Views sought on mobility element of disability benefit

People are being encouraged to share their views on how a Scottish Government disability benefit supports their mobility needs.

The consultation on eligibility for the Adult Disability Payment mobility element will gather evidence to feed into a wider independent review. Ministers committed to this review to ensure the payment meets people’s needs now and in the future.

The mobility element, one of two components to the payment, supports people who have difficulties moving around or planning and following journeys.

Social Security Minister Ben Macpherson said: “Adult Disability Payment was developed in close co-operation with disabled people as part of our commitment to ensure Scotland’s social security system is delivered with dignity, fairness and respect.

“We want to hear a broad range of views on the eligibility criteria for the mobility element of Adult Disability Payment, particularly from people who are in receipt of disability benefits.

“We have already improved the application process for disability payments, while maintaining our commitment to safely and securely transferring people’s payments from the UK Government. We’d like to know about people’s experiences of this improved system.

“To anyone who receives Adult Disability Payment, or has views on how it is delivered, I would encourage you to respond to our consultation.”

Independent Advocacy Service celebrates one year anniversary

A free independent advocacy service to support disabled people to access Scottish Government benefits has marked its first year in operation.

The Scottish Government is investing more than £20 million to deliver this service over the course of four years. This independent service is available to people with a disability who may need extra support. This could include people with a sensory disability, mental health condition or learning disability. The service is also available to parents or carers who need support to access benefits for a child.

The service, which was introduced in January 2022, enables disabled people to be more involved in the processes and decisions which affect them and advocates will provide the most appropriate form of support to each individual based on their circumstances.

Minister for Social Security Ben Macpherson said: “I am delighted that, in its first year, the Independent Advocacy Service has supported over 550 people applying for Scottish Government social security benefits.

“The service is a key part of our human rights approach to social security and how the values of dignity, fairness and respect in our social security system work in practice.

“The service helping disabled people to access the financial support they are entitled to, and is delivering on our commitment to make our system as inclusive as possible.

“With the Scottish Government’s commitment to invest more than £20 million in it, the advocacy service will be able to assist even more disabled people access the help they are entitled to over the coming years.”

CEO of VoiceAbility, Jonathan Senker said: “Over our first year of delivering the Independent Advocacy Service, people tell me that it enabled them to apply for social security benefits when before they felt daunted by the process. They say that advocates supported them to express themselves openly, when previously they felt obliged to ‘put on a brave face’ or underplay their needs.

“It’s vital that people can access the benefits to which they are entitled. I am proud of VoiceAbility’s skilled team of advocates, who are ready and available to support disabled people across Scotland. I encourage anyone who thinks an advocate could help them to access benefits to contact us. We’re here on the phone, online and in-person to make sure you’re heard when it matters.”

The independent service was introduced in January 2022, ahead of a pilot for Adult Disability Payment – which replaces Personal Independence Payment (PIP) in Scotland. Adult Disability Payment was introduced across Scotland in August 2022.

Scots urged to make sure they are not missing out on benefits

Money may be available to help get through the cost of living crisis

People are being encouraged to check they are not missing out on money and to find out if they could be eligible for any of the 12 benefits administered by Social Security Scotland. Seven of these are only available in Scotland.

The benefits which have been introduced over the past four years are available to people on low incomes responsible for children under 16, for people who need help paying for a funeral, disabled people, carers, young people entering the workplace and to help heat their homes.

Four of these payments are made automatically to people who get other qualifying benefits. To make sure people are maximising their income they should check what DWP benefits they could be eligible for too.

Payments made automatically include Carer’s Allowance Supplement and Child Winter Heating Payment as well as Best Start Grant Early Learning Payment and Best Start Grant School Age Payment for those in receipt of Scottish Child Payment.

In addition, the new Winter Heating Payment will be paid automatically to an expected 400,000 people across Scotland when it is introduced in February.  

Minister for Social Security Ben Macpherson said: “January is traditionally a month where people find it harder financially than the rest of the year. This pressure can be more acute for people on low incomes or who face additional costs due to a disability or ill-health condition. The cost of living crisis also means that people are facing difficult financial decisions day in and day out.

“We are committed to making sure that people are getting all of the money that they are entitled to. That is why we are making payments automatically where we can. Where people need to apply, we are working hard to promote these payments and make the process of accessing them as straightforward as possible.

“Social Security Scotland works with partners and through advertising to promote our benefits and our next campaign will start this month to encourage parents and carers to apply for Scottish Child Payment.

“People can apply for all our benefits online, by phone, through the post or in person – whatever works best for them. We’ve designed the way we promote and deliver these benefits with the people who they are for to make sure that what we do works for them.

“We want people to talk with others they know about the support that is available. These payments are a shared investment in building a fairer society and no one should think twice about accessing what they are entitled to. Please look into what is available and apply if you think you could be eligible.”

2022 biggest year yet for Scottish social security system

 The introduction of Adult Disability Payment, further automation and the increase and extension of Scottish Child Payment has seen more people apply for and get financial support they are entitled to.

Thousands of people have also had their benefit awards transferred to Social Security Scotland from the Department of Work and Pensions.

In March, Adult Disability Payment, which replaces the UK Government’s Personal Independence Payment and is the most complex benefit to be introduced so far, was launched as a pilot project before being made available to eligible disabled adults aged 16 to state pension age in Scotland at the end of August.

In November, Scottish Child Payment increased to £25 and was extended to include eligible children up to age 16 and around 385,000 children are now expected to be eligible.

At the same time, Social Security Scotland introduced further automation. Families and carers who already get Scottish Child Payment will now automatically be paid Best Start Grant Early Learning and School Age payments when their child is eligible.

Automatic payments continued for around 90,000 carers eligible for the December payment of Carers Allowance Supplement, as well as around 23,000 disabled children and young people who received Child Winter Heating Assistance to help heat their homes.

Minister for Social Security Ben Macpherson said: “There is no doubt that 2022 has been the biggest and most complex year yet for Social Security Scotland. Creating a new social security system at pace has not been a simple task, but the progress made since 2018 has been substantial.

“Introducing Adult Disability Payment to replace the DWP’s Personal Independence Payment was a significant milestone in the growth of the Scottish social security system and marked a step change, delivering an improved experience for disabled people that is compassionate and rooted in trust.

“With many people facing financial hardship during the ongoing cost of living crisis, extending the Scottish Child Payment to under 16 year olds means that now hundreds of thousands more children will get much needed extra financial support.

“Investing in social security is a priority for the Scottish Government. Our commitment in the 2023-24 Budget to uprate benefits by 10.1% will mean more support going to people on low-incomes, disabled people, carers and young people right across Scotland at a time when many are facing tough financial challenges.

“Though there is still much work to do, we are creating a system to be proud of  and building strong foundations to serve Scotland for generations to come, treating people with dignity, fairness and respect. Social security is a human right and an investment in creating a fairer society, together.”

Dad Martin, whose daughter has learning difficulties, says receiving benefits helped his daughter flourish.

He said: “I went on the website and applied for Child Disability Payment. When I got accepted I went from having nothing at the end of the month to having £97 left. This enabled me to do so many things with my daughter and because of that she has flourished.”

Another young woman who received the Young Carer’s Grant this year, said: “It had a positive impact because I needed new clothes so I spent about £100 on clothes and then I shared the rest of the grant with my brother and sister.”

A mum who received School Age Payment for their child said: “I applied for this grant for my child when she started primary one. It was a great help to us to cover the costs of school uniforms and accessories required for school. I would urge all parents to apply for this grant.”

£60m for disabled children in first year of new Scottish benefit

Minister urges those eligible to apply

Almost £60 million has been distributed to thousands of families with disabled children in the first year of a new Scottish benefit.

The latest official figures from Social Security Scotland show the families of nearly 44,000 children and young people were receiving Child Disability Payment in September this year.

The benefit replaces the DWP’s Disability Living Allowance for Children and helps cover the extra costs of caring for a child who is disabled, has a health condition or is terminally ill.

Minister for Social Security Ben Macpherson said: “Caring for a child who is disabled or has a long-term ill-health condition can result in extra costs for families, from buying specialist equipment to paying for taxis to get to appointments. It can also be more expensive for children with disabilities to take part in the activities and opportunities with their peers.

“Child Disability Payment helps parents to support their children and assists young people to live their lives to the fullest. It is welcome news that around 44,000 families are now receiving Child Disability Payment, a year after we rolled it out across Scotland.

“With the increasing financial pressures on families, it is important people are receiving all the benefits they are entitled to. I urge anyone who thinks they or their child may be eligible to get in touch with Social Security Scotland, as well as checking if they may be entitled to extra financial support by visiting costofliving.campaign.gov.scot/

One parent who knows the difference Child Disability Payment can make, is mum Heather, whose son has autism and ADHD.

Heather said: “Before applying for Child Disability Payment, my son was struggling. He found school very hard and didn’t think he was good at anything. He couldn’t focus, didn’t have friends and was worried he’d never be able to get a job. His self-esteem was so low.

“Child Disability Payment allowed me to buy him a computer and pay for outdoor school sessions. That might not sound like much but it’s changed his life.

“The outdoor school lets him learn in much smaller groups and in an active way that suits his brain. The computer and the games have let him learn new skills including maths, something he found impossible before.

“He’s also discovered he’s exceptionally good at games. That’s given him something to feel proud of for the first time and something to talk to other children about.

“He’s now talking about becoming a game developer or working for a big tech company.

“It if wasn’t for Child Disability Payment there’s no way I could have afforded any of that and he’d still be the same boy who cried every night not wanting to go to school.

“I’d urge any parent or carer who thinks they might be eligible to look into applying for Child Disability Payment.

“The process is much simpler than you might think and the money could change your child’s life.”

The latest figures show 34,000 people who had been receiving Disability Living Allowance for Children before Child Disability Payment was rolled out, have had their award transferred to Social Security Scotland.

The majority of those still receiving Disability Living Allowance for children in Scotland are expected to have their awards transferred by Spring next year, with no need for the recipient to take any action and no break in payments.

94% of clients praise Social Security Scotland staff for ‘kindness’

More than £160 million in support paid out across 11 benefits in 2021-2022

Social Security Scotland has published its Annual Report and Accounts, which shows that it made £163.6 million in direct payments across 11 Scottish benefits from 1 April 2021 to 31 March 2022.

The combination of direct payments and those delivered through Agency Agreements with the Department of Work and Pensions saw the Scottish Government invest a total of £3.48 billion in benefits across Scotland.

The results of an annual survey of clients by Social Security Scotland have also been published, showing that people felt they were treated well, with staff commended for treating people with ‘kindness’, ‘listening’ and showing ‘empathy’.

Among those who responded to the survey, 94% of people who had been in contact with staff ‘agreed’ or ‘strongly agreed’ that they were treated with kindness while 93% said their experience with staff was ‘very good’ or ‘good’ with a further 92% saying they felt they had been listened to.

The positive feedback matches the high standards reported last year, where 93% also said their experience with staff was ‘very good’ or ‘good’ and 92% saying they felt they had been listened to.

Minister for Social Security, Ben Macpherson, said: “Social Security Scotland’s Annual Report and Accounts demonstrate the impact of delivering benefits that help tackle poverty and promote equality. We ensure money goes directly to people who need it most, including carers, disabled people and families on low incomes. 

“Next week our transformative Scottish Child Payment will be extended to all eligible young people under the age of 16 and increased to £25 per week per child – a 150% rise within 8 months of introducing this important benefit, which is only available in Scotland. 

“I am pleased Social Security Scotland have maintained high satisfaction levels in their service delivery, as evidenced in the latest Client Survey. We encourage all those who are eligible for support to apply, and are committed to treating everyone with dignity, fairness and respect.”

Chief Executive of Social Security Scotland, David Wallace, said: “Four years ago, we began delivering our new social security service for Scotland after listening to people who had experience of the benefits system. They helped us create a service based on our values of dignity, fairness and respect and we continue to listen to them as we grow and deliver more benefits.

“Our annual Client Survey reflects the work we have put in to deliver on our commitment and the fact that we managed to maintain such an exceptionally high level of client satisfaction through a period of significant growth is a source of immense pride for me.

“In fact, 96% of people surveyed told us they had received their benefit payments when we said they would. These results are testament to the care and pride our people take in their work. We have worked hard to build a diverse workforce of people who share our values that reflects modern Scotland.

“The year ahead will remain difficult for many of us but our commitment to our clients remains strong and we will continue to listen to their feedback as we develop our service and prepare to deliver new benefits.”

Adult Disability Payment now open for new applications across Scotland

Adult Disability Payment is now open for new applications across Scotland. The national rollout follows successful pilots in 13 local authority areas, which began in March.

It is the twelfth and most complex benefit to be delivered by the Scottish Government. It replaces the UK Government’s Personal Independence Payment.

The benefit provides financial support to people aged between 16 and state pension age who are disabled, have a long-term health condition or have a terminal illness.

People already receiving the UK Government’s Personal Independence Payment and Disability Living Allowance do not need to apply for Adult Disability Payment.

These existing awards will transfer automatically from the DWP to Social Security Scotland. Cases will transfer in stages starting from this summer and this process is expected to be completed by the end of 2025.

Minister for Social Security Ben Macpherson said: “The national launch of Adult Disability Payment is a significant milestone in the development of our new social security system, that will treat everyone with dignity, fairness and respect.

“This is the twelfth and most complex devolved benefit to be introduced and, once all the awards have transferred from the DWP, this new payment will be supporting more than 300,000 people.

“We are offering a range of ways to make an application, including online, by post, over the phone or face-to-face. Social Security Scotland local delivery teams are also available to provide assistance in communities across the country.

“In creating our new system, we have worked extensively and collaboratively with people who will use this service. Their input, and their direct experience of the DWP system, has significantly informed our policy development and resulted in the number of improvements that we are making to the way in which we are delivering our new service.

“The Scottish Government is focused on providing a positive and compassionate experience for people applying for and receiving our Adult Disability Payment. 

 “In our Scottish system no one will be subject to DWP style assessments or degrading functional examinations, and we will never use the private sector to carry out health examinations.

“People will only be invited to a consultation on occasions when we require more information so we can make a decision. This will be a conversation with a health and social care professional to understand how a person’s disability or health condition impacts them.

“Social security is a shared investment in building a fairer Scotland. It is a human right and we encourage those who may be eligible for support to apply.”

Moira Tasker, Chief Executive of Inclusion Scotland said: “Inclusion Scotland warmly welcomes today’s launch of the Adult Disability Payment. Many disabled people are being disproportionately hard hit by the UK economic crisis and are deeply worried about just surviving this winter.

“The Adult Disability Payment will offer much needed support to eligible disabled people. It ushers in further progress towards upholding the values of dignity and respect in Scottish society, which were entirely lacking in the Department of Work and Pensions approach to disability benefits.

“The Adult Disability Payment is a leap forward. It has the potential to enable disabled people and Scots with long-term health conditions to participate in their communities and wider Scottish society – whether that is through work, education, family life, or simply a life lived without fear of phone calls or letters demanding repeated assessments and sanctions.”

Child Disability Payment pays out more that £17 million since launch

More than £17.1 million has been paid to support children and young people since Child Disability Payment launched.

These payments are designed to mitigate some of the additional costs of caring for a disabled or terminally ill child or young person.

It is estimated that as of 30 June 2022, 13,200 children and young people are in receipt of Child Disability Payment.

£11.3 million was issued to new applicants and a further £5.8 million was issued to children and young people who have had their payment transferred to Child Disability Payment.

The total number of people receiving payments includes 7,230 who had their Disability Living Allowance for children transferred from the Department for Work and Pensions (DWP) to Social Security Scotland.

Figures for 26 July 2021 to 30 June 2022 include an initial pilot period where Child Disability Payment was only available in Dundee City, Perth and Kinross and the Western Isles local authority areas.

Child Disability Payment became available to people making new applications across Scotland in November 2021. Payments for children and young people whose awards transferred from DWP began in February this year.

Almost three quarters (74%) of applications were made online, with 16% by phone.

Child Disability Payment replaces the UK Government’s Disability Living Allowance for children.

Those already receiving Disability Living Allowance for children from the DWP do not need to make a new application for Child Disability Payment as Social Security Scotland will contact them ahead of their award being automatically transferred.

Social Security Scotland’s Local Delivery team hits 10,000 appointments milestone

Minister praises impact of specially-trained advisers

A team dedicated to providing support to people applying for benefits has marked its 10,000th appointment in its first year of operation.

Social Security Scotland’s Local Delivery service was launched to offer support to people in their homes, at a convenient place within communities, by videocall or by phone.

Minister for Social Security, Ben Macpherson, said the milestone reached showed how Scotland was “doing things differently” in its approach to supporting people applying for benefits.

He hailed the success of the Local Delivery service as a source of pride during a visit to Parkhead Pantry in the East End of Glasgow.

Local Delivery representatives host a community stall at the Pantry – one of many ways they provide support for people who visit the venue.

Ben Macpherson said: “During its first year of operation, Social Security Scotland’s Local Delivery service has already made a very positive impact by helping thousands of people to access support they are entitled to.

“The Local Delivery service is a great example of how Social Security Scotland is doing things differently in how we deliver devolved benefits – by pro-actively offering people face-to-face support in communities across Scotland.

“Our specially-trained client support advisers can be proud of what they have achieved so far, in establishing a service that has already made an important difference and will help thousands of more people in the years ahead.”

The Local Delivery service, launched in November last year, provides face-to-face support from staff in all 32 Scottish Local Authority areas.

People can book in-person meetings with an adviser at home, in their local community or on either video or phone calls. They can answer queries and help clients with form filling.

During the visit Mr Macpherson met Aileen McGuire, the chief executive of Parkhead Housing Association which hosts the pantry at its Parkhead Schoolhouse building.

Ms McGuire said: “Having direct access to this Social Security Scotland has made such a positive difference to our tenants and residents in Parkhead, we are seeing the real benefits of partnership and collaborative working.

“There’s always an advantage to having face-to-face contact. A lot of our tenants feel more comfortable having direct contact, having somebody in person to explain things really does helps.”
