Holyrood’s Local Government and Communities Committee is seeking views on a new Bill which aims to increase private tenants’ protection by limiting rent increases and allowing them to seek a “fair” rent.
The Fair Rents (Scotland) Bill, a Member’s Bill from Pauline McNeill MSP, would prevent a landlord of a private residential tenancy from increasing rent in any year by more than the Consumer Price Index (CPI) plus 1%.
The Bill seeks to provide greater protections for private tenants by allowing them to apply at any time to a Rent Officer for a ‘fair open market rent’ to be set for a property. In deciding the application, the Officer would take into account matters like whether the property has poor energy efficiency or is in a bad condition.
The Bill would also make private landlords enter more detailed information about their property in the Scottish Landlord Register, including the monthly rent charged.
Local Government and Communities Committee Convener James Dornan MSP said: “The proportion of households in private rented housing now stands at just under 15%.
“As the private rented sector in Scotland has grown over the last couple of decades there have been various reforms to tighten the regulation of landlords and give tenants more rights. But the stated ambition behind this Bill is to change the balance of power further. It would cap rent increases to 1% plus CPI and to allow tenants more scope to challenge rents.
“We are keen to hear views about whether this further change is necessary and whether the provisions in the Bill are workable and will have the intended impact.
“We also want to find out what the financial impact of this Bill would be upon private tenants, landlords, the wider rented sector and others, and we welcome the opportunity to hear views on this proposed legislation.”
The cap on rent rises imposed by the Bill and the right to seek a “fair open market rent” apply to holders of ‘Private Residential Tenancies’ which have been the standard type of tenancy since 2017. The Bill will not impact rent-a-room agreements where the lodger rents in the owner’s home.
Staff are being put at the forefront of a housing and care charity’s strategy to plan its future direction as it prepares for life with COVID-19.
Blackwood will be assessing the responses of all of its 549 employees and using them to implement strategies to improve the work and lives of everyone involved in the charity.
Staff were asked to answer two surveys over a six week period to assess opinions on a range of issues.
Blackwood Operations Director Angela Currie (above) said: “We couldn’t care for our customers without the hard work of all of our staff, from those on the frontline providing care and housing services, to our corporate team.
“Many of us have felt the additional pain and pressure of working in the social care sector during the pandemic. The vital, company-wide support we have had from our colleagues has been a huge factor in our management of the pandemic.
“At Blackwood we believe it is essential to ask for the input of all of our staff. We recognise how important feedback is in creating a strong organisation. We want our staff to be a part of our planning and influence how we move forward, especially as we look to progress out of the pandemic to a more ‘normal’ life.
“All of our employees were sent the surveys, which take into account how staff are feeling about working from home, their work-life balance, and what they would like to see more of in the future.”
Blackwood’s commitment to staff has been evident throughout the pandemic. The charity launched a campaign, #ImInAwe, to showcase its appreciation for the vital work of front-line social care workers, which can often go unnoticed.
As part of the campaign, Blackwood gifted all 284 of its care staff a £90 Aldi voucher to help with their essential shopping.
In addition, Blackwood have further endorsed its desire to recognise the impact of its workforce by giving its support for World Patient Safety Day.
Angela added: “Our colleagues have gone above and beyond over the past few months, we cannot thank them enough.
“Through World Patient Safety Day we celebrate and value our teams as they continue to put customers first in unprecedented times. Utilising practical solutions to empower our staff, even outside of the work environment, is the key to a safer Scotland.
“Working with our colleagues on this survey will hopefully provide us with some interesting insights on how staff are feeling, and how we can retain some of the more positive elements of working we have seen over the past six months.”
Blackwood aims to help people live their life to the full, by providing services which support individuals to live independently. It specialises in technology and design innovation to support the role of its housing and care staff across Scotland.
SNP, Labour and Tory councillors in Edinburgh have rejected Scottish Greens calls to investigate and act on unlawful short term lets highlighted by a report by Lothians MSP Andy Wightman.
In July, Scottish Greens housing spokesperson Andy Wightman’s Homes First survey revealed just one property out of the 477 surveyed had the appropriate planning consents, suggesting 99.8% of commercial short term lets in the capital could be operating unlawfully.
Green councillors brought an amendment to the council’s Planning Committee which would have compelled the council to investigate the unlawful cases highlighted by Andy Wightman, but this was rejected by SNP, Labour and Tory councillors.
Cllr Chas Booth, Edinburgh Greens spokesperson on Planning, said: “This is a deeply disappointing decision from Edinburgh’s Planning Committee, to effectively ignore Andy Wightman MSP’s detailed Homes First report on short term lets.
“Unregulated holiday flats can make life misery for neighbours, and are a cause of skyrocketing rents in the capital.
“On the day the Edinburgh Poverty Commission warned that high housing costs are forcing people into poverty, it is completely unacceptable for the SNP, Labour and Tories to combine to do nothing to respond to Andy’s report. (see previous post – Ed.)”
Andy Wightman MSP said: “The Scottish Government’s action on regulating short term lets is welcome and long overdue, but there is no reason for the City of Edinburgh Council to wait for this before enforcing existing rules when it comes to planning consent in response to my report.
“If owners are so willing to flout planning laws and councils are unwilling to enforce them, any new licencing powers are at risk of being undermined before they even come to pass.”
Today, the Edinburgh Poverty Commission launches it’s final report, A Just Capital: Actions to End Poverty in Edinburgh.
In this blog, EPC Chair Dr Jim McCormick (below) sets out the Commission’s journey, what we have learned along the way, and what we are calling for next:
Our Call to Action in Edinburgh comes after almost two years of conversations across the city: with people experiencing poverty, the community anchors that support them, keyworkers, employers, councillors, public service officials, housing providers and taxi drivers.
This rich process has uncovered new insights on how poverty is experienced in Scotland’s capital city – some arising directly from the COVID-19 pandemic – but more stemming from long-established struggles. We set out much of what we had learned about the immediate impact of Covid in our interim report in May.
Since then, we have maintained a clear focus on addressing the root causes of poverty as well as mitigating the consequences. We have discovered common ground among people with different experiences and in different sectors: that poverty in Edinburgh is real, damaging and costly – but also that, despite the powerful currents that threaten to drive us further off course, there is enough determination in the city to embrace the twin challenges of solving poverty and reducing carbon emissions over the next decade.
We have identified six broad areas for action and one cultural challenge that should serve as a lens through which each action should be approached.
Our first proposition is that Edinburgh will only succeed in creating a prosperous city without poverty if it creates the conditions for good jobs, genuinely affordable housing, income security and meaningful opportunities that drive justice and boost prospects – above all, in the city’s schools.
In addition, a much sharper focus on connections across the city is needed – via digital participation, cheaper transport and creating neighbourhoods that work. These actions combined will flow through to reduced harm to people’s physical and mental health. Emergency food support should not become locked in as a fourth emergency service but serve as a gateway to other support that will ease isolation and build human connection and kindness where it has been lacking.
The common challenge running through all of our work is a cultural one. We call on the City Council and its partners in all sectors to shift towards a relationship-based way of working which gets alongside people and communities in a holistic way.
The experience of poverty is too often one of stigma, being assessed, referred and passed from pillar to post – a separate service and multiple workers for each need. This radical move would see public servants authorised to put poverty prevention at the heart of their day-to-day work.
It will mean new relationships with citizens, employees and third sector partners. It will take visible leadership and longer-term financial commitment. There are green shoots in Edinburgh and examples from beyond Scotland demonstrating how better outcomes for families can be achieved and fewer resources locked into multiple complex systems.
We call this ‘the right support in the places we live and work’ to signal the importance of local access to multiple forms of support under one roof and within walking or pram-pushing distance – for example money advice and family support offered in nurseries, schools, GP surgeries and libraries.
None of these challenges are new. The City Council and its partners can point to significant investment in recent years to turn the tide on poverty. But we are not persuaded that actions have been consistent, at scale, sustained over time or have poverty reduction as part of their purpose.
While Edinburgh has many of the powers to go further, we are not persuaded that it can deliver on the required social housing expansion without a new funding deal with the Scottish Government.
This is urgently needed to boost investment and to help unlock the supply of land at a reasonable price. Almost one in three families in Edinburgh in poverty are pulled below the water line solely due to their housing costs.
That compares with one in eight households in poverty across Scotland. Solving the city’s housing crisis will go a long way to delivering on affordable housing ambitions for the country as a whole.
At the same time, the UK Government has a critical role in creating an income lifeline for families in and out of work, by maintaining the currently temporary increase in Universal Credit and Local Housing Allowance – both of which have become more significant as a result of damage to Edinburgh’s job market since March.
This Call to Action is not a list of recommendations or a menu of options. Reflecting our lives, each area is connected to the others. A plan for housing makes little sense in isolation from a plan for schools. Developing skills for employment will fall short if basic needs for secure, decent housing and food are neglected.
Nor is the ten-year horizon a get-out clause. We have worked on this basis because Scotland has committed to a significant cut in child poverty by 2030 and because many of the city’s existing plans run to the same schedule. We call on the City Council and the wider Edinburgh Partnership to set out its initial response by Christmas, as part of a first year of planning and early implementation.
And we are leaving a legacy through a new independent network, End Poverty Edinburgh. Led by Commission member Zoe Ferguson and our partners at Poverty Alliance, this brings together a core group of residents with first-hand experience of living on a low income and allies who want to be part of shaping the solutions.
Inspired by a similar approach in Edmonton (Alberta), they will stress test this report, challenge and add their own ideas, work with city partners to achieve progress but also hold the city to account on its response.
I want to thank everyone who contributed to our work in the hard graft of sharing painful stories, completing surveys and through organised and chance conversations.
Each member of the Commission gave their time, energy and ideas generously and for longer than originally asked. The quotes in this report reflect only a little of their brilliant contributions. Our work – and this report – was only possible due to the skill, care and patience brought by our secretariat team of Chris Adams, Nicola Elliott, Ciaran McDonald, and Gareth Dixon.
We have listened, been shocked and inspired – I hope we have done justice to what we have learned. Our Call to Action sets out something beyond hope: it is an expectation of what the city can and must now achieve.

First-time buyers have less than a week to apply for the pilot First Home Fund, which has helped thousands to enter the property market.
The new scheme has been particularly popular since the housing market reopened in June, and is expected to support more than 8,000 households into home ownership by the end of the financial year.
Homebuyers who are completing purchases this financial year have until 6pm on 2 October to apply.
The fund, which offers first-time buyers loans of up to £25,000 for their deposit, was launched in December 2019 to pilot a new approach to supporting first-time buyers. The pilot will now be evaluated, with the results expected to be published in January.
However, recognising its early success, the Scottish Government intends to reopen for applications in the new year for home purchases completing in 2021/22.
Housing Minister Kevin Stewart said: “The pilot of our First Home Fund has been a huge success, helping thousands of people own their first home.
“The fund has been especially important since property sales resumed over the summer, and we invested a further £50 million in July to help ensure that first-time buyers could still access the market despite changes to mortgages caused by the coronavirus (COVID-19) pandemic.
“While the scheme is almost fully subscribed for 2020-21, I am pleased to say that I will reopen the pilot for the next financial year, and look forward to announcing further details of this in due course.
“In the meantime, first-time buyers will still be able to access shared equity schemes including Help to Buy (Scotland) and LIFT (the Low-cost Initiative for First Time Buyers), and I would encourage them to consider these options.”
Cameron McKenzie, who bought a two-bedroom flat in Pilton through the fund, said: “Thanks to the First Home Fund we bought our first home far earlier than we ever imagined, especially during these uncertain times! The application process was easy to understand and Link staff were very helpful.”
The First Home Fund was launched with an initial budget of £150 million. The Scottish Government invested a further £50 million in July in response to reduced availability of higher loan-to-value mortgages caused by the COVID-19 crisis.

Capital has the largest number of unclaimed deposits – with one worth £4,394
More than 1,000 long-standing tenancies in Scotland have an EH postcode
SafeDeposits Scotland has revealed that tenants in Edinburgh could be due a share of £219,959, after failing to claim back deposits at the end of their tenancies.
The Glasgow-based tenancy deposit scheme holds deposits on behalf of landlords and agents in line with government regulations designed to ensure responsible leasing. When a tenancy ends and all parties agree to repayment, the scheme will then release the funds back to the tenant.
Currently, the EH postcode has 678 unclaimed deposits with a combined value of £219,959, with one individual claim worth £4,394 – the highest in Scotland. In total across Scotland, there are 2,418 unclaimed deposits, amounting to £697,554.
In 2019, SafeDeposits Scotland tracked down 2,750 tenants across the country that had forgotten to claim their deposits back. The not-for-profit organisation managed to return £912,418 from the scheme to these tenants.
Research carried out by SafeDeposits Scotland also looked at the quantity of deposits the scheme holds for longer-standing tenancies. The average tenure length for tenancies with deposits protected by SafeDeposits Scotland is just over 2.5 years, however the scheme found over 4,500 active deposit accounts for tenancies of 10 years or more.
There are more than 1,000 long-standing tenancies in the EH postcode area alone, with a deposit for one tenancy in Peebles starting in 1976. While many of these tenancies will still be active, there may be some cases where a tenancy has ended and none of the parties have ever instigated the repayment process.
Mike Smith, operations manager at SafeDeposits Scotland, said:“Our priority is to make sure tenants’ deposits are safe for the duration of their tenancy, and that both landlords and tenants have access to our dispute resolution service should there be any disagreement over the deposit once the tenancy ends.
“It has been predicted that Edinburgh will be home to 60,000 private rented sector homes by 2028, as the city continues to attract people looking for employment in the capital’s thriving creative industries sector*. It’s part of our job to make sure that people, including those moving into these new houses, remember to claim their deposits back from previous tenancies.
“We’ve found that more than 600 people who lived in or around Edinburgh have left their homes without claiming back their deposit, one of which is worth more than £4,000. These are instances where the landlord has instructed for the deposit to be repaid to the tenant, but the tenant hasn’t completed the process to receive their funds. We’ve also discovered that there are hundreds of older tenancies, some of which may be no longer active and with deposits to be repaid.
“Moving home can be a busy time but there’s no reason why a tenant shouldn’t claim their deposit back when they leave.”
Among the organisations to have received funding from the Trust is Under One Roof which, with a grant of £15,462, held a series of seminars on common repairs for private landlords in 2019. The programme included events in Edinburgh and Livingston.

The City of Edinburgh Council plans to revise its Rapid Rehousing Transition Plan to further strengthen support for people facing homelessness.
Members of the Housing, Homelessness and Fair Work Committee considered updates to the strategy at a special meeting on Friday before submittting it to the Scottish Government for consideration.
This is the second version of the Council’s plan which acts as a local route map for preventing homelessness, reducing rough sleeping, transforming temporary accommodation and supporting families into settled homes as quickly as possible.
Additions to the plan include exploring ways of intervening earlier and actively engaging with people before they are at risk of homelessness.
These ideas include:
Developing a proposal for a Youth Housing Hub – a centrally located service where young people can access support, homeless assessments, advice and accommodation
A pilot for a new homelessness prevention scheme – involving a team working across Council services to identify trigger points that may put someone at risk of homelessness in the future
A prevention fund – which can be accessed quickly by frontline workers to draw down small amounts of money, empowering them to provide immediate support where they deem appropriate to prevent someone reaching crisis-point
Appointing a new partnership working officer – to identify opportunities for partners and frontline staff to recognise early on when there is a risk of homelessness
A pilot project to base specialist psychologists within homelessness hostels – embedding expert medical advice in the accommodation people are staying in to support with mental wellbeing and treatment.
Edinburgh is working to end rough sleeping and managed to move all families and pregnant women out of B&Bs during the early stages of the Covid-19 crisis. This involved the use of innovative accommodation options, including securing 590 additional bed spaces by turning to private sector leasing, hotels and short-term lets.
The updated Rapid Rehousing Transition Plan (RRTP) also proposes to build on the success of this joint Covid-19 response between the Council and third sector partners to create more and better accommodation options in the future.
Highlighted as important to progress include:
Increasing the amount of Rapid Access Accommodation available in Edinburgh – a service which is accessed directly from the street, does not have a curfew or a time limit for stays and which provides on-site support
Moving the city’s third sector run emergency care shelter into an alternative premises longer term, where social distancing can be practised more easily
Spot purchasing private properties and continuing to work with short-term let landlords to rent homes to the Council
Boosting the Council’s supply of temporary furnished flats
Supporting more people into home shares as part of a longer-term goal of ending the use of B&Bs.
Edinburgh has one of the lowest proportions of social housing in Scotland with only 15% of homes in social rent compared to a Scottish average of 23%, and the RRTP will also require an acceleration in the delivery of new homes.
The Council has one of the most ambitious house-building programmes in the UK to help meet this challenge and a record number of new homes are being built.
Councillor Kate Campbell, Housing, Homelessness and Fair Work Convener, said: “The RRTP is our annual plan for homelessness and our annual assessment of where we are. It’s an incredibly important document because it shows us, in very stark terms, the scale of the challenge that we face.
“But it is also an opportunity to focus on innovation and there are some incredibly exciting projects within it that show our steadfast intent to tackle homelessness at its root.
“We’ve got plans for more early intervention with a specialist, multi-skilled team which will intensively work with households at risk to prevent homelessness. Alongside this we are proposing investment in a youth homelessness hub and psychologists in hostels to give highly specialist support.
“We’re also asking for funding for ‘Seek, Keep and Treat’ so that we can recruit community recovery workers, with lived experience of homelessness and recovery, to support people with complex needs to move out of homelessness. And we’ve got plans to increase the number of temporary furnished flats and improve temporary accommodation.
“This is all in addition to extending and expanding some of the excellent practices we have developed in previous years.
“We know the challenges we face – only 15% social housing compared to a Scottish average of 24% alongside the most expensive private rents in Scotland. We have the largest Council house-building programme in the country which will address some of the housing need in Edinburgh. But we know we need to keep working to support people out of homelessness, and to prevent it in the first place.
“This plan will guide the decisions we make now and over the next five years as we support people through what is one of the most difficult and traumatic experiences. So we must set our sights high and never stop working to come up with new ideas and approaches to tackle one of the biggest challenges we face as a city.”
Councillor Mandy Watt, Housing, Homelessness and Fair Work Vice Convener, added: “The picture is improving but there is always more work to be done. For instance, we’ve committed to build 10,000 affordable homes by 2022 and we’ve introduced new ways of doing things like home shares, which allow like-minded individuals to live together until they find a home of their own.
“We’re also seeing fewer repeat presentations of homelessness, meaning our existing prevention services seem to be working but we are always looking for ways to improve them.
“That said, anybody who does become homeless should be found a suitable place to stay until they can move into a settled home. We know this will be financially challenging, so the Rapid Rehousing Transition Plan needs to be ambitious and outline options for new investment.
“The plan explores some innovative ideas, like a special hub to support and protect young people from becoming homeless; and a pilot project to quickly and effectively help anyone in crisis by basing psychologists in hostels. Projects like these will strengthen our existing work and join up our services.
Work is underway to build brand new affordable homes in Bingham and Parkview in North East Edinburgh.
The Council-led developments – which will complete in Autumn 2021 – will be built by construction firm CCG (Scotland) Ltd. CCG has delivered a number of award-winning new homes for the Council at Leith Fort and in Greendykes and is also progressing a major development of affordable housing in Craigmillar, which received its first new tenants this summer.
Both new sites promise to provide modern and energy efficient homes for social rent as part of Edinburgh’s ambitious 20,000 affordable homes target. In addition to delivering new homes, CCG will provide apprenticeships, engage with local schools and colleges and provide community investment funds in Bingham and Parkview.
Construction is now underway in Bingham along Duddingston Row at the former home of Lismore Primary School. Work will also start at Parkview next month at Peffermill Road, the former site of the Parkview Care Home, bringing a derelict brownfield site back to life.
The homes will benefit from improved energy efficiency and a reduced carbon footprint, saving residents on fuel bills, and will have access to high quality green space. Included in the design is a mix of one, two and three bed flats, colonies and houses, with 70 homes across the two sites (40 in Bingham, 30 in Parkview).
Councillor Kate Campbell, Edinburgh’s Housing, Homelessness and Fair Work Convener, said: “Every new social home counts because housing need is exceptional in Edinburgh – there’s nothing better than seeing council houses being built and knowing that it won’t be long until they become people’s homes.
“With so many families in need of a new home, and construction so important to our economic recovery from Covid-19, the homes and jobs being delivered by our ambitious house-building programme will make a real difference to people’s lives.
“But we have to keep delivering more. We have 3,500 new homes in design development right now, with 800 homes already under construction across the city. Soon, we’ll be setting out our investment plans for the next 10 years, to make sure that we continue to provide much needed homes, create jobs and support local communities with tangible benefits like apprenticeships, community hubs, parks and improved public spaces.”
Councillor Mandy Watt, Edinburgh’s Vice Housing and Economy Convener, added: “Everyone has the right to a safe, warm home. That’s why our strategy for the future is about investing more in our communities, upgrading our social housing and building thousands of new affordable homes in Edinburgh.
“And it’s not just about bricks and mortar – we’re seeing other benefits and improvements that we can bring to local areas. These developments in Bingham and Parkview will benefit lots of people in many different ways. They’ll help to regenerate the area and provide better public realm, better greenspace and funding for neighbourhood projects. They’ll benefit the long-term future of our environment too, thanks to their low carbon footprint and focus on energy efficiency.”
CCG Managing Director, David Wylie, said: “CCG’s commitment to providing quality, energy efficient homes is a philosophy shared by the City of Edinburgh Council. Our partnership has continued to deliver a lasting legacy across the region by not only supporting the supply of new affordable homes but also creating jobs, apprenticeships and localised investment.
“The commencement of Bingham and Parkview is another important milestone for us both and we look forward to working with the Council as we head into 2021 and beyond.”
The £9.5m investment will be funded by the Council with £4.1m in grant funding from the Scottish Government.
A public consultation will gather final views on proposed new legislation for the regulation of short-term lets.
The Scottish Government’s proposals include a mandatory licensing scheme to ensure that all short-term lets are safe and to address issues faced by neighbours.
The regulations, if passed by Parliament, would come into force by April 2021. These would also give councils powers to manage pressures created by the use of whole properties as short-term lets.
Welcoming the launch of the consultation, Housing Minister Kevin Stewart said: “Short-term lets can offer people a flexible and affordable accommodation option, and they have contributed positively to Scotland’s tourism industry and local economies across the country.
“However, we know that in certain areas, particularly tourist hot spots, high numbers of these arrangements can cause problems for neighbours and make it harder for people to find homes to live in.
“The views and evidence from our previous consultation and research showed broad consensus for some form of regulation. Our proposals will allow local authorities and communities facing the most severe pressures to take action to manage those more effectively from next year.
“I believe our proposals for a licensing scheme and short-term let control areas are evidence-based and right for Scottish circumstances.
“We will be engaging with stakeholders on our detailed proposals over the next four weeks. I am confident that our proposals will allow local authorities to ensure a safe, quality experience for visitors, whilst protecting the interests of local communities.”
Property professionals are warning that major changes in the housing market in Scotland are afoot as the Covid-19 pandemic significantly alters the way people think about their working environment and the nature of the work-life balance.
The nine-to-five office routine, with a couple of hours of unproductive commute on top each day, is becoming increasingly unattractive and office workers are asking themselves if they actually really need to return to their desks.
It is a question which is being posed too, by some of the most astute names in global business, such as Schroders, JP Morgan and Google, who are all allowing employees to work from home for the foreseeable future.
If businesses such as these are suggesting that the mass movement of people to fixed locations to do their work is no longer necessary, the argument gains strength that it is likely to change the WFH game for everybody.
In Scotland, the opportunity to re-think lifestyle choices has been catalysed by an extraordinary alignment of supply and demand, which has been the traditional, tried-and-tested market driver.
While there has been pent-up demand in cities such as Edinburgh for a number of years now, there has suddenly – since lockdown ended on June 29 – been an unprecedented increase in supply.
This has confounded experts who consistently have emphasised negative aspects and predicted a market crash, ignoring the present, confident market sentiment.
The market “has gone from zero to full ahead in the blink of an eye”, according to Andrew Milne, residential partner in the Edinburgh office of DM Hall, one of Scotland’s largest firms of Chartered Surveyors.
He said: “The flood of supply stems from a number of factors: people who were ready to move in March but were prevented; people who have reflected on their lifestyles and have been emboldened by lockdown and WFH; and those who want more space than is available in cities.
“One of the idiosyncrasies of this market is the disproportionate number of households without children who are keen to move. Parents, of course, are more constrained by schooling considerations. And, unfortunately, lockdown-related relationship breakdowns mean more demand for housing.
“It is clear that having been confined to city flats for several months has loosened people’s ties to their geographical location and, especially if they have been encouraged to work from home, they are seeking a more fulfilling home environment.”
Mr Milne said that there was an abundance of attractive properties in outlying locations such as East and West Lothian and Fife which, while not cheap, have significant benefits if the commute is reduced to one or two days a week.
He said there was also a noticeable uptake of high-end properties in the capital fuelled by returning global Scots unsettled by the pandemic and seeking a sense of home. They have also been swayed, he said, by the technology and comms revolution which means that they can operate effectively from anywhere.
“A lot of activity,” said Mr Milne, “is being driven by people who now do not wish to wait until they are close to retirement to achieve a better work-life balance, when WFH means that they are halfway there now.”
Alasdair Seaton, partner in DM Hall’s Dunfermline office, said: “The activity in the market at the moment is certainly not normal. We are seeing moves which are clearly driven by lockdown-related considerations.
“These include people needing bigger homes if they are going to be working there indefinitely; people who have missed their relatives and grandchildren and who want to be nearer to them; and a substantial movement of people from Edinburgh who want more space, a rural environment or just a bigger property for their money.
“The vast majority of sales are going to a closing date and achieving prices well in excess of their Home Report values. Many are selling without inspection, and very quickly. Again, many of the transactions involve households without children.”
Jennifer Campbell, Head of Rural Agency at Baird Lumsden, agreed that a move to the country was under way, with people looking to establish “the good life” in good time.
She said: “Plot sales have been very popular as many people are finally undertaking their dream of building their own home. Purchasers are generally seeking rural locations on the outskirts of villages offering peace and privacy and a garden office, or the capacity to put one in. Properties with land have always remained in high demand.
“Our lettings department has also been extremely busy and we have a number of registered applicants from the rest of the UK and overseas wishing to return to Scotland to let a prime rural property to provide a suitable environment for home working.
“Purchasers are generally impatient. They want into their dream home now, trepidatious and fearful of another lockdown. The uncertainty has pushed buyers and sellers to be a bit braver and get on with it. It’s a great time to sell.”
