Edinburgh Accessibility Commission ‘to help make streets inclusive for everyone’

An Accessibility Commission is to be formally established to make sure Edinburgh’s public spaces are as inclusive as possible for disabled people.

On Thursday (11 January) Transport and Environment Committee will be asked to note the next steps for establishing the commission, including its Terms of Reference. These will cover the roles and responsibilities of Commissioners, who will represent a range of accessibility, disability, walking and public transport organisations (see below*).

In December, internationally recognised disability activist Zara Todd was appointed as chair of the Accessibility Commission. Ms Todd, who has previously been chair of Inclusion London and deputy chair of public body Equality 2025, has advised the British Council, the Fundamental Rights Agency and Transport for London on disability and accessibility issues, and has over 20 years’ experience in chairing and facilitating inclusive meetings.

She will lead the Accessibility Commission in providing independent advice to the Council on the challenges, opportunities and actions required to make sure the city’s public streets and spaces are accessible for disabled people.

“The Accessibility Commission will focus on addressing that challenge, and listening to the needs of disabled people to make our streets and public spaces as accessible as possible.

“Zara Todd brings with her a wealth of personal and professional experience which will be invaluable to the Commission’s aims. As a resident of Edinburgh she knows what works here, and also where we have made mistakes in recent years.

“I look forward to working with her, and other Commission members, to make Edinburgh a better place for everyone to live, work and visit.”

The establishment of an Accessibility Commission follows several motions from councillors in support of Transport for All’s Equal Pavements Pledge, which commits to ensuring streets are accessible for everyone.

Progress has been made to set up the group, including discussions around challenges faced by people with disabilities in accessing Edinburgh’s public streets and spaces, along with the role, remit and membership of a new Accessibility Commission.

It is intended to hold the Commission’s first meeting next month.

Edinburgh’s Low Emission Zone: Signs going up with six months to go

Official road signs are being installed on the boundary of Edinburgh’s Low Emission Zone (LEZ), with six months until enforcement begins.

The signs, which are being used in the four Scottish cities with city centre LEZs, inform drivers they are driving within the zone. In Edinburgh, additional warning signs will tell drivers that Penalty Charge Notices (PCNs) will not be issued until 1 June 2024 and only to the most polluting vehicles.

On Wednesday, Transport and Environment Convener Councillor Scott Arthur met contractors installing some of the first signs and urged drivers to prepare for the changes coming into force from 1 June 2024.

Councillor Scott Arthur, Transport and Environment Convener, said:While enforcement against non-compliant vehicles won’t begin until 1 June 2024, these signs are a reminder that the changes will soon come into force.

“By allowing a two-year grace period we wanted to give people plenty of time to prepare for the LEZ. However, with six months to go there’s still time, and I’d urge anyone who’s eligible to apply for the support funds on offer.

“Essentially, reducing the most polluting vehicles from the city will benefit everyone. Air pollution harms both our physical and mental health, so the LEZ we will help create a healthier place for everyone, reducing inequalities and making the city centre a more welcoming place.”

Dona Milne, Director of Public Health, NHS Lothian, added:Reducing air pollution has clear long and short-term health benefits for everyone.

“Our hope is that improved air quality will also encourage people to take advantage of more sustainable and active ways of travel, such as walking, cycling and public transport, which is beneficial for individuals and communities alike.

Some households and small businesses may be eligible for the Low Emission Zone Support Fund, funded by Transport Scotland and administered by Energy Saving Trust. This offers successful applicants grants to dispose of non-compliant vehicles and to help households invest in more sustainable forms of transport, including public transport or bike hire schemes.

Heather Quin, Senior Programme Manager at Energy Saving Trust, said:We’re pleased to support the introduction of Scotland’s low emission zones (LEZ) through our delivery of the LEZ support funds on behalf of the Scottish Government.

“With the need to improve air quality in our cities, it’s important that lower-income households and small businesses get the support they need to adapt and make the switch to low carbon transport.

“This funding has already helped hundreds of individuals, families and businesses in and around Edinburgh adopt more sustainable travel options. With the introduction of Edinburgh’s LEZ just six months away, we hope to enable even more people to enjoy the many benefits that improved air quality and access to active and sustainable transport can bring.”

Automatic Number Plate Recognition (ANPR) cameras, which support enforcement, will be installed in late 2023/early 2024 and a mobile enforcement vehicle will be active from June 2024 onwards.

In early 2024 there will also be changes made to some street layouts and signals around the LEZ boundary to cut congestion and improve safety for everyone. Full details of the changes can be found on the Council website.

Independent market research carried out in June indicates that a majority of drivers in Edinburgh continue to support the LEZ and think protecting public health is important. Data analysed by the Scottish Environment Protection Agency (SEPA) earlier this year also revealed that overall compliance with Edinburgh’s LEZ emissions standards had increased from 48% to 78% over the last six years.

A city centre LEZ was introduced in Edinburgh on 31 May 2022, along with LEZs in Glasgow, Aberdeen and Dundee, restricting the most polluting vehicles only and benefiting everyone’s health. In Edinburgh, a two-year grace period is in place, meaning no PCN charges will be issued during this time.

LEZ restrictions will apply to motor vehicles, except motorcycles and mopeds. Vehicles must meet the minimum emissions standards to drive within the zone, though national exemptions apply including for blue badge holders and emergency vehicles.

Edinburgh’s LEZ will issue PCNs, or fines, in line with Scottish regulations, from 1 June 2024. Full details on LEZ penalties are available online.

Capital’s pavement parking controls to be introduced in New Year

Preparations are underway to begin enforcement against pavement parking in Edinburgh, following the introduction of new powers by the Scottish Government.

report to Transport and Environment Committee sets out a proposed approach and timescales for enforcing against pavement parking as part of new parking prohibitions being introduced. National regulations are expected to come into force on 11 December and it is proposed that Edinburgh’s enforcement begins in January 2024.

Parking on pavements, at dropped kerbs and double parking can inconvenience all road users, significantly impacting people with mobility issues, parents with pushchairs and older people.

The Council has always supported a ban on pavement parking and has collaborated closely with Living Streets and Guide Dogs Scotland to lobby for the introduction of controls in Scotland. This will help ensure Edinburgh’s roads and footways are accessible for all, which is central to our vision of an equal, accessible and sustainable city as part of the City Mobility Plan.

Councillor Scott Arthur, Transport and Environment Convener, said:Implementing these new parking restrictions is part of our commitment to ensure Edinburgh’s roads and pavements are accessible for all.

“Making sure our footways are kept clear will deliver real benefits for pedestrians and road users, particularly those who are disproportionately affected such as parents with pushchairs, older people and wheelchair users.

“We would expect everyone to adhere to the new prohibitions when the final regulations come into force to guarantee our streets are safer and more user-friendly.”

Stuart Hay, Director, Living Streets Scotland, said: “Edinburgh is taking the right approach to the enforcement of pavement parking, recognising that footways are for people, not parking spaces for cars.

“Exemptions should only be applied in exceptional cases based on evidence, which can only be collected via careful monitoring and consultation. This is the best way to ensure those most affected by blocked pavements, including disabled people, have safe access to our streets.”

Niall Foley, Lead External Affairs Manager at Guide Dogs Scotland, said: “Parking on pavements is a nuisance for everyone, but potentially dangerous if you are a wheelchair user forced onto the road, pushing a buggy, or have sight loss and can’t see traffic coming towards you.

“When cars block the way, it undermines the confidence of people with a vision impairment to get out and about independently.

“We welcome the parking measures being introduced and look forward to working with Edinburgh Council to ensure the pavement parking prohibitions are a success.”

Preparations include the assessment of 5,217 roads by officers as part of the footway parking assessment project. This has helped to identify a small number of streets where significant pavement parking may require mitigation measures to minimise potential negative impacts on the wider road network.

Despite the prohibitions featuring in the Transport (Scotland) Act 2019, the necessary regulations required to support the enforcement and appeals procedures have only recently been finalised by Transport Scotland and are expected to come into effect on 11 December.

Work to complete the necessary changes in Edinburgh will commence as soon as it is confirmed that the new regulations have come into force.  

An awareness campaign, currently being designed by Transport Scotland, is hoped to drive a change in behaviour over the festive period in advance of enforcement beginning. A further Council-run campaign aligned with the national approach is intended once the new prohibitions take effect.

‘Bold plans’ for future of transport in Edinburgh

An integrated suite of draft action plans to help transform the way people move around Edinburgh has been published ahead of Transport and Environment Committee next Thursday (2 February).

The Active Travel Action PlanPublic Transport Action Plan and Parking Action Plan each support the delivery of Edinburgh’s City Mobility Plan to 2030, which envisions sustainable, safe, accessible and affordable travel around, to and from the Capital.

If approved next week, an extensive public consultation will take place on the three draft plans alongside the draft Road Safety and Air Quality Action Plans, which were previously approved. Consulting on the five plans together will help people understand the common issues and further shape the proposed actions.

These actions are intended to work together towards key Council objectives including cutting car kilometres by 30% by 2030, reducing congestion and improving health and wellbeing, as well as the vital net zero goal.

Each of the plans sit under the emerging Circulation Plan and its associated Streetspace Allocation Framework. This framework considers how to best use the limited space on our streets to better support people walking, wheeling, cycling and using public transport, while taking the needs of other street users into account. This approach is essential to helping the city transition towards a lower traffic, more liveable, healthy and sustainable place.

Councillor Scott Arthur, Transport and Environment Convener, said:This ambitious set of action plans and the overarching Circulation Plan build on the commitments in the City Mobility Plan.

“They provide detailed actions to direct investment in and to deliver of a more sustainable, inclusive and affordable transport system. This is essential as we work towards a city where we can all enjoy a healthy environment, get around conveniently and, crucially, achieve net zero carbon emissions.

“It’s clear that we can’t address one area of transport without tackling another, which is why we’re considering each of the plans together. Whether it’s delivering safer streets, providing better connections to and around the city or improving air quality, the issues, solutions and actions cut across our plans.

“Investing in sustainable transport to help cut congestion is key to ensuring Edinburgh’s continued economic prosperity. This will take significant investment, and to help demonstrate the need for funding from the Scottish Government we will build a formal business case which helps confirm the economic and wellbeing benefits. We will also show that this investment is key to creating a more equal Edinburgh which is ready to show leadership in the transition towards sustainable travel.

If approved, we’ll be seeking the public’s views to help further shape the future of transport in Edinburgh, to the benefit of generations to come.”

All of the actions are intended to be complementary across the action plans. For example, both lower speed limits and better routes to school are safety measures that support active travel. Similarly, enhanced parking enforcement can improve conditions for walking, wheeling and cycling and also reduce bus journey times.

Active Travel Action Plan

The ATAP sets out to deliver a walkable and fully accessible city, where cycling is a realistic choice for all through major enhancements to Edinburgh’s walking, wheeling and cycling networks. Actions, which are estimated to require between £824m and £1,124bn investment, include –

  • Improving walking and wheeling: Create easy-access, step-free, uncluttered pavements through measures like ensuring every junction has ‘dropped’ kerbs, levelling pavements (for example where the gradient at places like driveways makes them hard to use in a wheelchair) and delivering more and better pedestrian crossings.
  • Improving cycling: Deliver a joined-up network of routes which are within 400m of every household and that feel safe at all times of day using segregated cycle tracks on main roads, as well as unsegregated routes on streets with low volumes of motor traffic. Alongside this accelerate the roll-out of cycle parking.
  • Better shopping streets and neighbourhoods: Measures in support of the 20-minute neighbourhood strategy. Work with businesses to transform shopping streets, focusing on making them better places for people. Implementing low-traffic, liveable neighbourhoods in residential areas to address rat-running and improve conditions for active travel. Lower speed limits, especially on rural roads.
  • Street design and supporting active travel in and from new developments: Use Edinburgh Street Design Guidance in the planning process for new developments to ensure active travel and public transport use, rather than car-dependence, are encouraged.
  • Access to green space and cycling for leisure: Improved crossings and accesses to support Edinburgh’s Open Space Strategy and better signing and path upgrades to support leisure cycling.
  • Supporting and encouraging active travel: An expanded behaviour change programme focusing on campaigns to complement new infrastructure.

Public Transport Action Plan

By delivering an enhanced public transport system, including bus priority measures and higher quality infrastructure supporting faster journey times, Edinburgh will be connected by a safer and more inclusive net zero carbon transport system.

Amongst the actions are –

  • Addressing the climate emergency: Deliver a programme of behaviour change interventions to encourage public transport use and working with operators on options for a net zero carbon fleet.
  • Providing safe, affordable and accessible public transport: Deliver integrated ticketing across Lothian Buses and Edinburgh Trams, as well as rail; strengthen partnerships with taxi and private hire car trade and car club partners as key providers of the city’s shared mobility offering.
  • Delivering a reliable and efficient network to support growth: Proposed extension of bus lane hours and bus stop realignment to improve journey times, while maintaining access for all along with other bus priority measures.
  • Enhancing regional connectivity: Develop mass rapid transit plan for the city and region, deliver North / South tram line linking Granton to the Bio Quarter and beyond and consider future use of South Suburban Rail Line as well as the opportunity for a cross-Forth ferry.
  • Place – reducing vehicular dominance: Support Edinburgh City Centre Transformation and review opportunities to reduce bus stop dwell times.
  • Improving governance and coordination: Deliver new governance arrangements for Council owned public transport operators; align operational management of the public transport companies with the city’s transport policies.

Parking Action Plan

By being ambitious about expanding controlled parking zones and restricting parking in new developments, we can reduce car usage and, in turn, congestion on streets, particularly as the city’s population expands. Key areas are –

  • Communications: Increasing awareness of parking operations, proposals and consultations while improving data gathering and customer insight.
  • Parking controls: These play an important part in many people’s everyday lives by determining where deliveries are made, where local residents including people with mobility difficulties can park and where people can cross the road, cycle and access public transport more safely.
  • Parking management: The Council has a duty to manage and maintain public streets, with parking management important for achieving this aim through permits and pricing to help manage demand and ensure parking opportunities are available.
  • Parking enforcement: Vital for parking management to function effectively, with on-street parking regulations and enforcement applied to establish an orderly use of the available urban space.
  • Reducing vehicle emissions: Managing kerbside space differently by allocating space to support electric vehicle charging and car sharing through car club vehicles. This can help to reduce vehicle emissions and encourage sustainable mobility.

The Air Quality and Road Safety Action Plans were approved for consultation by Transport and Environment Committee on 8 December. If the remaining plans are approved on 2 February a period of public consultation and engagement will be carried out between March and July. Council aims for zero road fatalities

A proposed Road Safety Action Plan for Edinburgh that sets out an ambitious target for zero fatalities on the city’s roads by 2030 will be discussed by councillors tomorrow.

The Draft Road Safety Action Plan for Edinburgh to 2030 updates on the previous plan, approved in 2010, which commits to providing a safe and modern road network for the 21st century. Since then, there has been an overall downward trend in collisions resulting in injuries in Edinburgh.

The renewed plan, to be considered by Transport and Environment Committee on Thursday, has been developed to align with objectives contained in Scotland’s Road Safety Framework to 2030, published by the Scottish Government in 2021.

By adopting the same safe systems approach to road safety, Edinburgh’s action plan aims to further reduce the number of personal injury collisions in the city.

The targets set out in the draft Action Plan, to be met by 2030, either meet or exceed the targets set out in the national Road Safety Framework. Edinburgh’s proposed targets are:

  • Zero fatalities
  • At least a 50% reduction in people seriously injured
  • At least a 60% reduction in children and young people (under 18 years old) seriously injured
  • At least a 40% reduction in pedestrians seriously injured
  • At least a 30% reduction in cyclists seriously injured
  • At least a 30% reduction in motorcyclists seriously injured
  • At least a 20% reduction in road users aged 65 and over seriously injured
  • At least a 70% reduction in road users aged between 18 to 24 seriously injured

Actions to achieve these targets will be set out in a Delivery Plan, updated annually. On Thursday, councillors will be asked to approve the first Delivery Plan to 2024, which comprises of more than 100 actions, including proposals for new pedestrian crossings, speed limit reductions and further speed reduction measures.

Councillor Scott Arthur, Transport and Environment Convener, said:Any injury resulting from a collision on our roads is one too many. We have a responsibility to create safe and welcoming streets for all, and the Road Safety Action Plan is key to achieving this.

“I am keen to work with residents to ensure routes to schools are made safer, traffic short-cutting through residential communities is reduced and physical measures are introduced to cut speeds.

“Thankfully, over the last decade, the number of collisions resulting in injury has continued to fall – but there is clearly much more to be done. The plan sets out a series of targets to significantly reduce the number further and, ultimately, attain ‘Vision Zero’ for Edinburgh.

“Safer, calmer streets are much better places to spend time, walk, wheel and cycle, in turn supporting the City Mobility Plan’s vision for a safer and more inclusive net zero carbon transport system.”

By creating safer streets, the Road Safety Action Plan supports the objectives of Edinburgh’s City Mobility Plan (CMP), which envisions a well-connected, safe and more inclusive net zero carbon transport system for the Capital. It is one of several plans being progressed to deliver the policies set out in the CMP and, if approved, these will be collectively presented for public consultation in early 2023.

The latest Draft Road Safety Action Plan has been developed in partnership with the Council’s road safety partners, including Police Scotland and the Scottish Fire and Rescue Service. Engagement with partners will continue throughout the duration of the Action Plan to ensure co-operation towards meeting targets.

Council to extend ‘temporary’ Spaces for People scheme

Controversial measures to support walking, wheeling and cycling extended on a trial basis

Temporary measures introduced to help people to safely walk, wheel or cycle during the Covid pandemic are being retained on a trial basis FOR A FURTHER 18 MONTHS.

Today, (Monday (21 November) Experimental Traffic Regulation Orders (ETROs) will come into force for Travelling Safely (formerly Spaces for People) schemes across the city, including segregated cycle routes, road closures and traffic restrictions.

The trial will ‘let us test out the changes to get a better idea of how they are working as the journeys people make around the city settle into new patterns following the pandemic’. During the first six months of the trial a statutory consultation will allow people to make comments or objections relating to the ETROs.

The Transport and Environment Committee agreed to implement the ETROs in September. Extending the lifespan of the measures aims to foster safer, easier travel by walking, wheeling and cycling, supporting healthy and sustainable modes of transport, improved road safety and the Council’s target for Edinburgh to be net zero by 2030.

Councillor Scott Arthur, Transport and Environment Convener, said: By extending the lifespan of these schemes we’ll have the chance to test and trial the measures to see how they’re working as life in the city settles to a new normality following the pandemic.

“I know the changes have divided opinion but there is no doubt that providing safe spaces to walk, wheel and cycle can significantly benefit the health, wellbeing and pockets of people in the city, not to mention positively impacting the environment by supporting sustainable travel and better connecting people to public transport.

“During the next six months anyone can comment on specific schemes, which will help inform future plans, so I would encourage anyone with an interest to take part in the statutory consultation. The consultation follows a legally defined process, and I will ensure that any material concerns are addressed in a transparent manner.”

Feedback received during the six-month consultation will be reported to the appropriate committee within the 18-month trial period to decide on whether the schemes will be made permanent, removed or modified.

The impacts of the measures will be monitored during the experimental period. This monitoring, along with consideration of comments on the schemes, will help determine recommendations on whether some or all measures should be retained.

For schemes that are retained permanent infrastructure to suit a longer-term road layout will be considered. Funding for any permanent infrastructure would be discussed at an appropriate future committee.

Existing School schemes are currently being assessed under the citywide School Travel Plan Review and are not included in the Traveling Safely programme.

The city council introduced ‘Spaces for People’ measures during 2020 and 2021 to give people more space on our pavements and roads during the Covid-19 pandemic.

The council says these changes ‘created space for everyone and made it easier and safer for people to move around when

  • walking
  • cycling
  • using a wheelchair or other mobility aid
  • pushing prams or buggies.’

All schemes were funded by over £5 million from Sustrans, which was awarded to make temporary changes to Edinburgh’s streets.

Green light expected for next stage of George Street ‘transformation’ plans

A project to transform the heart of Edinburgh’s First New Town has reached a milestone moment in its delivery.

Final developed design elements for the George Street and First New Town (GNT) project, as well as an updated operational plan, have been published as part of the latest phase in the design process – Royal Institute of British Architects (RIBA) Stage 3.

If recommendations are approved, the project will be able to move to RIBA Stage 4 and, subject to securing all necessary statutory consents, construction is targeted to start in 2024.

Developed design proposals, to be considered by Transport and Environment Committee on Thursday (3 November), have been built on concept design principles approved by the Committee in August 2021.

These aim to create more welcoming, people-friendly spaces, support accessibility, walking and cycling and celebrate Edinburgh’s unique heritage.

Amongst the ‘core elements’ of the Stage 3 Developed Design are: significantly widened pavements; the creation of a European style cycling street; removal of parking bays (while retaining blue badge and essential resident parking); ‘greening’ plans for planting and shrubbery along the length of the street; and the use of natural stone suitable for the World Heritage Site.

Updated principles for the First New Town operation plan, which will support the area’s transformation, include: proposed entry times for non-essential vehicles; access windows for taxis, recognising their role in the night-time economy and protecting public safety; the maintenance of bus services in the wider First New Town; and methods for enforcing the changes. Further engagement and analysis on the plan will be carried out during the next design stage in the process, RIBA Stage 4.

Recommendations for GNT follow years of development, consultation and engagement with residents, businesses and stakeholders. The latest update has been commended by the Council’s Urban Design Panel for its continued positive collaborative approach, reinforced by several recent studies and assessments.

Amongst these are a women’s safety audit, a refreshed heritage impact assessment, a business and resident operations survey and an economic impact assessment – this estimated the improvements will generate a potential £95m Gross Value Added (GVA) benefit to the Edinburgh economy.

Councillor Scott Arthur, Transport and Environment Convener, said:This is a major milestone for a flagship project to transform Edinburgh’s city centre, where people will be put first and the economy will be supported. We will transform George Street from a place which is dominated by cars to one which is dominated by people.

“The latest proposals build on years of public and business engagement, all of which has improved the design. As part of this stage of development the project team has carried out a significant package of in-depth assessments to address GNT’s impact on residents, businesses, public safety and the economy, amongst other factors, and to ensure final designs take varied needs into account.

“Once complete, GNT will deliver a world-class city centre worthy of a European capital, highlighting Edinburgh’s stunning architecture and creating a safe space for people to spend time in. By supporting sustainable travel by foot and bike, as well as retaining public transport links, it’s also key to the Council’s plans to reduce travel by car and achieve net zero carbon emissions by 2030.”

“The project will facilitate walking, wheeling, cycling and sustainable transport in Scotland’s capital. But more importantly, it will create a greener, healthier place with people at its heart, where they can relax, socialise, shop, work and enjoy Edinburgh’s beautiful surroundings.”

If recommendations are approved by Transport and Environment Committee next week, the project will progress to Stage 4, which sets out key processes required for its delivery. This includes the promotion of all necessary statutory processes, such as Traffic Regulation and Redetermination Orders, which will allow construction to commence in 2024. This stage will also deliver the final Operational Plan.

GNT is one of the first projects to be delivered as part Edinburgh City Centre Transformation and intersects with other key schemes supporting travel by foot, wheel or bike in the city centre, including Meadows to George Street (MGS) and the City Centre West to East Link (CCWEL).

Core Elements of GNT Stage 3 Developed Design

  • Wider pavements (approx four metres) on both sides of George Street along the entire street length, increasing accessibility for pedestrians
  • Landscaping confined to planters and low hedges, within sensitively balanced landscaped seating areas where people can relax
  • European cycling street within the central carriageway of the new street, interfacing with both CCWEL and MGS to create a network of strategic cycling routes 
  • Redesign of junctions to provide cycling and pedestrian priority while also improving the visual setting around the central statues
  • Integrated Sustainable Urban Drainage System (SUDS) allowing surface water to drain naturally via the creation of rainwater gardens
  • Material finishes of natural stone, developed in close partnership with Edinburgh World Heritage, Historic Environment Scotland and the Cockburn Association
  • Designs and placemaking influenced by woman’s safety and Threat, Vulnerability and Risk assessments

Next stage for Trams to Newhaven

More traffic disruption inevitable

A new phase of work on the Trams to Newhaven project is set to begin, as the scheme continues to take shape along the route.

Significant progress has been made on several elements of the project, which remains on target for completion in spring 2023 and within the £207.3m budget. More than 60% of track has now been laid (2.8km), 85% of the necessary utility diversions have been carried out and construction work is complete on two new tram stops at McDonald Road and Ocean Terminal.

As part of the next stage of construction the temporary tram stop at York Place, built for the original tram line, will be demolished to allow for the installation of a crossover linking the existing line with the new route.

From 9 February until April the tram from Edinburgh Airport will stop at the West End stop on Shandwick Place. From April, the tram will terminate at St Andrew Square. Details of operational arrangements for this are available on the Edinburgh Trams website.

Construction work on a new, permanent stop at Picardy Place will begin in May. This will come into use when the line to Newhaven opens in 2023.

With construction works on the west side of Leith Walk nearing completion, February will also see changes to traffic management in the area. While traffic will continue to run citybound, from 2 February it will be moved from the east to the west side of the road so that changes to kerb lines, improvements to public realm and the creation of a new carriageway can be carried out on the east side.

This means Pilrig Street and Steads Place can reopen for southbound traffic. There will be some closures to side streets on the east of Leith Walk at certain times, with further details published on the Trams to Newhaven website when these closures are implemented.

Councillor Lesley Macinnes, Transport and Environment Convener, said: “We’re entering a significant phase of the Trams to Newhaven project, as we work to link the old line to the new. We are in the final year of construction for the project which will be followed by a period of testing and commissioning ahead of opening for service in Spring 2023.

“With 60% of track laid and main construction on two of the new tram stops completed, we’re making great progress and it’s exciting to be able to see elements of the new line in place, giving us an idea of how the route will look next year.

“Of course, as is expected of major infrastructure projects of this nature, there is bound to be some disruption, and I’d like to thank all those living and working nearby for their patience.

“We’re working hard to mitigate the impacts and will continue liaising with residents, businesses and public transport providers to keep them up to date.”

Councillor Karen Doran, Transport and Environment Vice Convener, said:  “Delivering the tram line to Newhaven will unlock a large area of the city for housing and economic development, while providing a sustainable, reliable mode of transport to densely populated communities.

“We’re clearly making great strides towards its completion, and we’re making every effort to minimise disruption as part of this process.”

Logistics hubs on Montgomery Street, Albert Street, Dalmeny Street and near the Foot of the Walk will remain open for local businesses as part of the Support for Business package, which also includes a local voucher scheme and a business continuity fund.

As work on a bidirectional cycle lane continues the existing cycle diversion remains in place on either side of Leith Walk. Pedestrian footways and access to shops, hospitality and leisure venues on the east side will be maintained at all times.

The London Road to Crown Street section of the project is estimated to be complete by July 2022, while it is expected that the London Road to York Place section will be finished in September.

City council to progress introduction of LEZ this week

The next stage in the plan to introduce a Low Emission Zone (LEZ) in Edinburgh is expected to be approved by committee this week.

A finalised scheme was brought to October’s Transport and Environment Committee, when it was agreed that further analysis would be carried out on the LEZ’s role in reducing greenhouse gases, in particular carbon emissions, before final approval.

On Thursday (27 January) committee members will consider a report outlining analysis by SEPA via the National Modelling Framework. This notes that, while the LEZ will take significant steps towards tackling poor air quality caused by harmful NO2 and PM emissions, there are limits to how much the fossil-fuelled vehicles that are allowed within the zone will reduce carbon emissions.

Instead, the wider objectives of the LEZ scheme will help facilitate the Council’s actions toward achieving a net zero city. These include decarbonising transport and encouraging a shift away from private car use towards more sustainable choices of public transport or walking, wheeling and cycling.

It is recommended to proceed with the scheme with no changes to the boundary or grace period, meaning an LEZ would be introduced in the city centre this spring, with enforcement to begin in 2024.

A separate Air Quality Annual Progress report to committee shows a continued decline in air pollution across the city. As a result, one of Edinburgh’s five Air Quality Management Areas (AQMA) declared for breaches of national NO2 objectives – Inverleith Row – is set to be revoked, after three consecutive years of compliance, which is a sign of progress.

There are, however, still areas of concern, especially the Central AQMA, though modelling predicts that actions such as introducing an LEZ will have a positive impact.

Councillor Lesley Macinnes, Transport and Environment Convener, said: “The LEZ put forward for approval in October followed several years of planning, modelling and analysis, in line with national frameworks, as well as consideration of feedback received through a major public consultation.

“Additional work carried out since then to assess the scheme’s impact on carbon emissions, as well as the proposed boundaries and grace period, demonstrates that these proposals are appropriate for the city.

“The LEZ, alongside a range of ambitious projects to improve air quality, will encourage cleaner transport and support active travel, and is key to achieving cleaner air for everyone.”

Councillor Karen Doran, Transport and Environment Vice Convener, said: “It’s really encouraging to see a consistent fall in harmful air pollutants across the city, so much so that we’ll soon be able to revoke the Inverleith Row AQMA.

“Of course, there’s still work to be done and we’re confident that the LEZ, paired with companies committing to cleaner fleets, improved signalling and modal shift away from private car journeys, amongst other measures, will see the picture improve even further.”

Edinburgh’s city centre LEZ would apply to all motor vehicles, except motorcycles and mopeds, and with a two-year grace period.

An evidence-led approach was taken when developing the LEZ, adhering to the National Low Emission Framework and based on detailed traffic and air quality modelling and data. October’s proposals followed a major, 12-week consultation with the public.

The city centre boundary was selected based on various factors, including the expected limited impact of a larger zone and predictions that an alternative city centre zone would have longer lasting negative impacts on air quality at its boundary.

Once the LEZ is in place, vehicles must meet a minimum emissions standard to enter the zone freely, and those that don’t will be considered non-compliant and subject to penalties.

Penalty charges are set nationally at £60 for non-compliant vehicles (though halved if paid within 30 days), with the penalty rate roughly doubling for subsequent contraventions to a maximum level depending on the vehicle.

Edinburgh to invest £117 million in Active Travel Programme

An updated five-year programme of investment will see more than £117m invested in schemes to help people walk, wheel and cycle in Edinburgh.

Under the Active Travel Investment Programme (ATINP), we will deliver over 85km (52 miles) of additional safe, protected cycle routes – the equivalent of a trip from Edinburgh to Aberfeldy. These measures, which are already in the pipeline, will help children to walk, cycle and wheel to many of the city’s schools and provide significant improvements to public spaces, pavements and paths.

The ATINP supports our Active Travel Action Plan (ATAP), which sets out a high-level framework for delivering a walking, wheeling and cycling-friendly city. A new ATAP, covering the period to 2030, is currently under development and is expected to be completed in summer 2022 when we’ll be able to share proposals, similarly to Glasgow’s Active Travel Strategy published this week.

The City of Edinburgh Council will pay for less than 20% of the ATINP as most of the funding is secured from external sources, with more than £80m committed by the Scottish Government via Sustrans.

A report to be considered by the Transport and Environment Committee on Thursday (14 October) covers a review of the ATINP.

It aligns the plans with a Sustrans budget review as well as the delivery of Council projects and priorities. Changes in travel behaviour relating to the Covid pandemic are also examined, taking into account the temporary measures introduced under Spaces for People, now Travelling Safely.

In addition to several major projects to transform the city, like City Centre West East Link and Meadows to George Street, the ATINP will increase spending on key improvements to prioritise travel by foot, wheel or bike. This includes the installation of dropped kerbs and citywide bike parking.

Councillor Lesley Macinnes, Transport and Environment Convener, said: “Supporting people to walk, wheel or bike around Edinburgh is essential for urgently lowering carbon emissions, promoting healthier lifestyles and creating safer streets. Our package of significant investment will kick-start a shift change in the delivery of schemes designed to help achieve this.

“The ATINP drives forward an ambitious programme of improvements which will, for the first time, lead to a truly connected network of protected walking and cycling routes, helping people get from A to B safely, quickly and conveniently. There is an urgency to this which many people already recognise.”

Councillor Karen Doran, Transport and Environment Vice Convener, added: “As we emerge from the Covid pandemic we have the opportunity to transform the way we travel around the city, and really support those who have embraced, or rediscovered, walking and cycling over the last 18 months.

“I’m excited to see our ambitious programme of investment take shape over the coming years, and the positive impact it will have on all those who live, work and visit here.”

The 85km of cycling improvements planned over the next five years will add to 211km of existing off-road, quality signed walking and cycling paths and Edinburgh’s 36km of Travelling Safely routes, creating, for the first time, a comprehensive network spanning the city.

As part of this the council will be delivering improvements near more than a third of the city’s schools, helping children and families travel by foot, wheel or bike.

Some of the other key active travel projects being brought forward over the next five years are Roseburn Path to Union Canal and West Edinburgh Link. Spending on minor improvements, such as localised cycle signing or widening off-road footpaths, will also rise under the reviewed ATINP.

The current ATAP was initially approved in 2010 and was subsequently refreshed in 2013 and 2016. By helping people to choose sustainable modes of travel the associated improvements will not only positively impact health, safety and wellbeing, but it will support our net zero carbon goals.
