Avian Influenza Prevention Zone

Zone declared in Scotland and England

Following an increase in the number of detections of avian influenza (bird flu) in wild birds and other captive birds, the Deputy Chief Veterinary Officer from Scotland and Chief Veterinary Officer from England have declared a national Avian Influenza Prevention Zone (AIPZ) to mitigate the risk of the disease spreading amongst poultry and other captive birds.

This means that from 12:00 noon on Saturday 25 January, it will be a legal requirement for all bird keepers in Scotland and England to follow strict biosecurity measures to help protect their flocks from the threat of avian flu.

Surveillance has indicated that the highly pathogenic avian influenza H5N1 virus is currently circulating in wild birds in the UK and their risk to poultry and other captive birds is currently assessed as being very high. Maintaining strict biosecurity is the most effective method of protecting birds from the virus.

Keepers with more than 500 birds will need to restrict access for non-essential people on their sites, workers will need to change clothing and footwear before entering bird enclosures and site vehicles will need to be cleansed and disinfected regularly to limit the risk of the disease spreading.

Backyard owners with smaller numbers of poultry including chickens, ducks and geese must also take steps to limit the risk of the disease spreading to their animals.

Public Health Scotland advises that the risk to public health from the virus is very low and Food Standards Scotland advises that avian influenzas pose a very low food safety risk for consumers. Properly cooked poultry and poultry products, including eggs, are safe to eat.

Scotland’s Deputy Chief Vet Officer Jesus Gallego said; “While the risk to public health is very low, we are currently experiencing a heightened risk of an incursion from this virus and so it is vital that appropriate precautions are taken to protect poultry and other captive birds from infection. 

“The introduction of this zone is a preventative measure, aimed at minimising the effect that this, often devastating virus, can have on Scottish kept birds”.

Healthy Heart Tip: Protein and heart health

Many people know the benefits of protein for muscle growth and repair, but do you know the other benefits for your health? Protein is one of the main forms of nutrients you need for your body to function.

In the UK, on average, there is an over consumption of the recommended amount of protein but often from few sources. 

It is essential that your body is getting protein from a range of different foods to ensure you meet all your body’s requirements. Did you know that approximately 16% of the UK population follow a meat-free diet? These people may need to focus more attention on meeting their protein requirements than those who regularly eat meat. 

In this healthy tip we discuss the importance of protein, different sources and how to get protein into your diet: 

Importance of protein 

Protein is required for general health, growth and maintenance of the body’s tissues. It helps your bones, muscles, tendons, ligaments and skin to stay healthy and have structure, strength and elasticity. Protein helps your muscles to repair and rebuild after exercising and helps to increase your muscular strength.

It also supports the immune system by helping to form antibodies that fight against disease-causing bacteria and viruses.  

Protein has a satiating effect on the body and helps you to feel fuller for longer. It provides energy to your body, but only as a last resort if all your carbohydrate and fat stores have been used up. It should make up 10% to 35% of your total daily energy intake.  

Sources of protein 

Animal proteins are often more known and more commonly consumed than other protein sources.

These include meat and poultry, fish and seafood, eggs, and dairy products.

However, more people are beginning to follow a diet rich in plant proteins and consuming more nuts and seeds, beans, chickpeas, lentils and tofu.  

Getting protein into your diet 

You should try and include a portion of protein in every meal of the day, as well as in the snacks you eat. This will help to keep you feeling fuller for longer and reduce those cravings for foods with low nutritional value. 

For better heart health you should aim to eat a diet that is rich in plant foods. This simply means you need to consume lots of plant-based foods and proteins, and lower amounts of proteins from animal sources. This will not only benefit your heart health but also the sustainability of the planet.  

If you are consuming animal proteins, then red meats and processed meats are often high in fat and it is more beneficial for your health to consume leaner protein sources such as plant proteins, poultry and fish where possible. 

Bird Flu restrictions to be lifted

BIRD KEEPERS URGED TO REMAIN VIGILANT

The mandatory housing measures for poultry and captive birds, which were introduced across the UK to help stop the spread of bird flu, will be lifted from 00:01 on Monday 2 May, Chief Veterinary Officers confirmed yesterday.

Poultry and other captive birds will no longer need to be housed, unless they are in a Protection Zone, and will be allowed to be kept outside. While the risk of bird flu has been reduced to ‘medium’ for premises with poor biosecurity, the enhanced biosecurity requirements that were brought in as part of the Avian Influenza Prevention Zone (AIPZ) will remain in force as infection may still be circulating in the environment for several more weeks. All poultry gatherings will remain banned.

Those who intend to allow their birds outside are advised to use the upcoming days to prepare their outside areas for the release of their birds. This will include cleansing and disinfection of hard surfaces, fencing off ponds or standing water and reintroduction of wild bird deterrents.

The UK has faced its largest ever outbreak of bird flu with over 100 cases confirmed across the country since late October. Scrupulous biosecurity is the most effective method of disease control available and all bird keepers should apply enhanced measures at all times to prevent the risk of future outbreaks.

In a joint statement, the four Chief Veterinary Officers said: “Whilst the lifting of the mandatory housing measures will be welcome news to bird keepers, scrupulous biosecurity remains the most critical form of defence to help keep your birds safe.

“It is thanks to the hard work of all bird keepers and vets, who have played their part in keeping flocks safe this winter, that we are in a position to take this action. However, the recent cases of avian influenza show that it’s more important than ever for bird keepers to remain vigilant for signs of disease and maintain stringent standards of biosecurity.”

The Avian Influenza Prevention Zone (AIPZ) will remain in force across the UK, with only the housing measures component being lifted from Monday 2 May.

This means all bird keepers (whether they have pet birds, a commercial sized or a backyard flock) must be diligent in continuing to take effective and precautionary biosecurity measures including cleansing and disinfecting equipment, clothing and vehicles, limiting access to non-essential people on their sites, and workers changing clothing and footwear before entering and when leaving bird enclosures.

Poultry and captive bird keepers must be vigilant for any signs of disease in their birds and any wild birds, and seek prompt advice from their vet if they have any concerns.

All bird keepers must:

  • cleanse and disinfect clothing, footwear, equipment and vehicles before and after contact with poultry and captive birds – if practical, use disposable protective clothing
  • reduce the movement of people, vehicles or equipment to and from areas where poultry and captive birds are kept, to minimise contamination from manure, slurry and other products, and use effective vermin control
  • thoroughly cleanse and disinfect housing on a continuous basis
  • keep fresh disinfectant at the right concentration at all farm and poultry housing entry and exit points
  • minimise direct and indirect contact between poultry and captive birds and wild birds, including making sure all feed and water is not accessible to wild birds

All keepers are encouraged to register their flocks with the Animal and Plant Health Agency. For poultry this is a legal requirement if you have 50 birds or more (poultry includes chickens, ducks, turkeys, geese, pigeon (bred for meat), partridge, quail, guinea fowl and pheasants). Registering means that keepers will be contacted with information or action required should an outbreak happen near them.

Do not touch or pick up any dead or sick birds that you find. If you find dead swans, geese or ducks or other dead wild birds, such as gulls or birds of prey, you should report them to the Defra helpline on 03459 33 55 77.
