Lorna Slater: Watered down rent controls would be disaster for tenants in Edinburgh

The Scottish Government will be betraying households and families across Edinburgh if they go ahead with plans to water down rent controls and impose above inflation rent hikes, says Lorna Slater MSP the Scottish Green MSP for Lorna Slater MSP. 

Earlier this year legislation was introduced by then Scottish Greens minister Patrick Harvie to finally bring rent controls to Scotland, which would help keep costs down for tenants. 

The Scottish Government supported this legislation in March, but has since announced proposals that would lock-in above inflation increases and by up to 6%, even in rent control areas.  

Scottish Government statistics show that between 2010 and 2023 average rents for a newly-let 2 bedroom flat in Lothian reached £1,192, an increase of 79%. 

Lorna Slater, the Scottish Green MSP for Lothian said: “This would be a shameful betrayal of households and families in Edinburgh. It would lock-in above inflation rent hikes at a time when far too many are struggling to make ends meet.   

“Everyone should have a warm, secure and affordable place to call home, but what the SNP is proposing flies in the face of that aspiration.  

“If the SNP goes ahead with these disastrous plans they will be selling-out renters in communities like Edinburgh and entrenching a broken and unfair system.   

“Homes should be for living in, not for profiteering. The SNP must not cave in to the landlord lobby and introduce legislation that would impose above inflation rent hikes.  

“I hope the SNP will rethink their proposals and work with us to deliver a rent control system that truly transforms our broken housing market and gives tenants in Lothian the security, stability and peace of mind that everyone deserves.” 

Views sought on transitioning to a circular economy

Increasing recycling and reuse of resources

Proposals to increase reuse and recycling and cut waste are being put forward as part of a consultation.

Reducing single-use, disposable items like cups, banning the destruction of unsold goods and promoting the reuse of construction materials are just some of the actions being suggested as part of the draft Circular Economy and Waste Route Map consultation.

Over the past ten years, the total amount of waste going to landfill in Scotland has dropped by over a third, with the most recent official statistics showing that Scotland met its 2025 target to reduce all waste by 15%.

Following an initial consultation in 2022, the new route map sets out a plan for new, national reuse and recycling targets along with priority actions needed between now and the end of the decade to help drive Scotland’s transition to a circular economy.

The actions complement provisions in the draft Circular Economy Bill which is currently at stage 1 in Parliament and include proposals for the creation of local recycling targets, reflecting the success of Wales which has one of the highest household recycling rates in the world.

Circular Economy Minister Lorna Slater said: “We have already made good progress across Scotland, significantly reducing the amount of waste we generate and landfill, but we need to go further if reusing and recycling goods is to become the default choice for households, businesses and the public sector.

“For people to do the right thing for the planet, it is crucial  that everyone experiences a modern, easy to use waste service. This second consultation sets out our priority actions and the tools we will put in place to help everyone play their part in cutting waste and capitalising on the economic opportunities that a circular economy presents to businesses. I urge everyone to take part.”

The second consultation on the Circular Economy and Waste Route Map is available on the Scottish Government website and will run until 15 March.

Holyrood Committee ‘concerns’ over Circular Economy Bill

The Scottish Government’s Circular Economy Bill has been criticised for a lack of financial transparency and accurate costings, in a report out today.

The Finance and Public Administration Committee (FPAC) doubts that the Bill complies with the Parliament’s rules on setting out “best estimates” of costs likely to arise.

FPAC Convener Kenneth Gibson MSP said: “Scrutiny of this Bill reinforces our concern that affordability does not appear to be a key factor in Scottish Government decision-making.

“The Minister, Lorna Slater MSP, has committed to consult on the cost of secondary legislation, but that should not replace an assessment of affordability at the point of a Bill’s introduction.

“Our committee is not convinced that this Bill’s financial memorandum meets the requirements set out in Parliament’s Standing Orders to provide: “best estimates of the costs, savings, and changes to revenues to which the provisions of the Bill would give rise”.

Mr Gibson continued: “We’ve seen an increasing use of ‘framework’ bills that provide government with future enabling powers. These do not, however, provide best estimates of all likely costs, and undermine parliamentary scrutiny. 

“It also risks the Parliament passing legislation which may in the end – once outcomes are fully understood – lead to significant cost increases.

“The increased use of framework bills with no clear implementation costs, poses a long-term risk to the Scottish Budget, both now and for successive governments.

“The FPAC is disappointed that Scottish Ministers have still to meet our previous recommendations or expectations around the level of financial data, clarity and transparency required.

“In the end, it will be for Parliament to decide when voting on the general principles of this framework bill, whether the outcomes it seeks to deliver outweigh any financial or affordability considerations.”

On income from fly-tipping and litter fines, the report said:

  • The assumption in this financial memorandum (FM) of a 100% payment rate for fixed penalty notices is entirely unrealistic. Therefore, given that the level of income from fines assumed in the FM is not attainable, it should not be used to ‘off set’ some of the costs of enforcement, such as in relation to fly tipping. We consider this approach to identifying potential savings to be unsatisfactory.

Updates every six months:

  • We request that the updates, committed to by the Minister in her letter of 20 November be provided to the Committee every six months. These updates should include updated information on the expenditure incurred to date, any changes in forecast costs and any savings arising from the Bill and the subsequent Act (subject to the Bill being passed) and relevant secondary legislation, until all provisions are operational.

Campaigners call for end to incineration excess

Campaigners have written to the Scottish Government urging them to use their powers to stop the development of three incinerators that otherwise will be built, despite Ministers banning new incinerators in 2022.

Local community groups and environmental campaigners have written to Lorna Slater, Minister for the Circular Economy, calling for the Scottish Government to “close this gaping loophole” and immediately stop plans for unnecessary incinerators being built in Scotland.

In 2022, the Scottish Government banned plans for new incinerators after an independent review found that Scotland will have more capacity to manage waste than there is waste to burn by 2027. However, incinerators that had planning approval before the ban came into force were not included in the ban.

There are at least three incinerators (Avondale Energy from Waste in Falkirk; Inverurie in Aberdeenshire; and Levenseat 2 in South Lanarkshire) that have planning permission but have not yet entered construction. If they were built they will create unnecessary and harmful emissions which will put the Scottish Government’s climate and recycling agendas at risk.

The letter asks the Scottish Government to use its powers under the Pollution Prevention and Control (PPC) Regulations to direct the Scottish Environmental Protection Agency (SEPA) to refuse to award permits to new incinerators. Without these permits, the incinerators are not allowed to operate.

As well as burning valuable resources, incinerators contribute to climate breakdown by emitting greenhouse gases from the waste they burn. On average, burning one tonne of waste emits one tonne of CO2 directly into the atmosphere.

John Young from the Dovesdale Action Group, who successfully campaigned against incineration plans in South Lanarkshire, said: “Whilst we endure a climate emergency, nationally we are not on target to meet our commitments to reduce emissions or increase household recycling.

“Plans for new incinerators hinder our ability to meet these targets. Burning our resources does not support the national agenda for a circular economy, nor does it recognise the impact on communities and the environment. If we are to reduce the impact of waste, we need to stop polluting our air with greenhouse gases and transform the waste industry for the benefit of the people, not shareholders.”

Dr Ronald Parr, local activist concerned about the planned incinerator in Inverurie, said: “The Inverurie incinerator is redundant before it even opens. If it is built, the North East of Scotland will struggle with two large incinerators just 15 miles apart.”

Kim Pratt, circular economy campaigner at Friends of the Earth Scotland, said: “If all the incinerators that have planning permission were built, Scotland would have more capacity than there is waste to burn in four years time.

“Plans to build unnecessary incinerators must be rapidly reversed. The Scottish Government has the power to do this by directing SEPA to refuse permits, and they must use it.

“Incinerators are a terrible way of getting rid of waste – burning resources means we can’t reuse them and burning plastic releases carbon into the atmosphere, contributing to climate breakdown.”

Shlomo Dowen, National Coordinator of UKWIN, said: “Scotland has a great vision to move towards a more circular economy, and that means less incineration and more reduction, reuse and recycling of waste.

“However, this greener future is put at risk by incineration overcapacity because once built these burners will need to be provided with a constant supply of waste. The Scottish Government needs to act urgently to close this gaping loophole in their incineration moratorium before it is too late.”

The three incinerator plants which have obtained planning permission prior to the ban but have not yet begun construction or obtained a permit are: Avondale Energy from Waste in Falkirk; Inverurie in Aberdeen; and Levenseat 2 in South Lanarkshire. The Glenfarg  incinerator in Perthshire and Oldhall incinerator in North Ayrshire are believed to be in the early construction stages and do not have permits.

SUNK: Deposit Return Scheme delayed until October 2025 at the earliest

The launch of Scotland’s Deposit Return Scheme will be delayed until at least October 2025 as a consequence of the UK Government’s refusal to agree a full exclusion from the Internal Market Act, Circular Economy Minister Lorna Slater has told Parliament.

Last week the UK Government imposed a number of highly significant conditions on the scheme, including the removal of glass and the requirement to align aspects of the scheme with schemes across the UK – none of which exist at the moment or have regulations in place.

Following consultations with key businesses including producers, Ministers have concluded that certainty on critical elements of the scheme cannot be provided to businesses until the UK Government publishes more detail and therefore Scotland’s deposit return scheme will not go live until October 2025 at the earliest.

Addressing Parliament yesterday, Circular Economy Minister Lorna Slater said: “As of today, it is now clear that we have been left with no other option than to delay the launch of Scotland’s DRS, until October 2025 at the earliest based on the UK Government’s current stated aspirations.

“I remain committed to interoperable DRS schemes across the UK provided that we can work in a spirit of collaboration not imposition.  I wrote again last night to the UK Government, to urge ministers to reset a climate of trust and good faith to galvanise and retain the knowledge that has been built in Circularity Scotland and DRS partners in Scotland.

“This Parliament voted for a Deposit Return Scheme. I am committed to a Deposit Return Scheme. Scotland will have a Deposit Return Scheme. It will come later than need be. It will be more limited than it should be. More limited than Parliament voted for.

“These delays and dilutions lie squarely in the hands of UK Government that has sadly seemed so far more intent on sabotaging this parliament than protecting our environment.”

BACKGROUND

The Scottish Parliament legislated to create a deposit return scheme including glass in May 2020. The Internal Market Act was passed in December 2020.

Of the 51 territories and countries operating deposit return schemes, 45 include glass.

Following correspondence from the First Minister to the Prime Minister, the UK Government confirmed on 5 June it would not reconsider the conditions attached to the Internal Market Act exclusion.

The First Minister and Circular Economy Minister met with businesses on 7 June to discuss the implications of the UK Government’s decision.

The conditions for an exclusion include a maximum cap on deposit levels agreed across all nations, one administration fee to cover all schemes across the UK, one barcode for use across all parts of the UK and one logo for all schemes.

Common sense prevails: Changes announced to deposit return scheme

Craft drinks producers and pubs that provide off-sales are among those that will benefit from changes to Scotland’s deposit return scheme.

Circular Economy Minister Lorna Slater has announced a range of measures to make it easier for drinks producers and retailers to prepare for the scheme, while making sure environmental benefits are still delivered, and repeated the call on the UK Government to issue an exclusion for the scheme from the Internal Market Act.

The changes announced are:

  • drinks containers of under 100ml will be excluded, removing miniatures and other smaller containers from the scheme
  • products that sell fewer than 5,000 units per year will be excluded, which will particularly benefit craft producers
  • all hospitality premises that sell the large majority of their drinks products for consumption on the premises will be exempt from acting as a return point
  • the online application process for retailers to apply for an exemption from providing a return point has been simplified

Circular Economy Minister Lorna Slater said: “Scotland’s deposit return scheme will reduce litter on our streets, massively increase the recycling of drinks containers and help meet our net zero ambitions.

“However, to realise these benefits DRS needs to be delivered in a way that works for businesses, especially for small drinks producers. The changes I have set out will make the scheme easier for industry to deliver – especially for craft producers – while still making sure the vast majority of drinks containers are captured for recycling.

“To move forward with certainty, the UK Government must stop delaying the long overdue exclusion from the Internal Market Act. This damaging Act was imposed on the Scottish Parliament after Brexit without its consent and creates confusion and uncertainty for businesses.

“After that Act was passed, we engaged in good faith, following the agreed process, and have done so for nearly two years now to agree an exclusion. The UK Government needs to at long last issue an exclusion, and recognise the right of the Scottish Parliament to enact legislation in devolved areas without interference.”

Reducing emissions from waste

Keeping plastic out of incinerators will help meet climate targets

Stopping plastics from being incinerated is one of the key recommendations of an independent review of decarbonising the treatment of residual waste.

The report follows last year’s independent review of the role of incineration in Scotland, which recommended placing a cap on future capacity and led to Ministers putting restrictions on the development of further incinerators.

Report author Dr Colin Church has made several new recommendations to reduce the carbon impact of residual (or ‘black bag’) waste treatment infrastructure, including stopping plastic from being incinerated in Scotland.

In addition, he has recommended:

  • taking forward policies to reduce plastic production and use
  • promoting source segregation of all plastics, and implementing advanced sorting to remove plastics from black bag waste
  • using the heat from incinerators where possible, for example for homes and businesses

Dr Colin Church said: “Incineration remains a more climate-friendly method of managing residual waste than traditional landfill, and more practical than any other currently available approach.

However, without further action, this advantage will erode over a relatively short time. That is why my second report sets out a series of recommendations to improve the carbon impact of residual waste treatment, of which the most urgent and potentially most impactful is the cessation this decade of the incineration of plastic.”

Circular Economy Minister Lorna Slater said: “I would like to thank Dr Church for this report, which will make an important contribution to ensuring that the management of residual waste in Scotland aligns with our greenhouse gas emission reduction targets.

“Of course, the best way to reduce harmful emissions from our waste is to prevent it from occurring in the first place. That is why we have already banned many of the most problematic single-use plastic products and will soon be presenting a draft Circular Economy Bill to parliament. This will establish the legislative framework to support Scotland’s transition to a zero waste and circular economy.”

Environmental campaigners have welcomed the recommendation that incineration of plastics must end by 2030 in Scotland. The call came as part of an independent review commissioned by the Scottish Government into reducing the climate impact of the country’s incineration problem.

The review makes several recommendations including:

  • the burning of plastic should end by 2030
  • operators should try to include to deploy combined heat and power with incinerators
  • incinerators with potential for carbon capture should be prioritised and the Government should offer more support for carbon capture technology.     

No Scottish incinerators have functioning combined heat and power plants yet despite this being a requirement within 7 years of being granted a permit by SEPA. The end of plastic burning will significantly reduce the carbon produced from incinerators, thereby reducing the need for expensive and risky carbon capture. Campaigners say that other carbon-based waste, such as food, paper and wood waste, should be recycled.

Campaigners previously welcomed the move by the Scottish Government to implement a moratorium on planning permission for new incinerators, following the first report from Dr Colin Church, but say a clear exit strategy from incineration is still needed.

Friends of the Earth Scotland’s Circular Economy Campaigner Kim Pratt said: “Plastics are fossil fuels, so burning them cannot be part of a zero carbon future. That’s why the key recommendation of this review, to ban the burning of plastic by 2030, must be supported and immediately acted on by the Scottish Government.

“Instead of setting out a clear phase out plan, the review suggests incinerators can be made more sustainable by increasing the amount of heat they provide. We know that generating heat from incinerators emits even more climate changing emissions than gas boilers so following this path will ultimately compromise Scotland’s chance of creating a zero carbon, circular economy.

“Once fossil-based plastics are banned from incinerators, their emissions will plummet. Deploying risky and expensive techno-fixes like carbon capture when there are almost no emissions to capture is a waste of time and resources.

“As this review states, heat generation and carbon capture must not be used to justify new incinerators. But Scotland will have more incineration capacity than there is waste to burn by 2027, so Ministers must go further than the recommendations of this review and reduce capacity in line with our climate commitments.

“Incinerators are amongst the largest single sources of emissions so the Scottish Government must create a plan to phase out incineration, plant by plant, and as rapidly as possible if it hopes to meet its own climate targets.”

Scottish Government commissions urgent review into environmental impact of single-use vapes

Evidence review will inform action

An urgent review of the environmental impacts and management of single-use vapes has been commissioned.

The review, which comes in response to emerging concerns around the negative consequences of the disposable devices, will inform potential policy responses, which could include a ban of the products.

The disposable smoking devices have been linked to issues including litter, plastic waste and fire risk.

Zero Waste Scotland will lead on the review, which will consider international experience and action, including any key developments in the European Union.

Other approaches could include increasing access to responsible disposal options, improved product design or public communications campaigns.

Circular Economy Minister Lorna Slater said: “Not only are single-use vapes bad for public health, they are also bad for the environment. From litter on our streets, to the risk of fires in waste facilities, there are issues which need to be addressed urgently.

“We will consider the evidence and expert advice and come forward with policy options, which could include a potential ban on single-use vapes.

“In the meantime, we would urge everyone who uses these products to make sure they are disposed of properly.”

Iain Gulland, Chief Executive of Zero Waste Scotland, said: “Any form of littering is an unacceptable, anti-social behaviour, that is damaging to the environment and the economy.

“Single-use items, like disposable vapes, are becoming an all-too-common eyesore in areas where we live, work, and socialise, and can last in our environment for years and years. Tackling our throwaway culture is a priority here at Zero Waste Scotland and we are happy to lead on this important review.”

Correct disposal of e-cigarettes and vapes:

  • E-cigarettes or vapes should not be thrown away in general waste in order to avoid the risk of fire.
  • E-cigarettes or vapes should be disposed of at small waste electrical and electronic equipment receptacles widely available at household waste recycling centres.
  • If the batteries inside vapes are easily removable, these should be removed and disposed of in battery recycling receptacles.

The Scottish Government is working on a refreshed Tobacco Action Plan, which will be published this Autumn. This will consider a range of interventions with an emphasis on reducing smoking and vaping among children and young people.

Environment and health campaigners have welcomed the Scottish Government’s announcement today to review single-use disposable e-cigarettes and their impacts on the environment.

Sheila Duffy, Chief Executive of health charity, ASH Scotland, said: “We welcome the Scottish Government taking rapid action to explore and address the environmental harms of single-use vaping products. The easy availability of disposable e-cigarettes, which are being marketed with bright colours and sweet flavours, is driving a huge rise in children experimenting.

“Nicotine is highly addictive and many disposable vapes include toxic chemicals that have not been safety tested for inhalation and could seriously damage health over time – this is especially worrying for children and young people as their lungs are still growing.”

Climate activist, Laura Young, commented:  “This review, and consideration of a ban cannot come quickly enough as we look to remove these harmful devices from our market. These have no place in a country moving towards Net Zero and a Circular Economy.

“Months of litter picking from streets, parks, and beaches, alongside campaigning efforts speaking to a variety of public health and environmental organisations has pushed this into the focus of the Scottish Government where we hope to see swift action to address the unintended consequences from these products.”

Catherine Gemmell, Scotland Conservation Officer for the Marine Conservation Society, said: “We’re delighted to hear that the Scottish Government is planning a review into a potential ban on disposable vapes after the matter was raised by Gillian Mackay MSP in Holyrood yesterday.

“Thanks to the brilliant work of our Youth Ocean Network member Laura young, known as Less Waste Laura, or the ‘Vape Crusader’, our concerns of the impact of disposable vapes on our ocean are being heard.

“To stop single-use items polluting Scotland’s seas we need to move towards a circular economy where products are repaired, refilled, recharged and reused. We support the call for a ban on disposable vapes, as well as clearer labelling on packaging for how to recycle reusable vapes with a free and easy take back scheme available in every outlet that sells them.”

Barry Fisher, CEO of Keep Scotland Beautiful, added: “We are currently experiencing a litter emergency that is impacting communities across Scotland.  Cigarette litter in general makes up the biggest chunk of litter we record across Scotland, and we know that single-use vapes are increasing as a new, unnecessary litter type. 

“We are thrilled to hear that Circular Economy Minister, Lorna Slater, has announced a review into their environmental impact.  We will continue to urge the UK and Scottish Governments to work together to ensure action is taken, up to and including a ban on single use vapes to stop this new litter type at source.”

Lorna Slater welcomes introduction of rent freeze and eviction protection

Lorna Slater, the Scottish Greens MSP for Lothian has welcomed the Scottish Parliament’s vote to introduce a national rent freeze and new protections from evictions.

The measures in the Bill, which was introduced by a Scottish Green Minister, Patrick Harvie MSP, was overwhelmingly passed last week. It will provide vital protections for tenants over Winter and last until at least March 2023.

These changes will help tenants across Lothian where the average monthly rent is £942, which is an increase of 41.7% since 2010.

Lorna Slater, the Scottish Green MSP for Lothian said: “I am delighted that this Bill has been passed. These are vital changes that will make a huge difference at what is a desperate time for tenants all across Scotland. 

“The measures in the Bill will provide stability and support for households and families across Lothian and beyond at a time when many are being hit by soaring costs and bills. 

“These are the most progressive set of tenants’ rights anywhere in the UK. The legislation, which will last until at least the end of March 2023, puts Scotland at the forefront of tenants rights in the UK and sets a crucial precedent for other governments to follow.

“With Greens in the Scottish Government, we are leading the change and building a fairer, greener and better future for our communities.”

Scottish Government launches consultations on Circular Economy

New measures will help cut waste and preserve precious resources

Proposals to help tackle the climate and biodiversity crisis by supporting Scotland’s transition to a zero waste and circular economy have been launched.

The measures, designed to significantly increase reuse and recycling rates, and modernise and improve waste and recycling services, are set out in two consultations – on a Circular Economy Bill and a Waste Route Map.

Key proposals include:

  • banning the destruction of unsold goods to ensure that products never end up landfilled or incinerated when they could be used or recycled
  • improving household recycling and reuse services and consulting on separate kerbside collection of textiles by 2025
  • introducing new reporting to show where recycling goes once it has been collected
  • measures to reduce the consumption of problematic single-use items and promote reuse of products
  • new powers to tackle littering from vehicles
  • a mandatory requirement for businesses to report surplus and waste figures for goods such as food and textiles
  • powers to set local recycling targets, reflecting the success of Wales, which has the one of the highest household recycling rates in the world

Scotland’s circular economy targets, outlined in the Scottish Government’s Climate Change Plan, include ending the landfilling of biodegradable municipal waste by 2025, reducing the percentage of all waste sent to landfill to 5% by 2025, and recycling 70% of all waste by 2025.

Circular Economy Minister Lorna Slater launched the consultations on a visit to the Edinburgh Furniture, which is run by the homelessness charity Foursquare.

The charity uses donated furniture to furnish its homeless accommodation and to raise money for its other services. 

Lorna Slater said: “To tackle the climate and biodiversity crisis, we need to rapidly reduce our demand for raw material, increase reuse and repair, and recycle more.

“We must make a circular option the easy option for Scottish households, businesses and the public sector. I want everyone in the country to experience a modern, easy to use waste service that makes it easy for people to do the right thing for the planet.

“We are already taking action, including delivering Scotland’s Deposit Return Scheme and our £70 million Recycling Improvement Fund, but we know we need to move faster if we are to meet our climate obligations.

“It requires us to be bold, brave, and focused on delivering the actions needed – and this must be a collective effort.

“These consultations set out the key proposed actions and the tools we will put in place to help everyone play their part in cutting waste in our economy, capitalising on the economic opportunities that a circular economy presents to businesses.

“The Circular Economy Bill will give us the powers to cut waste in our economy, while preserving precious resources and protecting our natural environment.”

“The Circular Economy Bill includes measures and approaches that will further cement and support the strides we’re making and crucially, it is a step in the right direction to end our contribution to the climate crisis.

“I encourage everyone in Scotland to take part in these vital consultations.”

Environmental campaigners have welcomed the move and are calling for strong targets to reduce the global extraction of resources supplying the Scottish economy, and measures to change the way materials are used in Scotland.

A circular economy is when materials are reused and recycled as much as possible before new resources are taken from nature, as opposed to our current linear ‘take, make, dispose’ model.

Kim Pratt, circular economy campaigner at Friends of the Earth Scotland, said: “Over-consumption by the wealthy few is pushing our whole planet to breaking point.

“Our current economic system, built on the idea of unlimited growth, is driving climate breakdown and leading to global material supply disruptions – it can’t go on. We need to reduce our reliance on new materials by changing our economic consumption patterns.

“The Scottish Government has made some really encouraging suggestions in the Circular Economy Bill. We need circularity to be embedded throughout government and Scotland’s economic sectors for it to be as effective as possible. The commitment to regular reviews and the creation of a circular economy public body are welcome.

“This new organisation needs to be independent of government and adequately funded. Creating a circular economy will require a step change in the scale and rate of change, based on strong leadership and collaboration. Now is the time to be bold.

“Targets to reduce both Scotland’s carbon footprint and material footprints need to be at the heart of the Circular Economy Bill to create real change, so it’s great to see that these have been prioritised in the bill. We must reduce Scotland’s carbon footprint to zero by 2050 to ensure Scotland contributes its fair share to global climate mitigation. Scotland’s material footprint must more than halve by 2050.”

Scotland’s material footprint was 18 tonnes per person in 2017, which is higher than the EU average (14 tonnes per person). Experts suggest that we can live sustainable, high quality lives with eight tonnes per person, by moving to a circular economy where materials are reused and recycled as much as possible.

82% of Scotland’s carbon footprint comes from the products and services we buy. Over half these emissions are due to imported goods but these are not included in Scotland’s climate targets. This means the environmental and social damage caused overseas by demand for goods in Scotland is virtually invisible at the moment, which is stopping it from being tackled.

The Scottish Government launched a review on waste targets at the same time as the consultation on the circular economy bill. The waste targets consultation is a key part of rapid system change required in Scotland.
