Council initiates emergency facility for lost and delayed postal votes

The City of Edinburgh Council is taking urgent steps to ensure all residents can cast their vote in next Thursday’s UK Parliament General Election.

From today, (28 June), and over the weekend, voters who have yet to receive their postal votes, and will not be at home next week, can go to the City Chambers and have their voting pack re-issued. A polling booth will be set up for those wishing to cast their vote there and then in privacy.

The facility will be open until 5pm today and then from 9am to 5pm tomorrow and Sunday. Voters should come to the City Chambers on the High Street, with photo ID, and a replacement pack can be issued. 

The distribution of postal votes nationally has been hit by delays, but the Royal Mail has confirmed that all packs should be delivered today or tomorrow.

We’re prioritising those who will not be at home next week. If you will be at home next week, please be wait for delivery and only contact us early next week if you are still without your pack.

We’ll be putting extra resources into our Customer Team over the weekend to deal with these enquiries.

We’re encouraging everyone else to make their way on foot or by public transport, but Blue Badge holders will be able to park in the City Chambers quadrangle this weekend.

Returning Officer for Edinburgh, Paul Lawrence said: “I appreciate the concerns of voters on this issue and my absolute priority is to ensure everyone has the opportunity to exercise their democratic right to vote in this General Election.

“That’s why we’ve taken the decision to put in extra resources and open the City Chambers this weekend. Please only attend if you haven’t received your postal vote and you’re going on holiday or won’t be at home next week.

“I’d encourage anyone who has already received their postal vote to return it as soon as possible, through Royal Mail.

“The timing of this election has been challenging as have other circumstances beyond our control, but our teams are working hard to ensure it passes off as smoothly and successfully as possible.”

Advice for residents on returning postal votes or applying for a new proxy vote

The city council is issuing guidance so everyone is able to cast their vote in the General Election on 4 July.

If you applied for a postal vote by 7 June, then this has been posted out and should arrive soon if you haven’t already received it. If you applied for one between 8-19 June it will be sent out by this weekend. Further information can be found on our website.

Please fill your postal vote in as soon as possible once you receive it and post it back to us.

When filling out your postal vote if you’ve separated the statement from envelope A this isn’t an issue, please just send everything back. Don’t worry about using blue ink. 

If you need a proxy vote, where someone votes on your behalf, the deadline for new applications is tomorrow (26 June) at 5pm. Guidance on proxy votes is available on our website.  

If you are going to vote in person, this is the first UK General Election where voters must show a form of photo identification (ID) to cast their ballot.

The deadline to apply for a Voter Authority Certificate to vote in the 2024 General Election is also tomorrow (26 June) at 5pm.

  • new postal vote applications, including proxies applying to vote by post – 5pm on Tuesday 6 April 2021
  • to cancel or alter postal and proxy votes, or to change from postal to proxy voting – 5pm on Tuesday 6 April 2021
  • register to vote – Monday 19 April 2021
  • new proxy vote applications – 5pm on Tuesday 27 April 2021
  • to vote by proxy, after 5pm on Tuesday 27 April 2021, on the grounds of a medical emergency or where you learn you cannot go to the polling station because of work service reasons – 5pm on Thursday 6 May 2021.

Notice of Scottish Parliament Election published

  • The Scottish Parliament Notice of Election has been published.
  • Nominations open tomorrow (Tuesday 16 March) for candidates wanting to stand in the election.
  • Additional hygiene and distancing measures will be in place on polling day for voter and staff safety
  • If voters do not want to go to a polling place to vote they have the option of voting by post. Anyone can apply for a postal vote but this should be done as soon as possible.

Nominations open tomorrow (Tuesday 16 March) for candidates to stand in the forthcoming Scottish Parliament Election.

The Notice of Election was published today for Edinburgh Central, Edinburgh Eastern, Edinburgh Northern and Leith, Edinburgh Pentlands, Edinburgh Southern and Edinburgh Western Constituencies and the Lothian Region.

In order to stand as a candidate, individuals must submit nomination papers, which are available on the Council website, by 4pm on Wednesday 31 March.

The Scottish Parliament Election will take place on Thursday, 6 May 2021, when people living across Scotland will elect MSPs to represent them at Holyrood.

Andrew Kerr, Chief Executive of the City of Edinburgh Council and Returning Officer for the Edinburgh constituencies and the Lothian Region, said: “The Notice of Election signifies the official start of the election period.

“The forthcoming election will allow the city’s residents to have their say about the government of Scotland, and I urge all citizens to make sure they’re registered in plenty of time, think now about the way they’ll vote and then to use that vote on 6 May.

“We are keen to continue the enthusiasm demonstrated by voters during the UK Parliamentary Election in 2019 and even our recent by-election in Craigentinny/Duddingston when we had the same range of safety measures in place. Anyone unsure about how to register, where to vote or how to vote by post can find more information on the Council website.”

At the UK Parliamentary Election in December 2019 turnout in the capital was high, at an average of 73% across Edinburgh’s five constituencies.

People aged 16 and over and all those legally resident – including foreign citizens – can register to vote in this election.

Voters have a range of options for casting their ballot – in person, by post or by appointing someone they trust to vote in their place, known as a proxy vote. For those who choose to vote in person, polling stations will be following all public health guidance on 6 May.

The deadline to register to vote is midnight Monday 19 April, to apply for a postal vote the deadline is 5pm on Tuesday 6 April, and for a proxy vote the deadline is 5pm on Tuesday 27 April.

Counting down to May’s elections

With nine weeks to go until the Scottish Parliament Election, Edinburgh’s citizens are being urged to think about how they are going to vote.

People living in the capital will join voters across the country to elect MSPs to represent them at Holyrood on Thursday, 6 May.

While most people who registered to vote in the last UK Parliamentary General Election will still be eligible to take part in the Scottish Parliament Election in May, first time voters or anyone who has since moved house will need to make sure they are registered.

On polling day there will be additional hygiene and distancing measures at polling places to keep voters and staff safe. These include a fresh pencil for each voter, protective screens for polling staff, one-way systems in some venues and limits to the number of voters in polling places at any time.

If voters do not want to go to a polling place to vote they have the option of voting by post. Anyone can apply for a postal vote and this should be done as soon as possible.

Those who were looking to vote in new local councillors will have to wait, though – the local government elections won’t be held until 5th May 2022.

A pupil from each of Edinburgh’s 23 High Schools will attend the capital’s referendum count overnight next Thursday – and postal votes are being urged to act NOW to ensure they have their say in the historic vote.

The pupils, who are all first time voters, will be the guests of Edinburgh city council’s Chief Executive and Counting Officer Sue Bruce. They will all be first time voters and will attend the count at Ingliston between 22:00 on Thursday and 07:00 on Friday 19 September.

The pupils will have access to all areas so they can watch proceedings, and Sue Bruce said: “This will be an exciting, once in a lifetime, opportunity for these first time voters and an experience they will never forget.”

More than 76% of Edinburgh’s postal voters have already had their say in the Scottish Independence Referendum – of the 81,648 people who applied to vote in the poll by post, 62,310 have already been returned to the Counting Officer.

City of Edinburgh Council postal vote staff began verifying the returned postal votes on Thursday in preparation for the count next week – but the 24% of people still to return their postal voting pack are being urged to send it as soon as possible, to ensure it arrives with the Returning Officer by 10pm on Thursday, 18th September.
Sue Bruce said: “I am pleased see such a high turnout of postal voters with less than a week to go until the Referendum, but it is essential that all those who have not yet returned their postal voting packs do so as soon as possible.
“It is important that people plan ahead and don’t leave it until the last minute – in order to have your say you must make sure your vote is posted in time to arrive with the Returning Officer by Thursday.”
Those who applied to vote by post should have received a postal voting pack, which includes a ballot paper, a postal voting statement, an ‘A’ envelope to put the completed ballot paper in and a ‘B’ envelope in which to return the ‘A’ envelope.
Postal voting statements must be completed with the correct date of birth and signature and returned with the ballot paper or the vote will not be counted.
The Scottish Independence Referendum will take place across Scotland on Thursday, 18 September. For those planning to vote in person, information on where and how to vote is available on polling cards and on the Council website.
Members of the public who are unsure of whether they have registered to vote can also find further information on the Lothian Valuation Joint Board website.
A total of 377,413 people in Edinburgh have registered to vote in the Referendum.

Edinburgh’s Counting Officer shows X marks the spot

crossThe Deputy Chief Counting Officer for Scotland and Counting Officer for Edinburgh has urged the public to make their vote count just over a week before the vote on Scottish Independence.

Sue Bruce, who is also Chief Executive of City of Edinburgh Council, met first time voters at Drummond Community High School today and reminded the city’s electorate how crucial it is to take care when casting their vote.

She said: “I want to make sure everyone is able to have their say, so can’t stress enough how important it is to take care when completing their ballot paper, putting one ‘X’ in the box beside the option they wish to choose.

Postal voters should also complete their voting statement carefully by inserting the correct date of birth and signature and ensuring it is returned to the Counting Officer by 18 September.

“All those planning to vote in person should check their polling cards to find out where their local polling place is, or visit the Council website for more information on where and how to vote.”
