Are you a carer living in North West Edinburgh? Do you know all the benefits you, or the person you care for, may be entitled to claim – or do you find the whole benefits maze too complicated and confusing? Well, help is at hand!

North West Carers Centre will be holding free advice surgeries at their base in Drylaw Neighbourhood Centre on the second Tuesday of every month – next one is 12 March.

So if you’d like advice on what you, or the person you support, can claim or some help with completing forms call the Carers Centre on 315 3130 to make an appointment.

Benefits advice groups to share Holyrood cash

The Scottish Government is directing new money to agencies helping people facing the brunt of UK benefit cuts, Deputy First Minister Nicola Sturgeon announced yesterday. In response to a substantial increase in requests for help as a result of Westminster welfare reforms, a new package of funding will support those providing front-line advice and support to people across Scotland.

This will include an immediate cash injection of £300,000 for services such as those provided by Citizens Advice Scotland (CAS), the setting up a new £1.7 million fund providing direct support to advice services and a further £3.4 million to be spent over the next two years on helping organisations mitigate the impacts welfare reforms.

Changes in Child Tax Credit and Working Tax Credit will reduce the budgets of more than 100,000 households in Scotland – 88 per cent of them couples with children. On average these families will be £700 a year worse off.

Over 100,000 households across Scotland will also lose on average of around £600 a year as a result of the bedroom tax.

And it is estimated that around 1 million working age households in Scotland will be affected by the uprating of benefits by 1 per cent, announced in the Autumn Statement, reducing the total income of Scottish households by around £210 million by 2014-15.

Announcing the funding boost Ms Sturgeon said: “Many people across Scotland are suffering as a direct result of UK Government benefit cuts, and many more are concerned about how they may be affected by changes yet to come into force. Citizen’s Advice Bureaux across the country are currently dealing with nearly 800 new issues for every working day. And the latest extremely worrying analysis about the families affected by benefits illustrates exactly that point.

“This reflects our serious concerns about the pace, scale and impact of Westminster’s benefits changes. It is clear that the impact of the cuts will extend across Scottish society, with vulnerable groups, women and working families all likely to suffer. This is putting more and more pressure on the organisations that provide crucial front line advice to those affected. These are the people, who, on a daily basis see how lives are being damaged by the fall out from the UK government’s welfare reform changes. That is why we have listened and are providing £5.4 million to help meet the demand for advice and support as it dramatically increases.

“This is just further evidence of the need for independence. We want a welfare system in Scotland that provides fair and decent support for all and protects the vulnerable in our society. The only way to guarantee that is to have possession of the powers to deliver it.”

Background Information:

The Child Tax Credit and Working Tax Credit analysis is taken from published DWP statistics. Bedroom tax analysis estimates that:

105,000 households will be affected by the bedroom tax.

Of these, 83,000 will be under-occupying by one bedroom and 22,000 will be under-occupying by two or more rooms.

With around 586,000 households in the social rented sector, it is estimated that 18 per cent of all households in the sector will be affected.

Depending on the measure of inflation used, the average weekly loss in 2012/13 prices is between £11 and £12.

This gives an estimate total loss of Housing Benefit to the sector of between £60 -£65 million per annum.

The Bedroom Tax will reduce the amount of housing benefit support that can be given to tenants in the social rented sector by introducing new size criteria for working-age Housing Benefit claimants, who have extra bedrooms.

People who are judged to be ‘under occupying’ their home by one bedroom will have their housing benefit slashed by 14 per Cent. Where they are under occupying by two or more bedrooms the deduction is 25 per Cent.

The new criteria for under occupation could mean that ill or disabled people, who use a spare bedroom for medical equipment, may all be affected.

Healthy advice from GIC

Granton Information Centre (GIC) has extended their service at Muirhouse Medical Group. GIC’s Michelle Lee can now be found at the Muirhouse Avenue centre on Mondays and Tuesdays from 2 – 4pm.

 GIC have provided an advice service in local GP surgeries for many years, and have had a presence in the Muirhouse surgery for almost two years. The extra hours at Muirhouse became possible when the Muirhouse practice was extended, and it’s a service that patients registered at Muirhouse are using in increasing numbers.

“There’s as much of a demand for the service as there has ever been – perhaps even more so”, said Michelle, who has been with GIC for eight years. “The advice service has been getting particularly busy on Tuesdays, and having the additional day here makes a great difference.”

Muirhouse Medical Centre’s Gillian Anderson said: “Michelle is very much a part of our team – she’s been added to our appointment systems and participates in our six-weekly staff team meetings. It’s great to have Michelle here in the practice to give advice – updating staff on changes to legislation and other issues that may affect GPs – to the comprehensive service she provides to the local people who are registered at this practice. There are a lot of questions on benefits and entitlements that we couldn’t give the answers to, so it’s very useful having Michelle here to explain complicated things in a way we can all understand.”

One patient who particularly appreciates GIC’s GP surgery service is Alan, who lives in Muirhouse. Alan, who suffers from depression, turned to Michelle for help when his mother – who was also his carer – suddenly died last Christmas.

“I didn’t have a clue what to do – my mum had always done everything and I really didn’t know where to turn or where to start. It took me a long time to get over the shock of losing my mum and things sort of drifted – I got into a mess and I didn’t have a clue how to sort things out. It affected my health, which was not that great anyway, and I was so lucky that my GP was able to offer GIC’s advice service, saying we’d be able to get things sorted.” At this point I had been refused Employment & Support Allowance due to failing a Work Capability assessment; I had a funeral to organise and to pay for and had accruing council tax arrears and I had no money coming in.”

He went on: “When I spoke to Michelle it was a weight off my mind – it was amazing just how much better I felt just being able to share things with somebody, because I really didn’t have anyone else to help me, no-one else to turn to. I’m not exaggerating when I say that Michelle was my lifeline – she has supported me all the way through. Things were a mess – far too complicated for me – but with Michelle’s help things are looking up now – it’s a whole lot brighter, when just a wee while ago everything seemed hopeless.”

Michelle said: “Alan suffers from severe depression, and when he found himself alone he found it impossible to cope with forms, bills and paperwork. He found himself with an outstanding funeral bill, no money coming in because his benefits had been stopped and there were various other complications. It was a set of circumstances that anyone would have found daunting – never mind someone who had recently lost their mother. Fortunately, we have been able to systematically deal with all of the issues Alan faced, and things that once seemed insurmountable have been resolved. It is not an easy process, but we’ve got there. Alan has started to get his life in order, and he’s feeling better and more positive as a result.”

Michelle explained to Alan that she would assist with appealing the Employment & Support Allowance decision and would also assist with making an application to British Gas Energy Trust for help with the outstanding balance for the funeral. Michelle also identified a possible entitlement to Disability Living Allowance.

The Employment & Support Allowance decision was overturned at the appeal stage and Alan was placed in the support group. His weekly income increased from absolutely nothing to £105.05 a week, and he also received an additional backdated payment of £681.00.

The British Gas Energy Trust application was also successful and Alan was awarded £1960.80 to clear the outstanding balance of his mother’s funeral costs.

The initial application for Disability Living Allowance was unsuccessful, but GIC successfully appealed the decision and this increased Alan’s weekly income by another £41.10 – in total Alan’s annual household income has increased by £7,599.80!

Alan’s life has been turned around. “I’m starting to get out and about a bit more, which is hard to believe,” he said. “I can honestly say that, without this service, I really don’t think I would have been here to tell you this story. Seriously, it was that bad but things are getting better. I can never thank Michelle enough for everything she’s done for me and I count myself so lucky that my GP told me about the advice service.”

Granton Information Centre’s GP Surgery service is also available at Crewe Medical Centre on Tuesday mornings between 10.00am and 1pm.

 

Port of Leith residents attend advice event

 

Port of Leith Housing Association (PoLHA) hosted an event for its residents to provide information on issues such as welfare reforms and benefits advice recently. 

Over 60 people attended the open day at South Leith Parish Church Hall where the Association was joined by the Department of Work & Pensions, the City of Edinburgh Council, an energy advisor, a money advice worker from Citizens’ Advice Bureau, Edinburgh Housing Advice Partnership and employability initiative Community Renewal.

Keith Anderson, Chief Executive at PoLHA, said: “There are a lot of changes coming and issues surrounding benefit, energy and money management for our tenants to consider. Holding this event with our partner agencies helped those who came along to understand how these will affect them and how they can make the pounds in their pocket go further. It was a great turnout and I hope people found it useful to help them manage finances in the run-up to the forthcoming benefit changes and the winter months.”

PoLHA was formed in 1975 and now owns and manages 2400 properties in the Leith and North Edinburgh area.
