The Royal College of Physicians of Edinburgh (“the College”) is urging the Scottish Government to take forward its proposal to monitor air quality around urban schools in Scotland.

The College’s costed pilot proposal would see air quality monitors placed for a year in up to three schools, within 50m of those schools, in each of five Scottish cities: Aberdeen, Dundee, Edinburgh, Glasgow and Perth. The pilot would therefore see up to 15 schools across Scottish cities taking part.

Last year, the College called for air quality monitors to be placed at all city primary schools in Scotland for a period of at least a year, in its submission of evidence to the Scottish Parliament’s Net Zero, Energy and Transport Committee.

The pilot idea was developed by the College’s Working Group on Air Pollution and Health. It has now been submitted to the Scottish Government following positive discussions with government officials last year. Members of the Working Group highlighted the lack of data on air quality around schools despite the knowledge that air pollution can pose serious health risks to children.

As part of the working group’s preparation of the pilot proposal, clinicians plotted the distances between primary and secondary schools in these five city areas and existing air quality monitors.

The group found that from the 337 primary and 94 secondary schools examined, only one primary school was within 50m of a PM (particulate matter) monitor and only 2 primary schools were within 100m of a NO2 (nitrogen dioxide) monitor.

There were no secondary schools within 100m of either type of monitor.

Professor Jill Belch, Co-lead of the College’s Working Group on Air Pollution and Health, and Professor of Vascular Medicine at the University of Dundee, said: “Science has provided robust evidence that children are significantly harmed by air pollution, with sometimes tragic results.

“Whilst lung disease in children is widely recognised as a result of breathing polluted air, less well known to the public, but equally important, are the effects of this pollution on the developing organs within a child.

“For example, exposure to polluted air in childhood has been shown to reduce brain cognitive function in a number of key ways. Further, and of concern, is that children appear to become unwell at lower levels of pollutants than do adults.

“ At present the early work conducted by the Royal College of Physicians of Edinburgh suggests that few school have air quality monitors nearby, so we do not actually know how well or otherwise, our children are protected. It is therefore imperative that we ensure air quality around schools is within regulatory levels, and the College’s proposal to the Scottish Government can start this process.”

Professor Andrew Elder, President of the Royal College of Physicians of Edinburgh and the other Co-Lead of the Working Group on Air Pollution and Health, said: “ There is overwhelming evidence that air pollution can have a wide range of detrimental health impacts on our children including problems with the lung, heart, brain and immune and hormonal systems.

“We also know that there is a correlation between areas of high deprivation and poor air quality and this can exacerbate pre-existing health inequalities in children and young people.

“ We are concerned at the lack of data on air quality around urban schools in Scotland- with the vast majority of urban air quality monitors currently sited too far away from schools-  and believe we must collect as much accurate school level data as possible so we can have an evidence base for action.

“The College hopes that the Scottish Government will consider our proposal positively and we remain committed to working constructively with it and all other stakeholders so that we can better understand the levels of air pollution around our schools and subsequently support implementing mitigation measures where these are required.”

Mike Corbett, National Official (Scotland) for the NASUWT said:Thousands of people die each year because of occupational diseases caused by air pollution at work. Pollution arising from work and travel to work are health issues for which employers currently take little responsibility.  

“Air pollution impacts workers and their families at all stages from before birth to old age and is particularly damaging to the growth and development of babies and children. 

“ Being able to quantify the scale of the problem around our schools is the first step to cleaning up the air we and our children breathe and moving towards a heathier and safer future.  NASUWT is therefore very pleased to endorse and support this proposal for pilot air quality monitoring around schools.”

One Year to Go: Capital counts down to LEZ introduction

As Glasgow introduces Scotland’s first LEZ today, Edinburgh is counting down to the introduction of our own Low Emission Zone, which will restrict the most polluting vehicles from driving in the city centre, benefiting everyone’s health.

The City of Edinburgh Council and NHS Lothian have joined together to highlight the positive impact clean air can have on health and wellbeing.

Restricting the most polluting vehicles will significantly reduce harmful emissions of nitrogen oxides (NOx) from vehicles by up to 50% within the LEZ. Further air quality improvements are expected beyond the boundary, improving public health around the city.

While Edinburgh is moving closer to consistently meeting the minimum air quality standard set by the Scottish Government, it has some way to go before it meets the World Health Organisation’s targets.

Reducing air pollution is especially important for those most vulnerable to the impacts of air pollution, including children, older people and those with underlying health conditions.

Councillor Scott Arthur, Transport and Environment Convener, said:As Glasgow begins to enforce its LEZ, and with one year to go until our own LEZ comes into force, it’s a chance to reflect on the reasons for introducing an LEZ in Edinburgh.

“Research has shown that air pollution negatively affects everyone’s health and we have a responsibility to address this. In two weeks, we’ll mark Clean Air Day, which this year focuses on the fact that poor air quality not only affects our physical health, but our mental health too.

“By restricting the most polluting vehicles in the city centre the LEZ will create a healthier, more welcoming place to be – and we’re expecting benefits to spread across the wider city. I’m encouraged by the fact that compliance with our emissions standards continues to increase, and I’d like to thank people making the switch to cleaner modes of transport.

“However, there’s still work to be done, and over the next year we’ll be supporting even more people to consider greener, more sustainable ways to travel. I want to use the extra year Edinburgh has to get ready for this change, and ensure residents and businesses are fully prepared.”

Dona Milne, Director of Public Health, NHS Lothian, said:The links between transport and health are clear and the LEZ will help to improve health and wellbeing and reduce inequalities for the people of Edinburgh.

“Tackling air quality, alongside commitments in the City Mobility Plan and associated draft Action Plans, will have multiple benefits. Health and wellbeing will be improved as a result of reduced levels of air and noise pollution; improved road safety; more inclusive opportunities for people to travel by walking, wheeling, cycling and public transport; and the increased vibrancy of local communities and economies.”

Earlier this year, data analysed by the Scottish Environment Protection Agency (SEPA) revealed that overall compliance with Edinburgh’s LEZ emissions standards had increased from 48% to 78% over the last six years. Compliance is particularly high amongst buses (97% – Lothian Buses is 100% compliant), petrol cars (95%) and Heavy Goods Vehicles (86%).

However, more than half of diesel cars and a third of light goods vehicles (including vans) travelling on the main routes into Edinburgh don’t comply with the requirements of the LEZ.

A city centre LEZ was introduced in Edinburgh on 31 May 2022, along with LEZs in Glasgow, Aberdeen and Dundee. In Edinburgh, a two-year grace period is in place, meaning no penalty charges will be issued during this time. 

LEZ restrictions will apply to motor vehicles, except motorcycles and mopeds. Vehicles must meet the minimum emissions standards to drive within the zone, though national exemptions apply including for blue badge holders and emergency vehicles.

A consultation is currently underway on suite of action plans designed to support the delivery of the City Mobility Plan to 2030, addressing everything from air quality to road safety, public transport to active travel. 

Environmental campaigners have welcomed the start of Glasgow’s low emission zone.

Gracie Bradley, director at Friends of the Earth Scotland, said: “The beginning of Glasgow’s low emission zone is a moment to celebrate real progress in the city. Glasgow has persistent air pollution problems caused by transport, and people who live and work here have been breathing toxic air for many years. Finally, after years of promises, the council is taking action.

“We know that low emission zones work because they’ve been successful in hundreds of places across Europe. Glasgow’s zone has already had a positive impact since it began restricting the most polluting buses, but there is no safe level of air pollution.

“Changing the way we get around the city needs to remain a priority – we want to see better public transport, the end of developments that require cars, and safer cycling routes to tackle toxic air, reduce our impact on the planet and make Glasgow a better place to live.”

Pupils celebrate Walk to School Week at Scottish Parliament

Pupils from Edinburgh and Scottish Borders schools joined MSPs outside Scottish Parliament to celebrate Walk to School Week yesterday (17 May 2023).

Walk to School Week is organised by Living Streets, the UK charity for everyday walking as part of their National Walking Month campaign each May.

Families are encouraged to walk, wheel, cycle, scoot or ‘Park and Stride’ for the whole week to see the big differences that come from small steps, from healthier and happier children to fewer cars outside the school gates.

Over 250 schools in Scotland signed up to receive special Walk to School Week packs from Living Streets, joining 356,000 pupils across the UK to learn about the important reasons to walk to school and the difference it can make to individuals, communities and the planet.

The charity is working with over 170 additional Scottish schools this academic year to deliver WOW – the walk to school challenge.

WOW is a pupil-led initiative where children self-report how they get to school every day using the interactive WOW Travel Tracker. Pupils who travel actively at least once a week for a month are rewarded with a WOW badge.

WOW schools see on average a 5 -10% increase in pupils walking to school in Scotland with a corresponding drop in car use, helping to reduce congestion and increase safety outside the school gates.   

Stuart Hay, Director, Living Streets Scotland said: “Walk to School Week is an excellent opportunity for families to give walking to school a go. Walking our short journeys helps us stay healthy, while reducing traffic, pollution and road danger on our local streets.

Living Streets celebrated Walk to School Week with a group of Edinburgh and Borders schoolchildren taking a trip to the Scottish Parliament on the 17th of May, where MSPs were invited to join in on the festivities.

“It is a healthy option that allows children and their parents or guardians to be more active, reduce traffic congestion, improve air quality and road safety. I hope this week will raise awareness of the importance of walking to school and various benefits to the community and environment and, will in turn motivate families to make walking to school a daily habit”.

Air quality watchdog says councils aren’t doing enough to protect health

Campaigners have welcomed a report from an independent body that reveals air pollution in Scotland isn’t being dealt with.

Friends of the Earth Scotland say the report, from Environmental Standards Scotland (ESS) – the body that scrutinises environmental law – shows that air pollution problems go far beyond the biggest cities and that councils and the Scottish Government are failing to address it.

This morning (Thursday 29 September) the report was presented in the Scottish Parliament, and the Scottish Government will now respond to the report’s findings.

The recommended measures from ESS will require local authorities to prepare plans for improving air quality in local areas with specific actions and dates. 

Scotland has breached air pollution legal limits for many years, particularly for nitrogen dioxide, a pollutant from diesel vehicle exhausts.

Gavin Thomson, transport campaigner at Friends of the Earth Scotland, said: “We have known for decades the devastating health impacts caused by pollution from Scotland’s roads.

“Traffic fumes cause heart attacks, strokes, and respiratory problems like asthma. There’s also mounting evidence on the risks to cognitive function from the air we breathe, including links with dementia. 

“We have seen very little action to address the huge damage to public health caused by air pollution. The four Low Emission Zones in Glasgow, Edinburgh, Dundee and Aberdeen will be completed in 2024, a full 14 years after Scotland first breached legal limits for diesel pollution. 

“There are huge gaps in policy and governance that this report from ESS has identified. The report explains that dangerous air pollution problems persist in areas outside our biggest cities. Suburban towns such as Blantyre and Johnstone are highlighted as having recently breached legal limits, so Low Emission Zones in our biggest cities cant solve the problem. 

“We need action from the Government and councils to limit car use, bring buses back into public ownership to restore lost routes, and make it much easier and safer to walk and cycle.”

Mobile air pollution exhibit goes on display at Leith Library

A mobile exhibit, highlighting the science and issues around air pollution and air quality, is on display in Edinburgh this summer.

The Scottish Environment Protection Agency (SEPA) and the Glasgow Science Centre launched the touring exhibition in 2020, aiming to highlight the importance of air quality. It will be on display until the end of August at Leith Library.

The interactive exhibit encourages visitors of all ages to think about their local environment and the quality of the air, how poor air quality can affect them and their family and how we can all help to improve air quality through our daily choices. The interactive exhibit also uses a bespoke tool which allows visitors to share their thoughts on the environments they live and work in, and what can be done to improve air quality.

The exhibit uses a simulation model to control traffic and allow users to experience how different types of transport contribute to air pollution. At the same time, the interactive display provides information on the various sources of air pollution and how it can affect our health and wellbeing.

Dr Colin Gillespie, SEPA’s Air Modelling Unit Manager, said: “Reducing air pollution and its associated health impacts is a challenge we should all be mindful of. We all contribute to sources of air pollution through our day-to-day activities and all breathe the same air, so we all have a part to play in improving air quality, no matter how small our actions may seem.

“This mobile exhibition highlights how individuals can take steps to help improve the quality of life both for ourselves and our wider communities and the simulation demonstrates the different ways the quality of the air we breathe can be impacted.”

Transport and Environment Convener at The City of Edinburgh Council, Councillor Scott Arthur, said: “This fascinating and engaging exhibition will really get people thinking about the impacts of poor air quality on our lives, and the choices we can make to limit this. 

“Earlier this year I was proud to launch the Low Emission Zone in Edinburgh as this will reduce air pollution across the city. This is just one of a number of tools the Council is using to tackle poor air quality, from improvements to its vehicles to better infrastructure supporting cleaner modes of transport like walking and cycling, and for Leithers the Tram to Newhaven. What’s more, people using Lothian Buses can be reassured it has one of the cleanest fleets in the UK. 

“Visiting this interactive exhibition at Leith Library will provide an insight into the need to make these kinds of changes for the good of all in our city.”

Dr Gillian Lang, Director of Experience Development at Glasgow Science Centre, said: “We are delighted to have been able to partner with SEPA on developing this touring exhibition to raise awareness of the science and issues around air quality.

“The exhibition was at Glasgow Science Centre during COP26 and has toured to Aberdeen Science Centre where it has been seen by over 16,000 people.”

The mobile exhibition is part of a larger educational package which SEPA has developed with Glasgow Science Centre, aiming to highlight the importance of air pollution and the impacts it can have on our health and the environment.

In 2017, SEPA and the Glasgow Science Centre developed a larger, permanent installation which was originally commissioned by the Scottish Government as part of the Cleaner Air for Scotland (CAFS) strategy, encouraging an interactive way to explore the science behind air pollution.

The mobile exhibit is a development of this work and is now available to tour individual local authority areas.

It’s Clean Air Day!

The evidence base behind Clean Air Day, the UK’s largest campaign on air pollution by Global Action Plan, today reveals the weight of scientific evidence has strengthened, thereby allowing the organisation to publicly confirm for the first time that air pollution can impact every organ in the body. 

The relationship between air pollution and our health has been studied for decades. However, 2022 is the first year Global Action Plan’s review of the evidence base, which is approved by a number of expert bodies, has been able to confirm that air pollution can have health impacts on every major organ in the body, can shorten our lives, contribute towards chronic illness and put us more at risk from COVID-19.

When we breathe polluted air, it can inflame the lining of our lungs, moving into our bloodstream ending up in the heart and brain, causing lung disease, heart disease, dementia, strokes, and cancer.   

As part of Global Action Plan’s ongoing measurement of public attitudes and behaviours around air pollution in partnership with Opinium, survey data (conducted in June 2022) shows the lack of public awareness on the extent of the health impacts of air pollution.

Poor air quality dirties every organ in the body, but Brits only connect it with lung related health issues. 

  • Nearly half (49%) of people think air pollution is connected to worsening of asthma symptoms and 46% to development of asthma.  
  • 44% also rightly connect it to poor lung function development, 42% bronchitis, and 35% lung cancer. 
  • Only 12% of Brits associate it with strokes, 10% with dementia, and 18% poor brain development. 

While public understanding on the health impacts of air pollution is imperative, it is also important that people understand there are actions they can take to decrease air pollution.  

Global Action Plan’s Clean Air Day campaign explains the health impacts, but also showcases the simple steps we can all take to reduce the air pollution we cause and the positive impact that taking action will have for us and our wider community. Whilst these actions are important to give people the agency to tackle air pollution, the campaign also recognises the crucial role that decision makers play in creating clean air communities for all.  

In line with the evidence and this year’s Clean Air Day theme “Air pollution dirties every organ in your body. Take steps to improve your health and the planet this Clean Air Day”, Global Action Plan is promoting the primary action of walking for shorter journeys, for those who can.

A quarter (25%) of journeys in England are under one mile, so for those who are able, swapping the car to walk can make a difference. The charity has also launched its first ever Clean Air Day Walking Playlist and walking toolkit to motivate Brits whilst out walking. 

The key actions for Clean Air Day 2022 include:  

  • Talking to someone about the harms of air pollution. 
  • Walking those short distance trips and leaving the car at home, where you can. 
  • Asking local and national decision makers to make it easier to walk more and have clean air in your community.   

The public can also access free resources on the Clean Air Day website, learn more about air pollution on the Clean Air Hub and calculate their air pollution footprint with suggested actions to reduce it using the Air Pollution Calculator. 

Ahead of Clean Air Day, Global Action Plan has also launched The ICS Framework, a free healthcare resource in partnership with Boehringer Ingelheim and Newcastle Hospitals, designed to help NHS leaders tackle air pollution. 

Larissa Lockwood, Director of Clean Air at Global Action Plan says: “Air pollution puts the health of our whole body at risk, it is beyond just a lung health issue. With a growing evidence base, we are able to talk even more clearly about the health harms that air pollution causes for everyone, not just those who are vulnerable.

“But we want the public to know that there is hope – simple actions do have a positive impact on our health and our communities. By asking those who can, to ditch the car for short journeys this Clean Air Day, we hope to inspire and normalise walking and cycling for short trips.

“Not only will walking reduce your air pollution footprint and exposure, it is also the healthiest and cheapest way to get around. But it’s not always easy, so we also want people to ask local decision makers to make it easier for them to walk more and have cleaner air in their community.” 

Dr Karen Exley, UK Health Security Agency says: “Air pollution damages our health in a number of different ways and even shortens our life expectancy. Our understanding of the effects of pollution is increasing all the time and improving the quality of the air we breathe in could prevent thousands of respiratory and cardiovascular diseases over the next two decades.

“We must all make it a priority to reduce air pollution. Every one of us has a shared responsibility to take action and campaigns like Clean Air Day demonstrate how every action has a positive impact.’’ 

Professor Stephen Holgate, Air Quality Expert, says: “Even though we can’t see it, air pollution impacts our health from our first breath to our last. When we breathe polluted air, it can inflame the lining of our lungs and get into our bloodstream ending up in the heart and brain.

“It is the biggest environmental threat to our health, no matter who you are or where you live, as air pollution is toxic right down to zero. This growing body of evidence, however harrowing, provides an opportunity to showcase the health impact air pollution has on all of us. I hope this latest analysis highlights the need to act urgently – air pollution is a public health crisis.”  

Professor Frank Kelly, Air Quality Expert, says: “The health and planetary impacts of air pollution and where you are most exposed to poor air quality is still widely misunderstood by the public.

“Analysis like this, as well as public campaigns like Clean Air Day are imperative to raising awareness and further system level change. We need bolder clean air policies and regulation.” 

Edinburgh set to take part in new Internet of Things trial

Scottish Councils create safer and more sustainable communities through smart tech

The city council is one of six Scottish local authorities – alongside Scotrail, Blackwood Homes and Care and Borders College – set to benefit from a new Internet of Things (IoT) trial which has the potential to transform the experience of people who live within communities across the country.

The ‘IoT Accelerator Packs’ are being supplied by North, the UK’s leading IoT service and solutions provider.

The innovative packs are set to provide access to real time data insights on waste management, air quality, social housing solutions, building health and water monitoring capabilities. Used in the right way, they have the potential to transform the ways in which local communities live and work and can deliver a wide range of societal and economic benefits.

With access to the Scottish Government-backed national Internet of Things network, IoT Scotland, and funded IoT Accelerator Packs, the organisations involved can investigate and evaluate the power of IoT technology. Scotrail, Blackwood Homes and Care and Borders College are taking part in the innovative trial alongside the following:

  • Aberdeen City Council
  • Angus Council
  • East Renfrewshire Council
  • City of Edinburgh Council
  • Fife Council
  • Highland Council

Working closely with each organisation, North determined the services which would most benefit from smart solutions.

Comprising of sensors and the back-end services required to deploy the selected pack, the IoT Accelerator Packs are accompanied with professional services to facilitate the rollout. The North team will then evaluate and capture feedback, with deployment and support fully funded by the provider.

Fife Council has selected intelligent waste management technology. This will help to reduce their carbon footprint and operational costs using data to monitor smart bins, which align waste collection frequency with demand, significantly reducing costs and emissions. 

Scotrail, Edinburgh City, Angus and East Renfrewshire Council will have the ability to measure air quality within train stations, council buildings or across a busy town centre, measuring and reporting on temperature, humidity and pressure, alongside primary air pollutants, enabling environmental teams to access and collate measurements in real-time more easily and frequently than traditional manual processes.

Similarly, Blackwood Homes and Care will be implementing the use of sensors within its social housing to monitor and improve living environments. This will ensure parameters such as moisture control and ventilation are adequate, providing a healthy living environment for tenants whilst also protecting the fabric of the building.

Borders College will use the technology to monitor levels of CO2 within the working environment across its building. With high levels of CO₂ saturation proven to have a detrimental effect on an occupant’s health, affecting productivity, comfort, absence rates and learning retention.

Aberdeen City Council will implement smart sensors to monitor its water, alongside Highland Council, which has already successfully adopted the smart IoT sensor technology across its schools, care homes, leisure centres and council offices to gather a range of data and insights.

The addition of water monitoring is set to help each of the organisations maximise their water safety, by continuously monitoring and measuring water temperature to identify and reduce the risk of legionella and other bacteria.

Cabinet Secretary for Finance and the Economy, Kate Forbes, said: “These innovative accelerator packs have been designed to help organisations explore Internet of Things (IoT) solutions which can deliver sustainable social and economic benefits for local communities.

“Digital technologies like IoT help drive forward our economic recovery while reducing business costs and enabling progress towards net-zero emissions.”

IoT Scotland is the UK’s most advanced IoT network, and it is hoped that through the ‘IoT Accelerator Packs’, local authorities will realise the benefits insightful and actionable IoT data can deliver, driving the adoption of IoT technologies and smart solutions to revolutionise the lives of people throughout Scotland.

Data gathered by these smart solutions will remain the property of the council and all data will be handled in accordance with data protection and GDPR regulations. Councils will have the opportunity to pay to expand and continue the solutions after the initial 12-month period if they so wish.

Have your say on city council’s Low Emission Zone proposals

More than 4000 people have told the city council what they think of proposals to introduce a Low Emission Zone (LEZ) in Edinburgh, with less than two weeks left to take part in the consultation.

CEC is seeking people’s views on proposals for an LEZ in Edinburgh’s city centre, which would require all motor vehicles, other than mopeds and motorcycles (and exempted vehicles), to meet minimum emissions standards to enter the zone freely. The council intends to introduce the LEZ by spring 2022, with a two-year grace period before enforcement begins, to help people adjust to the changes.

People have until 20 September to take part in the consultation asking about travel habits and for responses to the scheme, including the city centre boundary, the two-year grace period and exemptions. As of Thursday (9 September), 4025 people had already responded.

To help you have your say on the proposals, the council has put together some key facts about the LEZ (below).

Councillor Lesley Macinnes, Transport and Environment Convener, said: “It’s great that so many people have already taken the time to share their views on our proposals. This is a change that could affect anyone coming into the city centre, as well as all those that live here, so I would encourage as many people as possible to take part before the consultation closes.

“It’s really important that people are able to make informed responses to the consultation, which is why we’ve gathered together some key facts about the scheme, and we hope these will dispel some of the myths about how it would operate.

Councillor Karen Doran, Transport and Environment Vice Convener, said: “People have already told us how important clean air is to them, and our proposals aim to improve air quality while also supporting all those who live and work here to adjust to the changes.

“By reducing the most polluting vehicles in the city, alongside other projects to reduce congestion and facilitate travel by foot, bike or wheel, we could create a safer, cleaner and healthier city.”

Joseph Carter, Head of Asthma UK and British Lung Foundation Scotland said: “Low Emission Zones are a vital step towards improving Scotland’s air quality and people’s lung health.

“Air pollution causes as many as 2000 premature deaths in Scotland every year so it is crucial that we take steps to reduce the levels we are exposed to, especially in our busy cities.

“We encourage everyone to take a moment and have their say to help ensure the Edinburgh LEZ plan is robust and will help to create a world where everyone can breathe clean air with healthy lungs.”

Feedback to the consultation will help inform a finalised LEZ plan, to be brought back to the Transport and Environment Committee in the autumn, before the statutory process for introducing the scheme begins.

In 2019 we carried out a consultation on initial proposals for LEZs in Edinburgh, with responses showing that cleaner air is important to everyone.

LEZ: Key facts

Why are we introducing an LEZ?

  • We want to reduce air pollution, for which road traffic is the main source. By limiting the most polluting vehicles in the LEZ we want to create cleaner air and improve people’s health in this densely populated part of the city.
  • Introducing the LEZ will significantly improve air quality, reducing traffic related (NO2 – nitrogen dioxide) emissions in the city centre by 55% – equivalent to 25-30 tonnes per year, when compared to 2019 levels.

Will this negatively impact those who need to drive in the city?

  • We want to make sure that those who need to drive into the city still can, so blue badge holders and emergency vehicles will be amongst those exempt from the restrictions.
  • Only the most polluting vehicles will be affected – we expect the majority of drivers not to be affected by the changes.
  • By the time enforcement begins in 2024 only diesel cars less than nine years old and petrol cars less than 18 years old will be able to drive in the zone.

Why are we proposing a boundary that only covers the city centre and not the whole city?

  • An evidence-led approach was taken when appraising options for an LEZ, adhering to the National Low Emission Framework and based on detailed traffic and air quality modelling and data. Each option was assessed against a series of principles and objectives including the reduction of harmful NO2 and greenhouse gas emissions and minimising the displacement of traffic as a result of the LEZ.
  • This work suggested a citywide boundary would have a limited impact, with commercial fleet already improving in emissions standards. In 2020, Edinburgh traffic surveys showed Heavy Goods Vehicles (HGVs) were already 76-95% compliant, while Light Goods Vehicles (LGVs), or vans, had increased in compliance to 48% from 7% in 2016.
  • Over 60% of bus and coach fleet here (excluding Lothian Buses) was compliant in February 2020 and Lothian Buses are already on the road to reaching full compliance with the LEZ requirements by the end of 2021.
  • It is anticipated that the effects of vehicles complying with a city centre boundary will filter out to the wider city, with all buses and taxis becoming compliant with LEZ rules covering the whole city. According to modelling by SEPA, for areas that are not in the LEZ, it is predicted that harmful Nitrogen Oxides emissions from traffic sources will decline by 15% when compared to 2019 levels.

Will an LEZ generate money for the Council but disproportionately affect low income households? 

  • LEZs improve public health and help to save money, supporting the NHS to reduce health inequalities. By allowing a two-year grace period we want to give people time to prepare for the changes before 2024.
  • There’s also funding available to help people prepare for the LEZ, with up to £3000 in grants for households on certain benefits to scrap polluting vehicles and invest in more sustainable transport. Small businesses can also benefit from up to £2,500 from the Energy Saving Trust.
  • Scotland’s LEZs will issue fines to the most polluting vehicles only and are not designed to generate income. The Scottish LEZs are not designed in the same way as the Clean Air Zones in other parts of the UK which essentially set a fee for entering in a non-compliant vehicle. The Edinburgh LEZ will issue fines for non-compliance set at rates which will discourage repeat contraventions.

Is this a Council strategy or something encouraged by the Scottish Government?

  • We have been working to introduce an LEZ in Edinburgh since 2018 in line with the Scottish Government’s commitment to implement LEZs in Scotland’s four largest cities – Edinburgh, Glasgow, Aberdeen and Dundee – to tackle air pollution and protect public health.
  • Our own City Mobility Plan – Edinburgh’s ten-year-transport strategy – commits to developing an LEZ alongside several other measures to tackle congestion, support cleaner air and support the move towards low emission transport. These include the Workplace Parking Levy (subject to consultation), the completion of the tram line to Newhaven and expansion of the active travel network.

Are you planning to increase electric vehicle charging infrastructure to help people comply with the LEZ?

  • Although you don’t have to have an electric vehicle to drive in the LEZ (newer petrol and diesel vehicles will still be allowed), the Council is working to develop electric vehicle charging infrastructure in the city to help facilitate these types of vehicles.
  • We’ve been awarded £2.2m of funding from Transport Scotland through the Switched-On Towns and Cities Fund for installing on street chargers. A total of 66 of these chargers will be put in across the city as part of the first phase of implementation. This is expected to be completed by 31 March 2022.
  • There are already publicly accessible electric vehicle chargers located around the city. Their locations can be found on the Charge Place Scotland website.

Arriving now: Edinburgh’s first fully electric double decker buses

Today sees the official launch of Edinburgh’s first fully electric double decker buses, thanks to major funding from SP Energy Networks working in partnership with Lothian buses.

The £1.7million project was funded as a flagship project of SP Energy Networks’ £20million Green Economy Fund to enable Edinburgh to take a major step in its journey towards the city becoming Net Zero by 2030.

These buses will bring immediate benefits to the city and the communities in which they operate, helping improve the city’s air quality and delivering multiple health benefits.

Lothian’s four brand new all-electric double decker buses will be introduced onto route 10, which connects outlying parts of the city, Western Harbour and Bonaly with Edinburgh’s city centre.

The City of Edinburgh Council has committed to establish a Low Emission Zone (LEZ), reducing the carbon footprint of public transport and the new Lothian electric buses are a statement of intent for the city’s transport network.

The launch of these buses will play a big part in the city’s green transport infrastructure.

Through the Green Economy Fund, SP Energy Networks is investing in the communities that it serves to support the UK and Scottish governments’ green energy ambitions. It also contributes to government plans to meet climate change targets, boost local economic growth, improve air quality across the country and deliver a better future, quicker for our communities.  

SP Energy Networks is part of the ScottishPower group, a Principal Partner for the United Nations Climate Change Conference (COP26) to be held in Glasgow in four months’ time.

It is developing an energy model that will play a significant role towards reaching the UK’s world-leading climate change targets and is investing a total of £10billion in the clean energy generation and networks infrastructure needed to help the UK decarbonise and reach Net Zero emissions.

The new electric buses were built by Alexander Dennis, Britain’s biggest bus builder, at its Falkirk factory and will benefit from a smart management system which allows reduction in well-to-wheel greenhouse gas emissions and energy consumption.

Transport Minister Graeme Dey, who attended the official launch of the new electric fleet at Dynamic Earth, said: “Scotland was one of the first countries in the world to declare a global climate emergency and with projects like this we continue to show our commitment to reducing emissions.

“As the country comes out of the pandemic and restrictions continue to ease, it is essential that our recovery is a green one, which has returning to public transport at its heart. This all-electric service is welcome news both for Edinburgh bus users and the environment.

“It’s also fantastic to see private sector organisations collaborate to tackle climate change. The funding from SP Energy Networks to support Lothian’s electric fleet with buses made in Falkirk is very much an initiative to be welcomed and encouraged.’’

Guy Jefferson, Chief Operating Officer at SP Energy Networks, said: “This is an historic moment in Edinburgh’s journey to Net Zero. The four new electric double decker buses will serve one of the busiest bus routes in the capital and provide a blueprint for other routes across the city.

“These new buses are fitted with the most advanced zero emissions technology and the introduction of these vehicles across our Service 10 further cements our commitment to meet the requirements of the Scottish Government and The City of Edinburgh Council’s climate change strategies.

Transport and Environment Convener Councillor Lesley Macinnes said: “This is a really exciting step forward for the city’s public transport network, and our own ambitions to achieve net zero carbon emissions by 2030.

“We want to make a green recovery from the pandemic and to do this we need to encourage more people to make sustainable transport choices. These buses offer a clean, reliable and environmentally-friendly alternative to the car.

“As we work towards the introduction of a Low Emission Zone in Edinburgh too, electric and other low emission buses will be essential for transporting people to the city centre while maintaining clean, breathable air.

“In the coming months we’ll be playing an important supporting role when Glasgow hosts the major COP26 climate change conference, and it’s innovations such as these that signal our firm commitment to tackling the climate emergency.”

The new vehicles also have USB charging points, on-board audio-visual next stop announcements and free Wi-Fi to provide a better overall customer experience.

So far, 35 projects have been awarded funding from SP Energy Networks across Central and Southern Scotland.

Council must use Spaces for People funds wisely, say Greens

New funds for cycling and walking infrastructure awarded to City of Edinburgh Council must be used wisely if traffic jams and unsafe roads are to be avoided as lockdown lifts, the Scottish Greens have warned.

City of Edinburgh Council has been awarded £5m as part of the £30m Spaces for People fund, to make social distancing and active travel possible as COVID-19 restrictions are lifted.

The funds are possible because of the budget deal won by the Scottish Greens, which saw the active travel budget raised to £100m for the first time ever.

However, Conservative, Labour and Liberal Democrat councillors across Scotland have already resisted the establishment of temporary safe spaces for walking and cycling, prioritising congestion over common sense.

Green MSP for Lothian, Alison Johnstone, has urged City of Edinburgh Council to put public safety, air quality and the economy first by investing the funds in a way which keeps people moving.

Alison Johnstone MSP said: “I welcome the fact Edinburgh has applied for and been granted £5m to make our streets safer. This funding can make a real difference here, but only if it is invested wisely.

“If people avoid public transport in the near future, there is a real danger our streets will be clogged up with traffic jams, causing dangerous levels of pollution and preventing anyone getting anywhere.

“New infrastructure must be visible and useful not tokenistic, such as on main arterial routes which people will need when they start to go back to work. It also needs to be given the option to become permanent once the benefits become clear.

“Roads exist to serve people, not just cars, and there is some incredible work being done in France, Italy and across Europe to redesign them to keep people moving. I urge City of Edinburgh Council to ignore the retrograde naysayers who are obsessed with 1960s-style town planning and look instead to the needs of citizens.”
