First Minister announces 2,000 jobs at Social Security Scotland

More than 2,000 jobs will be created with Social Security Scotland over the next 12 months, First Minister Nicola Sturgeon has announced.

Recruitment will start in October for staff to support the delivery of benefits due to be introduced next year, including the Adult Disability Payment – the Scottish Government’s replacement for the Personal Independence Payment.

The majority of the new roles will be based in Social Security Scotland’s Dundee head office and Glasgow, to take calls from clients and process applications for Scottish benefits.

The remainder will be based across the country to provide face-to-face advice for people applying in the way that would suit them best, whether that is online, by phone, by post or in person.

The First Minister said: “Social security is a human right and a collective investment in the people of this country now and for future generations.

“These roles come at a critical time in Scotland’s recovery from the COVID-19 pandemic and our investment will go beyond the money that we will pay in benefits. When we have introduced all our new benefits and moved clients from the DWP to Social Security Scotland, our new social security service will employ more than 3,500 people. This will provide secure, long-term employment in Dundee, Glasgow and across the country and deliver a positive economic impact of £280 million for our economy.

“We are committed to creating a diverse workforce to provide this public service. Having people from a wide range of backgrounds will help deliver the best service and ensure that we do things differently and treat people with dignity, fairness and respect.”

Consultation: modernising our fire and rescue services

The future role of the Scottish Fire and Rescue Service (SFRS) as it adapts to meet new challenges is at the heart of a new consultation.

The overriding purpose of SFRS will remain the protection of communities, preventing fires and reducing their impact on society while maintaining the safety and mental wellbeing of staff.

However, the consultation will ask the public about the increasing impact of climate change and the need for SFRS to take account of greater risks from flooding and wildfires.

The importance of SFRS making a full contribution to the Scottish Government’s Net Zero emissions targets will also be highlighted at a time when Glasgow is preparing to host the COP26 environment conference in November.

Supporting the modernisation of SFRS and investing to allow it to expand its community safety and prevention work is a key commitment in the Programme for Government.

Other key issues in the consultation on an updated Fire and Rescue Framework for Scotland include:

  • use of new technology and modernisation of facilities and equipment
  • effective use of resources
  • keeping rural communities safe

Community Safety Minister Ash Denham said: “Throughout the pandemic SFRS has been at the forefront of our response in meeting the needs of local communities in any way they are able to, from delivering prescriptions and food to using rural fire stations as Covid testing sites.

“In addition to the challenges which Covid recovery brings, Scotland is also facing significant changes as a result of EU exit, climate change, population changes and the expectations the public holds for all public services.

“All organisations need to adapt to these new demands and this framework will pave the way for further evolution, just as the challenges faced by SFRS continue to evolve.

“While the challenges Scotland faces are ever more complex, they also serve to foster opportunities for dynamic public sector organisations like SFRS to flourish and we encourage everyone who has an interest in this important consultation to have their say.”

Independent advocacy support service for disabled people

New service will launch in the New Year

Disabled people are to benefit from a ground-breaking new advocacy service which will support access to Scotland’s social security services.

The Scottish Government has committed £20.4 million over the next four years to the provision of the new and free programme, unique in the UK.

It will offer advocacy support to disabled people looking to access Scottish social security benefits.

These include current and future disability benefits such as Child Disability Payment, Adult Disability Payment and Pension Age Disability Payment.

The service will be operational in the new year and is entirely independent of the Scottish Government and Social Security Scotland. It will be available in each NHS board area and will create up to 100 new jobs across the country.

Social Security Minister Ben Macpherson said: “The service will provide advocacy to anyone who is disabled and requires support to communicate their needs when accessing Scotland’s social security services.

“This assistance will be person-centred and advocates will provide the most appropriate form of support to each individual based on their circumstances.

“This is a new and independent free service, with no equivalent provided by DWP.

“It builds on our human rights-based approach and makes social security more accessible to disabled people in Scotland, ensuring their voices are heard.”

VoiceAbility, a charity with 40 years’ experience delivering advocacy services, has been awarded the contract to provide the service.

They will establish a new base and training centre in Glasgow and create up to 100 jobs over the four years. There will be at least one advocate in each NHS area at launch, with more jobs to be created as disability benefits are introduced.

VoiceAbility CEO Jonathan Senker said: “We are proud to launch this new independent advocacy service and we look forward to establishing a base in Scotland and taking on the staff to deliver it.

“The advocacy we provide will support disabled people to make sure their voices are heard when it matters most and that more people will get the support they’re entitled to.”

Brian Scott of the Glasgow Disability Alliance added: “Our members have highlighted the barriers that many disabled people face in accessing support to find out about the social security benefits they are entitled to – and to apply for them. 

“We welcome this free advocacy service as it will ensure disabled people are more involved in the processes and decisions which affect them. 

“In making social security more accessible to disabled people, it shows real evidence of a rights-based approach to providing services.”

Tackling coronavirus in Scotland: £25 million to improve ventilation

Business premises will be able to access a £25 million package to improve ventilation and reduce the risk of coronavirus (COVID-19) transmission.

Grants will target a wide range of high risk settings where people come into close proximity, including restaurants, bars and gyms, with support available to help companies undertake work such as the installation of carbon dioxide monitors and altering windows and vents.

An expert advice group, chaired by Professor Tim Sharpe from the University of Strathclyde, unanimously recommended that businesses should be supported to improve ventilation. The Group was established in August to advise how enhanced ventilation can help reduce transmission of the virus.

First Minister Nicola Sturgeon said: “As we step away from other mitigations, improved ventilation will play a significant role in reducing transmission indoors, support the sustained opening of society and contribute to our wider Covid recovery.

“Many of the businesses we are targeting have been closed for long periods and it is right that they are helped to undertake this work. We are allocating up to £25 million to assist small and medium-sized enterprises and expect to begin making payments in November.

“The package will initially target higher risk sectors where people spend significant amounts of time in close proximity to each other, such as hospitality and leisure, and will make indoor settings safer, especially through the winter months.”

Enforcement of Scotland’s vaccine certification scheme delayed

Higher risk venues covered by the Coronavirus vaccine certification scheme will have two-and-a-half weeks to test and adapt the new scheme in their own premises before the measures are legally enforced.

The scheme will come into effect as planned on Friday October 1st in Scotland meaning people will have to show proof of their status to  enter some venues and events – but legal enforcement will not come into effect until Monday 18 October.

People attending a range of  late night venues and larger  indoor and outdoor live events, such as music festivals or large sporting events, will be required to show staff their Covid status. This will be done via the Covid Status App on their mobile device or using the paper certificate.

However Scotland’s Night Time Industries Association has launched a legal challenge.

Members of the NTIA have instructed legal counsel to serve a writ on Scottish Government challenging the Covid regulations being put in place to mandate Covid Passports. The NTIA are waiting to hear from the court with regard to hearing date in the coming days.

Deputy First Minister John Swinney said: “This is a very limited scheme and we hope this will allow businesses to remain open and prevent any further restrictions as we head into autumn and winter.

“The two-and-a-half weeks – effectively a grace period – before legal enforcement applies will allow businesses to test, adapt and build confidence in their own practical arrangements to comply with the scheme.

“We know from expert public health analysis that we must do all we can to stem the rise in cases and reduce the pressure on the NHS.

“Vaccine certificates have a role to play as part of a wider package of measures. They add a further layer of protection in certain higher risk settings.

“I also want to ensure that as many people get vaccinated as possible and particularly to increase uptake in the younger age cohort, so anything that helps to incentivise that is helpful.

“Scotland is not unique in introducing such an approach. Certification schemes are in place across Europe, including Ireland and France, and the Welsh Government is also planning similar measures.”

People in Scotland are now being encouraged to download the NHS Scotland Covid Status App from Thursday September 30th, ahead of the vaccine certification scheme going live the following day. People can also use a paper certificate or the downloadable PDF available via NHS inform.     

The Scottish Government today published further guidance for businesses and venues on the scheme which will assist them in making the necessary preparations for the scheme coming into force.

There are currently no plans to introduce certification for the wider hospitality industry but this will be kept under review over the autumn and winter months.

Exemptions to the scheme include under 18s, participants in vaccine trials, as well as people who cannot be vaccinated for medical reasons and people working or performing in the venues.

Officials are currently working across the UK to help ensure people vaccinated outside Scotland can still enter the venues affected with proof of their vaccine status.

The Scottish Licensed Trade Association (SLTA) has welcomed yesterday’s announcement by the First Minister that Scotland’s new vaccine passport system will not be enforced until more than two weeks after it is introduced.

Customers going to nightclubs and several other larger event settings will need proof that they have had two doses of a Covid vaccine from 5am on Friday.

Colin Wilkinson, managing director of the SLTA, said:This is of course welcome news but it would have been better if we didn’t have Covid passports at all. We remain opposed to the scheme – it is a most unwelcome development for the licensed trade and as we have previously stated, it has happened without any meaningful consultation with the industry.

“However, they are being introduced so we implore the Scottish Government to ensure that the technology utilised is robust, reliable and easy to use for customers and the people tasked with policing the scheme.”

Responding to the Scottish Government’s pledge to provide £25 million to help smaller Scottish businesses improve their ventilation systems, Mr Wilkinson said: “This is excellent news as it will help licensed premises improve their ventilation and ensure the safety of customers and staff.”

Crime: Justice Secretary hails ‘very positive trends’

Crimes in four key areas down in the past year

Recorded crime remains at one of the lowest levels in nearly 50 years, according to the latest annual statistics.

Official figures show that the total number of crimes recorded by Police Scotland in the past year was 246,511 – one of the lowest levels of recorded crime since 1974.

Overall, that figure is down by five crimes from the previous year. However, taking into account the 20,976 crimes recorded under Coronavirus related legislation, compared to just 107 towards the end of 2019-20, other crime categories have collectively decreased by 8% in the past year.

Between 2019-20 and 2020-21 recorded crime fell in four key areas:

  • non-sexual crimes of violence decreased by 4%, from 9,316 to 8,972. This includes the recording of 1,641 crimes under the Domestic Abuse (Scotland) Act 2018 in 2020-21, the second year this legislation has been in place
  • sexual crimes decreased by 2% from 13,364 to 13,131
  • crimes of dishonesty decreased by 19%, from 111,409 to 89,731, the lowest level since 1971
  • fire-raising and vandalism decreased by 10% from 47,731 to 42,964. The recording of these crimes is at the lowest level seen since 1975

The National Statistics Recorded Crime in Scotland 2020-21 bulletin – which includes a new chapter on cyber-crime – estimated that 14,130 cyber-crimes were recorded by the police in Scotland in 2020-21, almost double the 2019-20 figure.

Part of this increase may be due to the significant impact of the Coronavirus (COVID-19) pandemic, including behavioural changes such as increased online shopping.

Justice Secretary Keith Brown said: “By all main measures crime, including violent crime, is now considerably lower than it was a decade ago, with fewer victims. These statistics show how crime in areas like vandalism and dishonesty – the sorts of crime that affects peoples’ everyday lives – has fallen, with levels not seen since the 1970s.

“There is still work to be done as the figures on cybercrime show – which is why we have this year published a prevention, awareness and enforcement strategy to make Scotland an inhospitable place for scammers.

“And while COVID-19 has no doubt had an impact on the figures, recorded crime was on a downward trend beforehand and through the measures we recently announced out in our Programme for Government – we will continue to make Scotland a safe place to live.

“It sets out how we intend to transform the way in which justice services are delivered, moving away from the use of custody for those who don’t pose a risk of serious harm, while protecting the police resource budget in real terms for the entirety of the Parliament.

“Overall, these very positive trends are testimony not just to the hard work of Police Scotland but to the vital support the Scottish Government has put in place to enable officers to do their jobs effectively.”

With Fairness in Mind: £5 million to address mental health stigma

See Me awarded continued funding

The national programme to eliminate mental health stigma and discrimination has been awarded £5 million of Scottish Government funding for five years.  

The continuing investment in See Me, which has been announced alongside the launch of their new strategy, With Fairness in Mind, will allow See Me to carry on their important work as part of the wider national response to the mental health impact of the COVID-19 pandemic.

Mental Wellbeing Minister Kevin Stewart said: “I am pleased to announce continued funding for See Me of £1 million a year until March 2026. This is not only a sign of our trust and belief in See Me but also in recognition of the importance of tackling the stigma and discrimination.

“We know that the pandemic has had a substantial impact on the mental health of the population, and is likely to continue to do so. It has never been more important to look after our mental health. That is why we are working to create a Scotland where people can get the right help at the right time, and to fully enjoy their rights, free from stigma and discrimination.

“Tackling stigma is crucial to mental health improvement, because of the barriers it presents for recovery, prevention and early intervention. Reducing stigma creates the best conditions for positive mental wellbeing, enabling more people to access the support, care and treatment they need.”

Wendy Halliday, See Me Director, said: “Stigma and discrimination can have a devastating impact on the lives of people with mental health problems. It can stop people from getting the right help and support, it can cause people to lose their jobs, it can leave people isolated and, for young people, they can find themselves being judged and dismissed when trying to reach out.

“That’s why the launch of our new five-year strategy, With Fairness in Mind, and the continued investment in the See Me Programme from the Scottish Government is so important. There must be this ongoing commitment to ending the deep rooted stigma that exists in Scottish society, especially in workplaces, education, health and social care and communities.

“At See Me we want to see a change in the way support and treatment for mental health is thought about, so tackling stigma and discrimination, and addressing the barriers they create, is seen as essential to any action to improve mental health.”

Edinburgh protest against cut to Universal Credit

Demonstrators gathered at High Riggs Jobcentre yesterday to demand the re-instatement of the £20 cut to Universal Credit. The protest was called by Edinburgh Coalition Against Poverty in response to a call from Disabled People Against the Cuts for UK-wide protests.

Participants included disabled people, pensioners, workers and a group of school students.

Police attended but did not intervene.

The demonstrators denounced the UK government cut, due to be implemented from the end of this month. Protestors held placards with the hashtag #20MoreForAll, demanding the £20 increase be extended to “legacy benefits” like Job Seekers Allowance and Employment and Support Allowance.

Campaigners have raised alarm at the hardship which a £20 cut will cause to the six million Universal Credit claimants, who include the low paid, unemployed, families and sick and disabled people.

Edinburgh Coalition Against Poverty leaflets distributed at the protest quoted research by the Child Poverty Action Group.

The research reveals that over the last decade nearly 100 cuts have been made to social security entitlement and the value of payments has fallen as social security rates have been either frozen or increased by less than inflation.

Thus even with the £20 increase a typical Universal Credit claimant would be hundreds of pounds worse off in 2021 than in 2010.

Ethel MacDonald of Edinburgh Coalition Against Poverty said: “The brutal cut in Universal Credit is yet another example of governments attacking the poor to benefit the rich.

“This is also an attack on wages and conditions, aiming to force people to accept insecure low paid jobs. Many on Universal Credit are of course already in such badly paid work, since 39% of Universal Credit claimants are in employment.”

The ECAP spokesperson urged people to organise: “ We need to organise at the grass-roots to resist the cut to Universal Credit, the entire austerity agenda, and the whole profit-based system.

“Claimants need to join together and support each other – for example by accompanying each other to appointments and assessments.”

ECAP stress: “After today’s protest, the struggle against the cut continues. What’s more, we are opposing the DWP’s reckless return to compulsory jobcentre appointments – this endangers both claimants and jobcentre workers, due to the continuing covid threat. We totally oppose all sanctions, and urge claimants to contact us for solidarity.”

While MSPs will debate the Universal Credit cut at Holyrood today, the decision lies with Westminister. The UK Government insists the UC uplift was always intended to be a temporary measure and that their focus is on getting people into work.

Covid Vaccination appointments for 12-15 year olds: letters sent out

Letters offering a coronavirus (COVID-19) vaccination to all 12-15 year olds who haven’t yet received their jab are arriving from today (Monday).  

Drop-in clinics have been available to this age group for the last week and now scheduled appointments – starting this week – are being issued to all those eligible. The letters will contain an information leaflet, which all parents and carers should read with their children so they can make an informed decision about getting the vaccine. This information is also available online at NHS Inform.

Parents and carers are encouraged to accompany their children to community-based appointments where possible so any questions they may have can be raised with staff on site.

In some rural areas, this age group will be offered the jabs through their school vaccination programme instead of a community setting and they will receive letters and leaflets home from school. In these situations, parents and carers who have questions they wish to discuss with a vaccinator before the school session can go to any drop-in clinic and ask for advice.  

Health Secretary Humza Yousaf said: “The roll out of the COVID-19 vaccine to all children and young people aged 12-15 marks a significant milestone in the vaccination programme.

“It has been demonstrated that COVID-19 vaccines are safe and effective in this age group, and vaccination offers the best chance of protecting young people from COVID-19 and preventing further disruption to education. Many countries around the world have already been safely vaccinating children and young people in this age group.

“Getting the COVID-19 vaccine is a decision to be made jointly between parents or carers and their children, but it’s really important to use reliable and trusted sources such as NHS Inform when making a decision and assessing the potential benefits, risks and side effects.  Individual choice should be respected for the decisions young people and their parents or carers make in accepting, or not accepting the vaccine offer.

“Where possible, parents or carers are welcome to attend appointments with their children and both can ask questions about any queries they have before the vaccination is given.

“I would like to thank all of the vaccinators and vaccine site staff who have worked so hard to get us to this stage of the COVID-19 vaccine programme.”

Children aged 12-15 who have specific underlying conditions or disabilities are already covered by previous JCVI advice and will be offered two doses of the vaccine, eight weeks apart.

Grants for tenants in rent arrears

£10m to help people worst affected by pandemic to avoid eviction

Councils have been given £10 million to provide grants to tenants who have fallen behind on their rent as a result of the pandemic and are at risk of eviction.

The grants will help tenants who are struggling financially as a direct result of the pandemic, allowing them to reduce or pay off their rent arrears. They will be available to tenants in both the private and social rented sectors.

This is part of a package of measures available to local authorities to prevent homelessness, alongside Discretionary Housing Payments and advice on maximising income. The grants also come on top of the Scottish Government’s £10 million Tenant Hardship Loan Fund.

Housing Secretary Shona Robison said: “We have been doing all we can to support tenants who are struggling as a result of the pandemic, and this latest funding takes our total housing support to almost £39 million.

“These grants will support tenants and landlords who are willing to work together to address rent arrears and agree a repayment plan to ensure the tenant is able to avoid eviction.

“Councils have substantial experience in supporting people who have fallen behind on their rent, and are therefore well placed to work with both tenants and landlords in making use of this grant fund. Anyone who has been financially impacted by the pandemic and needs help to avoid eviction should contact their local authority housing department to discuss their circumstances.”

Councillor Kelly Parry, COSLA Community Wellbeing spokesperson, said: “We are working closely with the Scottish Government to support tenants through the grant fund.

“The pandemic has resulted in some facing a significant loss of income which has resulted in a proportion of these developing rent arrears. The fund is limited and therefore will be targeted at those most at risk of eviction, but will allow local authorities, tenants and landlords to work together to stay in their homes and prevent homelessness.

“Councils have a lead role in supporting a fair and inclusive recovery. Enabling people to sustain their tenancies helps maintain their important community connections.”

Nearly £1.5million will be allocated to Edinburgh to help those in social and private tenancies at risk of becoming homeless.

This share of the Scottish Government’s new £10m Tenant Hardship Grant Fund will further aid the City of Edinburgh Council in preventing evictions as a result of COVID-19 related rent arrears.

The aim of the fund is to provide an additional tool for the Council to help save tenancies, create sustainable housing solutions for individuals and prevent homelessness, alongside its other initiatives in place.

This includes the Council’s Private Rented Service (PRS) Team, which looks to help private renters keep their existing tenancy or to move to either a new private or mid-market rent secure tenancy, and  the ‘multi-disciplinary response’ team which helps Council tenants who are struggling to maintain their tenancy or falling into rent arrears.

In addition Edinburgh Help to Rent, which is a service the Council contracts Crisis to deliver, provides rent deposit guarantee bonds. 

Under Scottish Government guidelines, local authorities have to allocate the Tenant Hardship Grant Fund by the end of this financial year (March 2022). The Council is currently assessing eligibility criteria in order to support those most at risk.

Councillor Kate Campbell, Convener of the Housing, Homelessness and Fair Work committee said: “This money from the Scottish Government comes at a critical time. Between the cut in Universal Credit, the national insurance increase, the end of furlough, rocketing household fuel bills due to the energy crisis, and now the fuel crisis – households are being hit hard.

“We will use this money to help people who have fallen into rent arrears during the pandemic, to help prevent evictions, homelessness and the burden of debt being placed on vulnerable households. This is a lifeline that will help people to stay in their own homes.

“Our Private Rented Sector Team has stopped 427 households from becoming homeless in the last 18 months, while our multi-disciplinary response team is successfully supporting our council tenants who’ve fallen into arrears. This funding from the Scottish Government means we can do even more to prevent families and households becoming homeless.”

Councillor Mandy Watt, Vice Convener of the Housing, Homelessness and Fair Work committee said: “The work being done by the Council and in collaboration with partner organisations like Crisis has already made a big difference to preventing people from becoming homeless. But there is still more that needs to be done with around 6,000 people currently homeless in our Capital.

“As we come out of the Covid-19 pandemic, it could become even more difficult to find suitable accommodation for everybody who needs it. So the work of our prevention teams will be more important than ever.

“We will be working to identify those most at risk without delay because many people are already in financial difficulty and it’s likely to get worse as winter weather and rising energy prices put more strain on household budgets.”

Nina Ballantyne, Citizens Advice Scotland Social Justice spokesperson, said: “The Citizens Advice network saw a real spike in demand for housing-related advice during the pandemic. Our analysis suggests almost 300,000 people in Scotland missed a housing payment last year because they ran out of money before pay day.

“We called for more support for tenants and are delighted to see this fund launch – we’d now encourage people to seek advice on what support is right for them and make use of all the options available.”
