Sight Loss charities slam City of Edinburgh Council for ‘blindly ignoring deathtrap junction’

Sight Scotland, and Sight Scotland Veterans, have slammed a busy Edinburgh junction describing it as hazardous and inaccessible for blind and partially sighted people.

The junction between Telford Road, Hillhouse Road and Strachan Road is one of the busiest in the capital, but the pedestrian crossing facilities are not fit for purpose.

Representatives from both sight loss charities recently met with the city of Edinburgh Council to discuss this junction and were astonished to find out that it had been REMOVED (demoted) from the Council’s list of upgrades.

Caroline Hedley, a Rehabilitation and Mobility Worker with Sight Scotland, explains: “This junction poses a major risk to anybody with visual impairment, and we are extremely worried that it will take a serious accident before any action is taken.

“Due to the complicated layout of the crossings, the poor pedestrian crossing facilities and the heavy fast-moving traffic, it is dangerous and inaccessible to most blind and partially sighted people.

“The pedestrian crossings do not have audible signals or revolving cones, and some are in need of basic repair. Also, there are few protective barriers at this junction which makes me as a sighted person feel very vulnerable, so I can’t imagine how someone with vision impairment would feel. Strachan Road simply has no pedestrian crossing facility at all.

“As part of my job, I help blind and partially sighted people with their mobility, both indoor and out. We help them plan routes when going out, looking at hazards, and trying to ensure they know how to navigate the safest way to go if they have a medial appointment, for example, or just want to go to the shops.

“The biggest priority with a mobility assessment is safety. I have clients living close to this junction and I need to explain to them that the safest way to cross these roads is with sighted assistance, and this is absolutely essential for people who cannot see the red and green man. 

“What makes matters worse is that Blackhall Medical Centre is located on the Hillhouse Road side of the junction.”

Craig Spalding, Chief Executive of Sight Scotland, and Sight Scotland Veterans, adds: “We are calling on the city of Edinburgh Council to upgrade this junction now before a serious accident occurs.

“How this junction has been taken off the upgrades list is beyond me; it is highly dangerous if not impossible for blind and partially sighted people to cross these roads independently.

“Poor crossing facilities like these could mean a person is more likely to stay at home, reducing their opportunity to move around in their home area. When a person’s mobility is impacted in this way, there is a knock-on effect both physically and mentally.”

Local Inverleith Councillor Hal Osler comments: “When designing public spaces we need to think about the safety and accessibility for those most at risk; if we do this, it benefits us all.

“Unfortunately in Edinburgh we have too many junctions and crossings where the safety and accessibility of pedestrians was not considered as a design priority. It’s utterly shameful that this junction was removed from the list of upgrades and as a councillor I am appalled at the lack of thought for our most vulnerable pedestrians.

“If we truly believe in the importance of safe active travel, and that pedestrians are top of the transport hierarchy, this needs to change.”

Relaxing planning rules for electric vehicle charging points could spell disaster for walkers

The charity is concerned about a consultation from the Scottish Government designed to accelerate the roll out of electric vehicle (EV) chargers by removing some existing planning safeguards.

Currently, electric chargers usually don’t have Permitted Development Rights[1], therefore planning permission is usually required. But new permitted development rights could be made available to councils and private charging companies as part of the biggest change to Scotland’s streets in a generation.

Living Streets believe that planning permission is an important safeguard ensuring footways space isn’t lost in housing developments, especially avoiding the creation of pinch points below a 1.5 metre clearance. This is the acknowledged minimum for comfortable passage of a wheelchair or person being assisted by a guide dog.

The charity believes more extensive work with disabled people is required to determine the true impacts of the changes. Living Streets Scotland, together with RNIB Scotland, Sight Scotland and Sight Scotland Veterans, Guide Dogs Scotland, and Disability Equality Scotland, argues that all charging equipment must be on the road and not cluttering pavements.

Stuart Hay, Director, Living Streets Scotland, said: “Footways cluttered with EV charging points and trailing cables present serious problems for people with wheelchairs, buggies or guide dogs, preventing them from getting around easily and safely. Attention to detail is critical, and in almost all cases pavements aren’t suitable for electric chargers.”

“The impact the proposed changes will have on disabled people is greatly underplayed in the consultation. Further engagement is needed, which must be accessible, including the use of non-technical language appropriate to the public.”

“Cluttered pavements also impact on everyone’s desire to walk their short journeys instead of driving them. If we want to encourage cleaner, sustainable ways to travel then we need streets that are walkable.”

Craig Spalding, CEO of Sight Scotland and Sight Scotland Veterans, said: “We’re fully behind initiatives to bring about positive environmental impacts, but it’s important these are balanced with access to community spaces.

“We’re concerned that the rapid rollout of e-chargers without sufficient planning procedures could see charging points appear in places that cause accessibility issues and obstacles for people with sight loss.”

Niall Foley, External Affairs Manager, Guide Dogs Scotland, said: “While we welcome measures to reduce our carbon footprint, EV charging points can prove a hazardous obstruction for people with sight loss if they are not installed with care. It’s important to have consistent guidance and standards to ensure that EV charging points are not barriers to pavement users.”

“Research released by Living Streets in July 2022, found that over one in four Scottish people (28%) would walk more if their streets were clutter free. The option of reducing planning controls therefore flies in the face of government policy which is trying to create better infrastructure to get people walking.”

Scottish election candidates told to step up for pedestrians

Living Streets, the UK charity for everyday walking is urging candidates in the upcoming elections this May to make walking and wheeling safer and easier, to help enable more people to choose cleaner and healthier ways to travel.  

In ‘A Manifesto for Walking’, Living Streets calls on candidates to pledge to:  

  • End pedestrian deaths and injuries on roads; 
  • Tackle air pollution; 
  • Make school streets safe; 
  • Cut the clutter and make walking easier for everyone.  

A Manifesto for Walking sets out key asks of candidates, including a default 20mph limit in built-up areas, more car-free areas, and clutter-free pavements.  

Latest figures show that pedestrians in Scotland accounted for 37 per cent of fatalities and 34 per cent of serious injuries on built-up roads. Whilst particulate air pollution alone causes almost 2,100 early deaths in Scotland every year.

Roberta Fusco, Interim Director of Policy and Communications, Living Streets said: “People walking and wheeling cause the least amount of road danger or pollution but are often left paying the price on our streets in terms of deaths on our roads and exposure to toxic air. It doesn’t have to be this way. 

“By standing up for pedestrians, candidates can tackle road danger, air pollution and health problems, creating places where people can move and breathe easily.”  

Living Streets is urging voters to call on their local candidates to improve streets for walking.

Roads, transport and parking tops the agenda for Scots

Science-based technology company 3M urges local authorities to address concerns felt by drivers, cyclists and pedestrians

 

Roads, transport and parking should be the number one agenda item for local authorities in 2022, according to almost half of residents living in Scotland (47%).

The new research from science-based technology company, 3M reveals that within the region, this is the area most in need of attention alongside housing (47%) and followed by jobs, business and investment (41%), and education (35%). 

After more time spent working, travelling and exercising close to home in the past two years, 80% of people in Britain believe the pandemic has highlighted the need for vehicles, bicycles and pedestrians to be able to co-exist. However, there are specific factors preventing these groups from doing so in harmony.  

Accessibility for cyclists in Scotland

It is estimated that one in five Brits now cycle in a typical week. However, in Scotland nearly a quarter of those who already cycle (23%) say that despite having access to cycle lanes where they live, they still wouldn’t feel safe enough to travel on a bike during peak times. 

74% of this group don’t believe the right infrastructure is in place to allow them to ride safely and 62% say that their local authorities could do more to make the area more accessible to cyclists. 

Drivers vs cyclists – the perception gap

The research has brought prevalent safety concerns and the contrasting opinions of road users to the fore, particularly when it comes to motorists and cyclists. Seven in 10 (70%) cyclists worry that drivers don’t know the correct etiquette when using roads with cycle lanes in their area.

Meanwhile, only 53% of drivers confidently say that they know the latest Highway Code rules in relation to cyclists, which at the time of the study had not been updated since 2015.

Outside of lane usage, overtaking is a bone of contention for motorists and cyclists alike; 93% of drivers say they leave as much room when overtaking a cyclist as they would a car whereas 73% of cyclists say drivers pass too closely. 

In Scotland, one thing both parties do agree on is there not being clear enough road markings on cycle lanes for all road users – only 27% of motorists and 25% of cyclists feel there are clear visible markings in their area.

The lack of visual guidance could be part of the problem when it comes to navigating shared road spaces, easily improved by solutions such as better signage that incorporates retroreflective technology, while also improving education on the Highway Code.

Andy Fish, Technical Specialist for 3M Transportation Safety Division, said: “Its fantastic that investment in new cycle lanes, walkways and other infrastructure is being put to good use.

“This research shows that irrespective of mode of transport, the majority of people want to be able to share spaces with others safely, and they are looking to their local authorities for support. 

“At 3M we are actively encouraging local councils and highway authorities in Scotland to participate in a pilot scheme that would allow their communities to benefit from traffic safety solutions designed to address some of the concerns expressed by drivers, cyclists and pedestrians.” 

Drivers’ admitted lack of understanding of the Highway Code could be to blame for some of the frustrations they have towards cyclists – 86% say seeing two or more ride side-by-side is frustrating and 72% say they become frustrated simply by driving behind one. 

This is in spite of it being legal for two cyclists to ride next to each other unless on narrow or busy roads or cycling round bends, along with recent rule changes including cyclists riding alone being instructed to use the centre of the lane in slower moving traffic.

Advice for pedestrians

Advice if you are out walking during winter:

  • Dress for the weather by wearing reflective or bright-coloured clothing so other road users can see you when it’s dark or visibility is poor
  • If you are walking home late at night, make sure someone knows where you’re going and when
  • Vehicles can take up to ten times longer to stop on slippery road surfaces so take extra care crossing the road
  • Stick to pedestrian crossings
  • If there are no crossings nearby, find a place with a clear view and wait for long gaps in the traffic before crossing the road
  • Don’t cross the road between parked vehicles, unless it can’t be avoided then take extra care (look out for vehicles that suddenly pull out or reverse)
  • Never cross the road behind a bus
  • If there is no pavement, keep to the right hand side of the road so you can see traffic coming towards you.

Advice for cyclists

Advice to consider if you are cycling during winter:

  • Make sure your bike can be seen by people on the road
  • Use a good set of front and rear lights (white at the front, red at the back)
  • Wear clothes that help you be seen on your bike, such as bright and light reflective items
  • Pay attention to road signs, markings and particularly red lights
  • Do not cycle on the pavements, they may be slippery and can also endanger pedestrians
  • Be mindful of the effects poor weather can have on other road users
  • Make sure you know about the dangers around you
  • Cars can take twice as long to stop in wet weather
  • Braking can be unpredictable in ice and snow. 

Advice for drivers

Advice for drivers during winter:

  • Make sure your car is ready for winter
  • Check that your tyres, brakes, windscreens, wiper blades and windows are free from defects and clean
  • Drive to the road conditions. Road conditions can change without warning, stopping distances will be affected by the weather
  • Make sure your windows are clean and aren’t misted up
  • Make sure there is no snow and ice on your windows before you drive
  • When the roads are icy, drive at a slow speed in a high gear
  • Accelerate and brake very gently
  • Driving distracted (for example, using a Sat Nav) can cause additional stress. It is dangerous to yourself, passengers and other road users.

Police issue keep children safe plea following road accidents

Road policing officers would like to remind road users, parents and members of the public the importance of ensuring children are supervised and kept safe near our roads.

There have been several collisions across Scotland in recent weeks, resulting in a number of children being taken to hospital having sustained serious injuries.

Around 6.45pm on Wednesday, 7 July, 2021, a two-year-old child ran onto the road between parked cars on Woodland Crescent in Cambuslang and was struck by a car. She was taken to Queen Elizabeth University Hospital with serious injuries.

On Tuesday, 29 June, a five-year-old boy was taken to the Royal Hospital for Sick Children in Edinburgh with serious leg injuries after being struck by a car on the A198 towards Tranent High Street.

A four-year-old child sustained serious leg injuries and was taken to Victoria Hospital for treatment after being struck by a car on Broad Street in Cowdenbeath on Monday, 14 June.

On Wednesday, 9 June, a nine-year-old girl was taken to University Hospital Wishaw for treatment after being struck by a car on Hareleeshill Road in Larkhall.

Chief Inspector Mark Patterson, of Police Scotland’s Road Policing Department, said: “Unfortunately there has been a number of collisions involving children recently, which has resulted in serious injuries.

“Children are some of our most vulnerable road users and their safety is paramount, I would ask all parents and guardians to ensure all children are supervised at all times when near the road, and urge motorists to remain vigilant for child pedestrians, especially in built up areas.

“Police Scotland is committed to improving safety on our roads across the country and we continue to work closely with partners on all aspects of road safety.”

Drivers and motorcyclists unconvinced by proposed new Highway Code

A recent survey has discovered that the majority of road users aren’t in favour of many of the Department for Transport’s proposed changes to the Highway Code which have been designed to improve road safety for cyclists, pedestrians and horse riders.

They believe that the changes will instead increase conflict and potentially reduce the safety of the vulnerable road users they are intended to protect.

In the survey, conducted by the UK’s largest road safety charity IAM RoadSmart, 71 per cent of drivers and motorcyclists believe the new proposal to give pedestrians priority when turning into and out of junctions, for example, will increase conflict rather than reducing it, with more than half (57 per cent) thinking this will be a significant issue.

Of the 3,600 web poll respondents, 74 per cent believe that children should be allowed to cycle on the pavement, but only 23 per cent feel that cyclists in general should have the same rights.

Almost three quarters (73 per cent) think that the new Highway Code should make it compulsory for cyclists to wear a helmet, in contrast to the proposed Code itself which, while restating the evidence that wearing a cycle helmet reduces the risk of sustaining a head injury in certain circumstances, stops short of making them compulsory.

Meanwhile, 71 per cent of people agree with the general concept that drivers and riders should give motorcyclists, cyclists, horse riders, horse drawn vehicles and pedestrians walking in the road at least as much room as they would when overtaking a car.

On the new Code’s most controversial suggestions – to establish a hierarchy of road users, where those in charge of the vehicles that can cause the greatest harm should bear the greatest responsibility to take care – the majority (56 per cent) agree that this is the right way forward, but 26 per cent are against and almost one in five (19 per cent) are still to be convinced either way.  

The new Code doesn’t suggest any obligation on cyclists to use cycle lanes or tracks when they are present, and a resounding 80 per cent of IAM RoadSmart’s poll respondents believe this is a mistake.

However, some of the proposed changes were met with widespread support, with 63 per cent of those surveyed agreeing with the new advice that when riding a bike on busy roads, when vehicles are moving faster than them, cyclists should move over and allow traffic to overtake them.

There is also strong support for every proposal that contains clear guidelines on passing distances, with 78 per cent in favour of the one and a half-metre gap between cyclist and vehicle travelling below 30mph, with a two-metre gap when above 30mph.

And 90 per cent agree with the new Code’s advice that drivers and motorcyclists should give horse riders at least two metres’ space and pass at speeds under 15 mph.

Finally, just over half (57 per cent) agree with the new proposal to include the ‘Dutch Reach’ in the Highway Code. This is a technique which advises motorists leaving their vehicles to do so by using their left hand to operate the door handle, allowing the driver to naturally twist their body, making it easier to look over their shoulder and check for cyclists or other road users approaching.

Neil Greig, Policy and Research Director at IAM RoadSmart, said: “Regardless of what changes are introduced, it is clear there will be a need for a huge education campaign to ensure any amendments to the Highway Code are understood and fully adopted by the millions of existing UK drivers, motorcyclists and road users.

“At IAM RoadSmart we believe an online resource to help with this re-education in an engaging way would be helpful.

“The simple truth is that most of us don’t read the Highway Code unless we drive or ride professionally, or are about to take a test. The Department for Transport needs to be realistic about the impact simply changing a seldom read document will have on the behavior and safety of road users.”

Clock change cancellation could save UK economy £160m a year

Based on previous Government estimates that 80 lives a year could be saved by scrapping the October clock change, the UK could reduce the number of people killed on our roads by four and a half per cent and save the economy £160m, says the UK’s largest independent road safety charity, IAM RoadSmart, who is calling on the Government to stop the practice.

The charity believes that moving to a permanent daylight-saving system would significantly improve road safety, especially for vulnerable road users such as children, pedestrians and cyclists.

“Every year there are unnecessary victims of road collisions throughout the winter months during commutes to work or school which could easily be avoided if the Government scrapped the process of changing the clocks,” comments Neil Greig, Policy and Research Director at IAM RoadSmart.

“Young pedestrians under 15 are already a huge ‘at risk’ group for road safety, and that risk becomes even greater as the nights draw in.

“Stopping the change of clocks would be easy to implement and, without question, would save lives – there are no good road safety reasons why this isn’t happening. The UK should at least set up a two-year trial to prove the benefits once and for all.”

Indeed, in November and December 2019, the number of pedestrian and cyclist deaths and injuries rose by 344 (from 6,787 to 7,131 representing a five per cent increase) compared with the two months prior to the clock change. 

Well-established figures prove that casualty rates rise between 3pm and 7pm as the days shorten. IAM RoadSmart warns that the dark afternoons are an especially dangerous time for youngsters coming home, with less supervision and individuals heading off to different activities at different times during this key period.

To facilitate the improvement, IAM RoadSmart recommended earlier this year that to allow extra daylight in the afternoons, we should not put the clocks back this winter, then next March move one hour ahead – and then go back one hour in October 2021 – a so called ‘double British summer time’.

Neil concluded: “Clearly it is now unfortunately too late to do anything ahead of this weekend, but we urge the Government to reconsider its policy ahead of next March.

“Road safety is now about small incremental gains from a number of policy changes and daylight saving could play its part in helping break the current flat lining in road deaths we are seeing in this country.”

In 1968, the UK Government carried out a three-year experiment which saw the clocks not being put back from March until October 1971, essentially staying in summer time for three years.

Throughout the experiment figures were collected at peak times which revealed that around 2,500 fewer people were killed or injured during the winters where the clocks weren’t put back – this represented a reduction of nearly 12 per cent.

Charity urges public: Act now for safer streets

With just one week until the Government’s consultation on the Highway Code closes on Tuesday 27 October, Living Streets, the UK charity for everyday walking, is urging people to speak up for safer streets.

The Prime Minister unveiled the consultation in July, as part of the Government’s ‘most ambitious plans yet to boost cycling and walking’. A key feature of the proposed changes to the Highway Code is the idea of a ‘hierarchy of responsibility’, with road users who have the potential to cause the greatest harm, taking more responsibility for reducing the threat they pose to others.

There are also proposed changes at zebra crossings and junctions to give pedestrians priority and additional narrative on the dangers of speeding.

The proposed amends to the Highway Code were developed in partnership with the Walking and Cycling Alliance (WACA).[1]

Mary Creagh, Chief Executive, Living Streets said: “Everyone – walker, driver or cyclist – is a pedestrian at some point in their journey and has the right to feel safe on our streets.  This Highway Code review offers the chance to do just that.

“With great power comes great responsibility, so we want to see an end to the current position where a child walking to school has the same level of responsibility as an HGV driver.

“We are calling for people to back the changes which give more priority to pedestrians, and to the proposal for vehicles to give way to pedestrians at junctions and crossings.

“Supporting these proposed revisions will take a couple of minutes but could save hundreds of lives.”
