touch!

Forthview’s P5a appeared at the childrens’ exhibition in the Mews at The Queen’s Gallery at Holyrood last month, one of four local schools involved. I’m also pleased to say that 16 pupils from my class won the best film category in the Children and Families department’s Safer Internet Day competition, designed to increase awareness of how to work safely online.

And last but definitely not least, Forthview’s Family Support teacher Tracey Berry received an MBE in the New Years Honours List for services to education.

Head Teacher Moira Heatly said: ‘Tracey Berry has been working with families at Forthview Primary and previously at Craigmuir for 18 years. As a teacher she took on the role initially as home link teacher but over the years that followed, the value of the role was recognised and it has since evolved to being a crucial part of Forthview’s school community. Tracey sees her role being about making the sure that the children are ready to learn and to do this she reaches out to all the parents, carers and families, many of whom did not have positive experiences at school, to help them to engage in learning with their child. Tracey is highly valued by the families at Forthview, who know that she always goes above and beyond to support them. They are happy to acknowledge the impact she has had on their lives. This award of an MBE is well deserved.’

Stamp of approval for Forthview project

Forthview Primary School’s P5A class is collecting stamps to raise money for charity – and they could use your help.

New teacher Ian Holden explained: “Since the holidays we’ve carried out some learning about stamps and the Olympics and on Tuesday we were visited by Roberto Catto, the General Secretary of the Edinburgh Philatelic Society. Roberto brought in his collection of London 2012 stamps, including all the stamps issued by Royal Mail following on from Team GB Gold medals.”

Ian went on: “The class will also be collecting used stamps which we will then sell to an auctioneer and give the raised funds to a charity of the children’s choice (not yet decided). If NEN readers would donate any used stamps to Forthview Primary School – for care of Mr Holden and P5a – we would be very much obliged.”

So don’t throw away those used stamps – drop them off at Forthview Primary in West Pilton Place – and remember, philately will get you everywhere!
