GamCare highlights sharp rise in gambling-related issues this Christmas, new research reveals

People with gambling issues are more likely to be turning to the activity this festive period than last year, according to new research from the gambling support charity, GamCare.

In a recent survey from YouGov of over 4,000 UK adults*, commissioned by the charity, three-fifths (59%) of those who experience problems due to their gambling** say they are more likely to gamble at Christmas than other times of the year – up from 37% last year.

Advisers on GamCare’s National Gambling Helpline are highlighting how the festive period can be a testing time for those struggling with their gambling, as well as family and friends affected.

Last December, the Helpline saw a 39% increase in calls and online chats compared to the same month in the previous year, making it the busiest Christmas period on record.

Additionally, the survey highlights:

  • Over half (53%) of people gambling at harmful levels say they have spent money intended for presents, food, or other seasonal expenses on gambling.
  • Nearly three in five people gambling at harmful levels (59%) are more likely to gamble during the festive season compared to just 6% of people who gamble without issues.
  • For those gambling at harmful levels more than half (53%) reporting increased feelings of stress or anxiety due to gambling and 56% said that gambling made them feel more isolated.
  • Two in three (65%) people gambling at harmful levels have concerns someone in their family or household might overspend on gambling during the festive period. This compares to one in 25 (4%) of those who are not.

GamCare Helpline Advisers often hear about the financial strain caused by early December paydays. One Helpline Adviser said: “An extra temptation to gamble can stem from most people having an early December payday.

“This, alongside the added financial pressures associated with Christmas, the influence of alcohol, changes in routine, and high-profile sporting events, can conflate the struggles someone with gambling harms may already be going through.”

Another Helpline Adviser said: “There’s a lot of image consciousness around Christmas and people feel the pressure to go further than they can financially afford. Whether it’s presents, food, or family spending, all of these things can lead to debt.

“The anxieties and pressures of Christmas creates a drive to find additional funds. Therefore, some people may be thinking about using gambling to fund the financial pressures that Christmas brings.”

Statutory levy and online slot stake limits to be introduced to tackle gambling harm

UK Government to bring forward statutory levy on gambling operators to generate £100 million for the research, prevention and treatment of gambling harms

The Westminster government has taken its first steps towards strengthening gambling harm legislation today, confirming plans to implement a statutory levy on gambling profits and online slot stake limits to help tackle the issue of gambling addiction. 

Gambling Minister Baroness Twycross has outlined how a levy on gambling operators will be designed and implemented as the government moves forward on its manifesto commitment to reduce gambling harm. 

The landmark levy will be charged to all licensed operators and will guarantee increased, ringfenced and consistent funding to prevent and tackle gambling harm. 

Under the current voluntary system not all gambling companies contribute equally, with some operators paying as little as £1 a year towards research, prevention and treatment. The new mandatory levy will ensure all operators contribute a fair share. 

The Gambling Minister has also confirmed that the government will introduce stake limits for online slots, a higher-risk gambling product associated with large losses, long sessions, and binge play. 

Stake limits will be set at £5 per spin for adults aged 25 and over and £2 per spin for 18-24 year olds. 

Evidence from the Office for Health Improvement and Disparities and the Gambling Survey for Great Britain shows young adults can be particularly vulnerable to gambling related harm with under 25s having one of the highest proportion of respondents scoring 8 or more on the Problem Gambling Severity Index (PGSI) of any age group.

Minister for Gambling, Baroness Twycross said: “Gambling harm can ruin people’s finances, relationships, and ultimately lives. We are absolutely committed to implementing strengthened measures for those at risk, as well as providing effective support for those affected. 

“The introduction of the first legally mandated levy will be instrumental in supporting research, raising awareness and reducing the stigma around gambling-related harm. 

“We are also helping to protect those at risk, with a particular focus on young adults, by introducing stake limits for online slots. 

“These measures will help build an NHS fit for our future and strengthen protections whilst also allowing people to continue to gamble safely.”

From October 2023 to January 2024, the government sought views from clinicians, academics, the industry and the wider public on how the levy should be designed and implemented. 

In its response to this consultation, the government has confirmed 50% of all funding generated will be directed to NHS England and appropriate bodies in Scotland and Wales to develop a comprehensive support and treatment system. This will include referrals and triage, through to recovery and aftercare.

Prevention is a crucial part of the government’s efforts to tackle gambling harm. 30% of levy funding will go towards investment in this area, which could include measures such as national public health campaigns and training for frontline staff. The government is taking the time to get the important decision on the future of prevention right and will publish next steps in the coming months.

The remaining 20% of funding will be directed to UK Research and Innovation (UKRI) and the Gambling Commission to develop bespoke Research Programmes on Gambling, undertaking vital research to inform future policy and regulation.

Claire Murdoch, NHS national director for mental health, said: “Problem gambling can completely ruin lives and the issue has skyrocketed, with NHS services treating record numbers and our latest data showing a staggering 129% increase in service referrals compared with the same period last year.

“I am delighted to welcome this commitment to a mandatory gambling levy which the NHS, bereaved families and the voluntary sector have been calling for so we can treat this growing problem – and we will continue to work with government to do all we can to protect problem gamblers from this billion-pound industry.”

Professor Henrietta Bowden-Jones, National Clinical Advisor on Gambling Harms at NHS England, said: “Gambling harms have a devastating effect on people’s lives. We know that 2.5% of the population are gambling in a severe and harmful way but many more are affected, whether family members or gamblers already experiencing negative consequences but below the clinical threshold. 

“We recognise the need for more action, which is why I am thrilled to support the Government’s new levy, which will help us address the negative impact of gambling harms on communities using treatment, prevention and research through an independent evidence-based strategy at last.”

Funding from the levy will be distributed to the NHS and UKRI, the umbrella body for research councils, by the Gambling Commission under the strategic direction of the government. The gambling industry will have no say over how money for research, prevention and treatment is spent. 

The levy will be charged to all licensed gambling activity at varying levels depending on the sector and nature of the gambling activity to ensure impacts are proportionate. Rates take into account the difference in operating costs and the levels of harmful gambling associated with different gambling activities. 

Minister for Health Andrew Gwynne said: “Tackling gambling harm is a crucial part of our commitment to support people to live longer, healthier lives.

“This levy will provide an important funding boost for the NHS, whilst also enabling independent research and more effective prevention initiatives.

“By making NHS England responsible for all treatment and support services for those experiencing gambling-related harms in England, we will ensure people are getting the most effective care possible.”

Technological developments in recent years have paved the way for a dramatic shift in the ways people gamble. Gambling has moved away from betting shops and casinos to people being able to play anywhere, anytime, on their phones, leading to a significant increase in online gambling behaviour. 

The levy and online slot stake limits announced today complements a raft of major changes the government and the Gambling Commission is delivering to make gambling safer in an age of technological advances. This includes including financial risk checks to better alert operators to risky behaviours and tighter controls on marketing. 

New £2 maximum stake for under 25s playing online slots

Easily accessible online slot games are one of the most addictive forms of gambling, and can be associated with large losses, long sessions, and binge play. Unlike land-based gaming machines, such as in casinos, they have no statutory stake limits. 

To counter the increased risk of significant harm and life-changing losses from online slot games, the Government will introduce a £5 stake limit for adults aged 25 and over.

Responding to evidence, a lower level stake limit for young adults aged 18-24 years old will be set at £2 per spin. This age group has the highest average problem gambling score of any group, as well as lower disposable income, ongoing neurological development impacting risk perception and common life stage factors like managing money for the first time. The evidence also points to a stronger link between gambling related harm and suicide among young adults.

The decision follows a 10-week consultation period in which the majority of respondents agreed with the gambling white paper proposal to introduce statutory limits for online slot games to help reduce the risk of gambling harm.

Consultation responses included views from industry, academics, treatment providers and individuals.

Gambling Minister Stuart Andrew said: “Although millions of people gamble safely every single day, the evidence shows that there is a significantly higher problem gambling rate for online slot games. 

“We also know that young adults can be more vulnerable when it comes to gambling related harms, which is why we committed to addressing both of these issues in our white paper.

“The growing popularity of online gambling is clear to see, so this announcement will level the playing field with the land-based sector and is the next step in a host of measures being introduced this year that will protect people from gambling harms.”

Evidence from the Office for Health Improvement and Disparities shows that young adults can be particularly vulnerable to gambling related harm, with under 25s having the highest average problem gambling score of any age group.

NHS survey figures also show that there is a problem gambling rate of 8.7 per cent for online gambling on slots, casino or bingo games, one of the highest rates across gambling activities.

Our research shows a concerning trend with this age group experiencing an increase in harm arising from gambling and online slots are very high-risk products.

“As we continue our work to tackle this growing public health issue, we will collaborate with the Government and others across the gambling harms sector to ensure there are no missed opportunities when it comes to the introduction of robust preventative measures, including new regulations such as these.”

Commenting on the announcement from the Government of new maximum online slot stakes, Dame Caroline Dinenage MP, Chair of the CMS Committee, said: “I’m pleased that the Government has listened to the Committee in its response to its consultation on stake limits for online slots and that the new limits will leave 99% of over-25 gamblers unaffected.

“Equalising online maximum stakes with those of most land-based gambling, while including protections for younger people, is a sensible and proportionate way to balance the risk of gambling harms with the freedoms and responsibilities that players have the right to expect.”

In announcing the new limits, the Government has agreed with the Committee’s recommendations from its report on gambling regulation published in December. The report said that stake limits for online slots should match those for electronic gaming machines in land-based venues and not exceed £5, with the limit £2 for young adults.

The limits will come into force in September this year, following secondary legislation. There will be a six week transition period for operators to become compliant with the general £5 stake limit rules, followed by a further six weeks for the development of any necessary technical solutions to ensure operators are fully compliant with the lower stake limit of £2 for young adults aged 18-24. 

Although most people gamble without issue, the restrictions introduced today are just some of the proposals set out in the Government’s white paper to modernise the gambling sector and make it fit for the digital age. 

This includes the introduction of a statutory levy for research, prevention and treatment, as well as financial risk checks designed to prevent catastrophic, life-changing losses.

The Gambling Commission and the Government continue to listen to concerns from campaigners, the wider public, and both the gambling and horse racing industries as part of the consultation process on these checks.

The Gambling Commission continues to refine its approach on the design to achieve the right balance between protections and freedoms. 

As well as introducing measures to protect people from gambling related harm, the white paper package contains proposals that will support the land-based gambling industry to thrive. The industry supports thousands of jobs across the country and the Government has been clear it does not want to harm its success.

Edinburgh is one of the five areas in Scotland with the highest estimated rates of gambling problems

Across Scotland, fewer people experiencing gambling problems are accessing treatment, support or advice compared to the average across Britain

  • Scotland has lower levels of people experiencing problems with their gambling who access treatment, support or advice (17%) than the average across Great Britain (21%), with Scotland ranked lowest out of the three countries in Great Britain.
  • Research from GambleAware also revealed how the need for support varies across Scotland, with Glasgow City, Dundee City, North Lanarkshire, Aberdeen City and the City of Edinburgh having the highest rate of people gambling with negative consequences.
  • GambleAware’s new interactive maps show the demand for support across Britain, and its regional first approach to tackling gambling harms ensures people can access support across the country.

Research from GambleAware, the leading charity that commissions gambling harm prevention and treatment services, suggests that fewer people are accessing support or treatment for gambling harms in Scotland than in the rest of Great Britain.

GambleAware has released interactive maps showing gambling harms at a local authority and parliamentary constituency level across Great Britain. The maps show where there are higher levels of gambling harm. This could include harms such as losing money, or having mental or physical health negatively affected.

The data that was used to create the maps reveals that Scotland has lower levels of people accessing treatment, support or advice for gambling harms at 16.7% of those who gamble with any level of problems (rated PGSI 1+ on the Problem Gambling Severity Index scale2), which is lower than the average across Great Britain of 20.9%.

The proportion seeking help amongst this group was also lower in Scotland than in Great Britain as a whole (15.5% compared to 19.4%).

People in Scotland who experience any level of gambling problems (PGSI 1+) and have accessed treatment are most likely to do so because of the impact on their finances, reported by 29.2% of this group.

By contrast, they are less likely to cite severe negative impacts such as the risk of losing their job or home as a reason for seeking support, with only 12.6% reporting this.

The five local areas in Scotland with the highest estimated rates of gambling problems (in terms of the proportion of people with a PGSI score of 1+) are Glasgow, Dundee, North Lanarkshire, Aberdeen and the City of Edinburgh.

GambleAware also found that 60.5% of people in Scotland had participated in any form of gambling in 2022, slightly higher than the GB average of 60.3%. This is equivalent to over 2.7 million adults.

GambleAware is the only commissioner of gambling harms treatment and prevention in Scotland. Publishing the maps is part of the charity’s regional-first approach to tackling gambling harms, which aims to ensure that people can find support for gambling harms in their local communities.

GambleAware’s work include developing a comprehensive partnership of treatment and support providers to help people across Great Britain – the National Gambling Support Network (NGSN).

“We also commission the National Gambling Support Network, which means those experiencing gambling harm can access specialist, tailored treatment and support, quickly and efficiently, wherever they are across Great Britain.”

This data is being released following the launch of a Government consultation on a statutory gambling levy.

Capital casino to celebrate hitting the jackpot as curfew restrictions are lifted on all venues

Euro 2020 VAR decisions 14.39% less controversial than English Premier League, research reveals

VAR and refereeing were unlikely highlights of this summer’s European Championships, with new research revealing the technology’s use to be 14.39% less controversial than the English Premier League.

Research onVAR at the Euros from bookmaker William Hill has combined reactionary metrics such as Tweet volume, text sentiment analysis, articles generated and associated levels of engagement, culminating in a bespoke, first-of-its-kind controversy rating being assigned to each of the 18 overturns.

And this summer’s pan-European football tournament, which comprised 24 teams, 51 matches and 11 host cities, returned an average controversy rating of 4.40, going some way toward resurrecting its ailing reputation at what many believed was a seminal moment for the technology.

In all, there were just 18 overturns by the 22-strong VAR team based in Nyon, who shaved 17.84% off a pre-tournament average of a change every 3.25 matches, since February 2019.

Five of those 18 overturns led to goals, six led to the awarding of penalties (four of those missed), three goals were allowed after offside and six disallowed, there was one disallowed for handball, and two red cards brandished, as a result of the technology’s unobtrusive patrol.

In all there were 276 incidents checked in 51 matches (5.4 a match) with 93.5% of on-field calls correct. Of 30 tight offside calls, nine required review, but the VAR team ensured a 100% accuracy on these.

“I believe that Europe has the best VARs in the world,” said chairman of UEFA’s Referees Committee, Roberto Rosetti. “We feel that VAR is an incredible tool for football, because it helps prevent clear and obvious refereeing mistakes.

“The 18 VAR corrections at the EURO were all 100% right, which shows the quality of the work that the VAR teams did. We can accept referees’ mistakes on the field – these can happen – but it’s very difficult to accept mistakes by VARs in front of a video screen.

“Consequently, we were pleased that the EURO VARs’ decisions were so reliable.”

Mario Gavranovic’s ruled-out winner (6.63) in a 1-1 group-stage draw with Wales claimed the unenviable accolade of ‘most controversial VAR call of the tournament’, the Swiss forward adjudged to have been inches offside (correctly). That was one of 21 tight offside calls in the first 36 games of the tournament, and one of six warranting review.

Karim Benzema’s strike (6.0) for France in their 1-0 group-stage win over Germany too, was one of those clinically accurate offside calls by the VAR team. On this occasion Kylian Mbappe strayed just offside as part of a free-flowing counter. 

Elsewhere, Matthijs de Ligt’s card upgrade to red, for deliberate handball, in the Netherlands’ last 16 clash with Czech Republic was rated at 5.92.

But with all three proven to be technically correct, we have seen fewer controversies, less outrage, no game-defining errors and most importantly no lengthy VAR interruptions over the past four weeks.

Europa League Final VAR Françoi Letexier (6.63) was the most controversial VAR official, 10.5% more controversial than Juan Martínez Munuera, Amsterdam ArenA (5.305) pipped Football Arena Munich and Olimpico in Rome to be the most controversial stadium, and the final five minutes of the 90 were comfortably most controversial too.

The Department for Digital, Culture, Media & Sport (DCMS) and the Gambling Commission it oversees have an “unacceptably weak understanding” of the impact of gambling harms and lack measurable targets for reducing them, according to a Westminster committee.

In a report published yesterday, the House of Commons Public Accounts Committee says the Gambling Commission is not proactively influencing gambling operators to improve protections, and consistently lags behind moves in the gambling industry. Where gambling operators fail to act responsibly, consumers do not have the same rights to redress as in other sectors.

There are an estimated 395,000 problem gamblers in the UK, with a further 1.8 million people ‘at risk’. The effects can be devastating, life-changing for people and whole families, including financial and home loss, relationship breakdowns, criminality and suicide.

The Gambling Commission is a non-departmental public body funded by licence fees from gambling operators. In 2018-19 it took £19 million in these licence fees: less than 0.2% of the £11.3 billion gambling yield that year. In contrast to the Commission’s £19m fees a year, the gambling industry has agreed to spend £60m to treat problem gamblers.

‘Prevention is better than cure’

The government has approached other public health issues on the basis that prevention is better than cure. However, the Department was unwilling to accept the premise that increasing the Commission’s budget to prevent harm would be preferable to spending on treating problem gamblers. 

The Commission increased the value of the financial penalties it enforced from £1.4 million in 2014-15 to £19.6 million in 2018-19, but it doesn’t know whether this has strengthened the deterrent to breaking rules for operators.

The Gambling Commission also has little understanding of the impact of its other regulatory action, including its ban on the use of credit cards for online gambling.

The Committee finds the pace of change to ensure effective regulation has been slow and the penalties on companies which don’t effectively tackle problem gambling are weak. 

Failure to protect consumers

It says the Department and Commission together have “failed to adequately protect consumers” at a time of considerable change in the sector, as gambling increasingly moves online and new games become popular.

The collection of evidence has been patchy and behind the curve as the nature of gambling has changed, and the Commission has failed to develop responses even where it has identified potential problems, such as during the Covid-19 lockdown.

The temporary ban on gambling ads during lockdown has now been lifted – in its response to the report the Commission should provide an update on gambling patterns and industry behaviour during Covid-19, and any regulatory action it has taken to tackle the industry.

The Committee calls for a new, published league table of gambling operators’ behaviour towards their customers, naming and shaming poor performers. It says the Department must urgently begin its long-planned review of the Gambling Act, setting out a timetable within three months of this report.

The Committee concludes:

  •  The Commission should develop a plan for how it will be more proactive in influencing the industry to treat consumers better, including using reputational tools such as league tables indicating how well each operator treats its customers
  • The Commission should urgently investigate the impact of fixed odds betting that falls under “lottery” legislation and is accessible by 16 and 17-year-olds
  • The Commission and the Department should urgently look at online fixed odds betting and report back to the Committee with how they intend to increase effectiveness of online harm reduction within three months. 
  • The Commission needs to “radically improve” the data and insight it collects to know what is going wrong for consumers and develop better information on its own performance: Within three months the Department and Commission should set out to the Committee what actions they will take to ensure they have the research and evidence base needed to better understand gambling problems, and to design an effective regulatory response.
  • The Department and Commission should work together to strengthen consumer rights assess the impact on consumers of gaps in redress arrangements and examine options for increasing statutory protections with an individual right of redress for breaches of the Social Responsibility Code of Practice.

Meg Hillier MP, Chair of the Committee, said: “What has emerged in evidence is a picture of a torpid, toothless regulator that doesn’t seem terribly interested in either the harms it exists to reduce or the means it might use to achieve that.

“The Commission needs a radical overhaul: it must be quicker at responding to problems, update company licence conditions to protect vulnerable consumers and beef up those consumers’ rights to redress when it fails.

“The issue of gambling harm is not high up enough the Government’s agenda. The review of the Gambling Act is long overdue and an opportunity to see a step change in how problem gambling is treated. The Department must not keep dragging its feet, we need to see urgent moves on the badly needed overhaul of the system.

“Regulatory failure this comprehensive needs a quick pincer movement to expose the miscreants and strengthen those they harm.”
