Prime Minister Boris Johnson will this week set out the UK Government’s autumn and winter plan for managing Covid.

Vaccines will continue to be our first line of defence over the autumn and winter months supported by new treatments, testing, and a world leading variant surveillance system.

Due to the efforts and sacrifices of the public, our NHS, and the phenomenal success of the vaccine rollout, the vast majority of restrictions were lifted in England at Step 4 of the Roadmap on 19 July.

As of 9 September, nearly 90% of the UK population aged over 16 have received a first dose of the Covid vaccine, and over 80% have received both doses.

The latest data from Public Health England shows Covid vaccines are highly effective against hospitalisation from the Delta (B.1.617.2) variant, the dominant strain in the UK. Analysis shows the Pfizer-BioNTech vaccine is 96% effective and the Oxford-AstraZeneca vaccine is 92% effective against hospitalisation after two doses.

The winter months will bring renewed challenges. Covid will circulate alongside flu and other respiratory viruses and the threat of a new variant remains. It is difficult to predict with certainty how these will interact and what pressure they may place on the NHS.

The independent expert committee – the Joint Committee on Vaccinations and Immunisation (JCVI) – were asked to consider a Covid vaccine booster programme. Their interim advice suggested planning for booster vaccines to be rolled out to the most vulnerable from September 2021, to offer an increased level of protection over winter.

The government expects to receive confirmation this week from the JCVI on the details of a vaccination booster programme, with plans in place to begin this month. This will boost immunity over the winter months, protecting against serious disease and death and unsustainable pressure on the NHS.

The government confirmed last week that those who are immunocompromised will be offered a third primary dose. This is separate to the booster programme, as those who require a third primary dose had insufficient protection from two doses.

The Prime Minister is also expected to repeal powers in England that are no longer necessary from the Coronavirus Act, as part of the government’s plan for managing Covid over the autumn and winter.

These include:

  • Powers to close-down sectors of the economy, such as business premises, or apply restrictions to events and gatherings.
  • Powers that disrupt education, enabling temporary closure or restricting access to schools, colleges, and childcare.
  • Powers that extend time limits for urgent warrants. Powers to detain infectious people.

Vital powers from the Act will be retained that are critical to protect and support the public. This includes giving sick pay to those isolating from day one rather than day seven, directing schools to remain open if they close against government guidance, and helping the NHS to get the emergency resource it needs.

Legal requirements will remain for someone to isolate if they test positive, to protect the most vulnerable from infection and to control the spread of variants. The Coronavirus Act is separate from the Public Health Act.

The Prime Minister is expected to hold a press conference this week – perhaps as early as tomorrow – to set out the next steps in the pandemic response.

Prime Minister, Boris Johnson said: “Thanks to the efforts of the public, the NHS and our phenomenal vaccination programme, we reached Step 4 in our Roadmap and life has returned to a sense of normality.

“These extraordinary times required necessary but intrusive measures. But I’m determined to get of rid of any powers we no longer need because of our vaccine defences.

“I will set out the next phase in our Covid response shortly.”

Long COVID Support Fund

£10 million for NHS Boards

Health Secretary Humza Yousaf has announced a new £10 million Long COVID Support Fund to help health boards respond to the condition.

The announcement follows Mr Yousaf meeting with a range of healthcare professionals at Eastwood Health and Care Centre in East Renfrewshire and speaking with patient Pamela Bell who has been receiving support for long COVID since she contracted the virus almost a year ago.

The Long COVID Support Fund is designed to maximise and improve the co-ordination of a broad range of existing services across the health and social care system and Third Sector in response to the condition. It will be a flexible fund that will be tailored to local needs. It will strengthen the range of information and advice available, and ensure the right support is available within primary care, providing a response focused on each patient’s needs, with referrals to secondary care where necessary.

Mr Yousaf said:

“We know that long COVID can’t be handled with a one-size-fits-all approach. It can be complex and involve an array of diverse symptoms and combinations of those symptoms.

“The new Long COVID Support Fund will give our NHS Boards the flexibility to design and deliver the best care for those with long COVID, tailored to the specific needs of their populations.

“It’s been great to meet Pamela and hear how she has benefited from care and rehabilitation in a setting close to home. Long COVID patients are being supported by the full range of NHS services – primary care teams and community-based rehabilitation services with referrals to secondary care where necessary – and I want to thank our dedicated staff for their hard work.”

Mrs Bell, 62, from Glasgow, met with the Health Secretary to discuss her experience since testing positive for COVID last September. She has a mild chest condition – bronchiectasis – which meant she had to shield at the start of the pandemic. After contracting the virus she was admitted to hospital where she ended up in intensive care and intubated for almost three months.

By the time she was transferred to a respiratory ward on Hogmanay, she could not move and ultimately went to a Physical Disability Rehabilitation Unit for intensive physiotherapy and Occupational Therapy.

She also received intervention and oxygen therapy in a respiratory ward, and returned home with long-term oxygen at the beginning of June, where she receives ongoing care from a Community Rehabilitation Team to support her to regain her independence, function and mobility. Mrs Bell, who previously worked in a children’s nursery, has had to retire due to ill health.

Mrs Bell, a mother-of-two who is due to become a grandmother next Spring, said:

“Recently I was able to walk for two minutes and 40 seconds – which is a huge achievement for me.

“Before COVID, I was a senior child development officer, which involved outdoor play. I’d be in the playground or taking the children on forest walks, doing at least 15,000 steps a day. I’d help out in my community. I was there for everybody.

“This last year has been a challenge, when I’ve had to let other people take care of me. But I’m blown away by everything I’ve been given by the NHS. They are just amazing. Some of them visit me weekly, some are at the end of the phone, they deliver my oxygen and really look after me.”

Details of the new Long COVID Support Fund will be shared with NHS Boards in due course.

Second doses offered to all eligible adults in Scotland

Missed appointments can be rearranged

Scotland’s largest ever vaccination programme will complete second doses for all over 18s who have attended their scheduled appointments by close of play on Sunday 12 September.

Some of those eligible have rearranged their appointment for health or work reasons and will get their second dose shortly. Vaccination Clinics will remain open and anyone who has not yet received their vaccination, for whatever reason is reminded that it is never too late to get vaccinated and is urged to go to a local drop-in clinic or go to NHS Inform to book a convenient appointment.

The second dose of the vaccine offers greater and longer lasting protection and can be given from eight weeks after the first, either at a drop-in clinic or by requesting an appointment through the NHS Inform website.

Evidence shows that after two doses the vaccines are more than 90% effective against hospital admissions from the effects of the virus.

Students from the UK and abroad are included in the national programme and are encouraged to come forward for vaccination regardless of whether they require their first, second or both doses.

Health Secretary Humza Yousaf said: “Today is a significant day because every single adult in Scotland has now been given the opportunity to be fully vaccinated against COVID-19.

“I want to pass on my thanks to all those who have helped make this possible – from the scientists who developed the vaccine, to the hard-working staff delivering the programme on the ground. I also want to thank everyone who has taken up their offer of a vaccine, and rolled up their sleeves to help tackle coronavirus.

“To all those who haven’t yet had their second doses, please don’t leave the job half done.  Even if the time since the first dose is more than eight weeks, people can still be vaccinated and I encourage them to come forward.

“We have made getting a vaccination easier than ever – head to one of the drop-in clinics being offered across the country or, if you prefer, book an appointment online at NHS Inform. Please check your NHS board’s social media posts for the latest information on where you can attend.

“Students heading to university or college from anywhere in the UK or abroad are reminded they too are urged to take up this offer if it’s relevant to them – indeed, in addition to drop-in clinics around the country, mobile vaccination units are visiting several further education campuses.

“Recent increases in case numbers mean it remains crucial everyone who is offered a vaccination takes up the invitation.”

A Tale of Two Pandemics: TUC exposes COVID Class Divide

The coronavirus crisis has been “a tale of two pandemics”, the TUC said today as it calls for an urgent “economic reset” to tackle the huge class divide in Britain that has been exposed by the pandemic. 

The call comes as the union body publishes new polling which shows how low-income workers have borne the brunt of the pandemic with little or no option to work from home, no or low sick pay and reduced living standards, while better-off workers have enjoyed greater flexibility with work, financial stability and increased spending power.  

Pandemic class divide 

New TUC polling, conducted by Britain Thinks, has revealed the extent of the pandemic class divide with the high-paid more financially comfortable than before, while the low-paid have been thrust into financial difficulty: 

  • Low-paid workers (those earning less than £15,000) are almost twice as likely as high-paid workers (those earning more than £50,000) to say they have cut back on spending since the pandemic began (28 per cent compared to 16 per cent) 
  • High earners are more than three times likely than low-paid workers to expect to receive a pay rise in the next 12 months (37 per cent compared to 12 per cent). 

This Covid class divide isn’t just apparent on personal finances. The polling also shows how low-paid workers are markedly more likely to get low or no sick pay compared to higher earners: 

  • Low-paid workers are four times more likely than high-paid workers to say they cannot afford to take time off work when sick (24 per cent compared to six per cent). 
  • Only a third (35 per cent) of low-paid workers say they get full pay when off sick compared to an overwhelming majority of high-paid workers (80 per cent) 

The TUC has long been calling for an increase to statutory sick pay, which stands at a derisory £96.35 a week, and from which more than two million low-paid workers – mostly women – are currently excluded because they do not earn enough to qualify.  

The union body recently criticised the government decision to “abandon” these two million workers by failing to expand eligibility of sick pay, as they had previously promised. 

This lack of decent sick pay is compounded by the fact that low-paid workers are more than three times more likely than high-paid workers to say they their job means they can only work outside the home (74 per cent compared to 20 per cent).  

This means that low-paid workers face greater risk of contracting the virus at work, and when ill, often face the impossible choice of doing the right thing but losing income or keeping full pay but potentially spreading the virus. 

Low-paid industries lag 

New TUC analysis shows that the three industries furthest away from a jobs recovery – arts and entertainment, accommodation and food and ‘other services’ – are all ‘low paid’ industries.  

These are also the three industries with the highest furlough rates according to HMRC stats, and three of the highest according to most recent ONS estimate.  

The end of furlough poses a serious threat to low-paid jobs in these industries – and combined with the “senseless” Universal Credit cut – will be a hammer blow for low-paid workers and push many further into hardship, the union body says. 

Time for an economic reset 

The TUC says its analysis and poll findings paint a picture of stark inequality in the UK, which has been further entrenched through the coronavirus crisis, and show that the country needs an urgent “economic reset” post-pandemic. 

The union body warns that without such a reset, the government’s levelling up agenda will be “doomed to failure” as ministers risk repeating the same mistakes which followed the financial crisis, allowing insecure work to spiral even further. 

To prevent unnecessary hardship in the coming months, the TUC is calling on the government to: 

  • Extend the furlough scheme for as long as is needed to protect jobs and livelihoods and put in place a permanent short-time working scheme to protect workers at times of economic change 
  • Cancel the planned £20 cut to Universal Credit 

And as part of a post-pandemic reset, the TUC says ministers must: 

  • Ban zero hours contracts 
  • Raise the minimum wage immediately to at least £10 
  • Increase statutory sick pay to a real Living Wage and make it available to all 
  • Introduce new rights for workers to bargain for better pay and conditions through their unions  

TUC General Secretary Frances O’Grady said: “Everyone deserves dignity at work and a job they can build a life on. But too many working people – often key workers – are struggling to pay the bills and put food on the table.  

“It has been a tale of two pandemics. This Covid class divide has seen low-paid workers bear the brunt of the pandemic, while the better off have enjoyed greater financial security, often getting richer. 

“This should be a wake up call – we need an economic reset. It’s time for a new age of dignity and security at work. 

“Without fundamental change, the government’s own levelling up agenda will be doomed to failure. And we risk repeating the same old mistakes of the past decade – allowing insecure work to spiral even further. 

“Ministers must start by banning zero-hours contracts, raising the minimum wage with immediate effect and increasing statutory sick pay to a real Living Wage, making it available to all.  

“And we know that the best way for workers to win better pay and conditions at work is through their union.” 

On the risk to low-paid workers this autumn, Frances said:  “The imminent end to the furlough scheme and cut to Universal Credit this autumn will be a hammer blow for low-paid workers and could plunge millions into hardship, many of whom are already teetering on the edge. 

“The government must reverse its senseless decision to cut Universal Credit and extend the furlough scheme for as long as is needed to protect jobs and livelihoods.” 

Coronavirus: Community learning the lessons from the RRR Fund

Foundation Scotland have worked with Scottish Community Development Centre (SCDC) to produce a final evaluation of their Response, Recovery and Resilience (RRR) Fund.

The evaluation offers insight into the difference the RRR Fund has made to groups and communities across Scotland and the challenges that lay ahead. By the time the fund closed in April 2021, it had supported 1190 organisations across the country. Thanks to the National Emergencies Trust and the generous support of our donors, more than £7.4 million was distributed.

This report is the second evaluation of the RRR Fund. The first Rapid Evaluation of the RRR Fund was published in May 2020 and focussed on the first few weeks of the Response phase.

The July 2021 evaluation focuses on organisations who received funding in the Recovery and Resilience phases and includes survey data from more than 150 grantees plus detailed feedback from several focus groups.

The evaluation includes 14 recommendations and learning points within the following headings:

  • Impact on communities and project beneficiaries
  • Impact on community projects/organisations
  • Impact on Community Infrastructure
  • Challenges and Opportunities

The evaluation also includes several case studies from North Edinburgh’s Fresh Start, the Village Storytelling Centre in Glasgow, Headway in East Lothian, Clifftops Project in West Dunbartonshire and the Whitburn and District Community Development Trust in West Lothian.

Joyce Cattanach, Development Officer for Headway East Lothian, said:”Our Funders were wonderful in their response to the pandemic and the impact social isolation and loneliness would have on our already disadvantaged community.

“We sourced additional funding streams that had set up emergency responses; built up a strategy; and changed our outcomes and activities to respond and enable us to continue to work in a different way.”

The survey data, focus group feedback, and SCDC recommendations within the evaluation will help shape future funding and service development at Foundation Scotland.

18 Months On: Still time to complete Excluded UK survey

We’ve been planning a new survey as we approach the end of Coronavirus Job Retention Scheme (CJRS) and Self-Employment Income Support Scheme (SEISS). It’s intended that the results of this survey will give an in-depth view of what it means to be excluded 18 months on.

We’re working with an expert to analyse the results and this will form the major part of a detailed report that we’ll be publishing towards the end of September. This work will also take a comparative look at our previous surveys since June 2020 which we hope will be a key piece of work for MPs, government bodies, press and other organisations to reference as well vital data to help us continue to push for change.

We know that this survey is slightly more in-depth than our previous surveys, but we do hope you’ll help us in furthering our lobbying efforts by completing this survey as fully as possible and please do share with your relevant contacts.

Scotland’s biggest ever flu vaccine programme launches tomorrow

Primary and secondary school pupils will start receiving their flu vaccine tomorrow (Monday) as Scotland’s biggest flu immunisation programme gets underway.

Over four million people will be offered the free flu vaccine this year with secondary school pupils eligible for the first time.  

Running until December all primary and secondary school pupils will be offered the vaccine which is given as a painless nasal spray.

Public Health Minister Maree Todd said: “More people than ever are being offered the flu vaccine and we hope to see a large uptake amongst pupils as we aim to keep flu out of schools this year. 

“If you’ve not missed the deadline for returning consent forms to your school, I’d urge you to complete and return these now.  Last year with the public health measures that were in place, there was lower levels of flu than there has been in previous years so our immunity levels to flu may be lower this year.

“The vaccines are safe and the best way to help protect you, and others, from flu this winter.”

The flu virus changes every year, so you need to get the vaccine every year to stay protected. The flu vaccine cannot give you flu, but it can stop you catching it. The COVID-19 vaccine does not offer any protection from flu, you need to get the separate flu vaccine.

In a small number of cases, the nasal spray may not be suitable, and the vaccine can be given as an injection in the arm instead.

While the flu vaccination programme will get underway tomorrow, the decision on Covid vaccinations for 12 – 15 year olds is still to be taken.

Health Ministers of the devolved nations wrote to their respective Chief Medical Officers on Friday to seek further advice.

The joint letter reads:

Dear UK Chief Medical Officers,

We are writing on behalf of the 4 nations of the UK following the recent JCVI discussions on 1 and 2 September regarding the COVID-19 vaccination of children and young people aged 12 to 15.

JCVI has updated its advice on this topic. This advice says that the committee is of the opinion that the health benefits from vaccination are marginally greater than the potential harms. However, that margin of benefit, based primarily on a health perspective, is considered too small to support advice on a universal programme of vaccination of otherwise healthy 12 to 15-year-old children at this time.

The JCVI’s advice goes on to suggest that the government may wish to take further advice, including on educational impacts, from the chief medical officers of the 4 nations, with representation from JCVI in these subsequent discussions.

We agree with the approach suggested by JCVI, and so we are writing to request that you take forward work (drawing on experts as you see fit) to consider the matter from a broader perspective, as suggested by the JCVI.

We will consider the advice from the CMOs of the 4 nations, building on the JCVI’s advice, in making our decision. Given the importance of this issue, we would be grateful if you could provide your advice as soon as possible.

JVCI advises politicians to seek further advice from CMOs

The four Chief Medical Officers will provide further advice on the COVID-19 vaccination of young people aged 12 to 15 with COVID-19 vaccines following the advice of the independent Joint Committee on Vaccination and Immunisation (JCVI).

The independent medicines regulator, the Medicines and Healthcare products Regulatory Agency (MHRA), has approved the Pfizer and Moderna vaccines for people aged 12 and over after they met strict standards of safety and effectiveness.

The JCVI has advised that the health benefits from vaccination are marginally greater than the potential known harms. It has advised the government to seek further input from the Chief Medical Officers on the wider impacts.

This includes the impact on schools and young people’s education, which has been disproportionately impacted by the pandemic.

UK health ministers from across the four nations have today written to the Chief Medical Officers to request they begin the process of assessing the broader impact of universal COVID-19 vaccination in this age group.

They will now convene experts and senior leaders in clinical and public health to consider the issue. They will then present their advice to ministers on whether a universal programme should be taken forward.

People aged 12 to 15 who are clinically vulnerable to COVID-19 or who live with adults who are at increased risk of serious illness from the virus are already eligible for a COVID-19 vaccine and are being contacted by the NHS, to be invited to come forward.

The JCVI has advised that this offer should be expanded to include more children aged 12 to 15, for example those with sickle cell disease or type 1 diabetes.

Health and Social Care Secretary Sajid Javid said: “Our COVID-19 vaccines have brought a wide range of benefits to the country, from saving lives and preventing hospitalisations, to helping stop infections and allowing children to return to school.

“I am grateful for the expert advice that I have received from the independent Joint Committee on Vaccination and Immunisation.

“People aged 12 to 15 who are clinically vulnerable to the virus have already been offered a COVID-19 vaccine, and today we’ll be expanding the offer to those with conditions such as sickle cell disease or type 1 diabetes to protect even more vulnerable children.

“Along with Health Ministers across the four nations, I have today written to the Chief Medical Officers to ask that they consider the vaccination of 12 to 15 year olds from a broader perspective, as suggested by the JCVI.

“We will then consider the advice from the Chief Medical Officers, building on the advice from the JCVI, before making a decision shortly.”

Scottish Health Minister Humza Yousaf said: “I want to thank the JCVI for today’s advice regarding vaccination for 12 -15 year olds.

“While the JCVI has agreed that the benefits marginally outweigh the risks they are not yet prepared to recommend universal vaccination of 12-15 year olds, however, they have suggested that Health Ministers may wish to ask their respective CMOs to explore the issue further, taking into consideration broader educational and societal impacts.

“Therefore, I have agreed with the other three UK Health Ministers to write a letter asking the four Chief Medical Officers to consider this latest guidance and explore whether there is additional evidence to suggest it would be beneficial to offer vaccination to all 12 – 15 year olds. We have asked for this further work to be conducted as soon as possible.

“A further update will be issued once these discussions have taken place. In the meantime, we will offer the vaccine to those children and young people currently recommended.

“The recent increase in cases of COVID-19 means it remains crucial that everyone who is offered a vaccination takes up the offer.”

City care residents get a taste of the outdoors with first post-lockdown outings

RESIDENTS at Edinburgh Care Homes have had the chance to experience their first organised outdoors activity after a year of lockdown, with a visit to Edinburgh’s Royal Botanic and Saughton Gardens.

Apart from the short trips to the end of the garden and stints in the home’s purpose-built outdoor seating area, residents at Mansfield Care’s Eildon House and Belleville Lodge have not been on a day out in more than a year.

Pre-lockdown, trips out were a regular staple for residents, with visits to the Royal Yacht Britannia, the National Museum and the Zoo.

Now with all residents and staff fully vaccinated and restrictions easing, carers at the homes organised garden outings as a special treat for the residents.

Staff from each care home planned and assisted the residents to travel to and from the Botanic and Saughton Gardens, which is only a short walk away.

Fiona Shale, Activities coordinator at Eildon House said: “While some of our residents do still feel more comfortable remaining indoors for the time being, the vast majority have been very excited to get out and about again.

“The Botanic Gardens were very accommodating with our visit and it all went off without a hitch, although we made sure the residents were well wrapped up for the unpredictable weather.

“We spent the majority of the time in the Garden of Tranquillity which is a new area of the Botanic Gardens that has been created specifically for people with dementia. As the name suggests, it’s a lot quieter than some of the other areas, with beautiful landscaping and water features giving visitors a peaceful and safe space to enjoy.”

Residents from Belleville Lodge took a trip to Saughton Gardens enjoying the rose and herb garden in the sun.

Margaret Russell, Manager at Belleville Lodge said: “The residents really enjoyed looking at all the flowers. The herb garden was a resident favourite and we even tasted some of the different herbs.

“One of our residents, Heather Salzen (above), is a Botanist so she really enjoyed her day out and was telling us all about the plants.

“It was a great day out. We ended our tour of the garden with a cup of tea and refreshments in the garden café and sat outdoors as the weather was lovely.”

With activities requested, led and coordinated around the interests of the residents, Mansfield Care staff are dedicated to creating a homely, supportive and exciting environment, putting the needs of its residents at the forefront of everything they do


Fiona added: “Our priority is keeping the lives of our residents as enriched as possible. It’s been a very tough year not being able to do the range of activities we normally would, but we’ve been keeping residents entertained through the likes of craft activities such as painting, physical seated exercise and also reminiscence story telling.

“Following on from our Botanic Gardens trip, we’ve got some excellent stuff in the pipeline for later this year and look forward to resuming our regular frequency of outings.”
