Bird flu: Bird keepers ordered to follow strict biosecurity measures as UK-wide Prevention Zone introduced

All bird keepers must implement strict biosecurity measures until further notice to keep their birds safe from avian influenza

An Avian Influenza Prevention Zone (AIPZ) has been declared across the United Kingdom following an increase in the number of detections of avian influenza in wild birds and on commercial premises.

This means that all bird keepers must implement strict biosecurity measures to help protect their flocks from the threat of avian influenza, regardless of whatever type or size. Introducing these steps on farm is the most effective way in reducing the risk of disease spreading.

In addition to this, a regional housing measure remains in place across Norfolk, Suffolk and parts of Essex, where keepers must house their flocks until further notice. Maps of the regional housing measure and national AIPZ are in our declarations.

The UK has faced its largest ever outbreak of bird flu with over 190 cases confirmed across the country since late October 2021. Check the list of confirmed avian influenza cases.

These measures will remain in place until further notice, and will be kept under regular review as part of the government’s work to monitor and manage the risks of avian influenza.

The wild bird risk across Great Britain has increased from medium to high and the risk to poultry with stringent biosecurity has moved up to medium.

The risk to poultry with poor biosecurity has been increased to high, in light of the increased number of infected premises observed during September and October and the distance of some of these, as well as wild bird cases, from the coast.

All bird keepers must now follow enhanced measures at all times to prevent the risk of future outbreaks.

Dr Christine Middlemiss, the UK’s Chief Veterinary Officer, said: “We are seeing a growing number of bird flu cases on commercial farms and in backyard birds across the country driven by high levels of disease within wild birds.

“Unfortunately we expect the number of cases to continue to rise over the coming months as migratory birds return to the UK, bringing with them further risk of disease that can spread into our kept flocks.

“We’re taking action already by implementing a national Avian Influenza Prevention Zones and housing measures in the worst-affected areas, but it is important that all bird keepers – wherever they are in the country – ensure that cleanliness and hygiene are at the forefront of their minds to keep their flocks safe and limit the impact of the outbreak.”

Public health advice remains that the risk to human health from the virus is very low and food standards bodies advise that avian influenzas pose a very low food safety risk for UK consumers. Do not touch or pick up any dead or sick birds that you find and instead report them to the Defra helpline on 03459 33 55 77. There is no impact on the consumption of properly cooked poultry products, including eggs.

All poultry gatherings, including at fairs, shows and markets, remain banned, due to a large number of flocks mixing together and the risk posed by any infections spreading across the country.

Avian influenza is in no way connected to the COVID-19 pandemic, which is caused by the SARS-CoV-2 virus and is not carried in poultry or captive birds.

In a joint statement, the Chief Veterinary Officers for England, Scotland and Wales said: Bird keepers have faced the largest ever outbreak of avian flu this year and with winter brings an even more increased risk to flocks as migratory birds return to the United Kingdom.

Scrupulous biosecurity and hygiene measures are the best form of defence, which is why we have declared an Avian Influenza Prevention Zone (AIPZ) across Great Britain, meaning that all bird keepers must take action to help prevent the disease spreading to more poultry and other domestic birds.

The introduction of an AIPZ means that regardless of whether you keep a few birds or thousands, you are legally required to meet enhanced biosecurity requirements to protect your birds from this highly infectious disease.” 

The introduction of an AIPZ follows a decision to raise the risk level for avian influenza incursion in wild Birds in Great Britain from ‘medium’ to ‘high’.

For poultry and other captive birds the risk level has been raised from ‘medium’ to ‘high’ at premises where biosecurity is below the required standards, and from ‘low’ to ‘medium’ where stringent biosecurity measures are applied.

Advice to poultry keepers

All bird keepers must keep a close watch on them for signs of disease and maintain good biosecurity at all times. If you have any concerns about the health of your birds, seek prompt advice from your vet.

All bird keepers (whether they are pet birds, a commercial farm or just a few birds in a backyard flock) must remain vigilant and help prevent avian influenza by:

  • cleanse and disinfect clothing, footwear, equipment and vehicles before and after contact with poultry and captive birds – if practical, use disposable protective clothing
  • reduce the movement of people, vehicles or equipment to and from areas where poultry and captive birds are kept, to minimise contamination from manure, slurry and other products, and use effective vermin control
  • keep records of mortality, movement of poultry and poultry products and any changes in production
  • thoroughly clean and disinfect housing on a continuous basis
  • keep fresh disinfectant at the right concentration at all farm and poultry housing entry and exit points
  • minimise direct and indirect contact between poultry and captive birds and wild birds, including making sure all feed and water is not accessible to wild birds
  • prevent access by poultry to ponds and watercourses and ensure that birds are kept in fenced or enclosed areas

It is a legal requirement for bird keepers in the national AIPZ to take these biosecurity measures.

If you suspect any type of avian influenza in poultry or captive birds you must report it immediately by calling the Defra Rural Services Helpline on 03000 200 301. In Scotland, contact your local Field Services Office. Failure to do so is an offence.

Disease confirmed in poultry in Scotland

A flock of free-range hens from a commercial premises near Gretna has tested positive for highly pathogenic avian influenza H5N1.

In order to limit the further spread of disease, appropriate restrictions have been imposed on the premises and any identified contact premises, plus the area of the Surveillance Zone, which overlaps into other regions.

The remaining birds at the premises will be humanely culled and a 3km Protection Zone and 10km Surveillance Zone have been declared around the infected premises – taking effect 00:01 on 04 December – to limit the risk of spread of the disease.

Within these zones, a range of different controls are now in place. These include restrictions on the movement of poultry, carcasses, eggs, used poultry litter and manure, and restrictions on bird gatherings.

Producers and bird keepers are reminded to comply with the Order to house birds, which came in to effect on 29 November, or to ensure their birds are kept separate from wild birds. Bird keepers must ensure they follow biosecurity procedures. 

The additional housing measures build on the strengthened biosecurity regulations that were brought in across Great Britain as part of the Avian Influenza Prevention Zone (AIPZ) on 3 November 2021 and in and Northern Ireland on 17 November 2021.

Rural Affairs Secretary Mairi Gougeon said: “With the recent disease confirmations in wild and captive birds across the UK, it is not unexpected for avian influenza to be found in birds here in Scotland.

“We ask that the public remain vigilant and report any findings of dead wild birds to Defra’s national telephone helpline. Do not touch or pick up any dead or sick birds that you find.”

Scotland’s Chief Veterinary Officer Sheila Voas said: “We have already made clear that all bird keepers – whether major businesses or small keepers with just a few birds – must ensure that their biosecurity is up to scratch to protect their birds from disease and prevent any contact between their birds and wild birds.

“Keepers who are concerned about the health or welfare of their flock should seek veterinary advice immediately. Your private vet, or your local Animal and Plant Health Agency office, will also be able to provide practical advice on keeping your birds safe from infection.

“Any dead wild swans, geese, ducks or birds of prey, or five or more dead wild birds of other species (including gulls) in the same location at the same time, should be reported to Defra’s national telephone helpline.

“Public health advice is that the risk to human health from the virus is very low and food standards bodies advise that avian influenzas pose a very low food safety risk for UK consumers, and it does not affect the consumption of poultry products including eggs.”

Measures to limit spread of the disease

Following confirmation of avian influenza (H5N1) among a flock of kept birds in the Angus constituency, laboratory results have identified the strain as highly pathogenic in poultry.

In order to limit the further spread of disease, a Protection Zone (PZ) of three kilometres and a Surveillance Zone (SZ) of 10 kilometres have now been put in place around the infected premises.

Within these zones, a range of different controls are now in place, including restrictions on the movement of poultry, carcasses, eggs, used poultry litter and manure.

Animal and Plant Health Agency inspectors will conduct visits in the local area to support compliance among bird keepers.

Public health advice is that the risk to human health from the virus is very low and food standards bodies advise that avian influenzas pose a very low food safety risk for UK consumers, and that cooked poultry products including eggs are safe to eat.

“Private vets, or the local Animal and Plant Health Agency office, will also be able to provide practical advice on keeping birds safe from infection.”

Zone declared across Great Britain

Following a number of detections of avian influenza (bird flu) in wild birds across Great Britain, the Chief Veterinary Officers from England, Scotland and Wales have declared an Avian Influenza Prevention Zone (AIPZ) across the whole of Great Britain to mitigate the risk of the disease spreading amongst poultry and captive birds.

This means that from 1700 on Wednesday 3 November 2021 it will be a legal requirement for all bird keepers in Great Britain to follow strict biosecurity measures to help protect their flocks.

Keepers with more than 500 birds will need to restrict access for non-essential people on their sites, workers will need to change clothing and footwear before entering bird enclosures and site vehicles will need to be cleaned and disinfected regularly to limit the risk of the disease spreading.

Avian influenza circulates naturally in wild birds and when they migrate to the UK from mainland Europe over the winter they can spread the disease to poultry and other captive birds.  

Backyard owners with smaller numbers of poultry including chickens, ducks and geese must also take steps to limit the risk of the disease spreading to their animals.

The UK health agencies advise that the risk to public health from the virus is very low and the UK food standards agencies advise that avian influenzas pose a very low food safety risk for UK consumers. Properly cooked poultry and poultry products, including eggs, are safe to eat.

The introduction of the AIPZ comes after the disease was detected in captive birds at premises in England, Wales and Scotland. The disease has also been detected in wild birds at multiple sites across Great Britain.

“Whether you keep just a few birds or thousands, you are now legally required to introduce higher biosecurity standards on your farm or small holding. It is in your interests to do so in order to protect your birds from this highly infectious disease

“The UK health agencies have confirmed that the risk to public health is very low and UK food standards agencies advise that bird flu poses a very low food safety risk for UK consumers.”

The AIPZ now in force across Great Britain does not include a requirement to house birds, however, this is being kept under constant review. With the increased risk of Avian Influenza during the winter, the need to include a mandatory housing requirement in the AIPZ may arise. Further disease control measures will be based on the latest scientific evidence and veterinary advice.

The Avian Influenza Prevention Zone (AIPZ) means bird keepers across the country must:

  • Keep domestic ducks and geese separate from other poultry;
  • Ensure the areas where birds are kept are unattractive to wild birds, for example by netting ponds, and by removing wild bird food sources;
  • Feed and water their birds in enclosed areas to discourage wild birds;
  • Minimise movement into and out of bird enclosures;
  • Cleanse and disinfect footwear and keep areas where birds live clean and tidy;
  • Reduce any existing contamination by cleansing and disinfecting concrete areas, and fencing off wet or boggy areas;
  • Keep free ranging birds within fenced areas, and ponds, watercourses and permanent standing water must be fenced off (except in specific circumstances e,g. zoo birds).

The prevention zone will be in place until further notice and will be kept under regular review as part of the government’s work to monitor and manage the risks of bird flu.

Poultry keepers and members of the public should report dead wild birds to Defra’s national dead wild bird helpline on 03459 33 55 77 (please select option 7) and keepers should report suspicion of disease to APHA on 03000 200 301.

Avian Influenza outbreak: what you need to know

Bird keepers in Scotland are reminded to maximise biosecurity and keep their flocks housed after avian influenza (H5N1) was confirmed in a flock of approximately 14,000 mixed gamebirds on a gamebird rearing premises in Leven, Glenrothes.

Laboratory results of samples taken from the flock have identified the strain as highly pathogenic in poultry. In order to limit the further spread of disease, appropriate restrictions have been imposed on the premises.

A Protection Zone (PZ) of 3 km and a Surveillance Zone (SZ) of 10 km have now been put in place around the infected premises to limit the risk of spread of the disease. Within these zones a range of controls are in place, including restrictions on the movement of poultry, carcasses, eggs, used poultry litter and manure. 

Legislation for the H5N1 strain require a Restricted Zone (RZ) to also be declared.  However, this RZ will also be 10 km and will have the same extent as the PZ and SZ, with no additional measures.
